The long-term changes in the soil properties are closely related to the policy direction and the national program for the soil management. In this study, chemical properties of paddy soils in Jeonnam province were investigated at four-year interval since 1999 and the factors affecting change of chemical properties were analyzed in relation to the soil management policies. Chemical fertilizers supplied to Jeonnam province reduced by 57% in 2013 as compared with 1999, and the ratio of Jeonnam province to the national fertilizer supply gradually decreased to 14.1% in 2013 from 17.6% in 1999 due to national policies to reduce use of chemical fertilizers in the 2000s. In the chemical analysis of paddy soils in Jeonnam province, pH value tended to increase gradually within the optimal range. Available phosphate and exchangeable potassium content were always higher than the optimal range and showed no significant difference since 1999. Organic matter, exchangeable calcium and available silicate content were found to be lower than average content in the whole country as well optimal range for rice cultivation in 1999, but were higher than average content in the whole country and optimal range in 2011 because of faster rate of increase in Jeonnam province than the other region since the mid-2000s. The cause of increase in organic matter, exchangeable calcium and available silicate contents is considered to be the increased use of green manure crops and by-products fertilizer as an alternatives for conventional application of chemical fertilizers and soil amendment such as silicate fertilizer for agronomic control of the disease and insect pest in rice cultivation of environmentally-friendly agriculture.
The safety management of the LNG industry which shows huge growth recently, become an essential element. Since the unprecedented hydrogen fluoride leak accident in 2012, there has been growing demand for customized technical information for rapid response and chemical accident management agencies including the Ministry of Environment, the National Emergency Management Agency, and the National Police Agency need more information on chemicals and accident management. In this regard, this study aims to provide reliable technical data and guidelines to initial response agencies, similar to accident management technical reports of the US and Canada. In this study, we conducted a questionnaire survey and interviews on initial response agencies like fire stations, police stations, and local governments to identify new information items for appropriate initial response and improvements of current guidelines. We also collected and reviewed the Canada's TIPS, US EPA's hydrogen fluoride documents, domestic and foreign literature on applicability tests of control chemicals, and interview data, and then produced items to be listed in the technical guidelines. In addition, to establish database of on-site technical information, we carried out applicability tests for accident control data including ① emergency shut down devide, safety guard, shut down valve, ground connection, dyke, transfer pipe, scrubber, and sensor; ② literature and field survey on distribution type and transportation/storage characteristics (container identification, valve, ground connection, etc.); ③ classification and identification of storage/transportation facilities and emergency management methodslike leak prevention, chemicals control, and cutoff or bypass of rain drainage; ④ domestic/foreign analysis methods and environmental standards including portable detection methods, test standards, and exposure limits; and ⑤ comparison/evaluation of neutralization efficiency of control chemicals on toxic substances.

Recently, as the number of safety accidents caused by reagents increases, researches on a system that can reduce safety accidents are underway. Existing systems managed reagent cabinet through various sensors. On the other hand, there are disadvantages in that countermeasures against simultaneous danger situations are insufficient at multi-reagents cabinet. In order to solve this problem, this paper proposes a system to manage the reagents cabinet through danger priority. Danger priorities are selected through domestic chemical accident cases and the Chemical Safety Management Act. If a danger situation occurs in the reagent cabinet, make sure it is from a single or multiple reagent cabinets. For multiple reagent cabinets, compare the reagent cabinet priorities and run the device sequentially from the reagent cabinet with the highest priority. Thus, by operating the device according to the danger priority, the chain reaction can be prevented in advance and the reagent cabinet can be safely managed.
Although the variety and quantities of chemicals used have been increasing, no management strategies have been developed for these chemicals in our country. Therefore, it is important to identify the hazardous characteristics of chemicals and establish reasonable and effective management plans for them. However, because insufficient resources are available to evaluate all aspects of many varieties of chemicals, studies on suitable chemical ranking and scoring (CRS) system should be performed to ensure effective screening of priority chemicals.. In addition, because most CRS systems have their own goals, it is impossible for only one generic system to be consistent with all the uses that have been developed. Therefore, priority systems should be developed with specific and clearly defined purposes in our nation. In this study, we investigated and discussed exist-ing CRS systems, and proposed several elements and principles when designing CRS systems. First of all, the system should have clearly defined goals, keep neutral, and employ simple methods. In addition, researchers need to perform sensitivity analysis to find the main variables responsible for uncertainties and use the tiered approach to compose the effective management strategies for chemicals.
