Purpose - It suggests that making a policy and strategies for a way of Dubai has a strong priority strategy on science and technology by using much oil dollars to prepare risk when oil dollar's decrease. This has been now investigated how the leading innovator has changed the periphery countries. Research design, data, and methodology - Analyze policy, status, what other neighbouring Middle East countries also want to benchmark a successful case of a leading Dubai strategy. Higher manpower is needed absolutely to develop S&T. and etc. Dubai and Arab countries establish university to nurture as well as invite the talented manpower from overseas to recover deficient manpower. Dubai built totally academy city and invited branch of the overseas famous university, and Saudi Arabia built university(KAUST) and invite faculty and support good scholarship for students. Abrab countries especially, This is studied the process of differentiating and integrating the migrant workers of these cities into the globalized cities. This has resulted in large-scale employment for foreign and local companies in these cities and the spread of science and innovation. Results - Dubai supports venture or SMEs by using a strong priority strategy and attracts foreigner's investor, with which the neighbouring countries have been preparing together for 4th wave. It demonstrates that the gravitational model has been activated from neighboring countries of innovation science to create Dubai's hub. The maturity of long-term urban innovation is related to innovation capability through the national response and review. As a result, the flow of skilled international migration has been localized because of the mutual intersection with the local employment structure, and the development has spread as it spreads to neighboring countries. Conclusion - For the exploiting of new Distribution market in the neighbouring countries, Middle East countries' a strong priority strategy on S&T and education system give an influence on economic situation of the 4th wave in the world and world order of leading by USA, Japan, or EU, and etc. This is due to the creation of clusters in the form of SEZs, friendly industrial policies and world-class infrastructure and innovation development. Its neighbours benchmark the cases of distribution of science innovation and centralizes the surrounding people.
Rastelli operation in which right ventricle[RV and pulmonary artery[PA is connected with an artificial graft is effective in increasing the pulmonary blood flow in certain types of congenital heart disease but, in many, it requires a reoperation because of the relative stenosis of graft that develops as the patients become old. The purpose of this study is to evaluate the various factors which many influence the long term outcome of such patients following a Rastelli operation. A total of 47 patients underwent a Rastelli operation during a 15 year period between November, 1978 and October 1993. The mean follow-up period is 76.1 51.3 months.1 Among the 47 patients, a valved conduit was used in 30[63.8% , and non-valved conduit in 17[36.2% patients. In the 8 patients[17.0% who died postoperatively, a valved conduit was used in 5 [16.6% and a non-valved conduit in 3[17.6% . There was no statistical difference in mortality between the 2 groups. There was a good linear correlation between the body surface area[X and the conduit size[Y [Y=3.86X + 14.6, R=0.55, P=0.01 .2 Ten patients underwent replacement of the conduit during the follow-up period. The type of conduit used and the frequency of subsequent replacement were as follows: Ionescu-Shiley, valved-33.3%, Carpentier-Edwards, valved-30.8%, Hancock, valved-80% and non-valved conduit-9.1%. The median period free of reoperation was 110 months for the valved and 79 months for the non-valved group, there being no statistical difference between the 2 groups. 3 The patients who did not require reoperation are all doing well [New York Heart Association Functional Classification: Class I . Pressure gradient between the RV and the PA was 20 mmHg in 10 randomly selected patients who did not require reoperation and 92 9 mmHg in 10 patients who did require reoperation.4 In the 10 patients who underwent a conduit replacement procedure.5 Among patients undergoing reoperation, 2 died from endocarditis. The remaining 8 patients are doing well without limitation in physical activity at a mean follow-up period of 32.7 33.9 months [range 2 to 89 months . 6 At 5, 7, and 10 years, the reoperation-free rates among all patients were 96%, 91% and 29% and the survival rates were 82%, 82% and 71%. In conclusion, Rastelli operation is an effective procedure in ameliorating symptoms in a select group of patients with congenital heart disease. Because of the inherent nature of relative graft stenosis and degeneration, a long-term follow-up is required under the proper selection of the graft material.
The basic assumption of analytical Dynamic Traffic Assignment models is that traffic demand and network conditions are known as a priori and unchanging during the whole planning horizon. This assumption may not be realistic in the practical traffic situation because traffic demand and network conditions nay vary from time to time. The rolling horizon implementation recognizes a fact : The Prediction of origin-destination(OD) matrices and network conditions is usually more accurate in a short period of time, while further into the whole horizon there exists a substantial uncertainty. In the rolling horizon implementation, therefore, rather than assuming time-dependent OD matrices and network conditions are known at the beginning of the horizon, it is assumed that the deterministic information of OD and traffic conditions for a short period are possessed, whereas information beyond this short period will not be available until the time rolls forward. This paper introduces rolling horizon implementation to enable a multi-class analytical DTA model to respond operationally to dynamic variations of both traffic demand and network conditions. In the paper, implementation procedure is discussed in detail, and practical solutions for some raised issues of 1) unfinished trips and 2) rerouting strategy of these trips, are proposed. Computational examples and results are presented and analyzed.
Backgroud. To determine the influence of age at operation upon surgical outcome in patients with isolated secundum atrial septal defect, retrospective clinical analysis was done. Material and method. From June, 1976 to December, 1991, 146 patients, 63 male and 83 female patients ranging in age from 13 months to 56 years, were operated on for isolated secundum atrial septal defect. The patients were divided into 3 groups according to their age at operation: Group I [<20 years old], 91 patients[62.3%]; Group II [21 to 40 years old], 44 patients[30.1%]; GroupIII[>41 years old], 11 patients[7.6%]. Significant differences in clinical features, hemodynamic function, early and late results between age groups were speculated. Results. One hundred thirty-one patients[89.6%] were symptomatic at the time of operation, the most common symptoms being dyspnea on exertion, recurrent respiratory infection, palpitation and chest pain. Patients in NYHA class III or IV were 3.3% in group I, 25% in groupIII, and 54.5% in group Ill. Hemodynamic data was available for 138 patients [94.5%]. Significant pulmonary hypertension [MPA systolic pressure $^3$ 40mmHg] was noted in 22 patients [15.9%]. Patients with pulmonary vascular disease [Rp/Rs>1.25] were 2% in group I, 7.3% in group Il, and 9.1% in groupIII. But there were no significant differences between the age groups in the size of the shunt or the ratio of pulmonary to systemic flow. Atrial septal defects were closed with direct suture in 144 patients and patch repair was performed in 2 patients with high defect. Atrial arrhythmia [8.2%] was the most common postoperative complication. The mean [LSD] duration of follow-up in all patients was 16$\pm$22 months [range, 1~96 months]. Functional result was excellent regardless of the age groups. During follow-up period, late cardiovascular events were arrhythmia [7 cases], reoperation for recurrent ASD [2 cases], and premature late death due to bacterial endocarditis [1 case]. Incidence of preoperative and late atrial fibrillation was significantly higher in older age group. Conclusion. Age at operation is one of the most important predictor of early and late surgical outcome with its impact on the following factors : 1] hemodynamic alterations and ventricular dysfunction due to longstanding volume and pressure overload, 2] pulmonary vascular disease, and 3] atrial arrhythmia including atrial fibrillation as a result of atrial dilatation. Therefore, among patients with surgically repaired atrial septal defects, those operated on over the age of 20 require careful supervision on the long-term basis.

