We assessed the coastal landscape of Jeju and Busan cities, respectively. In the study, we tried to estimate the coastal landscape based on the micro-scale and visualization landscape concepts. According to the estimation, the seawater pumping line causes the serious problem of coastal landscape. It means that water management treatment system of coastal region has been an important problem in Jeju city and Busan city since the slight problem was not corrected such as the distributions of pipeline of the pumping system making a bad view in coastal region. To solve the problem, we observed the pipeline distributions that were on the surface around the coastal region. we proposed two methods, that is, one is a short time treatment, the other is a long time one. The short is based on the colour treatment, which is pipeline colour changing into surround natural one. The long time is the construction design method which needs construction management method. Although the later method was very useful in Jeju island and Busan city. However, it takes a lot of time and money. Therefore, in the situation, the short time plan is more useful method than the long time one.

In spite of various safety measures, coastal safety accidents continue to occur, so this study focused on using drones as countermeasures. Municipalities that already have coasts have begun operating unmanned multicopters for coastal safety management. In particular, by connecting an unmanned multi-copter to the currently applied smart city safety net system, it is possible to transmit real-time images of the scene in case of emergency in the coastal area to the local government safety information center. It is also expected to contribute significantly to strengthening safety management in coastal waters through a more rapid response to safety accidents. Therefore, in this paper, we propose the use of drones as an alternative to the limitations of the domestic coastal safety system by investigating the state of coastal safety accidents and analyzing the state of domestic coastal safety systems. In addition, it is expected to be a key breakthrough in the coastal area safety system by proposing a model linking the Korean K-Drone system.

In order to preserve beautiful coastal areas landscapes of Jeju Island's the landscape resource, Jeju Special Self-Governing Province is dedicated to protecting the landscape through legal regulations and deliberations. However, the Coastal Landscape of Jeju Island was continuously damaged by due to increased tourist and high development pressure. Based on buildings along the Coastal Road in Aeowal of Jeju Island, this study focused on Management Status of Coastal Areas Landscapes through the Analysis of Building Landscape Elements. As a result, 1) It was effective to limit the use and scale of buildings through legal regulations such as Use zoning. 2) The result of analysis on the physical landscape elements of buildings showed some of the them have the damage values despite passing the review of Architecture Committee. Therefore Landscape Policies required institutional maintenance. 3) As physical landscape Elements of buildings is a minimum quantitation criterion of not less than 1.5 for D/H, or less than a factor of $27^{\circ}$ for angle of elevation and not less than 7.8m for elevation blockage ratio was presented as a criterion for preventing damage to the minimum Coastal Landscape.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.
The national parks of South Korea take up an area of 6,726 ㎢, which accounts for 6.7% of the national land. They are national conservation areas with their area made up of 59.1% of land (3,972.6 ㎢) and 40.9% of seawaters (2,753.7 ㎢). And in 2019, the national parks are classified by type into 17 mountainous, 4 maritime or coastal, and 1 historical site. Here, the maritime or coastal nation parks are lately spotlighted as landmarks in maritime tourism. However, the area of the maritime or coastal national parks is continuously dwindling due to conflicts between the residents in the parks and Korea national park service, the continued pressure with respect to the regional tourism development and private investments, and the abolition of parks in relation to allegedly breached private properties. This study identifies the issues with the operation and management of national parks as caused by the abolition of parks and the reduction of areas, and goes from there to do research with the aim of suggesting an institutionalized improvement plan with a view to more useful operation and management of the maritime or coastal national parks. As a result, the natural resources in the sea and on land should be surveyed again to establish the standard for use-specific zoning and reorganize the park areas in adjusting the national park areas. Second, the use-specific districts need to be reviewed for their reorganization that meets the designation requirements by focusing on the characteristics of the different national parks with a view to ensuring reasonable natural conservation in the maritime or coastal national parks. Third, various support facilities for residents such as public path, lodgings, and rentals need to be created to reduce the conflicts between Korea national park service and those who live in the parks.