This study concerns with the accident characteristics and prevention in small manufacturing industries of chemical products. To investigate the accident characteristics, we used workers' compensation reports and employers' accident analysis reports. One hundred and seven injury accidents which results in more than 4 days absence were surveyed from the manufacturing companies with under 100 employees. These data were used to investigate the accident characteristics in terms of company size, injured person's age, work experience, accident time, activity at time of accident, accident type, injury type, injured body Part, and accident agency We propose the accident prevention policy based on the accident characteristics. These results can be used to develop more effective occupational safety management policies in small manufacturing industries of chemical products.
Recently, the potential risks of tank lorry transportation from the petrochemical plant have been increasing, so the research was performed to build up the evaluation criterion of the transportation safety, as well as aggressive risk+assessment of a variety of chemical materials. This research was applied to the Maximum Credible Accident Analysis technique and modeled on the risk management of chemical transportation using the following four steps for risk evaluation, firstly the comparison of representative fype and standard of hand ling chemical materials transported by tank vehicles secondly, specific classification of potential hazards thirdly, grasp and recognition of virtual accident scenario at last, the risk evaluation of virtual accident scenario(qualitative/quantitative - chemical release modeling).

In this study, we conducted an assessment of the risks posed by the noxious chemicals often handled at the analysis centers of organizations involved in Work Environment Measurement (WEM) using the Chemical Hazard Risk Management (CHARM) system. For this purpose, six organizations involved in WEM located in Seoul and Gyeonggi, which conducted the risk assessment, were selected and, as a result, 29 materials were selected as chemical substances presenting a risk of exposure. In terms of their physical properties, there were 16 liquid and 10 solid materials, and for the special management materials (CMR), the findings were as follows: 'Carcinogenic' 1A - 11 and 1B - 1 (2 - 8); 'Mutagenic' 1A - 4 and 1B - 3 (2 - 8); and 'Repro-toxic' 1A - 0 and 1B - 1 (2 - 6). In the risk estimation, 30.4%, 66.1% and 3.6% of the materials presented 'low', 'average' and 'high' risks, respectively. In addition, two of these six institutions had materials presenting a 'high' risk. This study is significant in that the risk assessment was conducted using CHARM, a chemical substance assessment tool. It is expected that the results will be utilized as the basic data for safety assessment, the establishment of a plan for emergency measures and drawing up a safety management manual, and the institutional and legal management of accidents and risks in the analysis centers of organizations involved in WEM and the management of chemicals by drawing attention to the risks involved.
Since the hydrofluoric acid spill accident in Gumi in 2012, the current situation has continued to suffer from makeshift responses or feeble national system maintenance in preparing real countermeasures against chemical accidents, regardless of their repeated occurrence and seriousness. Industrial chemical accidents have an enormous ripple effect on the whole country and society. The purpose of this study is to propose ways of establishing directions for the national disaster management system against repeated occurrence of chemical accidents. To achieve this goal, the present study proposed improvement measures of response system for industrial chemical accident through the analysis of the current response system and structural causes of disaster control failure for chemical accidents.
Currently chemical plant risk have been issued by occurring frequent accidents. Accidents can be generally composed of fire, explosion, release in chemical plant. In case of fire and explosion, accident victims are occurred immediately after accident but release accident, late emergency response cause damage to worker. Especially, there are many victims by late emergency response against chemical exposure to skin. In case of chemical exposure to skin, irreversible damage like death, blindness, burn can be prevented by washing immediately. Safety shower can provide the cleaning for chemical exposure to eye, skin. Most of chemical plants are built in 1980s so equipment become superannuated. In this reason, safety shower also cannot operate normally in emergency situation. Therefor safety shower should be managed by installation and management guideline. This study perform the establishment guideline for safety shower installation and inspection to increase the reliability.
