Evaluating Coastal Wetland Using Environmental Indicators (환경지표를 이용한 연안습지의 평가)

  • The objective of this study was to enforce systematic evaluation on the present condition and ecosystem of coastal wetland to use frame of environmental indicators, For this, the indicators for evaluation of coastal wetland were established and were applied to the present condition. Then, the application possibility of this evaluation indicators and management method by group of coastal method are presented. These results present the following consideration in case that the ideal management method on the conservation and development of coastal wetlands was proposed. In case of Kang-hwa island which had the good natural environment, the mlnimum development with maintenance of the present state must be driven. In case of Tae-an which had the good natural environment and development potential, the development that was in harmony with the nature must to be driven. In case of Seo-chon which was previously developed region, the various development programs which had the minimum effects on the natural, living and socio $.$ economic environment must to be provided.

A Basic Study on How to Improve the Management and Operation of Maritime or Coastal National Parks as Based on the Analysis of the Basic Statistical Data on National Parks (국립공원 기초통계자료분석을 기반으로 한 해상·해안형 국립공원 관리운영개선에 대한 기초 연구)

  • National parks, which are preserved areas of $6,726.298km^2$($3,972.589km^2$ on land and $2,753.709km^2$, at sea), take up 6.71% of the national territory, and they are classified by type into 17 mountain parks, 4 maritime or coastal parks, and 1 historical site park. Of them all, the maritime or coastal national parks, which are preserved areas covering wide tracts of maritime, lately attract increasing numbers of visitors. In this light, this study identifies the issues with the maritime or coastal national parks such as the changes in the number of visitors and the unbalance involved in the budget execution, based on the visitors to the national parks and the specifics of budget executed for them. On this basis, the study has conducted the research with a view to suggesting improvements for more useful management and operation of the maritime or coastal national parks. As a result, the study has reached the following conclusions. First, to accommodate those who want to visit the maritime or coastal national parks, the tour infrastructure needs to be expanded to guide the visitors' use of the facilities by focusing on their touring behavior and characteristics. Second, budget should be acquired through diversifying revenue structure to eliminate hugely unbalanced budget. Third, visitors nowadays come to national parks for recreational experience or to tour nature, but the maritime or coastal national parks focus on cultural facilities. To accommodate the visitors' needs, the parks should get diversified visitor facilities that reflect the regional characteristics.

A Theoretical Review on the Planting and Management of Coastal Forests in Korea (우리나라 해안림조성과 관리의 이론적 고찰)

  • The authors reviewed the history of creation and management, purposes, extents, methods of creation, planting species and mediums, structure of vegetation layers and legal management, etc. of coastal forests of Korea. Since the Goryeo dynasty, the inhabitants in the coastal regions has long been aware the safety from natural disasters and the local governments manages for the defence and natural disasters, and collaboration among GO and NGOs, as well as enterprises are participating to the conservation of coastal forests in Korea. The purposes of creation and management of coastal forests in historical aspects are prevention of disasters, safety by the Fengsui, military uses, and timber productions, but partly as the places for religious beliefs, safety from diseases and fires, increasing of forest products and fishes, as well as tourists, improving of amenity and landscapes and recreation, inherits of traditional culture, habitats for wildlife, and ecological corridors, etc. The inhabitant in the coastal region who experienced frequent natural disasters has strong supports for the conservation of coastal forest and as a natural resources to inherits to the coming generations as the coastal forests has high values of academic researches on human society, culture, ecology and recreational uses, etc. The extensive overall researches on the creation and managements of coastal forests, as well as cultural tradition in the coastal forests of Korean peninsula are critically essential.

  • This study was to investigate the establish situation of coastal disaster prevention forest for future-oriented management and establishment method of stands. As a result, the area of coastal disaster prevention forest was about 1,479ha in Korea. Therefore, it is necessary to prepare the thining regime for area of coastal disaster prevention forest and make a management method for fallen poor disaster prevention function of coastal forests. In addition, more positive counterplan would be necessary to conclude the protection against this disasters because the damage from coastal erosion or pine wilt disease were increased partly in some area.

