Waterfront Development and Cultural Policy in Yokohama City, Japan (일본 요코하마시의 수변공간개발과 문화정책)

  • This article aims to understand the meanings of urban regeneration utilizing culture and art focusing on a case of the waterfront development in Yokohama, and consider the role of culture and art playing in the cultural city strategy within the revitalization of regional cultures as a main intention by means of interrogation into the cultural policy and its practice in the waterfront development of a sea-port city. Yokohama has proceeded successfully the waterfront development through the creation of culture and art space by using the characterful and attractive urban scape and regional sources around the waterfront. In the cultural policy of 'the Creative City, Yokohama' as a part of 'Culture and Art Creatvie City' strategy of Japan, 'National Art Park plan' as a space planning policy realizes the regeneration of the waterfront through the creation of culture and art space. The examination on the basic intention of this venture and its practice helps comprehend a role of culture and art playing in the waterfront development of a sea-port city and shows the direction that the cultural policy would take in the waterfront regeneration.

Analyzing Urban Regeneration Effects - Focused on Jungang-Dong, Cheongju City - (도시재생사업 효과 분석 - 청주시 중앙동을 중심으로 -)

  • The study on urban regeneration began in 2006 and has actively proceeded for 10 years. Also, there are a lot of studies related to urban regeneration have analyzed urban regeneration effects but have just focused on qualitative analysis. Therefore, this study has intended to analyze the urban regeneration effects of Junang-Dong, a central business district in Cheong City, where urban regeneration projects have been undertaking, in the manner of quantitative analysis. To reach this objective, we selected such indicators as floating population, public land price, a and vacancy rate, and set analysis time span from 2011 to 2016, when urban regeneration projects have been actively operated. As a result, this study has found the following results. 1) As for floating population, population index grew gradually and showed an drastic increase of about 65 percent in 2014 when the project was active. 2) Public land price of Jungang-Dong has been showed the greatest increase from 2011 to 2012 when the city started to regenerate, and slight decrease from 2015 to 2016 with the gradual decrease until 2015. 3) In terms of vacancy rate, there has been declined about 15 percent from 27 percent to 12 percent, with a steady downward curve. This study has dedicated itself to analyzing the urban regeneration effects quantitatively especially in commercial business district.

Urban Renewal with Green on Impermeable Surface (인공지반의 녹화에 의한 도시의 재생)

  • How far of natural regeneration of the city and improvement on the urban environment will be possible in the replanting on the impermeable surface? The replanting of what kind of form will be obtained in order to realize it? The regeneration of the nature is possible, if it can be realized at the thin soil layer in which the result of being equivalent to the natural soil function. Using the light artificial soil with the water retentiveness, it is possible that green on the artificial ground reinforces the green skeleton of the city. The green of artificial ground improves the thermal ambience of the city and demonstrates stormwater runoff depression effect. It is necessary to built the landscape which continues with the surrounding green. Ecologically stabilizing green has the high amenity. The development of replanting technology of the artificial ground which fosters the city culture is desired.

Construction of Total Information Portal Service for Korea Urban Regeneration

  • In this study, the total information portal service for urban regeneration was constructed to supply comprehensive information for Korean urban regeneration. The portal service is largely divided into an information analysis service for urban regeneration and an information disclosure service. For total information portal service, the information analysis service constructed a system for making district level decline diagnosis and city and county level potential analysis. Moreover, it can construct and control analyzed information specified at the district level. The information disclosure service consists of functions capable of recycling information, interworking the analysis service and facilitating expert participation. It also supplies data of total information DB in reprocessable format. For revitalization of communities, the information analysis service is constructed to lead experts on urban regeneration to share their opinions.

  • The purpose of this study is to present an appropriate approach to urban regeneration by analyzing Gwangju Metropolitan City. For the study, residential area of Asia Culture Complex was analyzed based on GIS. The areas concerned were categorized and looked into by their Situation based on the analysis of urban infrastructure state. However, as the architectural space within a city are limited, and accurate assessment of them is needed. The residential areas have the following characteristics. They become an aging and dilapidating residential and socially underprivileged-concentrated area. It is necessary to set up a direction for a future-oriented planning for the development of these areas. Along with a decreasing population, it is important to improve the urban architecture environment for the elderly in an aging society. The economic growth of a city if necessary for the future. Therefore, the criteria for the assessment is required. And the subsequent setting-up and planning of a future direction for a city is badly needed. After that, an accurate assessment of a city called for. City space allows for various interpretations. As the rich are getting richer and the poor are getting poorer, a wealth is concentrated on one district or an area.