Aims: To investigate effect of metallic nanoparticles, silver (AgNPs) and gold nanoparticles (AuNPs) as antitumor treatment in vitro against human breast cancer cells (MCF-7) and their associated mechanisms. This could provide new class of engineered nanoparticles with desired physicochemical properties and may present newer approaches for therapeutic modalities to breast cancer in women. Materials and Methods: A human breast cancer cell line (MCF-7) was used as a model of cells. Metallic nanoparticles were characterized using UV-visible spectra and transmission electron microscopy (TEM). Cytotoxic effects of metallic nanoparticles on MCF-7 cells were followed by colorimetric SRB cell viability assays, microscopy, and cellular uptake. Nature of cell death was further investigated by DNA analysis and flow cytometry. Results: Treatment of MCF-7 with different concentrations of 5-10nm diameter of AgNPs inhibited cell viability in a dose-dependent manner, with IC50 value of $6.28{\mu}M$, whereas treatment of MCF-7 with different concentrations of 13-15nm diameter of AuNPs inhibited cell viability in a dose-dependent manner, with IC50 value of $14.48{\mu}M$. Treatment of cells with a IC50 concentration of AgNPs generated progressive accumulation of cells in the S phase of the cell cycle and prevented entry into the M phase. The treatment of cells with IC50 concentrations of AuNPs similarly generated progressive accumulation of cells in sub-G1 and S phase, and inhibited the entrance of cells into the M phase of the cell cycle. DNA fragmentation, as demonstrated by electrophoresis, indicated induction of apoptosis. Conclusions: Our engineered silver nanoparticles effectively inhibit the proliferation of human breast carcinoma cell line MCF-7 in vitro at high concentration ($1000{\mu}M$) through apoptotic mechanisms, and may be a beneficial agent against human carcinoma but further detailed study is still needed.

In this paper, we introduce a hierarchical internet application traffic classification system based on SVM as an alternative overcoming the uppermost limit of the conventional methodology which is using the port number or payload information. After selecting an optimal attribute subset of the bidirectional traffic flow data collected from the campus, the proposed system classifies the internet application traffic hierarchically. The system is composed of three layers: the first layer quickly determines P2P traffic and non-P2P traffic using a SVM, the second layer classifies P2P traffics into file-sharing, messenger, and TV, based on three SVDDs. The third layer makes specific classification of the entire 16 application traffics. By classifying the internet application traffic finely or coarsely, the proposed system can guarantee an efficient system resource management, a stable network environment, a seamless bandwidth, and an appropriate QoS. Also, even a new application traffic is added, it is possible to have a system incremental updating and scalability by training only a new SVDD without retraining the whole system. We validate the performance of our approach with computer experiments.

