  • 도시지역내 쓰레기 매립지의 관리문제는 지방 자치단체와 도시 주민에게 있어 중요한 관심사로 대두되었다. 계속되는 쓰레기 매립지의 수용력 감소와 기존 쓰레기 매립지에 관련한 시민의 공중보건 및 환경 문제에 대한 자각은 쓰레기 매립지 선정과정에 있어서의 제약 요인으로 새롭게 제기되었다. 위치선정 과정상에는 그 밖에도 부가적인 제약 요인으로서의 사회적, 기술적 측면의 문제와 함께 계획과 보상비용 증가라는 문제가 복잡하게 얽혀있다. 적지선정에 과정에 지형공간정보시스템의 공간 데이터베이스 환경과 각종의 모델링 기능을 연결함으로써 대상지내의 쓰레기 매립 개발 적지 및 후보지선정을 빠른 시간내에 적은 비용으로 수행할 수 있을 것으로 판단된다.

도시민의 농촌체험과 고객만족이 귀농·귀촌의 인식에 미치는 영향 (The Rural Experience and Customer Satisfaction of Urban Residents on the Recognition of Return to Farm and Rural Areas)

  • The interest and participation of the rural experience is increasing as an alternative for the problems such as the decrease of the agricultural income facing the agriculture and the rural area, the decrease of the population, and the regional stagnation. The rural experience has recently been transformed into a software dimension such as programs and participation activities in the past. In addition, public awareness also positively evaluates agriculture and rural communities as the basis for supporting society and recognition of multiple functions. Furthermore, the intention of the citizen to the earnest village is increasing. The purpose of this study is to analyze the effect of rural experience and customer satisfaction of urban residents on the recognition of return to farm and rural areas. As a result of the analysis, it was found that the characteristics of rural experience had a positive effect on the farming villages by the program, the experience field and the host, and the customer satisfaction had a positive effect on the farming villages. Therefore, it is considered that a systematic approach to the rural experience is needed in the future because the experience of the rural people in the city has a positive effect on the earliest villages.

Direction of Global Citizenship Education in the Age of Infodemic : A Case Study of the COVID-19 Pandemic in Korea

  • In 2020 when the COVID-19 pandemic began in full-scale, the WHO Director-General warned of the dangers of an infodemic. The infodemic is a phenomenon in which false information spreads rapidly like an epidemic and causes chaos, and it was noted that the COVID-19 pandemic is not just limited to health problems, but also linked to a variety of issues such as human rights, economic inequality, various discrimination, hate speech, fake news, global governance etc. In the field of education, it is necessary to think about how to connect this global situation with school classes. Accordingly, this study suggested the direction for global citizenship education by analyzing how the infodemic spreads on Korean social media with the case of the recent global COVID-19 pandemic. According to the research results, the rate of negative emotions was higher than positive ones in the emotions that generate infodemic, while anxiety and anger were focused among negative emotions. In addition, the infodemic tended to spread widely with the feelings of anger rather than anxiety, and the feelings of anger led to advocating aggressive policies against certain country and regions. Therefore, global citizenship education is required to focus on a sense of duty and responsibility as a citizen, not on the level of national identity based on an exclusive sense of belonging. Furthermore, global citizenship education needs to lead to presenting a blueprint for education in a way that can enhance the awareness of the global community for joint response to global challenges and realize common prosperity based on sustainability and justice.

한국 내 무인항공기를 이용한 자폭테러 발생가능성에 대한 연구 (A Study on Occurance Possibility of Suicide Bombing using Utilize Unmanned Aircraft in Korea)

  • 본 연구는 국내 외 주요정세를 살펴볼 때 아직까지 무인항공기에 대한 실질적인 테러가 발생하지는 않았지만 앞으로 발생 될 수 있다는 점을 감안하여 이에 대한 한국 내 무인항공기를 이용한 자폭테러 발생 가능성에 대한 기초자료를 제공하기 위해 연구를 수행하였으며, 연구의 결과를 통한 대응책을 종합해 보면 다음과 같이 요약할 수 있다. 첫 번째, 무인항공기에 의한 자폭테러에 대비하기 위한 기존 항공법안의 개선과 테러방지법의 제정이 필요하다. 두 번째, 한국 내 무인항공기를 이용한 테러에 대비한 적합한 유관기관과의 통합대응체계를 통한 사회안전망의 구축이 절실하다고 판단된다. 세 번째, 인터넷 등 매체를 통하여 무인항공기 폭탄제조 장비의 구입 및 정보수집이 가능하기 때문에 이를 전파하는 인터넷을 사전에 차단해야 한다. 넷째, 한국이 다문화사회로 전환되고 있는 시점에서 국내 외국인 체류자와 소수민족, 이민 2세 등에 대한 사회적 편견과 차별적인 인식의 개선과 인종차별법 등을 통한 보호가 절실히 필요하다.

