건설 가설재 성능검정제도의 전환기에 들어서 주요 가설재들의 성능검정을 평가하고 선진국의 관련 체계와 비교하여, 안전인증제를 통해 새로운 건설공사용 가설재들의 인증제도를 제안하고자 한다. 현재의 성능검정제도는 1992년에 시작되어 2003년에 재 개정되면서, 3년마다 재 검정을 받도록 하고 있다. 그러나 제조능력을 향상시키지 못하고 업체 간 가격경쟁의 심화로 인해 대부분 같은 형태, 기능의 제품만을 양산하고 있는 실정이다. 기존 성능검정제도에서 안전인증제로의 전환은 보다 체계적인 심사방법 및 품질관리 시스템을 포함하고 있으며, 건설 환경 변화에 대응할 수 있는 다양한 요구사항에 맞춘 규격을 제시할 수 있도록 하고 있다. 안전인증제를 통한 건설공사의 가설재는 의무인증대상과 임의인증대상으로 나누어지며, 종전보다 제품의 품질과 관리 시스템을 향상시켜줄 수 있을 것으로 기대된다.

본 연구에서는 한국보건의료정보원에서 실시하는 EMR 인증기준울 이해할 수 있도록 보건의료정보관리 실습 프로그램에 인증기준을 추가한 모델을 연구하여 제시하였다. 실습 프로그램은 EMR 인증제의 기능성 기준에 해당하는 환자정보관리를 실습하고 이해할 수 있도록 보건의료정보관리 교육시스템에 환자정보관리에 대한 인증기준 기능을 추가하였다. 환자정보관리를 위한 EMR 인증기준 실습프로그램은 다음과 같은 인증기준으로 구성되었다. 등록번호 및 인적사항 관리, 진료예약 일정관리, 인적사항 수정이력관리, 동명이인 구분자 표시, 다중 등록번호 통합관리, 식별정보를 이용한 환자 검색, 진료형태에 따른 환자 검색, 수술시술 동의서 기록·조회, 개인정보활용동의서 기록·조회, 연명의료결정정보 표시, 외부 의료기관문서 등록·조회, 외부 검사결과 등록·조회. 이와 같이 인증기준에 의한 보건의료정보시스템의 기능을 운영하여 실습해봄으로써 인증기준의 기능성 영역에서 환자정보관리의 인증기준과 내역을 이해하고 실습할 수 있다. EMR 인증 기준에 맞춰 환자정보관리 실습을 수행해봄으로써 전자의무기록시스템에서의 표준화된 환자정보관리를 이해할 수 있다. 또한 EMR 인증기준의 기능을 확인할 수 있기 때문에 의료기관에서 보건의료정보관리사의 전자의무기록시스템의 관리 능력을 향상시킬 수 있을 것이다.

우리나라의 사서자격증 발급을 위한 교육기관은 전국 문헌정보학과, 사서교육원, 학점은행제 등이다. 그러나 교육기관마다 질적 수준과 교육내용이 다르며, 자격증 발급 교육프로그램에 대한 검증방법이 없어서 전문성이 높은 사서를 양성하는데 한계가 있는 것으로 지적되고 있다. 이에 본 연구에서는 국내외에서 시행되고 있는 학과 또는 교육프로그램의 인증제도에 대해서 살펴보고, 인증제도가 지향하는 바가 무엇이며 어떤 목적과 기준을 가지고 있으며, 평가내용은 무엇인지 등을 구체적으로 분석해 보고자 하였다. 그 결과, 교육과정 인증제도를 도입하게 될 경우 인증제도 도입관련 도서관법 개정을 포함하여 관련 시행령의 대폭 개정, 인증기관 선정, 인증기준 및 절차 수립, 서류심사 및 인증실사관련 내용 개발, 인증의 효과 제시, 자격증별 인증기준 개발 등이 선행되어야 할 것으로 분석되었다. 지난 20여 년 동안 논의가 되고 있는 사서자격제도의 개선은 현 정부의 구조개혁, 사서자격자 배출급승, 인력수급불균형으로 인한 취업률 저하, 이로 인한 4년제 문헌정보학과의 존폐위기로 이어지는 현 문헌정보학계의 시급사안이므로 더 이상 미뤄서는 안 될 것으로 보인다.

This paper is related to the effect analysis of certification of ISO 9000 Quality Management System. We collect and analyze the field data of certification costs and profit from companies that are located at southeast area in Korea. The effect analysis is based on the type and scale of companies. We use defective rate and inventory turnover rate as the criterion of positive effect after certification. As a result, we may conclude that the certification of ISO Quality Management System gives companies positive effects.

