Family, Self or State as a Desired Source of Support for the Elderly As Korean society has undergone rapid socioeconomic transformation and reached the final stage of its demographic transition, the central emphasis of population policies in Korea has shifted from fertility and population control to aging issues. Recently, it has been advocated that the Korean government should provide more intensive public services to supplement self-care and family caregiving, heightening the need to know more about the norms and expectations of old-age support and how they will change. Using the Survey of the Living Status of the Korean Elderly in 1994, this study investigates the extent to which the Korean elderly themselves view family, self, or the state as desired sources of support. The multinomial log it model analysis reveals that the elderly without a son are less likely to emphasize the traditional view of family, while economically and physically better off elderly are more likely to favor the view of self-support. However, the idea that the emphasis on the 'state responsibility' may be found among those elderly who are in need of financial help and in poor health is not supported. The implications and suggestions for further research are discussed.

This paper re-evaluated the research on the accounting information's effectiveness in military construction contracts, questioning the former research results on the central army's construction contract that was under the Qualification Assessment System, especially concerning the relations between the accounting information and the bidding ratios as well as the relations between the bidding rates and the defect rates, which targeted between 1 to 10 billions civil engineering, construction, electricity, telecommunication, and environment work types. Unlike the previous results, the relationship between the accounting information and the bidding rates was shown to be considerably limited that the bidding ratio could not be identified through the accounting information, while it could discern the relations with the defect rates. Furthermore, the proven results did not support the hypothesis that the differences in bidding rates could affect the defect ratio. However, through the prediction model of bidding and defect ratios, we could identity the accounting variables that influenced the ratios. Additionally through the results regarding the non-financial indexes in the Pre-Qualification items, the weight on these indexes could be adjusted. In conclusion, the research results has given us new understanding of the problems in the Qualification Assessment System which accounts for the majority of the current military construction contracts and provide validity on the government's expanded implementation of the Lowest Price Award System.

This goal of this research was to evaluate the cost-effectiveness of the National Cancer Screening Program (NCSP) for breast cancer in the Republic of Korea from a government expenditure perspective. In 2002-2003 (baseline), a total of 8,724,860 women aged 40 years or over were invited to attend breast cancer screening by the NCSP. Those who attended were identified using the NCSP database, and women were divided into two groups, women who attended screening at baseline (screened group) and those who did not (non-screened group). Breast cancer diagnosis in both groups at baseline, and during 5-year follow-up was identified using the Korean Central Cancer Registry. The effectiveness of the NCSP for breast cancer was estimated by comparing 5-year survival and life years saved (LYS) between the screened and the unscreened groups, measured using mortality data from the Korean National Health Insurance Corporation and the National Health Statistical Office. Direct screening costs, indirect screening costs, and productivity costs were considered in different combinations in the model. When all three of these costs were considered together, the incremental cost to save one life year of a breast cancer patient was 42,305,000 Korean Won (KW) (1 USD=1,088 KW) for the screened group compared to the non-screened group. In sensitivity analyses, reducing the false-positive rate of the screening program by half was the most cost-effective (incremental cost-effectiveness ratio, ICER=30,110,852 KW/LYS) strategy. When the upper age limit for screening was set at 70 years, it became more cost-effective (ICER=39,641,823 KW/LYS) than when no upper age limit was set. The NCSP for breast cancer in Korea seems to be accepted as cost-effective as ICER estimates were around the Gross Domestic Product. However, cost-effectiveness could be further improved by increasing the sensitivity of breast cancer screening and by setting appropriate age limits.
This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Social welfare agenices giving service to children and their families are identified by various names usually women service and child welfare from govern , mental agency and voluntary public agency to foreign aided. What is totally missing , however, is an integrated synthesis of child welfare program Through women's agency. Social changes to occur, but delineation of appropriate and comprehensive social policy is also necessary at this point at this point since efforts, social changes and polices must be well coordianted and focused, as well as mutually supprotive and reinforcing.

This study, based on an ethnographic field-research in Hwangryong marketplace at Jangsung, explores the transformational process of local community and local marketplace from the end of the 19th century. I attempt to use methodology of oral statement and memory. In socio-economic, political and cultural sence, Hwangryong market which made the 18th century was central place of Jangsung. It was famous of cattle marketplace from the end of Lee Dynasty. The heyday of Hwangryong market is vitalized in the ruling of Japan. Japanese government collect tax and agricultural products through this marketplace. After independence of 1945, the economic function of it was weakened, but the other side political function was strengthened. The socio-economic and cultural status of this market was revitalized after the end of Korean war notwithstanding trial of moving of marketplace. But peasant migration and mechanization of agriculture from the end of 1950' had been brought about a critical moment to Hwangryong marketplace as cattle market. The opening of Honam express road at 1973 was decisively weakened socio-economic, cultural function and role of this marketplace. Consequently, Hwangryong marketplace was transformed small local market. The identity of cattle marketplace was rarely remained in recent. This inclination will not be stopped if not linking to local festival or invention of local specialities.

