국내 과학기술분야 학회는 발행 학술지가 세계적인 학술지로 거듭나고자, 국제 색인 DB에 등재하고자 하는 노력이 점차 증가하고 있다. 학회 학술지를 국제 색인 DB에 등재하기 위해서는 해당 색인 DB를 주관하는 단체의 평가요소에 따라 학술지를 체계적으로 운영하고 관리해야 하며, 투명한 상호심사(Peer Review) 과정을 포함하는 학술지 전자 출판과정을 온라인으로 효율적으로 운영해야 한다. KISTI는 국내 학술지가 국제색인 DB에 등재 평가를 받기 위해 시스템적으로 필요한 요소들을 연구하여, 2010년도에 해당 요소들이 반영된 학술지 홈페이지를 포함하는 영문ACOMS(ACOMS Ver. 4.0)를 개발하였다. 영문 ACOMS는 2012년 현재에도 국제적인 시스템으로 거듭나기 위해 지속적인 기능개선을 추진하고 있으며, 현재 JICCE 학술지를 포함한 49종의 학술지에 대해 운영되고 있다. 이 논문에서는 국제색인 DB 등재를 위해 시스템적으로 갖추어야 할 요소들을 기술하고, 영문 ACOMS 활용을 통한 JICCE 학술지의 국제색인 DB 등재 지원 방안을 제시한다.

최근 들어 연구자의 연구능력평가와 함께 학술지의 내용과 질적 수준에 대한 평가가 중요한 이슈가 되고 있다. 본 연구는 한국데이터정보과학회지를 중심으로 통계학 관련 국내 학술지들이 어떠한 수준의 영향력을 가지고 있는지를 다양한 KCI 인용지수를 이용하여 비교해보고, 상호인용 빈도를 활용하여 학술지 간 연결망을 사회네트워크분석 관점에서 조망해 보았다. 그 결과 다음을 알 수 있었다. 첫째, 자기인용비율이 비교적 높은 것으로 나타났다. 둘째, 수학, 물리학, 화학에 비하여 통계학 관련 학술지들의 영향력지수는 높은 것으로 나타났으나, 타 학술지들에서 통계학 관련 학술지들을 인용한 빈도는 높지 않았다. 셋째, 한국데이터정보과학회지의 경우 연결망분석에서 중심적인 위치를 차지하고 있으나, 노력의 여지는 있어 보인다.

Purpose: We present a scientometric review of the literature on platform government to serve three primary purposes: First, to cluster researches on platform government based on the research issues; second, to identify the major papers, authors, and keywords in the domain; and third, to explore the promising research areas of platform government. Design/methodology/approach: We collected the platform government research from Web of Science, and analyzed 1,536 articles that was published during time span of 1998-2019. Next, co-citation networks are constructed and analyzed by using CiteSpace to visualize the domain clusters and dynamic research trends in the platform government domain. Findings: We identified 13 sub areas of the platform government research: global investigation, consumer product quality, digital agora, civic crowd funding, and open data use etc. We also visualize the top 20 references with the strongest citation bursts, co-authors network, co-occurring keyword network, and timeline of co-citation clusters.

One of the distinctive characteristics of industrial engineering (IE) is its multidisciplinarity. This paper explores the multidisciplinary nature of IE using journal citation network analysis. Using the relatedness indexes of IE journals obtained from journal citation report (JCR), we firstly construct the IE network only composed of 26 IE journals. The resulting IE network is partitioned into three sub-networks: management engineering, manufacturing/quality, and ergonomics. We then propose the IE convergence network which includes 81 related journals in other disciplines as well as 26 IE journals. Scrutinizing the IE convergence network reveals that IE has a high degree of interactions with seven disciplines : Operations Research and Management Science, Statistics and Probability, Manufacturing Engineering, Computer Science, Engineering Design, Business Management, Human Factors and Ergonomics. We investigate the contributions of the related disciplines to IE as well as contributions of IE to the related disciplines. The role of IE journals in exchanging knowledge with related disciplines is also identified by brokerage analysis. It is shown that visualizing and analyzing the IE convergence network can provide an excellent overview of the multidisciplinary structure of IE, which can help IE researchers easily grasp the state-of-the art of IE research.

Research performance evaluation in Korean universities follows strict guidelines that specify scoring systems for publication venue categories and formulas for co-authorship credit allocation. To find out how the standards differ across universities and how they differ from bibliometric research evaluation measures, this study analyzed 25 standards from major Korean universities and rankings produced by applying standards and bibliometric measures such as publication and citation counts, normalized impact score, and h-index to the publication data of 195 tenure-track professors of library and information science departments in 35 Korean universities. The study also introduced a novel impact score normalization method to refine the methodology from prior studies. The results showed the university standards to be mostly similar to one another but quite different from citation-driven measures, which suggests the standards are not quite successful in quantifying the quality of research as originally intended.

Purpose: The total number of times a paper is cited, also known as the impact factor (IF) of a medical journal, is widely implied in evaluating the quality of a research paper. We evaluated the citation index data as an IF of Korean J Pediatr in Korean Medical Citation Index (KoMCI) and Journal Citation Index (JCI) of Web of Science. Methods: We calculated the IF of Korean J Pediatr at KoMCI supervised by Korean Association of Medical Journal Editors. And we estimated the IF of Korean J Pediatr by the JCI of Web of Science although it was never officially reported. Results: The IF of Korean J Pediatr on KoMCI has increased from 0.100 in the year 2000, to 0.205 in 2008, and 0.326 in 2009. Although the IF of Korean J Pediatr was 0.006 in 2005, 0.018 in 2006, 0.028 in 2008, 0.066 in 2009, and 0.018 in 2010 according to the JCI of Web of Science, the number of citations are steadily increasing. Conclusion: Understanding and realizing the current status will be a stepping stone for further improvement. The next objective of the Korean J Pediatr is to become registered in the SCI or SCIE. Increasing the IF according to the JCI of Web of Science is crucial in order to achieve this goal.

