The Study on Threats of Information Security and Their Solutions in the Fourth Industrial Revolution (4차 산업혁명 시대에 정보보안의 위협요인과 대응방안에 대한 연구)

  • The third industrial revolution, characterized by factory automation and informatization, are moving toward the fourth industrial revolution which is the era of superintelligence and supernetworking through rapid technology innovation. The most important resources in the fourth industrial revolution are information or data since the most of industrial and economic activities will be affected by information in the fourth industrial revolution. Therefore we can expect that more information will be utilized, shared and transfered through the networks or systems in real time than before so the significance of information management and security will also increase. As the importance of information resource management and security which is the core of the fourth industrial revolution increases, the threats on information security are also growing so security incidents such as data breeches and accidents take place more often. Various and thorough solutions are highly needed to protect information resources from security risks because information accidents or breaches seriously damage brand image and cause huge financial damage to organization. The purpose of this study is to research general trends on data breaches and accident that can be serious threat of information security. Also, we will provide resonable solutions to protect data from nine attack patterns or other risk factors after figuring out each characteristic of nin attack patterns in data breaches and accidents.

The big data method for flash flood warning (돌발홍수 예보를 위한 빅데이터 분석방법)

  • Flash floods is defined as the flooding of intense rainfall over a relatively small area that flows through river and valley rapidly in short time with no advance warning. So that it can cause damage property and casuality. This study is to establish the flash-flood warning system using 38 accident data, reported from the National Disaster Information Center and Land Surface Model(TOPLATS) between 2009 and 2012. Three variables were used in the Land Surface Model: precipitation, soil moisture, and surface runoff. The three variables of 6 hours preceding flash flood were reduced to 3 factors through factor analysis. Decision tree, random forest, Naive Bayes, Support Vector Machine, and logistic regression model are considered as big data methods. The prediction performance was evaluated by comparison of Accuracy, Kappa, TP Rate, FP Rate and F-Measure. The best method was suggested based on reproducibility evaluation at the each points of flash flood occurrence and predicted count versus actual count using 4 years data.

The Effects of Breath Alcohol Concentration Increase on Visual Field and Readable Visual Field (호흡 알코올 농도 증가가 시야 및 가독시야에 미치는 영향)

  • Purpose: This study was aimed to investigate effects of breath alcohol concentration (BrAC) increase on visual field and readable visual field. Methods: 23 males in 20s (average age $21.17{\pm}2.19years$, body mass index (BMI) $22.09{\pm}2.16$) were selected and administered the amount of alcohol to reach 0.05% and 0.08% BrAC calculated by BAC (blood alcohol concentration) Dosing Software program. Then, visual field and readable visual field test with Vision Disk were conducted. Results: Visual field are measured as $74.41{\pm}15.97^{\circ}$, $64.98{\pm}17.93^{\circ}$, and $58.33{\pm}19.01^{\circ}$ (p=0.000) and readable visual field as $21.93{\pm}12.71^{\circ}$, $17.41{\pm}11.36^{\circ}$, $14.26{\pm}9.93^{\circ}$ (p=0.006) in 0.00%, 0.05% and 0.08% BrAC respectively. As breath alcohol concentration increased, both visual field and readable visual field decreased. Conclusions: BrAC increase with drinking could be the cause of safety accident by decreasing visual field and readable visual field, it is necessary to raise awareness.

  • As vehicle started to contain many different communication devices, collecting external information became possible in IoT environment. In such environment, remotely controling vehicle is possible when vehicle information is obtained by looking in to vehicle network through smart device. However, android based smart device applications are vulnerable to malicious modulation and redistribution. Modulated android application can lead to vehicle information disclosure that could bring about vehicle control accident which becomes threat to drivers. furthermore, since vehicles today does not contain security methods to protect it, they are very vulnerable to security threats which can cause serious damage to users and properties. In this paper, many different vehicle management android applications that are sold in Google Play has been analyzed. With this information, possible threats that could happen in vehicle management applications are being analysed to prove the risks. the experiment is done on actual vehicle to prove the risks. Also, access control method to protect the vehicle against malicious actions that could happen through external network in IoT environment is suggested in the paper.

