A Study on the Chemical Warfare Agents Dispersion Modelling in a Naturally Ventilated Indoor System (자연환기상태 실내공간에서의 화학작용제 확산 모델링 연구)

  • The purpose of this study is to provide response methods to minimize the damage from chemical terrorism in a naturally ventilated indoor system using several types of dispersion simulations. Three chemical warfare agents such as sarin(GB), phosgene and chlorine gas which have high potential to be used in terror or to be involved with accidents were selected in this simulation. Fire dynamic simulation based on Large Eddy Simulation which is effective because of less computational effort and detailed expression of the dispersion flow was adopted to describe the dispersion behavior of these agents. When the vent speed is 0.005m/s, the heights of 0.1 agent mass fraction are 0.9m for sarin, 1.0m for phosgene and 1.1m for chlorine gas, and the maximum mass fraction are 0.27 for all three agents. However, when the vent speed is increased to 0.05m/s, the heights of 0.1 agent mass fraction become 1.6m for all three agents and maximum mass fraction inside the room increase to 0.70 for sarin, 0.58 for phosgene and 0.53 for chlorine gas. It is shown that molecular weight of the agents has an important role for dispersion, and it is important to install ventilation system with height less than 1.6m to minimize the damage from chemical toxicity.

The Adsorption Characteristics by the Optimun Activation Process of PAN-based Carbon Fiber and SO2 Adsorption Characteristics by the Impregnated Nanoparticles (PAN계 ACF의 최적 활성화 공정에 따른 흡착특성과 나노입자 첨착에 의한 SO2 흡착특성)

  • The carbonization and activation conditions for the PAN-based ACF of various grade were investigated to obtain the optimun activation condition with high surface area. And the surface properties and the absorption performance of toxic gas for terror were examined toward the PAN-ACF with the highest surface area. In the test results the surface area increased with increase of the activation temperature, but decreased with increase of the carbonization temperature. After carbonization condition ($900^{\circ}C$-15min) and activation condition ($900^{\circ}C$-30 min), we got the ACF with the highest surface area of $1204m^2/g$. In the absorption test of iodine and toxic gas for terror, this ACF showed more excellent absorption performance than the existing carbon-based adsorbent. Also, in order to give the function characteristic for a selective absorption, the stable nanoparticles of the Ag, Pt, Cu, Pd were prepared and impregnated on the PAN-based ACF in replacement of the existing method supporting metal catalysis. And were analyzed the surface characteristics and the $SO_{2}$ adsorption characteristics. In the $SO_{2}$ absorption performance test of the PAN-ACF with the impregnated nanoparticles, it wasn't change breakthrough time of Ag, Pt, Cu nanoparticle supported the PAN-ACF comparing with breakthrough time (326 sec) of the non supported PAN-ACF but Pd nanoparticle supported the PAN-ACF achieved excellent $SO_{2}$ absorption performance which has break-through time 925 sec.

  • In the study on the mineral substance used in Dong Eu Bo Gam(range of 'Sin') and the recent prescription of china, the results were as follows. 1. According to Dong Eu Bo Gam, Realgar was used for Sa-Su most often and Gold-leaf, Succinum, especially Cinnabaris were used for amnesia, epilepsy, a general term of manic-depressive psychosis too. The most kinds of mineral substance used for epilepsy. 2. According to recent prescription of china, Fossilia Ossis Mastodi got the most, and Succinum, Cinnabaris, Lapis Chloriti, Haematitum, Magnetitum, Gypsum Fibrosum, Fossilia Dentis Mastodi, iron powder were used frequently. For external application, Sulfur was too. And most kinds of mineral substance were used for epilepsy and schizophrenia. 3. Realgar, Gold-leaf, Succinum, Cinnabaris, Lapis Chloriti, Haematitum, Magnetitum, Gypsum Fibrosum, Fossilia Dentis Mastodi, iron powder have drug effect for mental disease, especially for epilepsy induced by terror. 4. For Application of mineral substance, it should be considered that the chemical elements of mineral substance act on human body. 5. For drug effect, it is important to make clear of original prescription.

