농지이용계획의 합리적 책정을 위한 농지적성 평가기법의 개발 (Development of Land Suitability Classification System for Rational Agricultural Land Use Planning)

  • For rational agricultural land use planning, it is quite necessary to get hold of land suitability precisely and to make decision on land use patterns accordingly. In the methodological viewpoint, objective and scientific evaluation techniques for land suitability classification should be supported for the systematic land use planning. As one of technical development approaches to rational land use planning, this study tried to frame a land suitability evaluation system for agricultural purposes. Evaluation unit is defined as a tract of land bounded by road, other land units and topographical features. And quantification theory was applied in the determination works of evaluation criteria. The administrative area of Namsa-myon(district), Yongin-si(city), Kyunggi-do(province) was selected for the case study. In order to check the feasibility of the evaluation system developed in the study, field check team, consisting of 2 government officers and 2 representative farmers, carried out evaluation works by observation on 148 sample land units, 10% of total 1,480 ones. Between estimated and observed results, there showed very good relationship of its multiple correlation coefficient, R=0.9467.

  • The purpose of this study is to analyze the Characteristic of Block Plans related to site types of Elementary Schools in Kangju city. With analysis of 17 elementary school plans, we reached same conclusions. First, there is a possibility of seeing 4 examples that contiguity road condition and proportion of site, neighborhood park location, district units planning, which as classification the condition to feature of location. But the condition which is considered actually from Block Plan appeared with only contiguity road condition and district units planning two onlines. Second, despite there are elements having the possibility effecting to Block Plan, some arrangement forms are repeatedly used. There is a possibility of searching for that cause that it falls in mannerism of space form, type and place when it follows the arrangement form of existing defined as school.

평택-음성간 고속도로의 에코로드 조성을 위한 환경생태계획 (Ecological Planning for the Preparation of an Eco-Road on the Pyungtak-Eumsung Highway)

  • This study aims at establishing an ecological planning for road construction. which is considered to be a main cause of damage to the natural environment in Korea. This study focuses on the Pyungtak-Eumsung Highway development project. It considers the ecological factors and status of the site and its surrounding area. The study site is a four-way highway with a width of 23.4m and a length of 5.7km that spans from Hyungok-ri, Anseong City, Kyeonggi Province to Jukhyun-ri, Jincheon-gun, Chungbuk Province. The objective of the plan is "the establishment of an eco-road in harmony with nature." The plan is divided into five detailed goals: 1) restoration of river morphology and ecosystem through ecological planning; 2) establishment of wet biotopes; 3) construction of ecological corridors; 4) restoration of damaged forest ecosystems; and 5) ecological restoration of the roadside slopes that are linked with the surrounding forest. A master plan has been developed based on the detailed goals. The master plan involves: 1) establishment of a natural river, wet biotopes, and ecological corridors that facilitate the movement of amphibians, wild fowls, mammalians and fish; 2) development of a planting plan for the visitor center, the tunnel entrance, and soundproof banks; and 3) the presentation of a planting model for restoring roadside slopes that are connected to the surrounding forest. The eco-road plan needs to entail ecological conservation and restoration plans. In addition, a monitoring plan for ecological corridors and habitats should be included in the comprehensive plans, along with the continuous development of environmentally friendly technologies.

GIS-CA 기법을 이용한 도시확산 지역의 공간적 모의 (Spatial Simulation of Urban Expansion Area using GIS and CA Technologies)

  • The purpose or this study is to simulate spatially the urban expansion phenomena with a cellular automata (CA) technique using GIS. A study area, Suwon city, was selected for test of model verification and application with the classified land-use maps of three data years: 1986, 1996, and 2000. The urbanized potential maps were generated with seven criteria of one geographic factor (slope of land), and six accessibility factors (time distances from city, national road, Seoul, station, and built-up boundary), considering their weighting values, which were optimized by WSM (weighted scenario method for intensity order) combined a ranking method and a AHP technique. The optimized weighting values at the urban expansion between 1986 and 1996 were applied to verify the CA model for the other expansion between 1996 and 2000. The results of model application showed that urban sprawl phenomena of the urban expansion toward rural area can be simulated spatially and temporally with several boundary conditions considering various scenarios for the criteria and parameters of the model. Ultimately, this study can contribute to reference data for land-use planning of urban fringe areas.

