  • Within regional and municipal planning we are using several levels or types of EIA in the city of Dresden. Some of these types, practical aspects and some experiences of our work will be presented in this contribution. Firstly I may introduce you to some general conditions for your better understanding of our principles of work. Surely you know about. the destruction of the political and economical structures in Eastern Germany since 1989. Until today our not quite simple task is to build up new ones. At the same time people were in great expectation of freedom and high standard of living as soon as possible. Economical difficulties increased in association with the breakdown of the market in Eastern Europe. How to rebuild industrial estatements and how to renew the traffic systems? We had to find answers to all these complex question. Should we only repair the former damages or could we reach a really environmental sound production for the future? The demand for a rapid economic growth is an incredible challenge for the application of new environmental ideas. I am truly not sure whether you know the city of Dresden or not. So I would like to give you a short introduction. Dresden is situated in a valley shaped by the river Elbe. There live about 500,000 people. Dresden has a great reputation for arts and sciences. Its also well know as a town of high technology industries such as electronics and optics. We restored the power plant and therefore we don't need any atomic power plants actually we haven't got one. Since 1990 there were founded many official agencies in Dresden because it is the capatal of Saxony. Considering nature and environment we there is a large forest area called "Dresdner Heide". The river Elbe and the meadows are situated on both sides of the river. There are a lot of green and free places in the city area too. Furtheron there is something unusual for a large city: about 50% of the drinking water resources mostly take place within the city itself. The origin is the ground water as well as water from the river Elbe after filtration of course.

A Study on the Establishment and Application Plan of Social and Physical Indicators for the Inclusive City (포용도시를 위한 사회적·물리적 지표의 구축과 활용방안에 관한 연구)

  • In international communities such as UN-Habitat, Asian Development Bank, OECD, and etc. the importance of formulating and planning for equal living of all citizens within a city regardless of any social hierarchy is being recognized recently. For this purpose the concept of 'the inclusive city' is introduced, which requires the collective consideration of physical and social factors in urban planning. This study aims at the establishment of efficient indicators in order to graft the concept of the inclusive city on urban design, and at searching a plan capable of improving the inclusiveness through applying the developed indicators to an urban space actually. After introducing the indicators the priority orders of those are searched through AHP analysis and the corelation with the factors of urban planning is examined and analysed based on the priority, so as to suggest an efficient and practical plan for promoting the inclusive city in future.

The Way to Create the Korean Low Carbon Green City through the Contemporary Interpretation of the Pungsu (풍수의 현대적 해석을 통한 한국형 녹색도시 조성 방안)

  • There have been a lot of efforts to adapt climate change around the world, and Korea is no exception. The low carbon green cities for overseas have had many different forms through their own special models and strategies. Korea needs a model and strategy of Korean low carbon green city, which is suitable for Korea climate and topography. This study pays attention to the Pungsu, which is Korean traditional thinking system for space, and examines the way for selecting locations and space planning to create the Korean low carbon green city through the contemporary interpretation of the Pungsu. For this purpose, first of all, this study makes efforts for the contemporary interpretation of the past Pungsu theory from the modern city's perspective, through understanding the difference between the Korea's historic villages(cities) and the modern cities. Based on the contemporary interpretation of the Pungsu theory, this study finds ways of application the system on selecting locations and space planning in the Pungsu theory to create the Korean low carbon green city.

A Study on the Development of Eco-cultural City Evaluation Indicator Using AHP(Analytic Hierarchy Process) (AHP를 활용한 생태문화도시 평가지표 개발 연구)

  • This study was conducted to develop detailed evaluation indicator as a way for evaluating sustainable urban ecosystem health focused on ecological urban elements from an eco-cultural point of view after the appearance of Eco-cultural City to meet various needs. And this study was also conducted to search for ways to utilize the detailed evaluation indicator like institutionalization. Eco-cultural City was defined as a city where ecological environment and cultural environment coexist and was aimed to derive applicable planning indicators in Korea. For this, FGI was executed, planning indicators were derived, and suitability was examined. The weights were calculated based on the selected indicators through AHP expert survey. After getting the result of FGI, experts reviewed the adequacy of definition from Eco-cultural City and its necessity, and the applicability of planning indicators was examined with evaluation of suitability. As a result of evaluating suitability, it was judged that 41 indicators based on an overall average of 4 areas were relatively high on suitability and also important among sectors. As for the analysis result, the priority order in multistage classification was as followed : harmony between human and environment(B) 0.349, environmental resources(A) 0.266, city environment and quality of culture(C) 0.208, and role division and citizen participation(D) 0.177. In the second level of relative importance, environment protection and infra in the role and citizen participation section was the highest, 0.449, harmonization policy and system in calculating weights was the highest.

