A Study on the Establishment of the East German Public Libraries after Unification during 15 Years (통독 후 15년간 동독 공공도서관의 정착에 관한 연구)

  • This study focuses on how public libraries in East Germany adjusted themselves into new environments after the unification during 15 years(1990~2005). First, system and operation of East Germany's public libraries are studied and public libraries in West and East Germany are compared before the unification. After public libraries in East Germany became unified with West Germany, the structure of East Germany's public libraries changed, many of public libraries and labor libraries were closed and collection in those libraries was discarded or replaced. Thus, it is studied how libraries enhanced their capabilities and discovered their roles or identities in changing situations in this research.

Investigating Change of Users' Perception of Privacy Pre- and Post-Education on Library User Privacy (도서관이용자프라이버시에 대한 교육전후의 이용자인식변화 분석 연구)

  • Library users must provide their personal information to libraries. This study surveyed these library users' perception of privacy and the effect of the education after providing library user privacy education. As a result, first, it was found that after education, users were more interested in their privacy, rated the problem of library user privacy as more severe, and rated library user data collection as more likely to be considered privacy invasion. Second, we investigated users' perception of how much user service records being collected in libraries violate users' privacy, which showed a great perception change in 25 questions after the education. Third, in the survey about library and librarians' efforts for protecting library user privacy, it was found that all 15 questions were rated as significantly more important after education. Fourth, library users have recognized that is necessary to process and handle the library record and are more sympathetic to the need for this procedure. Fifth, library users felt the possibility of a library record leak was a very serious threat.

  • The lack of human resource, budget and understanding in organization didn't allow the library in museum to accomplish its function fully. I tried to find the development strategies toward special library in abroad cases. As a result, I suggested the librarian's role change from manager to collector, the expansion of the specialized collection, the function as institutional archives, the construction of networking between libraries.

  • In this research the current situations of libraries of 119 rural elementary schools are examined. These schools are the applicants for the 'Campaign for Libraries for Rural Schools' sponsored by Chosun Ilbo in 2009. Through the content analysis of their applications, the factors of facilities, collection, and environment are described. One the surface, most of these applicants look fine with the current size of collection and annual additions. They, however, commonly document the extremely poor conditions of facilities, unbalanced and low quality of books, lack of financial support, and cultural isolation. Even though they are not the typical rural school libraries, it seems urgent to improve their inferior conditions that any library statistics never shows in numbers. In this research, it is considered significant to make local governments and offices of education change their attitude toward rural school libraries and increase their financial support to them. The suggestions are as follows: First, let them know that school library policies concern the voters in communities; Second, use the visibility of various authoritative library assessments and awards; Third, strengthen the qualitative aspect of library evaluations.

Library automation and its impact on library (도서관자동화와 자동화에 의한 영향)

  • This paper consists of three chapters. Changes and objectives of library automation are discussed in chapter 1 and 2 respectively. The dominant trends in library automation which begun in 1960's can be described ; the 1960's was dominated by primitive local systems and the 1970's by online networks. And in the 1980's, there is a return to local system but with various options to networks. The major objectives of library automation are to improve speed of technical process, to get economic efficiency, and to provide better services. But the library planning automation should take account of experiences of the others that those objectives are not easily achieved. The impact of automation on a library is discussed in chapter 3. First, emphasis of libraries shifts from a collection orientation to an access orientation. Computer allowed to access not only to materials of their own library but also to those of others. Second, libraries should reconsider all their activities and services. Those must be reorganized by several principles such as rationalization, intelligent use of automation, and maximizing of human self-fulfillment. Third, change on organizational structure is anticipated. Flat organization in stead of existing hierarchy will provide rapid communication for problem - solving and intensify professionalism. Machine with proper capabilities and well programed software are prerequisites for library automation. But beyond these prerequisites, human factor should be stressed as well as mechanical factor. Therefore, understanding of changes due to automation, aggressive acceptance of trend, and su n.0, pport of organization are required in order to get successful results.

