이 연구는 항만교통정보센터의 시스템 확충 및 연안 선박교통관리제도의 도입에는 많은 비용이 소요되기 때문에 비용과 편익을 비교하여 타당성을 조사하고자 한다. 따라서 비용과 편익을 분석하는데 중요한 기초자료가 되는 사고예방효과를 추정하고자 한다. 추정의 방법은 거제해역에서 발생한 해양사고를 분석하여 원인요소를 도출한 후 이를 설문문항으로 구성하여 항만교통정보센터의 운영요원을 대상으로 설문을 실시한다. 연안 선박교통관리제도의 도입에 의한 사고예방효과는 충돌사고에서 55.572%, 좌초사고에서 51.667%로 추정되었다. 또한 인적요소와 환경요소에 의한 효과는 높지만 기술적 요소에 의한 효과는 미미한 것으로 분석되었다.
The objective of this study is to develop accident scenario models for the risk assessment of railway casualty accidents. To develop these scenario models, hazardous events and hazardous factors were identified by gathering various accident reports and information. Then, the accident scenario models were built up. Each accident scenario model consists of an occurrence scenario model and a progress scenario model. The occurrence scenario refers to the occurrence process of the event before the hazardous event. The progress scenario means the progress process of the event after the hazardous event. To manage a large amount of accident/incident data and scenarios, a railway accident analysis information system was developed using railway accident scenario models. To test the feasibility of the developed scenario models, more than 800 domestic railway casualty accidents that occurred in 2004 and 2005 were investigated and quantitative and qualitative analyses were performed using the developed information system.
해상교통환경의 위험도를 평가하기 위한 기술로는 대표적으로 FSA, PAWSA, IWRAP 등이 있으며, 이러한 기술의 개발을 위해서는 해상교통환경에 적합한 위험요소를 선정하고 이에 대한 평가기준이 마련되어야 한다. 기존 기술에서 위험도는 사고의 출현빈도와 이로 인한 영향의 곱으로 정의되어 이에 따라 사고의 출현빈도 및 영향에 해당되는 위험요소들이 각각 구분되어 선정되고 있었다. 그러나, 본 연구는 각 위험요소에 요소별 출현빈도와 영향을 포함하여 이들의 합으로 위험도를 정의함으로써 기존 기술에서 사고의 영향에 해당되었던 위험요소들을 제외하는 한편, 위험요소 분류체계에 관한 기존 연구의 사례 검토를 통하여 위험도를 구성하는 위험요소를 20가지로 추출한 후 유사한 성격에 따라 5가지 카테고리로 분류하였다. 또한, 선정된 각 위험요소에 대하여 관련 통계자료 등을 이용 실용적으로 용이하게 평가할 수 있는 기준을 제시하여, 향후 국내 해상교통환경에 적합한 위험도 평가모델의 개발을 위한 기초를 마련하였다.

This research is based on the information compiled on the occurrence of maritime casualties onboard ships registered under Central American Region (CAR) flag States. Due to nonexistence of writing reports in anyone of the countries that are integrating this Region, the information was compiled by the author through personal communication with the people involved in the casualties. The information was compiled by typing up the text and digitizing on the computer for the respective data base. For each casualty occurred, the following information was compiled, date and type of the casualty, position of the ship at the time of the casualty, dimension of the ship, number of people affected by the casualty, and cause and consequences of the casualty. Based on the number of people affected (death and disappear) by the casualties occurred was calculated the mortality rate by 100,000 persons and then compared with the Japanese mortality rate. Furthermore were analyzed the CAR maritime authorities competences and then were compared to that the Japanese counter part. In addition, the implementation rate of the International Maritime Organization (IMO) and International Labor Organization (ILO) conventions ratified by the CAR countries were analyzed. The objective of this research was to compiled and analyze the occurrences of maritime casualties happened on board the ships registered under the CAR Flag States, in order to determine the causes of these accidents. The results of the analysis enable us to better understand of the maritime safety situation of the ships that are registered under the CAR flag States. In order to reduce the occurrence of maritime casualties are proposed a series of measures based on the differences found then the comparison between CAR and Japan. Based on the results of this research, is possible to conclude that the inaccessibility of atmospheric information and the lack of safety measures onboard has been the main cause of the maritime casualties happened in the Pacific side of the CAR.