Design of Daily Training Protocol for Field Crews Wearing Chemical Protective Clothing for Firefighting and Analysis of Activity (소방용 화학보호복 착용 현장대원의 일상 훈련용 프로토콜 설계 및 활동성 분석)

  • The present article is concerned with a study on the daily training protocol for field crews wearing chemical protection clothing for firefighting and the analysis of activity. To improve coping ability of & secure safety for firefighting crews initially incorporated in the fields of chemical accident & chemical terror, 10 steps in total of daily training protocol have been designed. The designed protocol is largely composed of the extensive activity protocol for daily adaptation of firefighting chemical protection clothing (steps 1, 2, 6, 7 & 9), the precision operation protocol utilizing hands (steps 3, 4 & 5), and the protocol requiring strong physical burdens (steps 8 & 10). According to the measurement results for activity as a result of the protocol, the average maximum heart rate upon wearing the firefighting chemical protection clothing was shown to increase by step 1 20.32%, step 2 18.69%, step 3 25.23%, step 4 34.77%, step 5 27.44%, step 6 30.24%, step 7 25.33%, step 8 22.25%, step 9 22.80% and step 10 20.85% compared with the time of not wearing them. The average maximum breathing rate was shown to increase by step 3 1.92%, step 4 4.11%, step 5 1.24%, step 6 3.95%, step 7 0.93%, step 8 10.23%, step 9 3.36% and step 10 15.10%, except for steps 1 & 2.

  • In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

  • This study aims to examine terrorism by biological agents. These days terrorism evolved so rapidly that more than one terror occurs a day in global society as we are on the edge of so-called New-terrorism. One of new examples of new terrorism is Bioterrorism by biological agents. In order to address Bioterrorism we should conduct a study to examine things to be prepared at ordinary times and future plans. As an effort to develop countermeasures against Bioterrorism, anti-terrorism laws should be made on Prevention phases anti-terrorism funding laws as well. Other Bioterrorism laws need to be made. On Response phases initial reaction task force should be ready for making positive initial reaction. A special hospital for CBR(Chemical, Biological, and Radiological) warfare needs to be designated to practice medicine. Biological-Safety-Levels should be constructed by IV levels. Effective public promotion network should be built. On Recovery phases evaluation system needs to be suggested and international cooperative network should be established.

  • North Korea has been preparing for WMD(Weapons Mass Destruction) using asymmetric force since it recognized the economic effects of CBR (Chemical, Biological, Radiological) weapons system operation and the limitations of conventional weapons. However, the threat only to conventional bombs, missiles and etc. is considered on the current Civil Defense Shelter, which could increase civil damages, not responding appropriately to disasters such as CBR weapons, terror attacks and etc. Therefore, this study confirms the current situation of Civil Defense Shelter and design criteria focused on CBR disasters so that we could make a plan and design of Civil Defense Shelter. In addition, we suggest the research result and improvements on Civil Defense Shelter and Design.

  • March 11, 2010, in Japan located over East Sea of Korea, due to the strong earthquake tsunami, Fukushima Nuclear Power Plant was ceased and exploded resulting in leaking radioactive substances. Even though it was an accident happened in a nation, leaked radioactive substances were spread across the world moving along ocean currents and air current. Our nation also had terror and confusion about radioactive rain after the accident, and even though a year has been passed by after the accident, the problem on the radioactive contamination isn't solved. So to speak, nuclear accident of neighboring country is a threat to our nation but not only Japan but also Chinese ocean across the West Sea has nuclear power plants. Beside threat of nuclear accident of neighboring countries, North Korea in military confrontation is the world 3rd country holding chemical and biological weapons and can spray the biological weapons to South Korea at any time like Yeonpyeong-do bombard provocation in November, 2010. The study is the strategy confronting such threats and grafted artificial rain technology which is weather control technology. Since radioactive substances on radioactive accidents and North Korean biological weapons can differ in the density by the weather condition, only artificial rain technology can remove the threat perfectly but it is worth to try as the method to reduce damage and in the aspect of psychology. To use the artificial rain technology in the aspect of national security to acquire the public safety, research institutes such ADD should fulfill active and symbolic technology research development.