미국방성의 전력개발 프로세스를 활용한 스마트 시티 개념설계 방안 (Concept Design Method of Smart City using Defense System Development Process of DoD)

  • The defense system development process is a process of developing various systems that perform functions in various functional areas such as battlefield awareness, command control, force application, and logistical support. In other words, the defense system development process is a process of developing many systems simultaneously in various functional areas. Various systems developed through this process should be interoperable so that they can be integrated and operated in a joint warfighting environment. To successfully implement this, the US Department of Defense uses the Joint Capability Integrated Development System(JCIDS) for the defense system development, and within this JCIDS processes the Capability Based Assessment(CBA) methodology as its core technology. This CBA methodology transforms the mission activity requirements to functional capability requirements logically and transforms the functional capability requirements to system requirements logically also. Smart City is a city that improves the convenience and quality of life of the citizen by integrates various systems that perform various functions of the city and smarties various functional systems with smart services by using IT technology. In other words, defense system development and smart city development have a common feature of the process of developing many systems simultaneously in various functional areas. In order to address the problem of having to develop many systems simultaneously in each functional area, it is important to logically transform the various mission scenarios into functions and logically transform the functions into systems. Therefore, a joint capability integrated development system and its core methodology, Capability Based Assessment(CBA), can be applied to smart city development. This paper proposes a method for performing a smart city concept design method using the capability based evaluation (CBA) method.

공유경제 기반의 고객리뷰를 이용한 토픽모델링 분석: 공유주차를 중심으로 (A Study on Analysis of Topic Modeling using Customer Reviews based on Sharing Economy: Focusing on Sharing Parking)

  • 본 연구에서는 공유경제의 다양한 비즈니스 모델 중 공유주차로 범위를 제한하고, 이와 관련된 리뷰를 수집한 후 텍스트마이닝 분석을 통해 공유주차가 갖고 있는 사회적 이슈와 소비자 인식에 대해 살펴보고자 한다. 본 실험에서는 TFIDF (Term frequency inverse document frequency) 기법과 LDA (Latent dirichlet allocation) 기법을 이용하여 키워드별 토픽을 추출하여 분석한 결과 소비자들이 필요로 하거나 원하는 정보들을 파악할 수 있었으며, 토픽으로 분류한 결과 지자체 협약, 주차공간협소, 주차문화개선, 시민참여 등 시민들의 불만과 시민의식이 공유주차 서비스를 시행하는데 중요한 역할을 하고 있다는 것을 확인할 수 있었다. 본 연구는 정성적 연구, 기업 및 지역의 사례를 이용하여 기존의 탐색적 연구를 수행한 선행 연구와는 차별화된 연구로 학술적 기여도가 높다고 할 수 있다. LDA 분석을 본 연구에 활용하여 나타난 결과를 바탕으로 지역경제 활성화를 위한 공유경제 정책 수립에 응용하거나 활용할 수 있다는 실무적 기여도가 있다.

생태-문화-환경교육을 위한 적합지(장소) 분석과 결정 요인 - <논 생태계와 쌀 문화>의 생활 밀착형 환경 인식론 - (Proper Space and Its Conditions for Ecology-Culture(connected)-Environmental Education)

  • We are easily supposed to think that outdoor EE can help make Eco-Sense, furthermore 'Eco' means nature and natural resource itself. Relatively we are likely to think indoor EE is something theoretical or knowledge-oriented. It comes from our strong beliefs going into nature would be best choice for feeling Eco-mind. But every place in our daily life could be space for finding Eco-feeling(mind), as far as the relation to life in there. No life without ecological relation, so firstly we need to be rethink Eco-feeling could be enough trained in daily life, our EE trends that have distinguished between indoor and outdoor should be rearranged, going there is just for when we unavoidably need to go for outdoor experience. So I focus on two special causes bringing out these biases, 1st Environmental management-thinking, which has been passed over this trend under the name of training environmentally responsible citizen through Awareness, Knowledge, Skill and Attitudes. 2nd important cause is cultural metaphors, which means our thinking is fixed into some patterns, losing cultural thinking diversity, although eco-culture in our daily life has been figured our daily life out as ecological phenomenon hermeneutically. To illustrate this problematic trends, this paper will introduce theories of Bateson G. and Bowers C.A. mainly, who insist fixed pattern-thinking bound for environmental management could be obstacles to make students see and have Ecological intelligence in their mind throughout daily life. This paper will focus on how to feel Eco-mind in our daily life through cultural experience. Representative way for this is to research on rice paddy eco-system and rice culture.