Today, it is a time when self-help efforts are being made to increase the demand for international certification by domestic and foreign railway orderers and develop excellent railway systems for railway system and railway construction projects. Since 2011, cases of obtaining international certification related to the domestic railway system/products have been collected and analyzed through literature and Internet data and based on the analysis results, evaluation results on the acquisition of international certification in Korea are presented. Through these results, the government, research institutes, and industries will be practical reference materials for international certification-related work.

Certification flight test is very risky and there are many hazards. Because the flight test is performed with the aircraft, that is safety and flight characteristics are not proven. And the test items and conditions are critical. If there is loss of aircraft during certification flight test, the certification program, development period can be delayed. Therefore, maintaining safety of the aircraft during flight test is very important. There are not much flight test experiences in Korea. However, developed nations has long history of flight test and experiences of flight test accidents. Based on these experiences, they has developed systematic management methods for the flight test safety. In this study, I would like to introduce safety management and risk assessment of the certification flight test.

본 논문은 군용항공기의 감항인증을 위한 표준감항인증기준 및 추진체 기술기준에 대한 연구 내용이다. 본 논문에서는 군용항공기의 감항인증 제도 소개, 민간항공기 감항인증과의 차이점 및 특징, 표준감항인증기준을 소개하고 추진체 주요 기술기준 내용, 그리고 기준 적용 사례들을 연구하였다.

This research analyzed about inconsistence and cause of the audit result on national defense quality management system in certification company. Direction of research analyzes corelation with distribution by items at national defense quality management system standard by Investigated number and occurrence of examination report slight and critical incongruity on 2008 and 2009. Study finding slight and critical incongruity happened to first examination average 10.2 items, renewal examination average 7.0 items. By incongruity occurrence appeared high in item that there are a lot of examination item shares of standard requirement, it was studied by correlative thing between the examination with standard. Factor of incongruity occurrence was proved to comprehension insufficiency for quality management system, quality procedure insufficiency, didn't fulfil proceedings, business was unripe. In this papers, we contribute to propose direction for improvement of national defense quality management system comprehensive faculty elevation and national defense quality certification in this treatise.

The purpose of this study is to suggest improvement plans of School Green Building Certification System by comparing items of domestic system with those of foreign system. Especially, we focused on school use classification. Use classification of Green Building Certification System must be based on Building Codes and reflect the nature of building use and size. Schools are divided into three groups ; preschool, school(elementary, junior high school, high school), university and ect. Also they must be set up assessment method reflecting the nature of school use and size.

ISO 30301 기록경영시스템 표준은 전략적인 기록관리 방안을 제공하여 조직의 성공적인 경영을 지원한다. 국내에서는 해당 표준을 2013년 5월 국가표준(KS)으로 제정하였으며, ISO 30301 표준의 인증제도를 도입하기 위한 움직임이 대두되고 있다. 그러나 인증제도를 도입하기 위해서는 인증 운영체계의 정비는 물론 기록경영에 대한 사회 전반의 공감대를 형성해야 하므로 제도 도입에 대한 심도 있는 검토가 필요하다. 본 연구는 이러한 연구의 필요성에 따라 아직까지 국내에 ISO 30301 인증제도가 도입되지 않은 상황에서, ISO 30301 인증제도 도입에 대한 다양한 이해관계자들의 인식을 조사하는데 그 목적이 있다. 이를 위해 문헌연구와 심층인터뷰를 수행하였다. 첫째, 문헌연구에서는 ISO 30301 표준의 내용 및 구성과 해당 표준에 수반되는 인증제도에 대한 개념을 살펴봄으로써, ISO 30301 인증제도 도입의 필요성을 논의하였다. 둘째, ISO 30301 인증제도 도입에 대한 인식을 조사하기 위해 기록 및 인증제도 관련 업무담당자 5명과 국가기록원 직접관리기관 기록물관리 전문 요원 5명을 대상으로 심층인터뷰를 진행하였다. 연구결과는 근거 이론방법(grounded theory methodology)을 활용하여 분석하였다. 본 연구는 ISO 30301 인증제도에 대해 관련 전문가들이 인식하는 문제점과 전략을 살펴봄으로써 향후 해당 제도의 도입방안을 구축하는데 유의미한 시사점을 제공할 수 있을 것이다.