3D Visualization Techniques for Volcanic Ash Dispersion Prediction Results (화산재 확산 예측결과의 삼차원 가시화 기법)

  • Korea has been known as volcanic disaster free area. However, recent surveying result shows that Baekdu mountain located in northernmost in the Korean peninsula is not a dormant volcano anymore. When Baekdu mountain is erupting, various damages due to the volcanic ash are expected in South Korea area. Especially, volcanic ash in the air may cause big aviation accident because it can hurt engine or gauges in the airplane. Therefore, it is a crucial issue to interrupt airplane navigation, whose route is overlapped with volcanic ash, after predicting three dimensional dispersion of volcanic ash. In this paper, we deals with 3D visualization techniques for volcanic ash dispersion prediction results. First, we introduce the data acquisition of the volcanic ash dispersion prediction. Dispersion prediction data is obtained from Fall3D model, which is volcanic ash dispersion simulation program. Next, three 3D visualization techniques for volcanic ash dispersion prediction are proposed. Firstly proposed technique is so called 'Cube in the Air', which locates the semitransparent cubes having different color depends on its particle concentration. Second technique is a 'Cube in the Cube' which divide the cube in proportion to particle concentration and locates the small cubes. Last technique is 'Semitransparent Volcanic Ash Plane', which laminates the layer, whose grids present the particle concentration, and apply the semitransparent effect. Based on the proposed techniques, the user could 3D visualize the volcanic ash dispersion prediction results upon his own purposes.

Resolution Method of Hazard Factor for Life Safety in Rental Housing Complex (임대주택단지의 생활안전 위해요인 해소방안)

  • The government has been constructing and supplying public rental housing to ordinary people in order to stabilize housing since 1989. However, the public rental houses initially supplied to ordinary people are at high risk for safety accidents due to the deterioration of the facilities. Therefore, this study is aimed to propose a solution to solve the life safety hazards of the old rental housing complex as a follow-up study of Analysis of Accident Patterns and Hazard Factor for Life Safety in Rental Housing Complex. Types of life safety accidents that occur in public rental housing complexes are sliding, falling, crash, falling objects, breakage, fire accidents, traffic accidents and criminal accidents. The types of safety accidents that occur in rental housing complexes analyzed in this study are sliding, crashes, falling objects, and fire accidents. Although the incidence of safety accidents such as falling, breakage, traffic accidents and crime accidents in public rental housing complexes is low, these types are likely to cause safety accidents. The method of this study utilized interviews and seminar results, and it suggested ways to solve the life safety hazards in rental housing complexes. Interviews were conducted with residents and managers of rental housing complexes. Seminars were conducted twice with experts in construction, maintenance, asset management, housing welfare and safety. Through interviews and seminars, this study categorizes the life safety hazards that occur in rental housing complexes by types of accidents and suggests ways to resolve them as follows. (1) sliding ; use of flooring materials with high friction coefficient, installation of safety devices such as safety handles, implementation of maintenance, safety inspections and safety education, etc. (2) falling ; supplementation of safety facilities, Improvement of the design method of the falling parts, Safety education, etc. (3) crash ; increase the effective width of the elevator door, increase the effective width of the lamp, improve the lamp type (U type ${\rightarrow}$ I type), etc. (4) falling objects and breakage ; design of furniture considering the usability of residents, replacement of old facilities, enhancement of safety consciousness of residents, safety education, etc. (5) fire accidents ; installation of fire safety equipment, improvement by emergency evacuation, safety inspection and safety education, etc. (6) traffic accidents ; securing parking spaces, installing safety facilities, conducting safety education, etc. (7) criminal accidents; improvement of CCTV pixels, installation of street lights, removal of blind spots in the complex, securing of security, etc. The roles of suppliers, administrators and users of public rental housing proposed in this study are summarized as follows. Suppliers of rental housing should take into consideration the risk factors that may arise not only in the design and construction but also in the maintenance phase and should consider the possibility of easily repairing old facilities considering the life cycle of rental housing. Next, Administrators of rental housing should consider the safety of the users of the rental housing, conduct safety checks from time to time, and immediately remove any hazardous elements within the apartment complex. Finally, the users of the rental housing needs to form a sense of ownership of all the facilities in the rental housing complex, and efforts should be made not to cause safety accidents caused by the user's carelessness. The results of this study can provide the necessary information to enable residents of rental housing complexes to live a safe and comfortable residential life. It is also expected that this information will be used to reduce the incidence of safety accidents in rental housing complexes.