Citation frequency is an important factor in evaluating journal quality and is used as a measure of journal impact. The citation index of a paper plays an important role in linking papers with groups of other academic papers, forming a huge and complex network. This study examines the intellectual structure of apparel research through the bibliometric citation analysis of The Research Journal of the Costume Culture (RJCC). In order to analyze the changes in the intellectual structure of the RJCC, we used the Korea Citation Index's (KCI) data (highly citing journals and highly cited journals). The NodeXL, a social network analysis tool, was used to examine the connection structure between journals. In order to identify the academic influence of the RJCC, we used the KCI journal citation index. Our findings indicate that the RJCC has a high centrality index among the clothing-oriented journals in the same life sciences field. A look at the journals citing the RJCC and the journals cited within the RJCC also showed that more journals of diverse fields have been recently linked through their citations. This suggests that a convergence of interdisciplinary research is underway in the field of clothing. As a result of examining international journals cited in the RJCC, it was confirmed that they were cited in prominent international journals in various fields.

이 연구의 목적은 정부의 연구비 지원이 연구자의 연구 성과에 미친 영향을 실증 분석하는 데 있다. 이 연구에서는 공학 분야와 자연과학 분야에서 각각 두 개의 전공분야를 선정하여 각 전공별 연구자를 대상으로 하는 실증분석을 수행하였다. 실증분석 결과를 간략히 요약하면, 정부의 연구비 지원은 KCI급 연구업적과 SCI급 연구업적에 긍정적인 영향을 미치는 요인인 것으로 분석되었다. 그리고 분석결과에서, 학문분야별로 연구비와 연구업적의 관계에 상이한 차이가 있다는 점을 감안할 때, 향후 연구비 지원 정책을 수립하는 과정에서 학문의 특성이 반영된 정책수립에 유용하게 적용될 수 있을 것이다.

현재 국내학술지의 경우 급격한 양적 성장에도 불구하고 학술지의 내용과 질적 수준을 평가할 수 있는 객관적이고 계량적인 기준이 미비한 상태이며, 국내 연구 성과 측정 시 SCI 등 해외인용지수에 의존함으로써 우수논문의 해외 유출 및 우리말 논문 등한 시 등의 문제가 발생하고 있다. 이에 한국학술지인용색인(KCI)에서는 국내 학술단체가 발간하는 학술지를 대상으로 학술지 정보, 게재논문 정보 및 참고문헌을 DB화하여 논문 간 인용관계분석 등을 실시하고, KCI 홈페이지를 통해 논문 및 학술지의 기본정보 및 각종 인용지수 등을 공개하고 있다. 본 연구는 회계학 관련 국내 학술지들이 어떠한 수준의 영향력을 가지고 있는지를 다양한 KCI 인용지수를 이용하여 비교해보고, 상호인용 빈도를 활용하여 학술지 간 연결망을 사회네트워크분석 관점에서 조망해 보았다. 그 결과 회계학 관련 학술지들이 지금보다 더욱 발전적인 위치를 갖기 위해서는 다양한 학제적 연구를 관련 학회차원에서 장려할 필요가 있으며, 이를 통하여 타 학문분야와 활발하게 교류가 이루어진다면, 이는 분명 회계학 관련 학술지의 위상이 크게 강화될 것으로 기대해 본다.

오픈과학의 흐름에서 데이터 공유와 재이용은 중요한 연구자의 활동이 되어가고 있다. 데이터 공유와 재이용에 관한 여러 논의 중에서 데이터학술지와 데이터논문의 발간이 가시적인 결과를 보여주고 있다. 데이터학술지는 여러 학문 분야에서 발간되고 있으며, 논문의 수도 점차 증가하고 있다. 데이터논문은 데이터 자체와는 다르게 인용을 주고 받는 활동이 포함되어, 따라서 이들이 형성하는 고유한 지적구조가 생겨나게 된다. 본 연구는 데이터학술지와 데이터논문이 학술커뮤니티에서 구성하는 지적구조를 규명하고자 Web of Science에 색인된 14종의 데이터학술지와 6,086건의 데이터논문과 인용된 참고문헌 84,908건을 분석하였다. 저자사항과 함께 동시인용분석과 서지결합분석을 네트워크로 시각화하여 데이터논문이 형성한 세부 주제 분야를 규명하였다. 분석결과, 저자, 저자소속기관, 국가를 추출하여 출현빈도를 살펴보면, 전통적인 학술지 논문과 다른 양상을 보인다. 이러한 결과는 데이터의 생산이 용이한 기관과 국가에 주로 데이터논문을 출간하기 때문이라고 해석될 수 있다. 동시인용분석와 서지결합분석 모두 분석도구, 데이터베이스, 게놈구성 등이 주된 세부 주제 영역으로 나타났다. 동시인용분석결과는 9개의 군집으로 형성되었는데, 특정 주제 분야로 나타난 영역은 수질과 기후 등의 분야이다. 서지결합분석은 총 27개의 컴포넌트로 구성되었는데, 수질, 기후 이 외에도 해양, 대기 등의 세부 주제 영역이 파악되었다. 특기할만한 사항으로는 사회과학 분야의 주제 영역도 나타났다는 점이다.
