  • The reliability of structures is affected by various impacts that generally have a negative effect, from extreme weather conditions, due to climate change to natural or man-made hazards. In recent years, extreme loading has had an enormous impact on the resilience of structures as one of the most important characteristics of the sound design of structures, besides the structural integrity and robustness. Resilience can be defined as the ability of the structure to absorb or avoid damage without suffering complete failure, and it can be chosen as the main objective of design, maintenance and restoration for structures and infrastructure. The latter needs further clarification (which is done in this paper), to achieve the clarity of goals compared to robustness which is defined in Eurocode EN 1991-1-7 as: "the ability of a structure to withstand events like fire, explosions, impact or the consequences of human error, without being damaged to an extent disproportionate to the original cause". Many existing structures are more vulnerable to the natural or man-made hazards due to their material deterioration, and a further decrease of its loadbearing capacity, modifying the structural performance and functionality and, subsequently, the system resilience. Due to currently frequent extreme events, the design philosophy is shifting from Performance-Based Design to Resilience-Based Design and from unit to system (community) resilience. The paper provides an overview of such design evolution with indicative needs for Resilience-Based Design giving few conducted examples.

Key to Success: Measures to Promote Climate Technology-Finance Linkage between South Korea and MDBs

  • As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

교사의 탄력성이 직무만족도에 미치는 영향에서 조직의 매개효과 (The Mediating Effect of Organization on the Relationship between Teacher's Resilience and Job Satisfaction)

  • The purpose of this study was to confirm the relationship between teacher's resilience and job satisfaction and observe the mediating effect of organization in the relationship. For the study, a survey about resilience, job satisfaction, and organization was conducted on 913 elementary, middle, and high school teachers working at Busan and Ulsan. The result was statistically treated using SPSS 18.0 program. The results of this study are as follows: First, there were as positive relationships among teacher's resilience, job satisfaction, and organization. Second, the mediating effect of organization in the relationship between teacher's resilience and job satisfaction was shown by the partial mediating effect. The result of the study shows that teacher's resilience is the variables influencing job satisfaction but organization is more important variables. Therefore, it suggests to establish organizational ethical climate for active communication among school members in order to improve teacher's job satisfaction.

가족친화적 조직분위기와 혁신행동의 관계에서 성별과 회복탄력성의 조절된 조절효과 (Moderated Moderating Effect of Gender and Resilience in the Relationship between Family-Friendly Climate and Innovative Behavior)

  • 본 연구는 혁신행동을 강화하는 가족친화적 조직분위기의 효과를 규명함과 동시에 가족친화적 조직분위기와 혁신행동의 관계에 영향을 주는 구성원들의 성별과 회복탄력성의 조절된 조절효과를 실증분석하였다. 전국제조업에 종사하는 구성원 1,026명을 대상으로 SPSS 회귀분석과 PROCESS macro를 활용한 조절효과 검증결과는 다음과 같다. 첫째, 구성원들이 지각하는 높은 가족친화적 조직분위기는 혁신행동에 긍정적인 영향을 주었다. 둘째, 가족친화적 조직분위기와 혁신행동의 긍정적인 관계는 구성원들의 성별에 따라 조절되었다. 즉, 여성과 달리 남성은 가족친화적 조직분위기가 낮은 수준에서 높은 혁신행동을 보였으나, 가족친화적 조직분위기가 높은 수준에서는 여성이 남성보다 높은 혁신행동을 보였다. 셋째, 가족친화적 조직분위기, 성별 및 회복탄력성의 조절된 조절효과가 실증되었다. 먼저, 회복탄력성이 낮은 집단에서는 가족친화적 조직분위기가 높을 때, 여성들의 혁신행동이 남성보다 높게 강화되었다. 반대로 남성들의 혁신행동은 가족친화적 조직분위기와는 관계없이 일정 수준을 유지하는 것으로 나타났다. 마지막으로 회복탄력성이 높은 집단에서는 가족친화적 조직분위기와 관계없이 남성이 여성에 비해 혁신행동이 전반적으로 높게 나타났다. 이러한 연구결과에 기반하여 이론적 및 실무적 시사점, 연구 한계 및 향후 과제 등을 제시하였다.

Role of Agroforestry Trees in Sustaining Livelihood: A Case of Communities in Western Himalayas

  • Trees at farm are considered as one of the option to reduce poverty of smallholders by contributing to livelihood security and resilience to climate change. A perception based study was conducted to assess the cultural importance of tree species suitable for practicing agroforestry in randomly selected agroforestry-dominated villages in Alaknanda valley of Western Himalayas during 2015-16. Semi-structured questionnaire was used to collect primary data on the provisioning services of major agroforestry tree species in randomly surveyed 87 households. Based on cultural importance (CI) index value, the most suitable agroforestry tree species was Morus alba (3.32) followed by Celtis australis (3.22), Mangifera indica (3.01), Grewia optiva (2.79), Toona ciliata (2.22), Bauhinia variegata (2.08), Leucaena leucocephala (1.76) and Emblica officinalis (1.74). The preference of use has also been governed based on their indigenous knowledge. This study will also facilitate in evaluating the importance of provisioning services of agroforestry tree species in improving livelihood as well as facilitates smallholder's resilience to climate change in Western Himalayas.