구획정리사업 부지내의 제척지 주거환경 실태 - 대구시를 중심으로 - (The Living Environments of Leave-out lands in the Land Readjustment Project Area - Focused on Daegu City -)

  • This study is designed to suggest future development guidelines for leave-out lands in the land readjustment project area. For this purpose, physical conditions which affect living conditions were surveyed. The findings are follows. First, the living conditions in the lands are low with shortage of parking space and green area, narrow and low-performance road conditions, disordered fence and roof. Furthermore, illegal waste disposal made the condition even worse. Second, it is desirable to make separated plan for the leave-out lands because they have quite different living conditions from those of the land readjustment project area. Third, it is suggested that urban planning and architectural laws should pay attention to the leave-out lands to improve living conditions. It is also recommended that planning obligations for the leave out land should be imposed on land developers.

  • PURPOSES : This study presents a specific methodology for air dispersion analysis of urban areas methodology in accordance with urban planning and transport policy. METHODS : This study performed three alternatives including development density and public transit applying integrated urban model for the Delft city on Netherlands. Based on this result, the two types of air pollutant emissions($PM_{10}$, NOx) were calculated and analyzed the emission dispersion on that City. RESULTS : As a result, the quality of air near the City is better than that of current conditions showed that approximately from 2.1 to 7.9% according to alternatives. CONCLUSIONS : Air quality assessment in urban areas can be reasonably performed by applying a methodology when urban development and transport policy are considered.

  • The necessity of estimating the time and cost required for tunnel construction has led to extensive research in this regard. Since geological conditions are significant factors in terms of time and cost of road tunnels, considering these conditions is crucial. Uncertainties about the geological conditions of a tunnel alignment cause difficulties in planning ahead of the required construction time and costs. In this paper, the continuous-space, discrete-state Markov process has been used to predict geological conditions. The Monte-Carlo (MC) simulation (MCS) method is employed to estimate the construction time and costs of a road tunnel project using the input data obtained from six tunneling expert questionnaires. In the first case, the input data obtained from each expert are individually considered and in the second case, they are simultaneously considered. Finally, a comparison of these two modes based on the technique presented in this article suggests considering views of several experts simultaneously to reduce uncertainties and ensure the results obtained for geological conditions and the construction time and costs.

도로 수탁공사의 효과적 수행을 위한 방법론 (A Method for the Effective Implementation of a Consignment Contract in Road Constructions)

  • 지방정부의 도시계획은 지속적인 프로세스로 계획의 수립과 함께 끝나는 것이 아니고 의사결정, 검토와 평가단계를 거쳐서 지속적으로 바뀌는 것이다. 도시계획이 바뀌고 확정됨에 따라서 대규모의 도로를 기존에 수행되고 있던 도로와 연계하여 공사를 수행하게 되는 경우도 발생하게 된다. 이러한 경우에 기시공된 도로의 폭과 길의 확장, 추가적인 교량 및 터널의 건설, 그리고 인터체인지의 크기와 위치의 변경 등과 같은 요인들에 의하여 도로설계 및 시공에 많은 변화를 가져오게 된다. 과거에는 제한된 수와 제한된 공종에 한하여 도로 수탁공사가 수행되어 왔으나, 현재는 수행되는 수탁공사의 수도 증가하고 있으며, 대규모 복합공종을 위한 수탁공사가 이루어지고 있다. 그러나 수탁공사 수행을 위한 절차나 수탁공사 계약을 위한 가이드라인이 마련되어 있지 않다. 따라서 효과적인 도로 수탁공사를 수행하는데 어려움이 있다. 본 논문에서는 공사관련 서류들과 전문들의 면담을 통하여 수탁공사 수행을 위한 중요 고려요소를 파악하였고, 이 결과에 근거하여 수탁공사의 표준절차(안)과 수탁공사비 협의를 위한 가이드라인을 제시하였다. 또한 위탁기관이 부담해야 하는 비용에 관한 내용을 제시하였다.