A large floating offshore wind-wave hybrid power generation system with an area of 150 m2 and four 3 MW class wind turbine generators was installed at each column top. In accordance with the wind turbine arrangement, the wake generated from upstream turbines can adversely affect the power performance and load characteristics of downstream turbines. Therefore, an optimal arrangement design, obtained through a detailed flow analysis focusing on wake interference, is necessary. In this study, to determine the power characteristics and annual energy production (AEP) of individual wind turbines, transient computational fluid dynamics, considering wind velocity variation (8 m/s, 11.7 m/s, 19 m/s, and 25 m/s), was conducted under different platform conditions ($0^{\circ}$, $22.5^{\circ}$, and $45^{\circ}$). The AEP was calculated using a Rayleigh distribution, depending on the wind turbine arrangement. In addition, we suggested an optimal arrangement design to minimize wake losses, based on the AEP.
Developing Mathematical Thinking has been continually emphasized in the Korean curriculum and this emphasis has demonstrated its impact on math textbooks and classes in South Korean schools. This study intends to discover how the Developmental Mechanism of Mathematical Thinking should be reflected through School Mathematics regardless of subfields of Mathematics or its levels. Finally, this study concluded that the Developmental Mechanism of Mathematical Thinking is being reflected on School Mathematics. However, more research in certain areas needs to be done. Through analyzing textbooks, it is certain that the Developmental Mechanism of Mathematical Thinking is being reflected on School Mathematics. Moreover, it appears that students are able to develop new concepts using Developmental Mechanism of Mathematical Thinking. Mathematical Thinking is a subject that many scholars and mathematicians have taken an interest in. Especially with the math curriculum in Korea, designing and implementing classes that would help students develop their mathematical thinking are increasingly being emphasized. This study defines what mathematical development mechanism is, and based on this definition, it further analyzes the math textbook of the revised 2007 curriculum. As a result, textbook developers and math teachers should examine and analyze the concepts that learners need to acquire and how they develop. Further, this study not only presents the concepts students are expected to acquire, but also looks at the flow in which concepts have been introduced to students. It concludes that activities that can help students have an idea of what they are going to learn in the future should be provided during class time.

New Korean-style clay roof tiles have been developed with a focus on significantly reducing the roof's weight while maintaining the strength, absorption rate, and freeze durability. The backflow of rain water through the gaps between roof tiles is prevented by employing baffles and a groove to accelerate water flow. With the new roof tiles, dry construction of a roof is possible without requiring soil. By using the dry construction method with the new roof tiles, a reduction in roof weight of more than 80% is possible compared to the conventional wet construction method with soil. In the case of a traditional Korean-style house with a building area of 99 square meters, the roof weight can be reduced from 135 tons to 24 tons. The new tiles satisfy the KS requirements and are more than 30% lighter than traditional roof tiles. A roof constructed using the new tiles showed no water leaks when exposed to typhoon-class winds with speeds of 17 m/s and 200 mm/h of rainfall, which is 60% higher than the Korea rainfall record. The new roof tiles also have advantages of economic efficiency, workability, maintenance, and aseismicity compared to previous Korean-style roof tiles.

Recently, there have been many research activities to develop the large-area plasma source, which is able to generate the high-density plasma with relatively good uniformity, for the plasma processing in the thin-film solar cell and display panel industries. The large-area CCP sources have been applied to the PECVD process as well as the etching. Especially, the PECVD processes for the depositions of various films such as a-Si:H, ${\mu}c$-Si:H, Si3N4, and SiO2 take a significant portion of processes. In order to achieve higher deposition rate (DR), good uniformity in large-area reactor, and good film quality (low defect density, high film strength, etc.), the application of VHF (>40 MHz) CCP is indispensible. However, the electromagnetic wave effect in the VHF CCP becomes an issue to resolve for the achievement of good uniformity of plasma and film. Here, we propose a new electrode as part of a method to resolve the standing wave effect in the large-area VHF CCP. The electrode is split up a series of strip-type electrodes and the strip-type electrodes and the ground ones are arranged by turns. The standing wave effect in the longitudinal direction of the strip-type electrode is reduced by using the multi-feeding method of VHF power and the uniformity in the transverse direction of the electrodes is achieved by controlling the gas flow and the gap length between the powered electrodes and the substrate. Also, we provide the process results for the growths of the a-Si:H and the ${\mu}c$-Si:H films. The high DR (2.4 nm/s for a-Si:H film and 1.5 nm/s for the ${\mu}c$-Si:H film), the controllable crystallinity (~70%) for the ${\mu}c$-Si:H film, and the relatively good uniformity (1% for a-Si:H film and 7% for the ${\mu}c$-Si:H film) can be obtained at the high frequency of 40 MHz in the large-area discharge (280 mm${\times}$540 mm). Finally, we will discuss the issues in expanding the multi-electrode to the 8G class large-area plasma processing (2.2 m${\times}$2.4 m) and in improving the process efficiency.
