군사시설은 특성상 지역발전에 상당한 제한을 가져왔으며, 심지어 지자체와의 빈번한 갈등 및 법적 분쟁을 유발하는 경우도 있었다. 이에 군사시설과 민군관계에 관한 대부분 연구는 상생발전보다는 갈등해결에 관한 내용이 주를 이루었으며, 그 해결책으로 대부분 이전방안이 제시되었다. 이 연구에서는 지속가능형 군사시설 발전모델 구축을 위하여 민군관계를 상생의 관계로 설정하여 그 해법을 모색하고자 하였다. 우선 민군의 접점을 찾고, 해결방안 모색을 위하여 델파이기법과 짝비교법을 통해 지역주민 지자체 군 관계자간의 의견을 수렴하였다. 수렴된 의견을 토대로 민 군의 전문가들이 발전방향을 모색하였다. 사례연구로 제시된 민군협력사업을 통해 ${\bigcirc}{\bigcirc}{\bigcirc}{\bigcirc}$ 학교는 국방예산 절감, 노후시설 개선 및 체육시설 확충, 대군이미지 향상 등을, ${\bigcirc}{\bigcirc}$ 구청은 지역주민 복지수준 향상을 위한 동호회 체육시설 확보라는 단기적인 성과를 얻을 수 있었으며, 민 관 군 협의체 구축을 통한 우호관계증진 등의 장기적인 성과도 기대할 수 있을 것이다.

This study examines the efficient use of radio frequencies, which become one of the new economic resources, with civil and military cooperation. The current status of radio frequency resource and its future demands are predicted. Some problems and solutions regarding the civil and military usage of frequencies are suggested. Finally, economic, systematic and technical plans are presented for efficient use of frequencies.

Now it is not useful the theory about civil-military relationship that have been analysed for power games between military and civilians Korean society is going on governance society managed by cooperating network of government, civilian society and business market These social change require for new context about civil-Military relationship. Military leadership must contribute desirable civil-military relationship This study will suggest the direction about military leadership for desirable civil-military relationship. Now political issues about military intervention to the government are almost settled, but the worry about complications between military and civilians exist in the part of low issues like policy-making. Another important issues is military leadership about the style of social-being. In recent years, social change is very complex and speedy like global networking and diversity, leadership environment also, changed like leadership paradigm shift. Military leadership must be examined from the principle to the context of social integration At the present age, individual soldier is citizen in uniformed. Also military leadership must to seek the principle in the citizen mind like citizenship. Another charactristics of present day military is influence of high technogy. For the high-tech war military need the transition about science and technology from the whole society. In the context of above the development of military leadership are suggested as follows. First, the development of military control leadership must besought to the context of cooperation between government and military. Government must provide the system to strengthen military professionals in the process of policy-making about national security Second, military leadership must embody the important social values through the advanced military making, Third, military leadership must provide the adaptability to the society through the military education of their soldiers Forth, military leadership must be contributed to the social integration and to the growing up individual soldiers like their socialization and their achievement. Five, an important subject of military leadership is the creation of desirable military culture through the harmony of social culture and military culture.

When developing projects to build facilities to be shared by both military bases and surrounding communities, strategies are needed to achieve two objectives: 1) minimize missteps and opposition from local communities in the process of developing and implementing such projects, and 2) promote cost-benefit optimization and user-satisfaction. With aim of promoting co-operation and co-existence between military bases and adjust communities, this research proposes esthetical factors to be considered in conceiving civil-military sharing facilities. It seeks experts' opinions on the development of civil-military sharing facilities, and examines critical factors (economic feasibility, security, and satisfaction, etc.) for project development as well as building types suitable for shared-use between military bases and local residents. It then establishes a method to prioritize facility-type and narrow down design factors (considerations and restrictions) in project development by applying quantitative analysis. The methodological approach of the research employs the Delphi survey method to quantitatively analyze qualitative information drawn from experts' opinions. At the first round of the survey, facility types, items for consideration and restrictions are drawn, and then at the second round of the survey, criticality of each item is analyzed. Finally, it reaches a conclusion on suitability of facility types for civil-military sharing facilities, and selects project considerations and restrictions when developing this kind of project.

