우리나라 어업손실 보상제도에 대한 정선방안 연구;-법제도를 중심으로- (A Study on the Legal System of Compensation for Fishery Loss caused by Public Works)

  • The objective of this study is to analize the system of legal compensation for the fishery loses caused by public works and to suggest alternatives on the current compensation system. Korea government has been performing reclamation activities in coastal region to conduct farm, urban and industrial area, and such activities are still going on in Yeongjongdo airport area, Saemangeum area and so on. Reclamation interrupts fishing activities in or around the reclaiming area, therefore, the compensation for fishery losses incurred by fishermen should be made. The system of legal compensation in Korea, however, is based on the land compensation, and the regulation of the compensation for fishery losses in the Fishery Act can not be applied for the compensation of public works because the procedure of the compensation in the Fishery Act is different from its cause of action. Therefore, this study is caried out to suggest a resonable compensation procedure and to provide a basis for establishing legal system.

Plant Growth-Promoting Potential of Endophytic Bacteria Isolated from Roots of Coastal Sand Dune Plants

  • Endophytic bacteria associated with the roots of coastal sand dune plants were isolated, taxonomically characterized, and tested for their plant growth-promoting activities. Ninety-one endophytic bacterial isolates were collected and assigned to 17 different genera of 6 major bacterial phyla based on partial 16S rDNA sequence analyses. Gammaproteobacteria represented the majority of the isolates (65.9%), and members of Pseudomonas constituted 49.5% of the total isolates. When testing for antagonism towards plant pathogenic fungi, 25 strains were antagonistic towards Rhizoctonia solani, 57 strains were antagonistic towards Pythium ultimum, 53 strains were antagonistic towards Fusarium oxysporum, and 41 strains were antagonistic towards Botrytis cinerea. Seven strains were shown to produce indole acetic acid (IAA), 33 to produce siderophores, 23 to produce protease, 37 to produce pectinase, and 38 to produce chitinase. The broadest spectra of activities were observed among the Pseudomonas strains, indicating outstanding plant growth-promoting potential. The isolates from C. kobomugi and M. sibirica also exhibited good plant growth-promoting potential. The correlations among individual plant growth-promoting activities were examined using phi coefficients, and the resulting data indicated that the production of protease, pectinase, chitinase, and siderophores was highly related.

  • Integrated coastal management (ICM) requires robust indicators that gauge the 'health' of the coast in relation to environmental, social and economic activities. Biological indicators(bio-indicators) offer a signal of the biological condition in an ecosystem. Using bio-indicators as an early warning of pollution or degradation in an ecosystem can help sustain critical resources. This review examines the rationale and value of selecting species as bio-indicators of human induced changes within estuaries, using examples from both the western and southern coast. It include a range of biological parameters relating to particular species, groups of species and biological processes. The use of these indicators is critically reviewed and the presence or absence of a relevant framework for their use in Korean ICM programs is discussed.

  • A glucanhydrolase (a DXAMase exhibiting both dextranolytic and amylolytic activities) from Lipomyces starkeyi KSM 22 hydrolyzed polysaccharides having ${\alpha}-(1{\rightarrow}3)-,\;{\alpha}(1{\rightarrow}4)-,\;and\;{\alpha}-(1{\rightarrow}6)$-D-glucosidic linkages. The oral hygiene benefits of DXAMase-containing mouthwash were examined in relation to human experimental gingivitis during a 3-week period without brushing. The DXAMase-treated group exhibited a lower increase in plaque accumulation and gingival index score than the chlorhexidine-treated group. The DXAMase-treated group also showed less tongue accumulation, bad taste, and tooth staining, thus indicating a positive role for DXAMase as an antiplaque agent ingredient.

Effect of Cause-Related Marketing in the Chinese Market: Moderating Effects of Product Type and Regional Characteristics

  • Although companies perform societal marketing activities across different cultural regions, previous research was predominantly centered on a specific cultural region-the West. To address this limitation in the literature, the current research examines societal marketing in the Chinese market considering cultural characteristics. China has become the largest market in the world with great potential growth for its vast consumer base. Since there is heterogeneity among regions in China, it is imperative to divide China into several markets for better understanding. Thus, this study investigates different responses of Chinese regional (coastal vs. inland) consumers toward Cause-related Marketing (CM). Our findings reveal that Chinese consumers, in general, prefer utilitarian CM products compared to hedonic CM products, which is the opposite result of findings of the previous research. Further, this was truer for consumers in inland regions, while coastal consumers did not display any preference by product type. The academic and practical implications, limitations, and directions for future research are discussed.

