도시중심의 생활로 시설물의 종류가 늘고 규모가 증가함에 따라 도시의 시설물 안전관리 사각지대가 발생하고 다수의 인명피해가 연이어 발생하고 있다. 이에 스마트 시티에서 생활하는 시민들의 안전과 안심에 대한 니즈를 충족하는 방안으로 5G와 디지털 트윈 기술을 접목하여 시설물 안전관리 통합플랫폼 수립 절차를 제시하고 이를 통하여 시설물에 대한 위험 요소와 노후화에 따른 점검의 문제점을 해결하고자 한다. 본 논문에서는 시설관리의 현황과 5G 디지털 트윈 기반의 스마트 시티 신기술 적용 방향에 대해 살펴보고 디지털 트윈으로 구현하기 위한 추진 절차를 제시한다. 대상 지역은 수도권 광역도시 지역으로 안양시, 의정부시, 구리시, 광명시, 오산시 5개 도시를 선정하였다. 추진 절차는 각 지자체의 다중이용 목적 시설물 중에서 노후화되고 관리가 시급한 시설물을 플랫폼 구축 전문가와 지자체 스마트시티 담당자와 선정한 뒤 시별 정책 방향을 반영하여 디지털 트윈 시설물 대상 33개를 최종 선정하였다. 이렇게 확정된 시별 시설물을 중심으로 5G 디지털 트윈 시설물 안전관리 통합플랫폼으로 구축하기 위한 정보기술 인프라 요소와 구현 서비스의 카테고리를 정의한 뒤 구체적인 통합플랫폼 구성안을 제시하고자 한다.

본 논문은 도시통합관제플랫폼에서 발생되는 다양한 복합이벤트에 대해, 해당 복합이벤트에 의해 발생되는 업무프로세스 및 Action을 도시통합관제플랫폼과 다수의 u-서비스시스템 간 분담 또는 협업하여 처리할 수 있도록 복합 이벤트에 대한 업무 프로세스 및 Action을 검색, 변환, 배포하는 시스템 및 방법을 제시하였다. 제시된 방법을 적용하면 복합이벤트 발생시 신속하고 유기적인 대응을 통해 피해 비용 및 피해 범위의 확산을 방지하는 효과가 있다. 또한 복합이벤트의 프로세스 및 Action이 추가 삭제, 보완 등과 같이 수시로 변경되는 경우에도, 도시통합관제플랫폼에서만 업무 프로세스 및 Action을 수정하여 각 u-서비스시스템에 배포하면 분담 및 협업 처리를 할 수 있게 되므로 일의 복잡도를 단순화 시키고 유연한 대응을 할 수 있을 것으로 기대된다.

Smart City operates with the purpose of solving urban problems. The important thing in smart city operation is that spatial information must be managed at a high level. In addition, it has the characteristics of being managed by one platform. This study presented the core value dimension of smart city based on analysis of various domestic and overseas smart city operation cases. Smart cities are basically operated based on spatial information, and the higher the level of spatial information, the more smart city services can be connected and managed in an integrated manner. The performance dimension of smart city core values presented in the study includes prosperity, personalization, convenience, accuracy, sustainability, safety, environment, integration, etc., and there is a connectivity dimension, a concept that can be managed in an integrated manner. This study will be useful for empirical research on smart city performance dimension design and surveys based on case studies. It will also help field managers who develop, operate, and manage smart cities when quantifying performance dimensions.

최근 신도시를 중심으로 추진 중인 U-City 사업과 함께 도시시설물 관리분야에 정보기술의 활용이 활발히 이루어지고 있다. 특히 복잡, 다양해지고 있는 도시시설물의 효율적이며 지능적인 관리를 위하여 다수의 도시시설물들을 통합적으로 관리할 수 있는 통합관리 플랫폼에 대한 관심이 높아지고 있다. 따라서 본 논문에서는 기존의 개별적인 도시시설물 관리가 가지는 주요 문제점들을 살펴보고 이를 효과적으로 해결할 수 있는 도시시설물 통합관리 방안을 제시하였으며, 아울러 통합관리 플랫폼의 개념을 구조와 핵심 기능을 중심으로 설명하였다. 최신 공간정보기술과 상황인지기술을 기반으로 한 통합관리 플랫폼은 도시공간정보와 센서정보를 통합적으로 관리하고 다양한 도시 상황을 지능적으로 처리함으로써 관리 비용절감과 함께 관리자의 신속한 의사결정을 가능케 한다.

Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

본 연구에서는 도시하천관리를 위한 다양한 분석 및 평가 모델들과 데이터 수집 모듈을 적용한 연계플랫폼을 개발하였다. 연계플랫폼에 적용된 모듈은 데이터 수집 및 제공 모듈, 홍수분석 모듈, 하천 평가 모듈 그리고 제방 붕괴 시뮬레이션 모듈로 효과적인 도시하천 관리를 위하여 선별하여 적용하였다. 연계플랫폼은 분석과 평가 모듈에 적용하기 위한 데이터를 다양한 기관으로부터 수집하여 전처리 과정을 통해 정제하여 저장한다. 저장된 데이터는 각 모듈의 입력자료로 가공하여 사용되며, 플랫폼을 통해 Open API로도 제공된다. 홍수분석 모듈은 도시 내부 및 하천에서 발생하는 홍수를 분석하여 대비할 수 있도록 제공되며, 하천 평가 모듈은 다방면으로 하천을 평가하여 하천 계획수립 및 관리에 이용된다. 제방 붕괴 시뮬레이션 모듈은 가상의 붕괴 상황에 대한 분석을 통해 제방 붕괴로 인해 발생 가능한 피해영역을 도출하여 대비책을 세우는 데 이용될 수 있다.

It is a basic study to speculate the old form of urban space. The purpose of the study is to study how to build a database that can synthesize multiple data describing the past. In particular, It was focused to the first half time of Seoul City during the Chosun Dynasty. Data is structured systematically and inclusively through digitizing, visualization, and specification. Through this, the city's urban space scene is reconstructed as a map of the city. And maps include various humanities information explaining the aspects of space activities. And it will become a system that will facilitate data management and improve the clarity of information.

Subway is a major transportation in the city that is allied to the daily life of people. As a public space, subway station must satisfy the citizens with convenience, safety and esthetic factors. The bench which is one of the major street furniture on the subway platform has a lot of physical contact. Therefore the design of benches must be considered in the aspects of not only aesthetic design but also ergonomic design. The goal of this study is to find out the current conditions and problems of benches and at the same time suggest how to arrange, design, and manage them at the proper manners at subway platform. The result of the study is as follows. First, the problems of design are that the benches at a same platform have various design, the saturation of color is too high, and the design is unfashionable. The second, at the management part there is no such a total management system and specialist for the street furniture section and lack of rational management regulations. The third, results of a new survey suggest that citizens think negatively about present bench's conditions such as design and administration.

스마트플랫폼이란 기존 플랫폼과 첨단 IT기술을 결합함으로써 물리 및 가상공간을 초연결 환경으로 구현한 진화된 플랫폼이라 정의된다. 초연결로 언급되는 정보와 정보, 인프라와 인프라, 인프라와 정보, 공간과 서비스가 연결은 사용자의 삶의 질과 환경을 획기적으로 변화시켜 주는 고품질의 서비스 구현 및 제공을 가능하게 한다. 특히 스마트 정부와 스마트 헬스케어 구현으로 사회안전망과 개인건강관리 수준을 획기적으로 개선시킨 효과를 모두에게 제공하고 있다. 이 과정에서 생산되고 소비되는 수많은 정보들은 그 자체로서 혹은 빅데이터 분석을 통해 공공 및 개인의 기본권을 위협하는 요인으로 작용할 수 있다. 특히 스마트시티의 생태계를 형성하는 핵심기능으로서의 스마트플랫폼은 자연스럽게 지속적으로 확장되어 가기 때문에 그에 따르는 데이터의 처리운용과 네트워크 운영 상 커다란 보안 부담에 직면하고 있다. 이 논문에서는 스마트시티의 핵심 기능으로서의 플랫폼 구성 요소와 그에 대한 적절한 보안위협 및 대응 방안을 연구한다.

용산 국제 업무지구, 인천 송도국제도시, 일본의 록본기힐즈, 미드타운 등 최근의 국내 외의 건설프로젝트의 유형은 주거, 상업, 업무, 공공, 문화, 여가 등이 복합되어 수평 및 수직적인 공간에 입체적으로 배치되는 입체 복합 공간 개발이 주류를 이루고 있다. 입체 복합 공간 개발에서의 메가프로젝트는 다양한 참여주체 간의 복잡한 이해관계, 민간 및 공공 개발 영역의 혼재, 운영유지 및 자산 관리의 중요성 등 복합적이고 상호 조율된 가치를 추구한다. 따라서 이런 메가프로젝트를 성공적으로 수행하기 위해서는 기존의 단위 또는 다중프로젝트관리 시스템과는 다른 종합사업관리 시스템이 필요하다. 이에 본 연구는 메가프로젝트 수행을 위한 지능형 종합사업관리 시스템의 플랫폼 디자인 방안을 제시하여 실제 프로그램 개발에 도움을 주고자 한다.
