Turkey is located in one of the most seismically active regions of in Europe. The majority of the population living in big cities are at high seismic risk due to insufficient structural resistance of the existing buildings. Such a seismic risk brings the need for a comprehensive seismic evaluation based on the risk analysis in Turkey. Determining the seismic resistance level of existing building stock against the earthquakes is the first step to reduce the damages in a possible earthquake. Recently in January 2020, the Elazig earthquake brought the importance of the issue again in the public. However, the excessive amount of building stock, labor, and resource problems made the implementation phase almost impossible and revealed the necessity to carry out alternative studies on this issue. This study aims for a detailed investigation of residential buildings in Antalya, Turkey. The approach proposed here can be considered an improved state of building survey methods previously identified in Turkey's Design Code. Antalya, Turkey's fifth most populous city, with a population over 2.5 Million, was investigated as divided into sub-regions to understand the vulnerability, and a threshold value found for the study area. In this study, 26,610 reinforced concrete buildings between 1 to 7 stories in Antalya were examined by using the rapid visual assessment method. A specific threshold value for the city of Antalya was determined with the second level examination and statistical methods carried out in the determined sub-region. With the micro zonation process, regions below the threshold value are defined as the priority areas that need to be examined in detail. The developed methodology can be easily calibrated for application in other cities and can be used to determine new threshold values for those cities.

Recently, the government aims to discover and provide services to citizens on the development strategy for activating the U-City. So, this study aims to offer a service discovery direction by analyzing the service issues and trends. The target is newspaper article about U-City Service from 2009 to 2014. Prepared 723 newspaper article for analysis. Next step is frequency analysis of keyword and used that result for Network analysis and measure of information. Network analysis can show result through "Degree Centrality", "Betweenness Centrality" and "Closeness Centrality". As a result, "Information", "IT", "Environment", "Technology", "Center" is higher than another. These 5 keywords are important factors for driving the U-City the past six years. Information measurement results, Already U-City were put an emphasis on building the infrastructure and able to identify a trend that provided the center of the public service. Those Service field are "Tour(2009)", "Crime prevention and Disaster Prevention(2010)", "Facility Management(2011)", "administration(2012)" and "Facility Management(2013, 2014)". Result of this study found implications what on citizen participation. So, services field on the existing infrastructure should be discovered and provided. Finally, this study can expected to be a reference in the local government planning for U-City.

This study analyzes the regional industrial policies of Daegu based on previous discussions on the concepts and characteristics of regional industrial policies in Korea. Because of the institutional limitations of regional industrial policies in Korea, the industrial policies of Daegu are more government-led in planning and promoting industrial development. In addition, regional industrial policies have been established and executed not as regional policies but as part of sectional policies, and are not properly connected to other regional development policies. What is more, the step-by-step objectives of industrial policies are not defined clearly and, as a result, the means of the policies are not specific. In order to overcome these problems, there should be a paradigmatic transition in making regional industrial policies, which reflects not only economic factors but also the social and cultural factors of the region. Moreover, place-based policies should be planned and promoted that categorize areas subject to the policies through comprehended analysis of regional industrial environment and combine means by section.

The smart city public and private partnership project is a project to build and operate a sustainable city by investing land and capital in public-private partnership to build urban infrastructure and providing various urban services. It highly depends on the precise feasibility study and the projection of the various factors affecting the project during the planning stage to get the project successful. However, it is very difficult to predict the possibility of the project success in advance due to various physical and social factors. It is necessary to derive factors affecting the project at the planning stage and respond with appropriate analysis in order to solve these problems and to carry out a successful project. Therefore, this study derived preliminary components for feasibility study through previous studies and order status analysis and presented feasibility study components such as five-step processes, 10 process items, 19 analysis items, and 54 detailed analysis items through the Delphi method. It can be expected that this research is to contribute corresponding to diversified possible risks and facilitate the projects during the promotion.

As the national interest in sports has been increased over time, sports facilities and sports complex are considered more than just physical environments for training athletes or watching games. Sports facilities now become symbolic spatial devices to represent the national and cultural pride of any countries. The existing national training camp located in Taenung, Seoul is gotting outdated and degraded. The polluted air in the city risks athletes' health condition. The government planned to construct the second training camp at Jincheon, Chungbuk at the area of $2,171,910m^2$. The Korea Sports Council called for proposals to envision the future training camp, and they held a design competition from August to November, 2005. The first phase was to present the masterplan for the entire site including training buildings, outdoor training facilities, dormitories, a visitor center, a research center, education and administration buildings. Considering the size of the site, the planning process required a strong relationship between landscape and architecture. This study tries to provide general explanations on the winning proposal focused on the landscape-related issues. It also attempts to have reference points for contemporary planning and design issues to situate the project in the stream of continuing design effort to avoid the dichotomy between nature and culture. The landscape proposal for the new national taming camp suggests four main strategies; 1) The camp has two intersecting and interweaving parks which represent the natural and urban order. 2) The entire site is organized and networked by the flow of landscape called landscape ribbon in terms of topography, vegetation, and water flow. 3) The landscape is choreographed through the time and process. 4) The ecological process and the digital contents are juxtaposed in the landscape. This winning proposal is the first step to portray the national vision for the sustainable environment coexisting with sports industry. Landscape in this proposal is an active agent to network various parts of the site which enables landscape to be infrastructure. Landscape design in this proposal should be considered open-ended strategies rather than determined concrete forms and its engaging further development will be tested in following Design-Build phase.
Wirye New Town is constructed as a new complex city with three municipalities. Infrastructure must be managed by administrative districts, but integrated management is also needed when considering the planned identity and efficient management and operation aspects of a new town. The purpose of this study is to establish why the integrated management of infrastructure is needed, to form a consensus of stakeholders and to set priorities of integrated management considering characteristics of each facility. This thesis analyzes the order of priorities for integrated management of the infrastructures in Wirye New Town. The study includes an analytic hierarchy process (AHP) survey that asked 95 local city officials and experts in city planning about important values to consider, such as efficiency, equity, and identity, for the integrated management of infrastructures in Wirye New Town. Another survey requested these same people to identify the priorities for integrated management in terms of different infrastructure types. The results are as follows. Those who were surveyed considered efficiency(0.442) to be the most important value for integrated management. Equity was deemed to be the next most important(0.369), followed by identity(0.190). The second step in the AHP survey revealed that "efficiency of management governance" (0.202) was considered to be the most important, then "equity of infrastructure quality among the sub-regions" (0.155), and finally "efficiency for improvement of quality and quantity of services" (0.133). The results of the survey about the priority for integrated management among infrastructure types and AHP shows that 'specialized facilities', 'Space facilities located in more than two municipalities', and 'linear facilities located in more than two municipalities.' are important.