도시특성지표 기반 공간개발 패턴 추정에 관한 연구 - 강남지역을 대상으로 - (An Estimation of the Spatial Development Patterns based on the Characteristic City Indicators - The Case of Gangnam District -)

  • 현재 계획단계에서 구득하여 활용할 수 있는 토지이용 관련 정보는 시도, 시군구, 그리고 읍면동과 같은 집계된 단위의 자료가 주를 이루고 있어, 미시적 공간단위에서의 변화 양상을 파악하기에는 근본적인 한계가 존재한다. 본 연구의 목적은 존 내 물리적 도시특성지표를 바탕으로 공간 개발패턴을 추정하는 방법론을 개발하는데 있다. 본 연구에서는 강남지역을 육각형 픽셀로 분할하고 각 공간분석단위별로 판매 및 업무의 건축물 개발강도를 단계별로 구분하여 도시의 공간적 특성이 판매 및 업무에 어떠한 영향을 미치는가를 다항 로지스틱 회귀분석을 통해 수행하였다. 분석결과 도로와 버스정류장과의 거리가 증가하면 밀도 개발 확률이 감소하며, 수계와의 거리가 증가하면 밀도 개발 확률이 높아짐을 확인하였다. 본 연구의 방법론과 결과물은 도시계획분야에서 집계된 자료를 미시적 공간으로 세분하는 방법론으로 활용될 것으로 판단된다.

U-City 건설을 위한 LiDAR 자료를 이용한 도심지 도로교통소음 영향의 시뮬레이션 분석 (Noise Simulation of Road Traffic in Urban Area Using LiDAR Data for U-City Construction)

  • 본 연구에서는 주요한 소음원의 하나인 도로교통소음의 도심지에서의 전파양상과 피해정도의 명확한 분석을 위해 항공 LiDAR자료를 이용하여 건축물이 포함되지 않은 지형자료(DEM; Digtal Elevation Model) 및 건축물 정보가 포함된 지형자료(DBM; Digital Building Model)를 각각 작성하고, 각 자료별로 소음영향평가를 수행하여 그 결과를 비교하였다. 그 결과, 건축물 정보가 없는 경우 도로교통소음의 전파로 인하여 연구대상지역의 약 60%의 면적이 60dB(A) 이상의 소음께 노출되는 것으로 분석되었으나. 건축물 정보가 있는 경우는 약 30% 정도의 면적만이 노출되는 것으로 분석되었다. 또한, 정온한 환경으로 인식되는$45{\sim}50dB$(A)소음도구간의 면적이 건축물이 없는 경우 0%에서 건축물이 있는 경우 43%로 나타나 건축물에 의해 도로교통소음의 전파양상이 크게 영향을 받는 것을 알 수 있었다. 따라서 정확한 도로교통소음의 영향을 예측하기 위해서는 건축물 형상에 대한 정보가 필수적으로 포함하여야 할 것으로 판단되었다. 이러한 연구의 결과를 토대로 향후 항공 LiDAR 측량 등을 통하여 전국적인 규모의 건축물 정보가 획득된다면, 도로교통량정보를 이용한 도로교통소음 영향평가를 효율적으로 수행할 수 있을 것으로 판단되며, 이는 U-City 등과 같은 대규모 도시건설에서 소음문제예방, 교통계획 및 시공계획 수립 등을 위한 기초자료로서 활용이 가능할 것이다.
