A Study on the Method of Deriving Prospective Patent for Industrial-Academic Cooperation: A Case of Expired Patents (특허기반의 산학협력 유망분야 도출 방법 연구: 미활용 특허 사례)

  • Ever since the Act on the Promotion of Industrial Education and Industry-Academic Cooperation (IAC) was enacted in 2003, domestic universities have been focusing on commercialization research that can be applied to basic research industries by collaborating with industry and government agencies. Despite these efforts, the ratio of technology transfer and commercialization through IAC is low. Most technology transfer and technology commercialization studies have derived core technologies by analyzing the applied patents. First, this study collected expired patents from major domestic universities, compared quality characteristics of the expired and live patents, and finally found key patents among expired patents in order to identify companies and fields of application to which the patents can be utilized. The results of the study focus on expired university patents in terms of methodology and present a framework to identify patents capable of continuous IAC and technology transfer and match them with those in need. The results of this study are expected to contribute to increasing the efficiency of technology commercialization.

A Study Comparing Public and Medical Librarians' Perceptions of Evaluation Guidelines for Health & Medical Information (건강정보원 평가기준에 대한 공공도서관 및 의학도서관 사서간 인식비교 연구)

  • Providing reliable and high quality information sources will be one of the basic skills of librarians in the future. Therefore, this study proposed evaluation criteria for health-related information sources based on a survey of public and medical librarians. As a result, a total of 21 items were selected as evaluation items, in three groups. The first, the health information content group, had 13 evaluation items, including accuracy, recency, medical expertise, regular updates, consideration of audience, objectivity, ease of understanding, plain (non-scientific or technical) language, completeness, relevance to the topic, verifiability, citation of information sources, and specification of precautions or warnings. The second group, the health-information sources group, had 5 evaluation items including clarity of health information for achieving its purpose, clarification of the responsibility of health information, compliance to the privacy policy, fairness of health information providers, and ethics of health information providers. The third group was the health-information website design group, and featured 4 evaluation criteria: ease of access, search capabilities, website ease of use, and query-response services.

Calculating the h-index and Its Variants Considering the Number of Authors in a Paper (공저자 수를 고려한 h-지수 산출)

  • The h-index is a popular bibliometric indicator for evaluating individual researchers. However, it has been criticized for its inconsistency with reflecting increased number of citations and disregarding the number of co-authors in a paper. In order to overcome these problems, we examined the g-index and other Hirsch-type indices considering the number of co-authors. Test data collection was extracted from Korean Citation Index database published from 2004 to 2013. The results of this study are as follows: First, g-index is more reliable indicator than h-index with consistency. Second, number of co-authors must be considered to maintain the h-index as an complex indicator applying the quality and the quantity of research performance. Finally, hc-index and gc-index, with fractionalised counting of the papers, can fairly measure the research performance of humanities researchers, and successfully prevent specific disciplines or institutions occupying majority of top rankings.

Suggestions of Improvements on the Current Academic Journal Evaluation System (학술지 평가제도 개선 방안)

  • Journals are the main indicator to evaluate the level of the studies of a country. The main purpose of this study is to suggest the improvements of the current journal evaluation system to enhance the level of journal quality. To accomplish the above purpose, the 631 researchers are surveyed by internet for their recognition. The major findings are as follows. Firstly, the current registration process need to be maintained, however, need to reinforce the conditions to level up the journal level and to extend the term for keeping the rate. Secondly, the professionalism and credibility of the appraisers need to be reinforced to increase the equity and rationality of the current evaluation system. Thirdly, the evaluation process for the newly entering journal need to be more strict than the current system. Fourthly, the Korean citation index or Kor-Factor need to be applied to evaluate the domestic journals. Lastly, the restriction policy is need to constrain the number of journals.

  • This study suggests the operation method for the internationalization of journal during the beginning period of the first publishing, based on the in-depth analysis on two journals in the area of library and information science, Journal of Informetrics and MJLIS. It recommends that we need some kinds of operation methods for the successful internationalization of the journal; firstly, the necessity for the support organizations, the increase of the numbers of the articles, the support of the authors with various nationalities and in the area of published, the editorial board members with various nationalities having the ability to publish the high quality articles and to make the proper self-citation during the beginning periods of the first publishing of the journal.