A Study on the Design Characteristics and the Origin of Three-story Section in the Unite d'Habitation at Marseilles (마르세이유 거대 주거동의 건축설계 특성(特性)과 단면 3층 단위체 기원(起源)에 관한 연구(硏究))

  • The Unite d'Habitation at Marseilles was an experimental project that Le Corbusier had been waiting for since 1920s in order to explore his ideals and visions in mass housing and city planning. As a leader of the first generation members in CIAM, Le Corbusier tried to give a new form and an order to the Unite d'Habitation at Marseilles in both building design and city planning level. The purpose of this research is to investigate the design characteristics of the Unite d'Habitation at Marseilles in three different levels of built environment with a particular emphasis on the process through which an original form is derived from its contextual settings. In the level of city planning, Le Corbusier aimed to reshape traditional low-rise urban housing by deploying several Unites spaciously. Le Corbusier believed that the spacious deployment of Unites would bring us both the functional economy in the city and the natural amenity in the suburbs. As Unite d'Habitation would be called frequently as vertical garden city, the influence of suburban garden city on Unite d'Habitation is apparent. In the building level, the binomial harmony of individual-collectivity was pursued by providing three different public floors and by combining 23 different family unit types in the Unite d'Habitation at Marseilles. In order to visualize the concept of object-type, family units were prefabricated and inserted into the structural frame of the Unite d'Habitation at Marseilles. Two family units are combined to make a three-story section with street corridor in the middle. This three-story section unit is very original as it has access corridor every third floor and each unit could have considerable depth with the help of the living space of two story height. In consideration of formal and plan similarity as well as contextual edivdence, it is concluded that the three-story section of the Unite d'Habitation is derived more from Narkomfin Apartments than from the monastery at Ema or Immuble Villas.

A study on Integrating Strategy of Low-carbon Urban Planning System (탄소저감 도시계획 시스템의 통합화 방안 도출 연구)

  • Through the rapid economic growth, modern society have achieved the industrialization but needed to respond to climate change and low-carbon green growth on a scale of urban area. Many studies about the low-carbon city and the green city are on going, but most of them are not integrated but go along in each area(construction, transportation, energy, etc) In this paper, we surveyed the current status of researches about information system to design low-carbon city or green city, and define the method to integrate the outcomes from the each area. As a result integrated model of 'Low-carbon Urban Planning integrated System' in the paper, Individual system is developed by way of C/S form because web system raised problems for data load in analysis. The integrated system was decided to develop by way of Web form, and integrated system was developed by can use the analysed DB in the individual system. We expect this study can help future researches to develop more economical and efficient integrated information system model to design the low-carbon city and the green city.

Characteristics of Urban Regeneration Reflected upon SymbioCity Concepts : Focused on Sweden and Germany Examples (SymbioCity관점에서 본 도시재생의 계획적 특성 고찰 : 스웨덴과 독일 사례를 중심으로)

  • The aim of this study was to present the direction of sustainable urban regeneration through the study of planning characteristics of urban regeneration reflected upon 'SymbioCity' concepts. This study was carried out through theoretical review and case study. In the theoretical review, the theory of 'SymbioCity', one of Sweden's representative urban development models linked to the concept of sustainable development, was reviewed and the framework was derived based on this theory. The framework of this study was finally derived from 'energy', 'ecology and environment', and 'historical and cultural resources'. The case study was conducted by selecting three urban regeneration projects($V{\ddot{a}}strahamnen$ BO01, Royal seaport and HafenCity Hamburg) in Sweden and Germany. Based on the results of case analysis, the direction of sustainable urban regeneration is as follows. First, in terms of energy, we should pay attention to synergy between energy and waste and energy production. Second, in terms of ecology and environment, plans should be made to maximize the use of existing resources in order to conserve natural resources and reduce energy consumption and economic costs. Third, in terms of historical and cultural resources, it is necessary to consider ways to preserve and recycle existing buildings with historical and cultural values. Finally, for the successful application of the planning elements, it is necessary to find the most appropriate application method through steady R&D in the country or project unit.