Currently serious conflicts arose for the use of coastal area in Korea. However, there is no mediation program or mediators' activities for conflict resolution which are shown in the developed countries. Even though, the MOMAF(Ministry of Maritime Affairs and Fisheries) was established in 1997 and the Division of Coastal Zone Management under the Ministry took over the authority to establish ICM program and formulated the CZMA(Coastal Zone Management Act) in 1998 after understanding the seriousness of coastal degradation due to the importance of coastal zone management and the understanding of dispute resolution, it still lacks consistency among legislative power on the continuous policy for wise coastal use and management which results coastal conflicts. The objective of this study is to lay the evaluation criteria for the formalized objective evaluation among disputants of coastal conflicts for the better understanding and characterizing of coastal conflicts in Korea. In order to do so, this study has adopted the PCA(Principal Component Analysis) for the subtraction of the components of evaluation mechanism to describe the present conditions of conflicts in the selected study area(Sihwa lake), to analyze the problems, and then to explore alternative approaches for resolving the conflicts. As research methodologies, we have depended upon literature review and field survey methods. As field survey methods, we employed structured questionnaires for the various samples from the experts of research institutes, professors, representatives of NGOs and citizens. Survey results suggested that 5 representative elements comprising 35 detailed elements could be identified. Based on these results, this study was able to identify and classify the evaluation mechanism and help to resolve coastal conflicts in Korea.
The natural ecology of our coastal zone has been well preserved because of the designation of Han-Ryea national sea park. However, recently, it is being threatened by the frequent request of district regulation of national park and relaxation of green belt, etc. And also, with the reclamation of the foreshore by the development of industrial complex and tourism resource cultivation on a large scale, development pressure for natural coast is increasing. For that reason, preservation of the ecology, organized management and investigation is needed for the islands which scenery is beautiful and rare animals and plants inhabit. And also, it is worried that major habitats of migrants are diminishing because of the district regulation of national park, relaxation of green belt zone and construction of coastal streets. Therefore. on the basis of the through environmental impact assessment, only the business which are aimed at the preservation and restoration of the natural coast should be admitted and the act of eroding must be restricted.

The objective of this study was to select a representative coastal disaster prevention forest type for each coastal area. In this study, we used cluster analysis with the results obtained from investigation for density of growing stock, tree height, DBH, and forest width and length of major coastal disaster prevention forests distributed in the west, the south, and the east coasts. The results showed that the coastal disaster prevention forests for each coast were classified into two types: a forest type with small DBH and high growing stock density (W1) or with high tree height (W2) in the west coast, a forest type with small tree height (S1) or with large DBH (S2) in the south coast, and a forest type with small growing stock density (E1) or with small tree height and low DBH (E2) in the east coast. The coastal disaster prevention forests located in Gurye beach (Hwangchon-ri, Wonbuk-myeon, Taean-gun, Chungcheongnam-do) and in Gohsapo beach (Unsna-ri, Byeonsan-myeon, Buan-gun, Jeollabuk-do) were selected as the representative forests of W1 and W2, respectively. In addition, the coastal disaster prevention forests located in Namyang beach (Namyang-ri, Seolcheon-myeon, Namhae-gun, Gyeongsangnam-do) and in Donggo beach (Donggo-ri, Sinji-myeon, Wando-gun, Jeollanam-do) were selected as the representative forests of S1 and S2, respectively. Last, the coastal disaster prevention forests located in Bonggil beach (Bonggil-ri, Yangbuk-myeon, Gyeongju-si, Gyeongsangbuk-do) and in Anmeok beach (Gyeonso-dong, Gangneung-si, Gangwon-do) were selected as the representative forests of E1 and E2, respectively. Our finding is expected to be used as baseline data in establishing the most appropriate coastal disaster prevention forest for each coast.

Coastal compound disasters are becoming more extreme and more frequent due to climate change. Thus, appropriate and systematic disaster management is necessary to reduce potential losses. One solution to this is the creation of a coastal compound disaster management area. However, Korea's "Countermeasures against Natural Disasters Act" needs to be reformed to introduce this coastal compound disaster management area. In this study, we tried to find the appropriate direction for reforming the Act in order to establish a basis for implementing regulations on the Coastal Compound Disaster Management Area with regard to three aspects: science-based management, cooperative management, and adaptive management. The study was on the premise that the system would be operated based on the provisions of the "Countermeasures against Natural Disasters Act". Consequently for effective science-based management, it is necessary to introduce a disaster risk assessment framework. Based on the results obtained through the implementation of this framework, the management areas should be set with differential measures. Next, cooperation among the various ministries is essential to successfully respond to disasters. This study recommends the establishment of an advisory council composed of the related government departments as a pragmatic solution. Finally, in terms of adaptive management, we found that parallelly utilizing non-structural measures could compensate for the limitations of structural measures.
The East Sea Branch (ESB) of KORDI will be launched in 2008. She will take a role of monitoring the sea surface topography and temperature by satellites, short- and long-term sea levels by tide gauges, coastal currents and open-sea circulation by setting up coastal radars and mooring current-meters and acoustic equipments, as well as monitoring nearshore processes, coastal erosion and water pollution. A basic program of coastal zone management will help ocean-policy makers to set up right decisions based upon scientific background of the regional data in the East Sea. Networking among the neighboring countries around the sea will supply more useful information not only for experts but also for ordinary vacationers or fishermen. In order for this program to be successfully settled down during the next decade, it is necessary for a leader to have the right vision to attract more experts from global brain pools and to manage the ESB as a leading-edge observatory in the world. Details about this leading-edge operational program are introduced in the text.