Conservation of Hanok Houses and Urban Regeneration -a case study of Sosongdong in Taegu City- (도시형한옥 밀집지역의 보존및 도시재생에 관한 연구 -대구광역시 서성동을 중심으로-)

  • This paper provides a critical perspective in historic conservation with reference to Hanok (Korean Traditional Courtyard houses) built in central Taegu city, Korea. These Hanok houses began to emerge in the 1920s near the city castle during the Japanese occupation. The houses were shrewdly crafted into a small site in an urban context. Towards the end of 1980s, the demand for urban regeneration arose due to dilapidation of the timber structure and fire safety. Proposals were made to redevelop the areas, but they did not progress past this point. No attempts were made for conservation either and the urban fabric disintegrated continuously. The area is now largely unattended for conservation or redevelopment. This research intends to create an historic account of Hanok in an urban context for its enduring characteristics and historicity as charm and merit that deserve careful apprehension and conservation. This paper suggests that conservation not only serves to gentrify the cultural disruption of the early 20th century but also contributes towards urban regeneration.

  • It has been long time since the local small-and-medium cities had lost their vitality due to the progress of aging, economic decline in urban areas, the lack of new growth engines, and the declining population in korea. In addition, since the implementation of the local self-governing system, the creation of new urban areas and the transfer of the administrative institutions to the outskirts of a city have accelerated the decline of old downtown. Rather, local small-and-medium cities would have a problem to make urban regeneration impossible. Under the recognition of such problems, individual self-governing entities have come up with numerous policies and implemented various policies for the revitalization of local small-and-medium cities, but it is a condition that the effect of their efforts falls shorts of expectations, such as the space of the similar style, which has been widespread in developed countries, simple restoration, and a few structural changes. In this regard, the part to be realized anew is to enhance the attractiveness of small-and-medium cities. However, is not possible to raise the overall attractiveness in a short time in reality. To select local assets to be utilized in urban regeneration, it is judged that gathering opinions of local residents is more important than any other thing. Accordingly, this study intends to present positive outcome for the purpose of the revitalization of local small-and-medium cities by finding the factors which can remind us of the collective memory of Jinju city and selection the critical factors to determine a detailed project plan from the perspective of urban regeneration.

Analysis of the Impact on Changes in Residential Communities through Urban Regeneration with Art Programs - Focused on Cheong-ju Sajik 2-dong - (예술매개 도시재생 프로그램이 주거공동체 의식 변화에 미치는 영향력 분석 - 청주시 사직2동을 중심으로 -)

  • This study conducted an analysis of importance levels and also an AHP analysis based on the results of the monitoring (from Aug 2011 through Feb 2012) carried out in the Sajik 2-dong in the City of Cheong-ju. By quantitatively eliciting the effects that the urban regeneration projects that use art programs have on the changes in the perception of community housings and by analyzing the results of objective verification, this study was able to ascertain that local resident festivals had the greatest impacts on the change in the perception of community housings in the Sajik 2-dong in the City of Cheong-ju. This is deemed to be attributable to the fact that programs such as local resident festivals, in which various age groups participated, - amidst the unmitigated circumstance of Sajik 2-dong in the City of Cheong-ju (conflicts among the residents on account of redevelopment project) - exerted significant influences in the perceptional change of the community and in the resolution of conflicts.

A Study on Pattern Language of Cultural Urban Regeneration -Focused on Henan-Sung of China- (문화적 도시재생을 위한 패턴언어 개발연구 -중국 하남성(河南城)을 중심으로-)

  • China's urban regeneration, which has been focused on economic growth since the 1950's, has brought about the uniformity of cities. In order to improve on this, the urban regeneration policy has been transformed into a cultural city resource, which is promoting urban regeneration while utilizing the cultural characteristics of each region. However, the specific application methods are still lacking. In this study, I attempt to modify the apartment environment of the city, Hanan-sung, based on the pattern-language of Christopher Alexander, a space planning tool that can be used in urban regeneration. First, 23 patterns were chosen from the primary pattern-language. Next, I investigated the characteristics of the traditional housing culture of Hanan-sung through the literature review, surveyed the opinions of current apartment residents, and summarized the requirements. Finally, a new pattern-language was developed for the regeneration of the old apartments from the viewpoint of the culture, by modifying it according to the characteristics and requirements of housing culture of Hanan-sung which summarizes 23 pattern-languages.