Care of the Elderly with Dementia and the Need for Group Homes from Middle and Upper Class Families in Korea

  • Concerns about paid-facilities for the elderly with dementia from middle and upper class families have been discussed lately in Korea. Small-scale, home-like group homes for the elderly with dementia were developed in Sweden in the 1980, but they have not been effectively introduced in Korea where they remain a comparatively new concept. The group home, however, would provide a good alternative to Koreans who feel guilty when they have to leave their frail parents in large-scale facilities or hospitals instead of caring for them at home. The aim of this paper is, first, to define the care of the demented elderly who come from upper and middle class families in Korea and, secondly, to discuss the need for group homes to help care for them. A survey was done by questionnaire and was answered by 577 respondents who belonged to middle and upper class families living in Korea in December 2000. Methods of analysis were frequency, mean, and Chi-square. The results of this study were as follows: 1) the traditional notion that the eldest son should be burdened with the primary responsibility for a demented parent has weakened remarkably; 2) a small-scale long-term care facility was considered the most desirable living environment for the demented elderly; 3) the facilities families needed for professional hospitals for victims of dementia, senior citizen centers, large and small-scale long-term care facilities, day-care centers, and short-stay and service housing. The study also revealed that there was low awareness of the group home. The most preferred type of structure for group homes was a single-family detached house, and the most preferred management system was small-scale that could create home-like atmosphere. Additionally the respondents wanted group homes to consist of 6-8 residents with 2-4 persons per room. The results of this study strongly suggest that policy makers should encourage the development of smallscale group homes as an alternative form of housing for the elderly with dementia.

허위정보(disinformation)에 대한 대응 탐색: 시민참여 가능성을 중심으로 (A Study on the Countermeasure Against the Disinformation: the Possibility of Citizen Participation)

  • 이 연구는 시민들의 참여를 통해 허위정보의 생산과 유통 그리고 확산 통로인 플랫폼 등을 감시·규율하고 비판적으로 수용하면서 정치적 의견을 형성하고 표명할 수 있는 방안을 제시하고자 한다. 먼저 허위정보에 대한 법적 규제의 부당성을 논리적으로 규명했다. 허위정보 여부를 판단하는 것은 현실적으로 불가능한 경우가 많으며 허위정보일지라도 때로는 표현의 자유 보호범주에 속할 수 있다는 것이다. 또한 플랫폼 사업자들의 자율적 규제도 한계가 있음을 밝혔다. 대안으로 시민사회가 민주적 공론장의 유지와 발전에 참여하고 사회적 담론을 만들어가는 주체임을 이론적으로 구명하였다. 구체적인 방법은 첫째 허위정보를 찾아내고 분류하여 시민들에게 공유하여 경각심을 높이고 둘째 플랫폼 사업자 등과 자율적 협치체제를 구성하며 셋째 시민들의 미디어 비판적 수용능력을 함양하면서 넷째 직접적 실천자로서 커뮤니티활동을 하면서 허위 정보의 생산자 및 플랫폼 사업자에 대응하는 방안을 논의하였다.

범지구적 물 문제 해결을 위한 정책입안자 네트워크의 역할 (The Role of Decision-Makers' Platform for Securing Water by Moving Forward to Global Challenges)

  • Many Asian countries are suffered from various problems on water, which include the need for increased access to improves water supplies and sanitation through investments in infrastructure and capacity building, the balances water management system between development and ecosystem, and the need to reduce the human populations'vulnerability to water-related disasters, in particular, from climate variability and evolution. Decison makers are the most influential people in policy making and solving global water problems is central issue in eradicating poverty and achieving sustainable development (MDG). They across the world form an integral part of the architecture of national or regional governance. Their role covers a range of decision-making processes including passing legislation, scrutinizing government policy, and representing citizen through the election. We must ensure that these quiet but important issues get the political space, financial priority and public attention they deserve. Regional bodies such as the EU have also enacted legislation which introduces rules on water quality and other enforceable mattera across state boundaries. With this growing body of laws and policies on water issues, the role of decision makers is growing. Recognizing this role, decison makers' platform is essential to provide an opportunity to discuss crucial water issues in each country or region and for the purpose "2010 Parliaments for Water in Asia" has planned and organized to investigate our common issues and goals. During the meeting, we have an opportunity to observe water policy of Bangladesh, Bhutan, China, Mongolia, New Zealand and the Philippines and share the views on what needs to be done to move forward by decision makers for the future of water. In conclusion, the process of developing the decision makers' platform in each region would be ultimately essential point to increase the awareness of the developed and developing countries' roles, knowledge to clarify roles and responsibilities of each stake holders and finally be a major actor for resolving not only water challenges also issues of human settlements.