연안통합관리계획의 효과적 실행을 위한 지역 Network 시범모델 연구 (Constructing A Local Network for Effective Implementation of Integrated Coastal Management)

  • 국가단위의 연안통합관리계획과 각 지역별 연안관리지역계획의 효율적 실행을 위한 방안이 검토되고 있다. 본 논문은 연안에 대한 지자체 지역주민 민간단체 전문가 집단간의 네트워크를 통한 연안통합관리의 실행방안을 연구하였다. 해외의 사례연구를 바탕으로 하여, 양식장이 밀집되어 해양환경의 보전이 절실히 요망될 뿐만 아니라, 지역경제와 산업의 요구로 매립 등 해양환경을 훼손할 가능성이 큰 개발활동이 계획되는 등 이용행위간 상충적인 대립이 존재할 가능성이 크고, 한편으로 다양한 해양 및 환경 관련 단체들이 활발한 역할을 하고 있는 중소도시인 여수지역을 시범모델지역으로 선정하여 지역네트워크의 구성과정과 필요사항을 제시하였다. 대상지역에 대한 연안의 문제점과 이용실태, 지역 해양수산관련 업계 및 환경단체 인력과 활동 상황 파악, 연안관리 인적 네트워크 구성방안과 모델 개발, 외국의 연안관리 참여제도 조사 및 국내 도입방안, 해양산업 및 환경보호 활동기관 단체들과의 연대방안, 주민 참여 확대 방안과 중앙정부 및 지방정부의 지원 방안 등이 검토/연구되었다. 여수지역에서 실제적으로 관련 네트워크를 창립하여 운영하는 중에 활동자금의 조달, 중앙정부와 지자체와의 관계에서 네트워크의 지위와 안정적 장치의 미확보로 실효성과 구속력이 약한 문제 등이 제기되었다. 네트워크의 활성화 및 효율성을 위해서는 캐나다의 ACAP (Atlantic Coastal Action Program)와 같이, 지역조정담당을 선정하여, 일정한 보수를 제공하고, 계획 수립에 전념할 수 있는 사무실 환경을 제공하는 등의 벤치마킹이 필요한 것으로 검토되었다. 이러한 지역 네트워크의 구축사례는 효율적 연안관리와 정책조율을 통한 정부의 정책 입안에 이바지할 것이다.

법정보호종, 흰발농게(Austruca lactea) 서식 개체수 추정에 대한 검토와 대안 (Considerations and Alternative Approaches to the Estimation of Local Abundance of Legally Protected Species, the Fiddler Crab, Austruca lactea)

  • 본 연구에서는 우리나라의 갯벌에서 조사대상으로 삼는 멸종위기야생생물이자 해양보호생물, 흰발농게(Austruca lactea)의 전체 개체수 추정 방법을 검토하였다. 일반적으로 무한모집단에 대한 전수조사는 불가능하며 이는 갯벌 내 제한된 서식처에서 개체수를 추정하더라도 마찬가지이다. 표본으로부터 추정되는 서식 밀도 역시 다양한 생물학적, 생태학적 요인들로 인해 높은 변동성을 보인다. 서식처 경계와 면적은 측정 오차뿐만 아니라 생물의 주기성이나 리듬 활동(주야, 간만 주기 등)에 따라서도 달라진다. 따라서 밀도와 서식처 면적으로 산출되는 전체 개체수는 일시적인 것으로 간주되어야 한다. 이 같은 추정은 인천 송도 갯벌에서 3년 간 관찰된 흰발농게(A. lactea)의 평균 밀도와 표준오차 범위 그리고 공간분포의 시공간적 변동성에 근거하면 타당한 것으로 볼 수 있었다. 본 연구에서는 로지스틱 회귀모형의 출현 확률인 50%를 기준으로, 서식처 보존 가치의 중요성을 반영하는 잠재적 서식처 면적을 전체 개체수 추정의 대안으로 제시하였다. 보편성을 갖춘 모형으로부터 예측되는 잠재적 서식처는 대상종의 주요 환경조건이 급격하게 변하지 않는다면 시간에 따라 일정한 모습을 유지할 것이다. 특정종을 대상으로 개발되는 모형은 추후 서식처 복원/조성 사업에서도 원하는 생물의 정착을 유도하는데도 활용이 가능할 것으로 기대된다.