It is an attempt to suggest the standard valuation method of the environmental illumination for the bridges across the Han-river from an aesthetic point of view, deviating from the technical and traditional viewpoint. In Korea the current evaluation criterion to verify the value of bridge design has a partiality for the technical and structural safety rather than the sentient beauty on the whole. However, the recently cultural reform of Korean mass society with the elevation of the standard of living forces the engineering designers for bridges to focus not only on competing physical structures but also on enhancing the formative beauty including the illumination effects for night view. Additionally, the new policy, which transforms the environments around the Han-river into the major tourist attractions has been executing strongly by the city authorities to revitalize the symbolic, historic, and cultural identity of the capital city with the introduction of the high-quality environmental illumination for the bridges. As a result, It becomes necessary to establish the manual and standardization of the environmental illumination planning for the city in terms of the formative beauty, and this study is to suggest the valuation model method of the environmental illumination for the bridges as the initial step of the standardization. In the study, the valuation items of the standard questionnaire are selected by the documentary records and the consultation of various experts in architecture, design, fine art, urban planning and even administration to verify the essential elements of the aesthetic beauty with the local amenity and the environmental harmony for the chosen bridges across the Han-river.

It constitutes a very important preliminary step to analyze how city image is assessed in order to determine the direction towards a desirable city image in planning on an urban landscape for future city image. This study aims to quantify the recognition and evaluation of a city image on the part of citizens, using multidimensional scaling and correspondence analysis. Furthermore, this study hopes to contribute to the quantified policy-making for improving city image by understanding how professionals and civil servants in the related field tend to recognize such image. The results from the study are as follow: 1. The image of Daejon City tends to be assessed strongly in the light of its history, dynamics, and size. While the City is recognized as new and changing in general, the civil servants consider the city as modest, and the professionals as mediocre. Therefore, the City should strive to conceive its own unique identity, which would lessen the current image of modest and mediocre. 2. Gap river, Dunsan New Town, and the Daeduk Reseach Complex turn out to be the symbolic representative venues of Daejon City, inspiring the city’s image. In contrast, Yoosung Springs, the original town, and the Expo Park do not fit the image of the City. The need to renovate these places presents itself. 3. As for the questions using “like” and “not-like”, citizens and professionals show the tendency of not liking the city’s image, whereas civil servants like it. It follows that the City needs to highlight its “modern and high-technological” image, illuminated by Dunsan New Town and Daeduk Reseach Complex. 4. An image positioning drawn from a correspondence analysis shows that the City of Daejeon can be classified as an administrative and horizontal city. As opposed to the prior simplistic analyses of city image, this study attempts to diagnose it accurately, so as to help with the gearing towards city images in the future.
Under the guise of a residential environment improvement, distendedly designated Pre-Housing Renewal districts and Renewal Districts by Basic Plan for Renewal Projects are not promoted and leaved for a long-term so that residential problems have become worse. In case of the canceled Housing Renewal district, at the time when the district are canceled, the residential environment has become already superannuated for more than 10 years but there is no follow-up plan to manage that problem so that the exact management plan for those neglected districts is urgently needed. Therefore, the purpose of this study is to analyze the aspect of change of residential environment after the cancellation and indicate appearing problems by conducting on the case of Canceled districts of Daegu Housing Renewal District. This study will be the first step to seek practical management measures for canceled districts, and on the basis of this, the research will become a precedent to seek the sustainable planning measures for the designation and management of Renewal Projects from now on.

The world is currently undergoing an intense urbanization process. The percentage of urban dwellers has never been so high. In 2010, and for the first time, urban population surpassed the rural one, accounting for 51% of global population, and this trend will continue in the forthcoming years. This increment in concentration of population and supporting assets in cities, make their performance a critical issue for world population. Recent events such as Fukushima tsunami and the hurricane Katrina have shown how fragile built environments are and the unpredictability of occurrence and magnitude of the hazards. Such an expansion of the world's urban population, together with an increase in severity and number of hazards and catastrophes, has put under the spotlight the necessity to build cities not only sustainable, but resilient. Decision makers should acknowledge failure as an option, and the importance of developing city resilience. This paper will provide an initial review on urban resilience, definitions and assessment approaches as a first step for decision makers to account for resilience in their decision making process.