Considering Concepts and Principles of Marine Spatial Management for Sustainable Use of Marine Resources (지속가능한 이용을 위한 해양공간관리의 개념과 원칙에 대한 고찰)

  • The rapid industrial and technological development has made the human activities for the utilization of marine resources more complex. Marine spatial management is a space-based approach. It is a comprehensive and integrated management approach. The ultimate goal of marine spatial management is the "sustainable use" of marine resources. The partial approach is applied in the existing marine spatial management, mainly coastal zones which involves integrated approach. Also this showed various limitations including restricted mostly to coastal zones, and limitation to implementation tools. However, for marine spatial management to have a reasonable approach that attaches importance to the relationship between humans and the holistic ecosystem, it is important to internalize a central principle in marine spatial management that focuses on the sustainable use of marine resources. In the present study, four central principles are proposed that will eventually be applied through marine spatial management planning tools. These principles are 1) the establishment of a cooperative decision making and planning system that is based on stakeholder participation; 2) scientific assessment of the current status and impact on the basis of ecology, sociology, and economics; 3) reasonable and optimal spatial assignment based on the forecasting of future-use characteristics and environmental changes; and 4) ascribing importance to the implementation of the results of rational planning processes.

Analysis of Safety Management Efficiency by Coastal Passenger Ship Companies : Development of Safety Management Evaluation Standards (연안여객선사 안전관리 운영 효율성 분석 : 안전경영지표 평가항목 개발을 중심으로)

  • The purpose of this study is to design a proper evaluation method for analysing the safety management efficiency of coastal ship companies, and to verify these evaluation standards by applying them to a representative company. For this purpose, 5 evaluation items and 14 specific sub-evaluation elements have been determined after collecting practical opinions from a group of expert, which consisted of safety managers in passenger ship companies, public servants as a ship inspector, passenger ship operations managers, etc. Next, the safety management levels of 44 coastal passenger ship companies were evaluated using these standards. Finally, the validity of the proposed evaluation method was verified through comparison analysis between the evaluation results and the ratio of major marine accidents. It was determined that companies with low evaluation levels were saw more major marine accidents than other coastal passenger ship companies, spurring greater interest in safety management. In conclusion, evaluation standards allow coastal passenger ship companies to voluntarily assess their safety management level were established. The result can also be applied to analyse the operation efficiency of coastal passenger ship companies.

An Analysis of International Research Trends in Green Infrastructure for Coastal Disaster (해안재해 대응 그린 인프라스트럭쳐의 국제 연구동향 분석)

  • Disasters in coastal regions are a constant source of damage due to their uncertainty and complexity, leading to the proposal of green infrastructure as a nature-based solution that incorporates the concept of resilience to address the limitations of traditional grey infrastructure. This study analyzed trends in research related to coastal disasters and green infrastructure by conducting a co-occurrence keyword analysis of 2,183 articles collected from the Web of Science (WoS). The analysis resulted in the classification of the literature into four clusters. Cluster 1 is related to coastal disasters and tsunamis, as well as predictive simulation techniques, and includes keywords such as surge, wave, tide, and modeling. Cluster 2 focuses on the social system damage caused by coastal disasters and theoretical concepts, with keywords such as population, community, and green infrastructure elements like habitat, wetland, salt marsh, coral reef, and mangrove. Cluster 3 deals with coastal disaster-related sea level rise and international issues, and includes keywords such as sea level rise (or change), floodplain, and DEM. Finally, cluster 4 covers coastal erosion and vulnerability, and GIS, with the theme of 'coastal vulnerability and spatial technique'. Keywords related to green infrastructure in cluster 2 have been continuously appearing since 2016, but their focus has been on the function and effect of each element. Based on this analysis, implications for planning and management processes using green infrastructure in response to coastal disasters have been derived. This study can serve as a valuable resource for future research and policy in responding to and managing various disasters in coastal regions.

  • The marine ecosystem survey investigates and analyzes multi-parameters at various times from various sites. Therefore, it is very difficult to analyze the complex ecological data of multi-items effectively, and it is more difficult to identify the current status and diagnose the problems of ecosystem through data analysis. Therefore, this paper aims to provide an example of interpretation of complex ecological data through analysis of distribution characteristics and outliers of ecological survey data. The main contents of the study are to elucidate the background levels of coastal ecosystem parameters considering the distribution characteristics of data, and to establish ecosystem monitoring indicators and an adaptive management system for the coastal waters in Korean Peninsula. The data used in this paper are based on the coastal ecosystem survey of the National Marine Ecosystem Monitoring Program conducted by the Ministry of Oceans and Fisheries (MOF) and the Korea Marine Environment Management Corporation (KOEM), and the major citations are from year 2015 to 2017. This article is a preliminary study to establish the above processes and the final result will be derived in 2020 when the coastal ecosystem survey is completed three times along the Korean coast.