In this paper, first I try to sketch the changing Japanese labor market after 1990s, and then examine the so-called "Job $Caf{\acute{e}}$ program" in detail, which was initiated in 2004 by central and local governments to help young people fine suitable jobs, and finally investigate the possible direction for future labor policy as an important tool for revitalize the local economy. Latter half of 1990s witnessed the high unemployment rate among the population aged twenties in Japan, and the number of 'shinsotsu-mugyo', i.e. population not at work after completing high school or university, NEET (not in employment, education or training) and 'freeters' have grown rapidly. "Job $Caf{\acute{e}}$ program" was initiated as a public response to the increased youth unemployment, aiming at assisting young people's transition from education to career. In the Job $Caf{\acute{e}}$ program, job information service by MHLW, information service for high school students and university students by MEXT, placement service of career internship by METI are integrated into one service, and are provided by local government initiative, therefore named as "one stop service of employment". Although it is highly appreciated for one stop service, the Job cafe program has criticized for paying too much attention to the performance of projects, such as the number of users, and the number of successful job matching. At the final section of the paper, more practical spatial unit for executing effective regional plan on local employment and more empirical research on job search behavior are discussed.

Objectives: The purpose of this study was to examine the success and barrier factors of hypertension registration program in Goseong community health center proven improving hypertension treatment rate by community health survey. Methods: We conducted a qualitative research using both a performance review of the program and in-depth interviews with the 8 operators who had worked for this program in April 2018. Results: In this study, the success factors were analysed as follows: First, the willingness to improve health indicators, second, the implementation of large-scale projects, third, improving program processes, fourth, continuous efforts for achievement of goal, not output or reward, and the barrier factors are as follows. First, uniform output monitering, second, evaluation after the fashion of contest, third, the confusing concept of an integrated health promotion program, fourth, the attitude of the person worried with task change. Conclusions: This study suggested that the health community health center should follow the basic principles of public health, and the central government should introduce a health policy of decentralization.

Objectives: The purpose of this study is to examine the modern history of public health(PH) and suggest a way forward for PH nursing(PHN). Methods: This paper is a review article that derives results from literature review. Results: In the period of beginning (up to 1944), PHN began as the PH Department was created in the Hygiene Bureau in 1908 and tasks about nurses were legislated. PHN was limited to infectious disease tasks and performed mostly by missionaries. In the period of foundation formation (1945 to 1961), the Republic of Korea was founded, and PH policies and tasks were defined with the establishment of the central government organization and the applicable laws. In the period of foundation establishment (1962 to 1979), the Regional PH Act was amended, and as a result, PH Centers(PHCs) spread across the country. In the period of foundation expansion (1980 to 1994), the PH referral system of PHCs, PH Units, and Primary Health Care Post was established. In the period of organization in each area (1995 to 2005), PH programs reflecting changes in disease structure and public needs for the quality of life. A regional health care plan was launched. In the period of funtion expansion (2006 to present day), Centers for support health living were established. Conclusions: In the future, PH nurses need to have a macroscopic perspective that views PH through the overall PH system, and to expand from the existing healthcare concept to the national and global healthcare one.
In the future, the global container handling market will be reorganized into larger ships and shipping alliances, and the bargaining power of shipping companies will be further strengthened. Therefore, the global terminal operator (GTO), which has a global network, vast experience, and operational know-how, is expected to strengthen its competitiveness. In Korea, the central government promoted the development of GTOs in the mid-2000s, but it failed, mainly due to disagreements between port stakeholders. In this study, the macroeconomic indicators that have the same effect in all regions were used to analyze GTO management performance. In the short term, it could be used to establish the business strategy of domestic terminal operators based on changes in macroeconomic indicators. In the long term, it would be used to establish a promotion strategy for GTOs in Korea. The results of analyzing the impact of macroeconomic indicators on the GTO's profit show that the GTO's profit is significantly affected by cargo handling capacity, the consumer price index of the United States, the Shanghai Composite Index, the Crude Oil Price, and the London Inter-bank Offered Rate (LIBOR). However, the scale of impact was not significantly different between public and private GTOs.
Korean government has promoted the policy of chemical fertilizer reduction by 40% reduction from 2003 to 2013. Hairy vetch (Vicia villosa Roth) fixes nitrogen from the atmosphere and rye (Secale cerale L.) accumulates soil nitrogen to reduce potential nitrogen loss. The objective of this research was to identify optimum seeding rates of hairy vetch-rye mixtures in the central regions of Korea. The experiment of mixture rate was carried out for maximum production in 2006 and 2007. The best seeding rate mixture for maximum biomass production was 6.75 kg hairy vetch and 5 kg rye per 10a. Pure hairy vetch and rye were used as control. The nitrogen production of mixture treatments were higher than pure rye. The hairy vetch and rye mixture can scavenge potentially leachable nitrogen, while maintaining soil fertility by adding fixed nitrogen to the cropping system.