기술·사회적 특성을 고려한 워터프론트 도시의 리질리언트 공간계획 (A Planning Direction of Resilient Waterfront City considering Technological and Social Meaning)

  • 연구목적: 본 연구는 급속히 진행되는 온난화로 인해 발생되는 예측 불가한 기상이변에 대한 사전 대응방안뿐 아니라 재난재해 위기 시 및 복구 중에도 도시의 기능을 유지하도록 하는 사후 회복과 안정성 방안을 제안하고자 한다. 연구방법: 기술적 관점과 사회적 관점에서 리질리언스 이론을 살펴보고 네덜란드의 리질리언트 정책과 전략을 통해 워터프론트 공간의 리질리언트 계획방안을 모색한다. 연구결과: 기후변화로 인한 해수면 상승과 홍수에 유연하게 대응하기 위한 지역 특성에 따른 예방계획 및 재해 후 도시기능 유지방안과 재해재난 위험을 고려한 공간계획 수립 및 홍수위험수준을 고려한 계획방안은 워터프론트 이용을 위한 토지이용과 사회적 성장 동반, 지역특성을 고려한 재난재해 취약성을 고려한 계획, 재난재해위험을 고려한 물관리 계획 등이다. 결론: 도시공간을 창출함에 있어 기존의 공간계획방식을 넘어 이상기후에 대응한 새로운 도시개발방식이 필요하며, 특히 기후변화에 가장 취약한 워터프론트의 공간적 특성에 따른 리질리언스 전략이 요구된다.

기후변화 적응을 위한 도시계획 방안 연구 (A Study on the Method of Urban Planning for Adaptation to Climate Change)

  • This study aims to understand abnormal climate caused by impacts of climate change and to suggest the direction of urban planning focusing on adaptation to climate change. The study consists of theory consideration and case study(Chicago, Philadelphia, Seattle). As a result, the main impacts of climate change faced by urban areas are heat wave, precipitation, and drought. To prevent these impacts, it is important to prepare methods of urban planning as followings: planning for land use, park and green considering the climate patterns, establishing and managing water resources systems similar to the nature, securing renewable energy resources, and transportation facilities and exterior space with proof against climate. It is especially necessary to introduce infrastructures related to storm water, green roof, shading tree planting, green space, and permeable pavement. Finally, in order to realize urban planning for adaptation to climate change, it is needed to make the detailed and specific goal and strategy for the climate change adaptation plan and to extend the scope from the goals to an action plan, a detailed plan, and a design guideline.

Operational Resilience and Human Capital Toward Corporate Sustainable Longevity in Indonesian "Jamu" Industry

  • Corporate longevity is an interesting issue from a theoretical point of view. In today's uncertain economic climate, the first priority for a company is survival. The longevity of an organization is basically one of the areas that can classify the sustainability of a company. Known as the cultural heritage of Indonesia, the traditional herbal medicine industry faces challenges of longevity. The word Jamu is a generic expression for traditional herbal medicine in Indonesia. The Jamu industry as Indonesia's cultural heritage must be preserved with good support from a technical, regulatory, and commercial perspective so that Jamu companies do not go into the decline stage. Operational resilience is usually defined as the ability of an organization to adapt rapidly to changing environments. This study aims to identify the effect of operational resilience and human capital on corporate sustainable longevity through innovation performance. The questions are addressed through empirical research of 108 small companies that produce Jamu, traditional herbal medicine in Java, Indonesia. This study was conducted during July-September 2020. Data analysis is carried out with SEM-PLS using SmartPLS software version 3.0 to evaluate the data collected. The results indicated that operational resilience influences corporate sustainable longevity directly and indirectly through innovation performance. However, human capital could not play the antecedent role to corporate sustainable longevity directly or even indirectly through innovation performance. Human capital indicators require deeper exposure in the context of small industries.

배전계통 복원력 확보 및 복원 전략에 따른 정전비용분석에 관한 연구 (A Study on Power Outage Cost Analysis according to Distribution System Resilience and Restoration Strategies)

  • Severe natural disasters and man-made attacks such as terrorism are causing unprecedented disruptions in power systems. Due to rapid climate change and the aging of energy infrastructure, both the frequency of failure and the level of damage are expected to increase. Resilience is a concept proposed to respond to extreme disaster events that have a low probability of occurrence but cause enormous damage and is defined as the ability of a system to recover to its original function after a disaster. Resilience is a comprehensive indicator that can include system performance before and after a disaster and focuses on preparing for all possible disaster scenarios and having quick and efficient recovery actions after an incident. Various studies have been conducted to evaluate resilience, but studies on economic damage considering the duration of a power outage are scarce. In this study, we propose an optimal algorithm that can identify failures after an extreme disaster and restore the load on the distribution system through emergency distributed power generation input and system reconfiguration. After that, the cost of power outage damage is analyzed by applying VoLL and CDF according to each restoration strategy.