Spur-like Lesion on the Lateral Tibial Condyle - A Sign of Chronic ACL tear - (경골 외과의 골극 유사 병변 - 만성 전방 십자 인대 파열의 징후 -)

  • Purpose : Authors experienced cases of chronic ACL tear with spur-like lesion on the tibial condyle which is different from the lateral capsular sign and degenerative change and evaluated the significance of 'spur-like lesion' in relations with chronic ACL injury. Material and Method : We have 5 patients with spur-like lesion on the lateral tibial condyle in simple radiogram. The location, shape and size of the lesion were studied using radiogram and MRI. Cause of injury, associated injury and chronicity of the ACL tear were analyzed. All 5 patients were male, and mean age was 33.8 $(17\~46)$ years. Result : The spur-like lesion was located from 3.8 mm(avg.) below the articular surface of the lateral tibial condyle to the apex of the fibular head and protruded laterally or inferolaterally from just posterior to the Gerdy's tubercle with a round or sharp-end triangular shape. Average length was 6 mm and average width ortho base was 9.2 mm. The cause of injury were sports jnjury 4 cases and traffic accident in one. The chronicity of the ACL tear was average 10.7(8 months$\~$23 years) years and medial meniscus tear was shown in all cases and lateral meniscus tear in three. Conclusion : We suggest that a patient who has a history of trauma with spur-like lesion on the lateral tibial condyle of the knee is expected to have chronic ACL tear.

  • The main issue in medical malpractice civil litigation is medical negligence and the causal relationship between medical negligence and damages. Regarding the presumption of causality in cases where medical negligence is proven, there is a previous Supreme Court decision 93da52402 on February 10, 1995, but it is difficult to find a case that satisfies the textual requirements of the above decision, and yet, in practice, the above decision is cited. In many cases, causal relationships were assumed, and criticism was consistently raised that it was inconsistent with the text of the above judgment. In its ruling, the Supreme Court reorganized and presented a new legal principle regarding the presumption of causality when medical negligence is proven in a civil lawsuit. According to this, If the patient proves ① the existence of an act that is assessed as a medical negligence, that is, a violation of the duty of care required of an ordinary medical professional at the level of medical care practiced in the field of clinical medicine at the time of medical practice, and ② that the negligence is likely to cause damages to the patient, the burden of proving the causal relationship is alleviated by presuming a causal relationship between medical negligence and damage. Here, the probability of occurrence of damage does not need to be proven beyond doubt from a natural scientific or medical perspective, but if recognizing the causal relationship between the negligence and the damage does not comply with medical principles or if there is a vague possibility that the negligence will cause damage, causality cannot be considered proven. Meanwhile, even if a causal relationship between medical negligence and damage is presumed, the party that performed the medical treatment can overturn the presumption by proving that the patient's damage was not caused by medical negligence. Meanwhile, unlike civil cases, the standard is 'proof beyond reasonable doubt' in criminal cases, and the legal principle of presuming causality does not apply. Accordingly, in a criminal case of professional negligence manslaughter that was decided on the same day regarding the same medical accident, the case was overturned and remanded for not guilty due to lack of proof of a causal relationship between medical negligence and death. The above criminal ruling is a ruling that states that even if 'professional negligence' is recognized in a criminal case related to medical malpractice, the person should not be judged guilty if there is a lack of clear proof of 'causal relationship'.

