국가 간 경쟁의 주체가 국가에서 도시를 중심으로 하는 지역으로 변화함에 따라 지역경쟁력이 국가경쟁력의 근원으로, 지역차원의 조직이 국가 간 핵심 경쟁 단위로 부상하고 있다. 이에 본 연구에서는 한국의 75개 광역·기초시를 대상으로 하는 IPS 도시경쟁력 평가 모델을 통해 도시의 경쟁력을 구체화하고, 특히, 춘천시의 현재와 미래경쟁력 평가결과를 바탕으로 춘천시의 경쟁력 강화전략을 2010년 춘천시에서 개최되는 World Leisure Congress와 World Leisure Game 행사가 춘천시에 미치는 효과를 중심으로 검토하였다. 이러한 논의는 도시의 현재경쟁력뿐만 아니라 미래경쟁력까지 포괄하여 검토함으로써 도시의 경쟁력 강화에 대한 시각의 포괄성을 제시함은 물론, 도시의 여건 및 정책의 문제점을 진단하는 준거로 삼을 수 있으며 이에 대한 문제해결과 함께 보다 발전적인 도시전략 수립을 위한 척도가 된다는 점에서 의의가 있다.

This research aimed at showing an improvement direction in the future by analyzing the tendency to select a rural landscape housing and the characteristics centering around the data of the landscape-authenticated housing executed in Chuncheon City from 2005 to 2008. For 4 years, 25 houses in all were authenticated by Chuncheon City after being selected as landscape housing. As the result of analyzing the authenticated 25 housing, lots of landscape houses were located in natural green areas, and small-scale houses of $99m^2$ or less in the house size were preferred. The structures introducing the nature-friendly materials such as wood, yellow earth and clay continued to increase in the house structure. And in the selection of the authenticated houses, the landscape architecture and the harmony with the surrounding environment had a big effect on the selection.

Purpose - The purpose of this study is to compare and analyze the ordinances of other local governments to propose implications and improvement plans for the ordinances of Chuncheon City. To this end, cases of overseas legislation related to youth labor rights, domestic laws and major policies of the central government were reviewed. Design/methodology/approach - This study mainly utilized literature research methods. In addition, it was based on foreign laws and case analysis, domestic laws and ordinances, and preceding research and data related to government policies. Findings - Chuncheon city ordinances are superior to those of other local governments. However, the details of the establishment of the implementation plan, the actual condition survey, and the establishment of the consultation system are included in the project contents of Article 6, so it is not concrete and clear. And there were no articles related to the labor environment check. Research implications or Originality - It is proposed to make the contents of the establishment of an implementation plan, survey, and consultation system as independent provisions. It is also proposed to establish a new article related to the youth labor environment check. In addition, it is desirable to establish detailed regulations by establishing the ordinance enforcement regulations.

본 연구는 Space syntax를 이용한 도시공간구조의 객관적, 정량적 분석을 통하여 신 주거단지 개발에 따른 공간구조의 변화와 특성을 예측하고, 이를 도시현황통계자료와 정성적인 분석을 연계하였다. 그 결과를 요약하면 다음과 같다. 1) 현재의 계획대로 대규모의 동내면 신 주거단지를 개발하였을 경우 신 주거단지로의 접근성이 떨어지고, 신 주거 단지 개발로 인한 외부의 공간적 파급효과 또한 미약할 것으로 예측되어 구조적으로 도시를 통합시키는 역할을 하지 못하고 도시구조를 단절시키는 구조적인 문제를 야기할 것으로 예측된다. 2) 2004년 춘천시 도시계획총괄도에 의해 계획된 기존도심과 주 간선도로 사이의 도시계획도로가 같이 개발하였을 경우 춘천시 전체공간과 신 주거단지로의 접근이 용이하게 되어, 신 주거단지가 춘천시 도시공간 전체에 대한 부분으로 전체에 적절히 통합되어, 결과적으로 춘천시 중앙부와 주변의 주거지의 용도상 구분이 명확해지는 것으로 예측된다.

춘천시는 세계적인 테마파크 중 하나인 레고랜드를 건설중에 있다. 본 연구에서는 춘천레고랜드를 대비한 시내 교통기반에 대한 분석을 수행하였다. 먼저, 레고랜드와 관련한 현 춘천시의 교통 상황을 검토하였고 이를 기반으로 잠재적인 고객 및 도착률, 도로, 레고랜드로 진입 경로에 대한 정의를 수행하였다. 교통 상태를 반영하는 평가치인 점유율을 기반으로 분석을 위한 실험을 설계하였고 시뮬레이션을 통해 결과를 얻었다. 피크시즌에 심한 교통 체증이 예상되며 특히 도로 9,11,16에서 정도가 특히 심각하다는 결과이다. 이 도로들의 차선수 증가를 통한 추가적인 실험을 수행하였으며 시내 교통상 큰 개선된 결과를 도출하였다.

