This study is to use B.F. certification standards to identify the application and differences of B.F. facilities according to various approaches, and to use the analysis results as basic data for the expansion and renovation of new facilities, the National University (Jeonnam University Library), which underwent remodeling before the implementation of the certification system, and the two newly established private universities (Joseon University Library) that were subject to legal application before the implementation of the certification system. First, Chosun University met more B.F. certification standards than Chonnam National University, and mainly intermediary facilities belonged to the best to the best. Second, Chosun University and Chonnam National University's internal facilities met many B.F. certification standards, and Chonnam National University had many areas to improve and found areas to remodel. Third, information facilities at Chonnam National University and Chosun University only had facilities for the hearing impaired, and there were no information facilities for the visually impaired. Facilities for the visually impaired had to be installed, and compared to Chosun University, Chonnam National University fell short of the B.F. certification standard, so there were many areas that needed to be remodeled.

항공기는 설계에서부터 완성까지 감항당국으로부터 형식증명, 제작증명 및 감항증명으로 구분된 복잡한 인증과정을 거치며, 부속품은 기술표준품형식승인 및 부품제작자증명으로 인증을 받아야 비로소 항공용으로 사용할 수 있다. 최근 국산 항공기와 부품의 개발진척에 따라 내수용과 해외 수출 확장을 위해 미국과의 상호항공안전협정이 추진되고 있다. 이러한 추세를 반영하여 본 논문에서는 항공제품의 안전성 확보를 위한 기본적인 인증절차를 기술하고 미국과 우리나라의 인증체계를 비교분석하였으며, 이를 통하여 국제적인 인증체계 수립을 위한 관련 요구조건을 제시하였다.

Purpose: The first grade of Korea's Building Energy Efficiency Rating System(BEERS) is required for new government office buildings as a mandatory measure to reduce greenhouse gas emission. However, there is no specific criteria about performance that which level should apply to energy-saving design element for obtaining Building Energy Efficiency Rating 1st grade. Therefore, Certification status should be analyzed firstly, about the office building which is certificated. Certification analysis for office buildings acquired certification therefore should be done first. Method: In this study, Certification status(Office buildings acquired Building Energy Efficiency Rating Certification)was analyzed by classified year, region, specific scale etc. And we analyzed statistically by eliciting an average value of each element influencing to the amount of energy. Result: Energy demands were gradually decreased due to revision of thermal insulation standards for enhanced u-value. Energy consumptions were different from the kind of equipment and yearly trends applied depending on the size of the building. Total primary energy consumptions were influenced by heat source types and the primary energy scale factors.

최근 국내 항공산업은 UAM 등으로 인해 지속 성장할 것으로 전망되며, 이에 따라 항공기등의 인증업무도 증가할 것으로 판단된다. 증가한 인증업무를 대응하는 방법으로 감항당국 고유의 역할을 제한적으로 위임하는 위임제도를 고려할 수 있다. 본 논문에서는 선진 감항당국인 미국 FAA의 개인 위임(DER, DAR, DMIR 등)과 조직 위임제도(ODA), 그리고 유럽 EASA의 조직 위임제도(DOA, POA)의 규정에 대해 검토하였으며, 국내 위임제도 관련 규정과 실태를 고찰하였다. 이를 통해 위임제도 종류 중 현재 국내 항공산업 여건을 고려해 점진적 위임제도 도입과 이를 위한 국내 규정 개선방안에 대해 제시하였다.

연구목적: 최근 시설물 유지관리의 중요성이 높아짐에 따라 시설물 유지관리 분야에 첨단기술의 도입과 활용이 증가하고 있다. 첨단기술이 현장에서 실효적 효과를 발휘하기 위해서는 진단장비의 검인증제도를 통한 신뢰성 확보가 필요하나 제도도입에 대한 사회적인 요구와는 별개로 업계의 시각 및 현실적인 기술수준에는 차이가 존재하고 있다. 본 논문에서는 현황에 대한 종합 및 실무자에 대한 의견조사를 통해 합리적인 시설물 진단장비 검인증 제도의 도입 방향을 연구하였다. 연구방법: 시설물 점검 및 진단장비의 첨단기술 도입 및 활용 촉진을 위한 검인증제도 도입 필요성 및 시급성에 대하여 유지관리 및 건설 분야 실무자들을 대상으로 설문조사를 실시하였다. 또한 일본 및 국내 장비 관련 유사인증제도의 비교분석을 통해 첨단 시설물 진단장비에 대한 검인증제도 도입 방향을 검토하였다. 연구결과: 첨단기술 적용에 대하여 실무자 의견은 높은 비율로 유지관리 분야에 드론 및 로봇 등 첨단기술의 도입이 필요하며, 첨단기술 도입 시 현장에서 상당한 효과를 발휘할 것으로 조사되었다. 반면 현재 국내의 기술 수준은 상대적으로 낮아 기술적용에는 일정한 시간이 소요될 것으로 조사되었다. 또한 시설물 진단장비 검인증제도의 도입을 통해 신뢰성 높은 시설물 진단장비 보급될 것으로 조사되었다. 한편, 국내외 진단 및 계측 장비 등에 대한 유사제도 조사결과, 직접적으로 시설물 유지관리에 첨단기술을 적용한 장비를 검인증 하는 제도는 없으며, 다만, 일본에 진단장비의 성능평가 체계가 도입되어 있다. 국내의 융복합기술이 적용된 제품 인증제도 및 운용중인 186개 인증제도 가운데 유사한 21개 계측 및 진단장비 인증제도를 분석하여, 첨단시설물진단장비에 대한 검인증제도 도입방안을 제시하였다. 결론: 실무자들의 의견을 종합하면 시설물 유지관리 분야의 합리화를 위하여 진단장비에 대한 4차 산업혁명 기술의 적용과 신뢰성 높은 진단장비 활용을 지원하는 검인증제도의 도입은 충분한 타당성을 갖는 것으로 볼 수 있다. 그러나 현실적인 과제는 우리나라의 첨단기술 수준이 시급성에 비하여 낮게 평가되고 있어 첨단 시설물 점검 및 진단장비 검인증 제도는 기술적용 및 검증 수준을 고려한 단계적 확대 형태로 시행되어야 한다. 또한 검인증제도 도입과는 별개로 시설물 진단장비 첨단화 촉진을 위한 별도의 투자 및 지원과 노력이 필요 하다.