Testing the Andrews Framework of Strategy Formulation and Implementation: Case Study of the University of Cape Coast Digital Library in Ghana

  • This paper investigates how strategy formulation and implementation processes used by the University of Cape Coast (UCC) in building its digital collections compare with the Andrew's strategic formulation and implementation theoretical framework. Theory-testing case study methodology was used. The data collection instruments were the key informant interview technique and document reviews. During the formulation phase, two aspects (resources and aspirations of senior management) were emergent. During the implementation phase, five aspects (achieving results, processes and behaviour, standards, motivation, personal) were emergent. All other elements of building the UCC digital collections were planned during both the formulation and implementation phases. Although the emphasis on students and learning is laudable and apt, there seems to be lack of focus on research support beyond digital collection building, despite the fact that research excellence is one of the UCC's key priorities. Opportunities exist for improving feedback mechanisms between the users, digital library staff and the university management; and inclusion of social media tools in the digital library project. Since only the experience of a single institution of higher learning is considered, it cannot be definitively stated that strategy formulation and implementation will be similar in every institutional context. However, the results provide a basis for academic digital libraries to draw lessons from this case. In African public universities, there is little earlier research on strategy formulation and implementation in digital library management. Strategy formulation and implementation is a critical issue for higher education academic libraries especially in developing countries like Ghana, due to limited financial resources and the rapid change in the information environment during the last several decades.

A Study of the Aging Properties of the Common Synthetic Resin Adhesives for Paper Conservation Purposes (시판용 접착제의 지류보존처리 적합성 판단을 위한 열화 특성 연구)

  • Most of the libraries and archives that lacks conservation lab facilities, frequently apply common synthetic resin adhesives such as PVAc group(Pa), acrylic group(Ac) and PVP group(Pv) on simple repairs. The archival quality synthetic adhesive(Pa-1) that is used at the National Library of Korea and the common synthetic resin adhesives were selected for the experiments. Accelerated aging test was applied on the adhesive samples and change of the pH and chromaticity were measured for one month. As the result of the pH mesurments, Pa-1 and Ac-2 were at the acceptable pH range.   • In this paper, I presented that transformation of library from the collection management to knowledge contents management along with paradigm shift under the web-based multimedia information environment is required. Effective web contents management call maximize users'satisfaction with personal customizing services for library users. Especially, contents customizing service using the metabrowsing service contributes to maximize the user'satisfaction by supplying core contents that the user seeks. In this paper, I studied the scheme of knowledge contents management to increase of user'satisfaction, concentrating on the management factors of web-based multimedia knowledge contents and service strategy.

  • In most libraries and information centers, access versus ownership is the new dilemma facing in view of the rapidly change of information technologies, the rising costs of serials, and not equally increasing budgets. And libraries and information centers are now confronted with the fact that the more users bypass the library's resources in favor of the results they can get with an ordinary Internet search engine. The purpose of this study is to analyze a difficult problems related to information resources development in digital world with priority given to accesscentered paradigm, the grounds of an argument and fallacy of physical collection building, and limitations of electronic publication.

Librarian's Role and Diversification of Librarian's Works for Creating Blue Ocean Strategy of Special Libraries (전문도서관의 블루오션 창출을 위한 사서의 역할 및 업무영역 다변화)

  • The roles of librarians have been changing with the paradigm shift of libraries. The paradigm of libraries has shifted from a traditional information management-centered way to a hybrid approach emphasizing a balance between collection and access. This study analyzed the internal and external changes of libraries to create Blue Ocean of special libraries by using the SWOT analysis. and adopted ERCR analysis for the reasonable management of libraries. The findings of this study indicate that the scope of role played by librarians belonging to special libraries shall be diversified from their traditional library activities in order to adapt themselves to changes in time. The Blue Ocean Strategy can be successfully developed only if the activities of libraries have been changed so that they are closely related to those activities for which such affiliate organizations are expected to carry out.