A Study on the User's Behavior and Satisfaction Level of a Neighborhood Parks in Gwang-Ju City (광주광역시 근린공원의 이용실태 및 만족도 평가연구)

  • This study is aimed at classifying different types of parks in Gwang-Ju city and providing efficient Planning and guidelines to satisfy the needs of park users. The first stage of this study was accomplished by site surveys of neighborhood parks in Gwang-Ju where park types, locations, neighboring conditions, park layout, and other physical environments were surveyed for the specific status of parks. With those basic data, urban neighborhood park types were classified into different categories: 1) urban neighborhood parks; 2) riverside neighborhood parks; and 3) natural(mountain side) neighborhood parks. For the second stage of this study, behavior patterns and satisfaction were investigated to provide empirical data on the relationship between the physical environment and human behavior. The main findings of this study can be summarized as follows: 1. The highest level of satisfaction for the users of urban neighborhood parks in Gwang-Ju city is the accessibility of the parks which are small but located in neighborhoods, The users tend to visit the nearby parks regardless of size. 2. The users have relatively high levels of satisfaction for urban neighborhood parks which have a lot of green zones or park facilities. Therefore, the park planner should consider the natural environment in the park area and should reconsider the type of park in the planning process. 3. The different types of urban neighborhood parks in Gwang-Ju city do not affect the level of satisfaction and the motivation of park visits. However, the accessibility of the parks is the most important factors of users' satisfaction regardless of the type of the park. 4. The level of user satisfaction for all of the urban neighborhood parks in Gwang-Ju city indicates that the users have a relatively low level of satisfaction. Especially, 26.2% of the users have a high level of dissatisfaction. The new parks, which have recently been developed, have a higher level of satisfaction than the old parks which have a lack of facilities, insufficient maintenance, and poor management planning in the park. 5. As a result of factor analysis, all city neighborhood parks showed a similar tendency with urban type parks, but showed a tendency that was different from the other park types.

Identification of Strategic Fields for Developing Smart City in Busan Using Text Mining (텍스트 마이닝을 이용한 스마트 도시계획 수립을 위한 전략분야 도출연구: 부산 사례를 바탕으로)

  • The purpose of this study is to analyze bibliographic information of Busan and other cities' reports for urban development initiative and identify the strategic fields for future smart city plan. Text mining method is used in this study to extract keywords and identify the characteristics and patterns of information in urban development reports. As a result, in earlier stage, Busan city focused on service creation for industrial development but there are lack of discussions on the linkage of information systems with ICT technology. However, recent urban planning in Busan contained various contents related to integrated connections of infrastructure, ICT system, and operation management of city in the specific fields of traffic, tourism, welfare, port/logistics, culture/MICE. This results of study is expected to provide policy implications for planning the future urban initiatives of smart city development.

Strategies for Acceleration of Damaged Area Restoration Project in the Development Restriction Zone

  • The purpose of this study is to derive institutional improvement methods for promoting the Damaged Area Restoration Project in greenbelts. The current status of greenbelts in Gyeonggi-do, where greenbelts are extensively distributed was analyzed, and the relevant laws and regulations were reviewed to suggest measures to promote the restoration project. The area of damaged areas within greenbelts in Gyeonggi-do was 6,121,024 m2, accounting for about 0.52% of the total area of greenbelts, and more than 80% was found to be located in Namyangju (55.49%), Hanam (16.48%), and Siheung (8.68%). Various measures to improve the policy were examined as follows: reducing the minimum size of the restoration project area; adjusting baseline of recognizing range of damaged areas; introducing the right of claim for land sale; allowing long-term unexecuted urban parks to be replaced as alternative sites for parks and green spaces; simplifying administrative procedures; and allowing public participation. All of them are expected to promote the restoration project within greenbelts. In results, when the minimum size of area for the restoration project was reduced from 10,000 m2 into 5,000 m2, 3,000 m2 and 2,000 m2, the ratio of the number of combinable lots to the total number of lots increased from 4.4% to 18.8%, 38.8%, and 55.9% respectively in Namyangju. Morever, when the recognizable ranges of the restoration project were extended to the structures obtaining building permit as of March 30, 2016 and obtaining use approvals before December, 2017, the number of applicable lots increased by 5.1% and 9.2% respectively.
