The coastal waters and the adjacent coastal lands strongly influenced by each other and includes islands, transitional and intertidal ares, salt marshes wetlands and beaches. We focus on the coastal zone because of its unique geographical characteristics, Its ecological and economic importance, and the increasing pressures on its integrity. Our coastal zone have been controlled individually about 50 of a different kind of laws, as a result, to reach an individual purpose of the laws, people have developed the coastal zone without considering environmental condition, which brought about ecological destruction, pollution and devastation of the coastal areas. Finally, In 1999, the Coastal Management Act and the Wetlands Conservation Act were established and hereafter the environmental concern has been increased. They will be an important role to preserve our environment of coastal zone. Here I will examine the Laws concerned with environmental management of coastal zone and indicate immanent problems of it. So, I expect that problems will be improved one by one through this paper.
The aim of this study was to examine the selected soil chemical properties of paddy fields in different topographic areas to efficiently manage nutrient valances of the paddy fields in Jeonbuk Province. Three-hundred soil sampling sites in paddy fields were selected from the different topographic areas in Jeonbuk Province. The soil samples were collected every four years from 1999 to 2015. Soil pH and exchangeable K and Mg concentrations declined during the experimental periods. However, almost all the chemical properties were within the proper levels for paddy soil, except exchangeable Mg concentration. Distributed areas of the paddy fields with soil pH below 5.5 continuously increased, but the paddy fields with lower concentrations of soil organic matter and available $P_2O_5$ than the proper levels declined after 2007. In addition, the paddy fields with available $SiO_2$ below the proper concentration decreased from 83.3% of the total paddy fields studied in 1999 to 61.0% of the total fields investigated in 2015. The paddy fields with lower exchangeable K and Mg than the proper levels increased after 2003 whereas the fields with lower exchangeable Ca concentration decreased. Dominant landform of coastal and plain areas was fluvio-marine plains that was distributed in 53.7% and 40.9%, respectively. Local valley and fans was a dominant landform of mountainous and middle-mountainous areas, which was 51.8% and 67.6%, respectively. Dominant soil textures distributed in coastal and plain areas were silty loam and loam. Those in mountainous and middle-mountainous areas were sandy loam and loam, respectively. Soil pH was relatively higher in coastal area and the comparatively higher content of soil organic matter was found in costal area than other areas. The concentrations of available $P_2O_5$, exchangeable Ca, and exchangeable Mg were generally higher in mountainous, coastal, plain areas, respectively, but available $SiO_2$ and exchangeable K concentrations were not significantly different among the different topographic areas.

To understand characteristics of the water quality on the coastal boundary on tidal flat, field observations between 2008 and 2009 were undertaken twice a month at five coastal areas (Muan bay, Tando bay, Hampyeong bay, Shinan Jido and Yeongkwang coastal areas). Yearly water temperature difference was large with the range between $1.3^{\circ}C$ and $31.1^{\circ}C$. Salinity was about 32 but was the lower less than 20 for the heavy rainfall season. DO was high in winter and low in summer according to the variation of water temperature. pH represented the variation similar to DO. Suspended solid was averagely high over 100 mg/l in Yeongkwang coastal area, especially. COD did not revealed large variation with the value of about 1 mg/l. DIN and DIP concentration were high when freshwater was highly input in summer. DIN concentration was low for winter and early spring but DIP concentration did not show the seasonal variation with the continuous increase from July 2009 to December 2009. Chlorophyll a appeared high for spring with approximately $10\;{\mu}g/l$ and was higher for summer in Yeongkwang coastal area than other sites. The results of principal component analysis conducted to compare the characteristics of water quality observed in study areas showed the distinguishable features as follows. The freshwater input fluctuation appeared as the first factor in Muan and Tando bays, and the change of water temperature was the first factor in Shinan Jido and Yeongkwang coastal areas. The influence mixed with the variation of freshwater outflow and the change of water temperature in Hampyeong bay was to be the first factor.

Every few years the low-tying coastal plains of Bangladesh are seriously flooded by storm surges, in which fierce cyclones develop in the Bay of Bengal and then move towards the coast, pushing large masses of sea water onto the land. The coastal areas are densely populated and the combination of high winds and deep floods invariably kills thousands of people. (omitted)

The review of statements and coastal development characteristics in South Korea were diagnosed by the consultation on the coastal area utilization in Korea. The occupation and the use of public water were dominated by installation of coastal structure and seawater supply and drainage whereas the reclamation areas were predominantly utilized for developing industrial complex, harbor, fishing port and road. The occupation and the use were dominant in western coast, but reclamation was dominant in southern coast of Korea. The number of utilization cases was particularly greater in Jeonnam, Gyeongnam, and Gyeonggi Province including Incheon. The number of the statements reviews increased by more than 200 cases in 2008 compared with 2007, and most of them were the simple statements. The statements related to ocean disposal of dredged sediment, reclamation, dredging sediment, seawater supply and drainage, and marine sand mining were submitted for review. Coastal utilization was especially active in the regions of seawater quality criteria I and II. In particular, special management sea areas designated under the relevant marine regulations were utilized mostly by reclamation for developing harbor, fishing port and coastal structure. Development activities in national parks comprised primarily structure installation and coastal maintenance. In the fisheries resources protection areas, 40% of the total cases accounted for coastal maintenance, 31% for structure installation, and 16% for seawater supply and drainage. In addition, alternative plans for the improvement in policies and system of marine environmental impact assessment were suggested to enhance the function and confidence of the consultation on the coastal area utilization in Korea.

Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.
Reduction of fishing grounds, which was caused by the recent fisheries agreements between Korea, Japan, and China, Is Increasing the important of coastal fisheries. Korea's coastal fisheries, however, need special management measures owing to the following problems. First, there are too many fishing fleets even though fisheries resources are continuously decreasing. Despite the fact that some of the fishing vessels have been scrapped, there still remain too many vessels and especially approximately 27,000 vessels increased during 1997-1998. Second, as the condition of fisheries resources changed radically, many fishermen are fishing by methods which they were not permitted to. These fishing methods cannot be legally supported and so there is a huge gap between the system and the reality, Third, two or three licenses are given to each coastal fishing vessel because a single license cannot give sufficient income, but some of these are formally acquired. So under such circumstances, efficient management of fisheries is impossible. Fourth, absence of demarcation among regions and industries is causing frequent conflicts and there are concerns about the decreasing fisheries resources due to competitive fishing practices. Therefore, considering the above mentioned problems Korea's coastal fisheries management should be developed as the following: First, new licenses should be limited while expanding the buy-back program. The government is currently planning to limit new licenses by introducing the fixed license number system in coastal fisheries but is somewhat passive about the buy-back program. Second, fisheries management which is based on self-regulation should be established. In order to increase the effect of fisheries management, the fishermen should decide by themselves the fish and fishing methods they would be exploiting and directly regulate them. Third, it is necessary to integrate the licenses of coastal fisheries. Since coastal fisheries management through the license system has distinct limitations, it is preferable to unify risking licenses and let the fishermen decide specific matters on their own. Finally, it is necessary to establish boundaries among the regions and industries. Joint fishing areas among regions(cities and provinces) should be established and fishing in other areas should be permitted on condition of paying the required fees. On the other hand, it is also necessary to permit coastal fishing only within certain distances.
One reason for the constant change of coastlines is related to natural factors such as waves, tides, changes in ocean currents, and sea level rise, and another reason is with regard to artificial factors such as man-made structures in coastal areas. The recent intensification of climate change is accelerating common efforts around the world to cope with the phenomenon of beach regression. Korea designates Coastal Erosion Management Zones under the 'Coast Management Act' to mitigate its coastal erosion. France, on the other hand, enacted the 2021 Climate Act that promotes adaptation to territory due to beach regression, while gradually limiting development activities at the urban planning level according to the proximity of the coastline through Loi Littoral (The French Coastal Law). This paper reviews the coastal erosion management legislation of both countries, derives implications for legislation in Korea based on an assessment ofFrench legislation, and presents an improvement plan.
Coastal sand dune systems are particularly fragile and threaten the environment. However, these systems provide fundamental ecosystem services to the nearby urban areas, acting, for example, as protective buffers against erosion. In this paper, we attempt to classify the biotope types of coastal sand dune ecosystems and select an index for the assessment of the conservation value. The types of biotopes are categorized based on the vegetation map; floras are examined in order to research the effects of hinterlands on coastal sand dunes. In addition, a naturalization rate and an urbanization index for each biotope type in hinterlands are analyzed. In the ecosystem of coastal sand dunes, the urbanization index and naturalization rate shows a higher value in sand dunes with areas of road, residential, and idle land in farm villages, rice fields, and fields. On the contrary, a lower value in the urbanization index and naturalization rate is present when typical biotope types, such as sand dune vegetation and natural Pinus thunbergii forests, are widely distributed. Based on these results, urbanization index and naturalization rate should be used as critical indices for the assessment of the ecosystem of costal sand dunes.
Background: Organic carbon stored in coastal wetlands, which comprises the major part of oceanic "blue carbon," is a subject of growing interest and concern. In this study, organic carbon storage in coastal wetlands and its economic value were estimated using the raw data of 25 studies related to soil carbon storage. Data were collected from three tidal flats (one protected and two developed areas) and two estuarine salt marshes (one protected and one restored area). Bulk density, soil organic matter content, and standing biomass of vegetation were all considered, with Monte Carlo simulation applied to estimate the uncertainty. Results: Mean carbon storage in two salt marshes ranged between 14.6 and $25.5kg\;C\;m^{-2}$. Mean carbon storage in tidal flats ranged from 18.2 to $28.6kg\;C\;m^{-2}$, with variability possibly related to soil texture. The economic value of stored carbon was estimated by comparison with the price of carbon in the emission trading market. The value of US $ $6600\;ha^{-1}$ is ~ 45% of previously estimated ecosystem services from fishery production and water purification functions in coastal areas. Conclusions: Although our study sites do not cover all types of large marine ecosystem, this study highlights the substantial contribution of coastal wetlands as carbon sinks and the importance of conserving these habitats to maximize their ecosystem services.