Recent Reports in Treatment for REM Sleep Behavior Disorder in Traditional Chinese Medicine and Kampo in Japan (REM 수면 행동 장애의 치료에 대한 중의학 및 Kampo의 연구 경향)

  • Objectives: This study was performed to review the research trends in treatment for REM sleep behavior disorder (RBD) in Traditional Chinese Medicine (TCM) and Kampo in Japan. Methods: We searched articles in CNKI (China National Knowledge Infrastructure) under the key words, "RBD", and Chinese words related with it in Traditional Chinese Medicine, Traditional Chinese Medicinal Herbs and Combination of Traditional Chinese Medicine With Western Medicine' field, and also in CiNii (Citation Information by NII); we also searched articles in Kampo Square in Japan under the key words, "RBD" and Japanese words related with it. We found 10 papers, and then selected 6 of them except the non-clinical and unrelated studies. We then analyzed their way of diagnosis, treatments, study type and etc.. Results: 6 studies were divided into 4 case reports, one control study, and one literature review study. All of the studies reported that Herbal medicine for RBD was effective as much as Western medicine like clonazepam and paroxetine. However, the quality and the quantity of these clinical studies were not enough. Conclusions: It seems that the researches for RBD have gradually been performed in TCM and Kampo. We hope that our study can activate/push forward clinical research for this disorder in Korean traditional medicine.

A Review of Declarations on Appropriate Research Evaluation for Exploring Their Applications to Research Evaluation System of Korea (연구성과평가 지침 리뷰 및 국내 적용 제안을 위한 고찰)

  • Inappropriate applications of bibliometric approach and misinterpretation on the analysis in research evaluation have been found and recognized nationally and internationally as the use of the approach has been rapidly adopted in various sectors in research evaluation systems and research funding agencies. The flood of misuse led to several numbers of declarations and statements on appropriate research evaluation, including Leiden Manifesto, DORA, IEEE Statement, etc. The similar recommendations from five different declarations, Leiden Manifest, IEEE Statement, DORA, Institut de France, and Thomson Reuters White paper were reviewed and meta-analyzed in this study and it is revealed that most of them emphasize evaluation on quality in various aspects with multiple indicators. Research evaluation with assessing multiple aspects of individual research based on the understandings of its purpose and pertinent subject area was revealed as being mostly advised in the declarations, and this recommendation can be regarded as being mostly requested in national research evaluation system. For future study, interviews with relevant stakeholders of national research evaluation system in order to explore its application are needed to confirm the findings of this review.

Comparative Study on the Quality of Korean Books and American Books (우리나라와 미국의 학술도서의 질적 평가에 관한 연구)

  • The object of this study is to compare qualitative level between Korean academic books and American academic ones evaluated by faculty members in Korea. To achieve this study, the data were produced by the questionnaires from faculty members of the Chonbuk National University. The major conclusions are summarized as follows: 1. As a whole, American academic books are evaluated more excellent than Korean academic ones. American academic books have more appropriateness of citation, level of content completion, usefulness of content, clearness of expression and accuracy of data than Korean academic ones 2. This study shows that American academic books are evaluated more excellent than Korean academic ones in every subject. 3. The respondents who had studied in the United States of America for more than two years evaluate American academic books more excellent than those for less than two years. 4. Regardless of the periods of study in America, however, most of respondents evaluate American academic books better than Korean academic ones in all fields.

  • An objective expert discrimination scheme is needed for finding researchers who have insight and knowledge about a particular field of research. There are two types of expert discrimination schemes such as a citation graph based method and a formula based method. In this paper, we propose an efficient expert discrimination scheme considering various characteristics that have not been considered in the existing formula based methods. In order to discriminate the expertise of researchers, we present six expertise indices such as quality, productivity, contributiveness, recentness, accuracy, and durability. We also consider the number of social citations to apply the characteristics of academic search sites. Finally, we conduct various experiments to prove the validity and feasibility of the proposed scheme.

Effects of Herbal Medicines on Osteoporosis in Rheumatoid Arthritis: Study Protocol for a Systematic Review and Meta-Analysis (한약이 류마티스 관절염 환자의 골다공증에 미치는 영향: 체계적 문헌 고찰 및 메타분석을 위한 프로토콜)

  • Objectives This study is designed to identify the effectiveness of herbal medicine for osteoporosis in rheumatoid arthritis. Methods We will investigate 10 databases, 4 Korean databases (KoreaMed, KMBASE, Koreanstudies Information Service System [KISS], ScienceOn) and 6 of abroad (PubMed, EMBASE, Cochrane Library, China National Knowledge Infrastructure [CNKI], WanFang, Citation Information by NII [CiNii]) without publication date, language limitation for clinical study of herbal medicine for osteoporosis in rheumatoid arthritis. Type, dose, duration, frequency of herb medicine will be analyzed. Results Randomized controlled trials about herbal medicine or herb extract for osteoporosis in rheumatoid arthritis should be included in the study. Cochrane's risk of bias tools will be used to assess quality of the study. Mean differences or standardized mean differences of 95% confidence intervals will calculated and data synthesis will be conducted using Review Manager (RevMan, ver.5.3; The Nordic Cochrane Centre, The Cochrane Collaboration, Copenhagen, Denmark). Conclusions It is expected to provide basic data for the active use of herb medicine by systematically synthesizing and analyzing the actual situation, effectiveness, and safety of herb medicine for osteoporosis in rheumatoid arthritis.