A Study on the Development of Assessment Index for Catastrophic Incident Warning Sign at Refinery and Pertrochemical Plants (정유 및 석유화학플랜트 중대사고 전조신호 평가지표 개발에 관한 연구)

  • In the event of a major accident such as an explosion in a refinery or a petrochemical plant, it has caused a serious loss of life and property and has had a great impact on the insurance market. In the case of catastrophic incidents occurring in process industries such as refinery and petrochemical plants, only the proximate causes of loss have been drawn and studied from inspectors or claims adjustors responsible for claims of property insurers, incident cause investigators, and national forensic service workers. However, it has not been done well for conducting root cause analysis (RCA) and identifying the factors that contributed to the failure and establishing preventive measures before leading to chemical plant's catastrophic incidents. In this study, the criteria of warning signs on CCPS catastrophic incident waning sign self-assessment tool which was derived through the RCA method and the contribution factor analysis method using the swiss cheese model principle has been reviewed first. Secondly, in order to determine the major incident warning signs in an actual chemical plant, 614 recommendations which have been issued during last the 17 years by loss control engineers of global reinsurers were analyzed. Finally, in order to facilitate the assessment index for catastrophic incident warning signs, the criteria for the catastrophic incident warning sign index at chemical plants were grouped by type and classified into upper category and lower category. Then, a catastrophic incident warning sign index for a chemical plant was developed using the weighted values of each category derived by applying the analytic hierarchy process (pairwise comparison method) through a questionnaire answered by relevant experts of the chemical plant. It is expected that the final 'assessment index for catastrophic incident warning signs' can be utilized by the refinery and petrochemical plant's internal as well as external auditors to assess vulnerability levels related to incident warning signs, and identify the elements of incident warning signs that need to be tracked and managed to prevent the occurrence of serious incidents in the future.

A Study on the Legislative Guidelines for Airline Consumer Protection (항공소비자 보호제도의 입법방향)

  • From a historical point of view, while the Warsaw Convention was passed in 1924 to regulate the unified judicial responsibility in the global air transportation industry, protection of airline consumers was somewhat lacking in protecting air carriers. In principle, the air carrier does not bear any obligation or liability when the aircraft is not operated normally due to natural disasters such as typhoon or heavy snowfall. However, in recent years, in developed countries such as the US and Europe, there has been a movement in which regulates the air carriers' obligation to protect their passengers even if there is no misconduct or negligence. Furthermore, the legislation of such advanced countries imposes an obligation on the airlines to compensate the loss separately from damages in case the abnormal operation of the aircraft is not caused by force majeure but caused by their negligence. Under this historical and international context, Korea is also modifying the system of aviation consumer protection by referring to other foreign legislation. However, when compared with foreign countries, our norm has a few drawbacks. First, the airline's protection or care obligations are mixed with the legal liability for damages in the provision, which seems to be due to the lack of understanding of the airline's passenger protection obligation. The liability for damages, which is governed by the International Convention or the Commercial Act, shall be determined by judging the cause of the airline's liability in respect of the damage of the individual passenger in the course of the air transportation. However, the duty to care and the burden for compensation shall be granted to all passengers who feel uncomfortable with the abnormal operation regardless of the cause of the accident. Also, our compensation system for denied boarding due to oversale is too low compared to the case of foreign countries, and setting the compensation amount range differently based on the time for the re-routing is somewhat unclear. Regarding checked-baggage claim, it will be necessary to refund the fee only from the fact that the baggage is delayed without asking whether there is any damage occurred from the delayed baggage. This is the content of the duty to care, which is different from the current Commercial Act or the international convention, in which responsibility is different depending on whether the airline takes all the necessary measures in order to prevent delaying of the baggage. The content of force majeure, which is a requirement for exemption from the obligation to care passengers on the airplane, shall be reconsidered. Maintenance for safe navigation is not considered to be included in force majeure, and connection to airplanes, airport conditions are disputable. According to the EC Regulation, if the cause of the abnormal operation of the airline is force majeure, the airline's compensation obligation is exempted but the duty to care of airline company is still meaningful. Furthermore, even if the main role of aviation consumer protection is on an airline, it is the responsibility of government agencies to supervise the fulfillment of such protection obligations. Therefore, it is necessary for the Korean government to actively take measures such as enforcing incentives for airlines that faithfully fulfill their obligation to care and imposed penalties on the contrary.