우리나라 수산생명자원 연구동향 (Research Trends Regarding Fisheries' Biological Resources in Korean Coastal Areas)

  • Fisheries' biological resources were considered public resources before the 1990s. Every country could access and use these resources without regulation. However, the United Nations adopted the Convention on Biological Diversity and the privileges and rights to these resources were attributed to countries. This research starts with the research background and social and academic value of "The Jasan Eobo (or Report on Marine Organisms in the Coastal Waters near Heuksan Island)" by Jeong Yak-Jeon, who pioneered the new field of Fisheries Science and Marine Biology in Korea in the early 1800s. We also searched for recent results from the Marine Bio-Diversity Research Activities of the Korean National Council for Conservation of Nature (KNCCN) and the Ministry of Maritime Affairs and Fisheries (MOMAF). KNCCN reported that marine bio-diversity comprised approximately 6,500 species in 1996, and the Ministry of Maritime Affairs and Fisheries reported there were about 10,000 species in 2007. Among these marine species, plankton account for about 25%, seaweeds 11%, invertebrates 52%, and vertebrates 12% in Korean Coastal Areas. The Ministry for Food, Agriculture, Forestry, and Fisheries (MIFAFF) enacted a law for Agriculture and Fisheries Resources Management in 2012; this law includes the preservation of marine ecosystems, the conservation of wetlands and the preservation of fisheries resources, and describes the boundary of taxonomy for new species and unknown species that could be identified in the near future. To follow the new regulation for Access to General Resources and Benefit-Sharing, this research suggests (1) the importance of taxonomy for new species and unknown species as a goal of "No Name = No Information", (2) integrated research on bio-diversity, species distributions and the abundance of fisheries resources, both in local areas and in Korean Coastal Areas, and (3) the observance of international regulations or agreements for benefit-sharing without additional damage in the future.

Polychlorinated Dibenzo-p-dioxins and Polychlorinated Dibenzofurans in Marine Sediments from Mokpo Coastal Water of Korea

  • Concentrations of polychlorinated dibenzo-p-dioxins (PCDDs) and polychlorinated dibenzofurans (PCDFs) were determined in marine sediments from Mokpo coastal water of Korea. Total and toxic equivalent (TEQ) concentrations of PCDD/Fs ranged from 19.4 to 175pg/g dry weight and ranged from 0.195 to 2.87 pg WHO-TEQ/g dry weight, respectively. These PCDD/F concentrations were below the safety sediment value (20 pg TEQ/g dry weight) of chronic toxicity. A highly significant correlation between the concentrations of PCDD/Fs and total organic carbon (TOC) in marine sediments was observed. Overall PCDD/F concentrations in the sediments were elevated in rivers and at inner locations close to harbors, indicating that these contaminants derived from local discharges of human activities. PCDD/F concentrations measured in our study were lower than those in several industrialized areas in Korea. Nonparametric multidimensional scaling (MDS) ordination showed that combustion processes from industrial complexes are the major source of PCDD/Fs in Mokpo coastal water.

임해지역 주변에서의 해수침투특성 (Hydrogeological Characteristics of Seawater Intrusion in the Coastal Area)

  • 임해지역에서의 지하수 이용 및 지하공동 건설시 육지부 대수층으로의 해수침투가 문제될 수 있으며, 지하수질의 저하 또는 지하공동내의 시설부식을 초래할 수 있다. 본 연구는 임해지역의 지하공동시설 주변 지표수와 지하공동내 유입수에 대한 수질 분석과 환경동위원소 분석, 그리고 지하공동과 해안사이에 위치하는 수직수벽공에서의 심도별 수리특성조사와 수리간섭시험 등을 통하여 해수침투 현상을 규명하고, 이를 수리지질학적 관점에서 해석하였다. 육지부가 자유면대수층 조건일 때 이론적인 담수-해수체 경계면과 연구지역에서 확인된 해수침투경로와는 상당한 차이가 있었다. 지하공동으로 침투하는 해수의 주 경로는 해수체와 연결되는 sub-horizontal 단열대인 것으로 해석되었다. 임해지역에서 준평형 상태의 지하수체계에 변화를 초래하는 인위적 행위로 인하여 담수-해수체 경계면에 영향을 미치는 가장 큰 요인은 해수체와 연결되는 투수성 단열대의 분포특성이다.