For telecommunication system construction to minimize the casualty of fisher, we investigated the usability of TRS communication system and performance of GPS automatic position transmitter (APT) which can be utilized for the survival, search and rescue of the victims. The trial experiments were conducted at sea with TRS and CDMA in the East, West and South Sea of Korea from October to December. As a result, the usability of the TRS as an emergency communication system device was verified since it provided stable position and voice information to the boundary of 50km far from the coast. Therefore the system is expected to contribute to minimization of victims.
해상을 운항하는 선박들은 충돌, 좌초, 침몰, 전복 및 조난 등의 위험에 노출되어 있으므로항행 중에 발생할 수 있는 여러 가지 해양사고의 요인을 살펴보고 방지 대책을 생각해 보았다. 일단 해상에서 사고가 발생할 경우 신속하고 효율적인 구조를 위해 유관기관 사이에 일원화된 지휘체계가 필요하다. 또한 해양사고의예방을 위해서는 선원들에 대한 안전교육을 강화하고 안전한 항행을 위한 항행여건을 개선하는 것이 중요하다.
This report represents analysis of the maritime casualty in terms of Bridge Resource Management. We evaluate the attitudes and knowledge of bridge officer regarding human factors issues that have been identified as causal to mishaps in high-risk situations. So to reduce human errors our goal is to establish effective officer resource management (ORM) program which is based on all subjects for cadets in IMO model course. In harmonization with STCW(The International Convention on Standards of training, Certification and Watch-keeping for Seafarers), as the result, the curriculumss in the maritime education institutions is surveyed to improve our education system and then reduce the human errors by mariners at sea.

Earlier studies indicated clearly that information obtained from conventional statistics cannot provide guidance on detailed casualty analysis. Much more is needed if casualty statistics are to play a proficient and vigorous role in encouraging safety. Specific difficulties originate from making the causal relationships clear. Fault tree analysis and symbolic modeling of functional block diagram are an efficient aid in safety analysis so that these methods are generally used in other industries. This paper describes the application of these tools in shipping casualties and how to evaluate the relationships between different causes of ship casualties. Thesee methods are proved to be an efficient and useful tools to indicate the relationships between individual physical factors. The 2005 west off Fukuoka earthquake with Mjma 7.0 occurred in the vicinity of Fukuoka city with 1.4 million populations, which had been regarded as rather seismically inactive in Japan. The strong motion records by K-net indicated PGV of 64 cm/s in Fukuoka city and some condominium buildings sustained extensive non-structural damages. In this study, we conducted a questionnaire survey for residents of 8 condominium buildings located in the downtown area of Fukuoka city after the earthquake. The results indicate that damaged nonstructural walls and distorted doors disrupted evacuation route for many occupants, and furniture and content damage on upper floors became severer resulting in higher rates of human casualty. Earthquake preparedness for indoor safety was raised after the earthquake, though further safety measures can be advised. In the phase of post-earthquake emergency and restoration period, residents' management organizations play important roles, so that neighborhood activities to promote communication networks are important in urban environment with aging population.
Workers maintaining at the railroad trackside may collide with the train since they cannot recognize the train approaching because of the sensory block phenomenon occurred due to their long hours of continued monotonous maintenance work. To reduce these casualty accidents of maintenance workers working at the trackside of railroad, we developed the wireless communication-based safety equipment for preventing accidents. The motor-cars for maintaining trackside facility have unique operational patterns suitable for urban environment. The several mechanism for developed safety equipment are represented in this paper.