Russia invaded Ukraine in February 2022. Many military experts predicted that Russia could defeat Ukraine within a week, but the Ukraine-Russia War has not been going as expected. Indeed, Ukraine military has been defending well and seems to fight more efficiently than Russian military. There are many reasons for this unexpected situation and one apparent thing is due to artificial intelligence (AI) technologies. This study focused on AI-enabled combats that the Armed Forces of Ukraine has carried out around Siverskyi Donets River, the Crimean Peninsula, and suburbs of Kyiv. For more systematic analysis, the revolution in military affairs (RMA) theory was applied. There are four significant implications inferred by studying current Ukraine-Russia War. First, AI technologies are effective even in the current status and seems to be more influential. Second, hyper-connected network by satellite communications must be needed to enhance the AI weapon effects. Third, military AI technologies should be based on the civil-military cooperation to keep up with pace of technological innovation. Fourth, AI ethics in military should be seriously considered and established in the use of AI technologies. We expect that this study could help ROK Armed Forces to be modernized in the revolutionary fashion, especially for manned and unmanned teaming (MUM-T) system.

Since the end of the cold war, technical tie-up between private corporations and an army in developed countries has increased a lot, and the trend is spreading through developing countries rapidly. To cope with the circumstance actively, the dual use technology program for both private corporations and an army was begun in Korea in 1998. With the program, overlapping investment was resolved and technology transfer was stimulated. And the standardization and information exchange saved considerable national budget and made possible economic profit. Yet, the combination project of 4 ministries and offices showed problems such as loose cooperation and, low industralization record. However, developed countries are out of the mere stage of dual technology development and turn into broad technical tie-up including future prediction, national competitiveness improvement, and the private company's leading participation and they are systemizing them very fast. Korea also set up the national defense reform plan with the blueprint of future military force improvement, budget increase for national defense research, and increased participation of private corporations, and created Defense Acquisition program Administration to support them. The innovation of national defense system brings forward the need to link the private and military innovation. Korea has pursued the fast growth through assimilation, absorption, and improvement of foreign technology. But now, Korea has to focus on self innovation, original technology, parts and material. As this applies to private companies and military equally, it is important to concentrate limited resources for the effective technology cooperation. Considering this, the strategies to activate the dual use technology are program concept and range extension, task-deduction way improvement and future-oriented common task deduction, and promotion system improvement.

한국의 공역은 매우 제한적이나 공역사용자들이 많고 특히 군기관의 전용 공역이 많이 설정되어 있고 이 전용 구역을 민간항공기가 사용할 수 기회가 매우 제한적이다. 그러나 항공수요가 계속 증가하므로 공역의 활용도를 높혀 항공수요에 적극적으로 대처하기 위하여 관련 사용자들간의 적극적인 협조가 요구되고 있다. 항로 이외의 대부분이 군기관의 군훈련공역과 제한구역인데, 여기서는 민간항공기에게 이 공역에 대한 활용도를 높히는 방법과 그로 인하여 민간항공에 경제적으로 어느 정도의 혜택이 주어지는지를 보여준다.

군항공기사고조사의 전문성과 독립성을 제고하기 위하여 상설사고조사기구를 신설하여야 한다. 상설조사기구를 신설함으로써 조사기구의 위상을 높이고 조사의 신뢰성을 확보할 수 있다. 민과 군이 모두 관련된 사고조사시 민과 군의 조사권한의 주제, 업무협조 등에 관한 규율이 부재하고 있으므로 이를 입법화해야 한다. 군과 관련된 민항공기 사고조사시 군의 전문가들이 참여함이 바람직하다. 조사의 실효성 보장을 위하여 항공사고에 대한 정보를 직접 수집하는 조사관의 활동을 보장하는 규정을 마련해야 한다. 또한, 사고조사의 목적은 오직 사고예방에만 있으므로 정보의 공개범위를 제한하고 조사결과를 형사절차나 징계절차에서 사용할 수 없도록 하여 조사의 객관성을 확보해야 할 것이다.

This paper provides a case study of development testing and evaluation of design goal of Interferometric SAS (Synthetic Aperture Sonar) system that is developing supported by Civil-Military Technology Cooperation Center in offshore fields. For Deep water operating capabilities evaluation, We have surveyed candidate field, bathymetric mapping and target identification over 200 m depth, East Sea. In testing phase, We have provided environmental information of testing field include water column, seabed and weather condition in real time. And to compare excellency of developing InSAS, we have gather commercial imaging sonar system data with same target. This case study will support the Test Readiness Review of future underwater surveillance system developing via investigate marine testing field environment, testing facilities and planning.

Precedent research and development of personal armor and anti-stab wearing system has been conducted since 2018 as a part of the government-affiliated cooperative development project to create the best utilization of present technology and achievement according to the civil and military technical cooperation project promotion law. At present, the armor system operated by the ROK(Republic of Korea) military, the police, and the marine police is utilizing only basic armor using armor vests and plates. Therefore it is necessary to develop the personal armor and anti-stab wearing system which is suitable for various tasks in army with maximum protection capability. In this paper, we analyzed the study about international technologies, market trends of the developed countries and scope of research, utilization plan, R&D results for the best armor and anti-stab wearing system development.