1958년부터 약 50년간 춘천역 앞에 주둔했던 캠프페이지가 시민에게 개방되었다. 춘천시는 이 부지를 공원으로 조성할 계획이나 공원의 조성방향 및 재원 등의 문제로 사업의 추진에서부터 난항을 겪고 있다. 이에 본 연구는 캠프페이지 이용자를 대상으로 부지 활용에 대한 인식조사를 진행하여 효율적인 공원조성 방향에 기여하고자 하였다. 연구방법으로 설문의 대상을 춘천시민과 관광객으로 구분하여 현장 및 온라인설문조사를 진행하였고, 1,360부의 유효 표본수를 빈도분석, 교차분석, t-test 등 분석방법을 활용하여 분석하였다. 그 결과 첫째, 춘천시 이미지에 대하여 춘천시민은 청정호반도시, 관광객은 관광레저도시로 인식하였다. 이에 자연을 보호하면서도 레저활동을 즐길 수 있도록 다양한 프로그램을 구성해야 할 것으로 판단된다. 둘째, 캠프페이지에 대하여 관광객의 인지도는 낮은 수준이었으며, 춘천시민과 관광객 모두 여가를 즐기기에 충분치 못한 것으로 인식하고 있었다. 캠프페이지 공간조성 방향으로는 "문화예술공간 및 자연체험공간"에 대한 응답이 많아, 문화예술과 자연체험활동을 함께 즐길 수 있는 공간으로 조성되어야 할 것으로 판단된다. 마지막으로 춘천시 여가시설 발전방향으로 노후된 시설 등의 개선과 더불어 프로그램간의 연계상품 개발이 필요할 것으로 생각된다. 이러한 연구는 지속적으로 통폐합되고 있는 미군반환기지의 효율적인 활용을 위한 기초자료로 활용할 수 있을 것으로 생각된다.

스마트도시계획은 스마트도시 건설사업의 기본방향, 추진전략, 서비스 구축 및 운영방안 등을 제시하여야 하고, 상위계획인 스마트도시종합계획의 내용을 반영해야 한다. 그러나 스마트도시계획 위계에 따라 계획 내용이 체계적으로 수립되고 있는지에 대한 실증적 연구는 미흡한 실정이다. 이에 본 연구에서는 지자체의 스마트도시계획이 국가 차원의 마스터플랜인 스마트도시종합계획과 실제로 연결성이 높은지를 네트워크 분석을 활용하여 파악하고자 한다. 이를 위하여 최근에 스마트도시계획이 승인된 광명시와 춘천시를 대상으로 사회연결망 분석을 실시하였다. 먼저 제2차 스마트도시종합계획에서 108개의 키워드를 도출하였고 이러한 키워드와 스마트도시계획의 연결성을 분석하였다. 사회연결망 분석결과, 광명시의 스마트도시계획의 총연결수가 371개로 춘천의 307개 보다 높았고, 키워드당 평균 연결정도와 네트워크 밀도도 광명 스마트도시계획이 춘천 스마트도시계획보다 높게 나타났다. 연구결과에 의하면, 스마트도시계획은 스마트도시종합계획과 실제로 연결성이 높았으며 연결중심성이 높은 키워드는 지자체마다 상이하게 나타났다. 본 연구결과는 지자체가 수립한 스마트도시계획이 상위계획과 계획간 연관성이 높은지 판단하기 위한 근거로 활용될 수 있을 것이다.

This research performed to compare and analyze the pattern of land-utilization of the city-planning districts in the area of Seo-myeon and Sinbuk-up, Chuncheon from 1975 to 1995. This research was peformed to suggest the efficient scheme to utilize the land and to preserve the high-quality land through analyzing the pattern of utilizing land, the natural conditions of location of land, and the present conditions of consolidation of the agricultural basis with the method, GIS.

Background: To determine the prevalence of rotator cuff diseases in a population older than 40 years in or nearby Chuncheon city, Republic of Korea. Methods: Sixty shoulders of 30 people older than 40 years who participated in a health lecture were examined for free by an orthopedic surgeon. Visual analog scale of pain and American Shoulder and Elbow Surgeons scores were assigned, and routine physical examination was performed. Ultrasonography was performed on the shoulder. Results: On ultrasonographic examination, there were one shoulder with full thickness rotator cuff tear, 20 of 60 (33%) with partial thickness rotator cuff tear, five of 60 (8%) with calcific tendinitis, one of 60 (2%) with tear of the long head of the biceps, and five of 60 (8%) with tendinitis of the long head of the biceps. Participants older than 60 years showed significantly high proportions of lesion of the long head of the biceps and rotator cuff diseases (P=0.019 and P=0.015, respectively). Participants who performed physical labor had high proportions of rotator cuff tear and rotator cuff disease (P=0.001 and P<0.001, respectively). Conclusions: Rotator cuff diseases showed a high prevalence in aged persons and resulted in a decrease in shoulder function.

In this study, 8 Landsat(TM/ETM+) satellite images acquired from 1984 to 2002 were used to investigate the growth of Chuncheon city, Kangwon-do, Korea. The images were geocoded and classified using training set collected from field survey. Four land-use types were classified such as urban area, green zone, agricultural land and water body. It also showed rapid increase of urban area in the past two decades from 1166ha in 1984 to 3358ha in 2002. About 2182ha of agricultural land and green zone have been changed to urban area. Agricultural land was newly formed from the green zone.