항공기에 사용되는 복합소재는 항공기의 감항성 확보를 위하여 인증된 소재를 사용해야 하며 소재의 물리적 특성 및 공정을 확인하여 재료규격 및 공정규격서등의 인증 문서와 시스템을 승인하는 방식으로 인증이 진행된다. 국내 복합소재 인증시스템은 국토교통부의 항공기용 복합재료 시범인증 사업을 통해 마련되었으며 현재 항공기 전문검사기관인 항공안전기술원에서 인증 및 공유 데이터시스템을 구축하여 운영하고 있다. 본 논문은 실증을 바탕으로 구축된 항공기용 복합소재 인증체계의 개선사항을 식별하고 이에 대한 개선 방안 도출을 통해 국산 항공기용 복합소재의 인증 및 산업 활성화 방안을 제시하였다.

본 연구는 지난 2007년 도입된 장애물 없는 생활환경(Barrier Free) 인증제도의 확산과 정착을 위하여 불특정 다수가 이용하는 다중이용시설로써 인증제도의 확산효과가 클 것으로 예상되는 여객자동차 터미널을 대상으로 편의시설 실태를 파악하고, 인증가능성을 평가하여 인증 확산 방안을 마련하고자 하였다. 전국 여객자동차 터미널 349개소에 대하여 편의시설 설치 수준 현황조사를 시행하였다. 현황조사 결과 인증가능시설이 217개소, 인증불가시설이 58개소로 평가되었고, 인증가능성이 높은 29개 시설은 소규모 리모델링 공사를 통하여 인증을 획득할 수 있는 시설로 평가되었다. 실태조사 결과, 여객자동차 터미널의 BF수준은 40~55% 수준이며, 평가분야별로는 내부시설이 90% 이상으로 수준높은 반면, 매개시설, 위생시설, 안내시설 등은 절반 수준에도 미치지 못하고 있다. 본 연구에서는 여객자동차 터미널의 편의시설 수준제고를 위해서 BF 인증 시범사업을 제안하였다. 인증가능성이 높고, 지자체 지원의지와 사업주의 편의시설 개선의지가 높은 시설을 대상으로 시범사업대상으로 선정하고 편의시설개선을 추진하여 BF인증을 추진하고 모니터링하는 방안이다.

An undeniable reason for elevator accidents is relevant to diverse defects of elevator itself including a fatal flaw in its managing system. In order to prevent and control disastrous accidents, Korean government established brand new department, Ministry of Public Safety and Security(MPSS) in 2014. For the field of elevator accidents, MPSS, hoping to take the lead, tries to reform related law and statutes. At this time, it is worthwhile to review foreign country's precedent to find out its applicable lesson. This study specially focuses on introducing U.S. legal system dealing with elevator safety area from the viewpoint of stressing the identity of local governments such as state, county, city etc. This article mainly reviews these four points: i) a current state of safety code, guide, standard for elevator in U.S.A. ii) an elevator parts certification system under ASME A.17.1, iii) an elevator inspection system in New York City, iv) an implication of an elevator certification and inspection system in U.S.A. to us.

The AS9100 aerospace standard has become the aerospace quality management system standard instead of ISO9001 and MIL-Q-9858A by international aerospace manufacturing companies. The organization which adopts AS9100 standard is to be certified by an independent third party certification body as IAQG requests. The quality management system certification assessor shall utilize the AS9101 standard prepared by IAQG to assess AS9100 organization. In this paper, AS9101 quality system questionnaire is analyzed and scoring method which characterizes AS9101 is reviewed. Score attained can be utilized as an organizational quality index. Practical data gathered by certified assessors from 2002 to 2007 are analyzed and suggested to improve the organization's system operational efficiency based on the analysis results. Suggestions can be utilized by any organization to prepare assessment or to enhance the level of quality system maturity. This study is applicable to the future as well as present aerospace manufacturing activities throughout the world.

According to the analysis which investigated visitors of HACCP system certified stores and non-visitors of such stores on the awareness of HACCP for livestock products, 77.1% (246 pollees) heard of HACCP certification for livestock products, 67.1% (214 pollees) had seen the HACCP certification mark for livestock products, 62.1% (198 pollees) heard of HACCP certification for livestock products in meet retail shops, and 51.4% (164 pollees) were not aware of the recent TV · subway advertisements regarding HACCP certification for livestock products. For every questionnaire on the awareness of HACCP for livestock products, visitors of HACCP system certified stores showed significantly higher response rate than nonvisitors (p<0.01, p<0.001). The majority of pollees (74.9%, 239 pollees) replied that the word HACCP for livestock products brings up the image of safe livestock products, and 37.0% answered that the term HACCP defines 'Hazard analysis critical control point'. Regarding the questions on HACCP system for livestock products, 38.6% showed that they were most curious in terms of the benefits of such system. The demand analysis on HACCP for livestock products for consumer was also conducted. In the analysis, the demand for support of the policy (4.06 points) was higher than demand for education · public promotion of HACCP (4.03 points) and demand for related application (3.90 points).
