  • This paper will look into the Main Substance and Some Problems of 24 hours Advance Cargo Manifest Declaration Rule, focuses on the Policy implication of Korea's and counter measures of our parties concerned about 24-hour advance vessel manifest rule. The 24-hour rule requires cargo owners to submit cargo manifest information to U.S. Customs 24 hours before vessel sailing from the final foreign port to a U.S. port. Cargo manifest information must be complete, accurate, and timely. As of February 2, 2003 manifest information can be submitted by paper or electronically. Cargo descriptions must be at a level of detail consistent with Harmonized Tariff Schedule (HTS) codes used by U.S. Customs. HTS codes are 10 digits. Electronic submissions are made via the Automated Manifest System (AMS) run by U.S. Customs.

  • By the rapid expansion of containerization and intermodel transportation in international shipping since the 1970's, the larger containerships have emerged and concentrated their calls at a limitted number of ports. Moreover, large-scale container terminals have been built to accommodate the ever-larger containerships, and the mordernization of terminal facilities and many developments in information technology etc. have been brought out. Thus, unlimited competition has been imposed on every terminal with neighbouring ports in Japan, Singapore, Hongkong and Taiwan etc. The purpose of this study is invested to suggest how the container terminal operators cope with unlimited competition between local or foreign terminals. The results are suggested as follows : First, transshipment cargoes, which the added value is high, is to be induced. Second, the function of storage is given on On-Dock Yard. Third. Berth Pool Operation System is introduced, especially in Gamman Container Terminal and Kwangyang Container Terminal. Fourth, the cargo handling charges is decided by terminal operator.

  • Container Freight Station(CFS), which would be located inside terminal or outside, plays the role of consolidating less than container load(LCL) cargo gathered from multi shippers and deconsolidating full container load cargo into individual consignment. When CFS is allocated inside terminal it muses several problem such as traffic gam around terminal, high social and logistics cost and deterioration of terminal condition. This study, therefore, tries to evaluate the location of CFS, inside and outside of terminal, with respect to the social and logistics costs.

  • The forecasting of container cargo volumes should be estimated correctly because it has a key roles on the establishment of port development planning, and the decision of port operating system. Container cargo volumes have a dynamic characteristics which was changed by effect of competitive ports. Accordingly forecasting was needed overall approach about competitive port's development, alternation and information. But, until now, traffic forecasting was not executed according to competitive situation, and that was accomplished at the point of unit port. Generally, considering the competition situation, simulation method was desirable at forecasting because system's scale was increased, and the influence power was intensified. In this paper, considering this situation, the objectives can be outlined as follows. 1) Structural model constructs by System dynamics method. 2) Structural simulation model develops according to modelling of competitive situation by expended SD method which included HEP(Hierarchical Fuzzy Process) And actually, effectiveness was verified according to proposed model to major port in northeast asia.

  • The demand for Less than Container Load (LCL) has been on the rise due to the growing need for various small-scale production items and the expansion of the e-commerce market. Consequently, more companies in the International Freight Forwarder are now handling LCL. Given the variety in cargo sizes and the diverse interests of stakeholders, there's a growing need for a container loading algorithm that optimizes space efficiency. However, due to the nature of the current situation in which a cargo loading plan is established in advance and delivered to the Container Freight Station (CFS), there is a limitation that variables that can be identified at industrial sites cannot be reflected in the loading plan. Therefore, this study proposes a container loading methodology that makes it easy to modify the loading plan at industrial sites. By allowing the characteristics of cargo and the status of the container to be considered, the requirements of the industrial site were reflected, and the three-dimensional space was manipulated into a two-dimensional planar layer to establish a loading plan to reduce time complexity. Through the methodology presented in this study, it is possible to increase the consistency of the quality of the container loading methodology and contribute to the automation of the loading plan.

A Study on the Optimal Combination of Berth and Crane in Container Terminal (컨테이너터미널 사용자비용을 최소로 하는 선석과 크레인의 최적구성에 관한 연구)

  • Recently, the traffic volume has been greatly increased partly because of high growth rate of domestic and world economy, and partly because of increased transhipment demand resulting from the destruction of Kobe port by earthqwake early this year. So, container facilities in Pusan Port are under serious congestion. The congestion costs in connection with container traffic in Pusan Port is estimated to be 29.3 billion won in 1994. In 1995 the situation is still worsening. PECT has continued to grow annually by 35% in cargo handling exceeding more than 31% of the total container volumes handled in Korea. The BOR of container berths in PECT in 1994 is 75% reflecting extreme congestion in container traffic. The reason for such serious congestion in PECT is the shortage of container handling facilities in comparison with ever-increasing cargo traffic. In order to solve the provisional problem, the shortage of handling capacity, a model developed to optimize the operation of PECT is described and demonstrated. The model minimizes total port costs, including the costs of dock labour, facilities and equipment, ship, containers, and cargo. The object of this study is, through the model results, mainly to determine the optimal combination of berths and cranes under various circumstances and to show that total costs per ship or unit of cargo served can be reduced by increasing the number of cranes per berth and berth utilization above present levels. Eventually, the results obtained with this model in PECT suggest that increase to 3 in the number of cranes per existing berth could reduce the need for major investments in berths and even reduce operating costs.

  • Most of monitoring systems in logistics industry have limitations on monitoring container information in real-time. And customers only could check information gathered from certain points through web browser. That is why it is very hard to take actions in advance when emergency situation has happened. But if customers could check information such as position and status of freight in real-time through their mobile devices, they could take prompt actions. So, in this study, mobile application based on mobile devices is developed to monitor position and status information of the container in real-time. Entire devices monitoring container in aspect of logistics security are handled by workers in the field. So it is strongly required to develop monitoring system operated in mobile devices. For that reason this study aims to develop mobile application in order to monitor information related to container security and safety in real-time.

  • A Container terminal is a physical link between the ocean and land modes of transport and a major component of the container physical distribution system. A number of projects to increase terminal productivity in the world were found to be tied directly to increasing the efficiency of the intermodal activities, that is, to improving the physical distribution process. This is an indication that the productivity of container terminal is being considered withing a system prospective. The purpose of this study is to establish a model of the container physical distribution system for Pusan port linked with 4 sub-systems including Navigational aids system, Cargo handling/transfer/storage system on dock, Off-dock CY system and In-land transport connection system. and to analyze the system. From this analysis, we found that the system had three bottlenecks on the container physical distribution process in Pusan port : a) cargo handling b) storage and c) inland transport, and showed a way to improve the system.

On the Evaluation of the dynamic Safety of the Ship's Cargo at Sea (항해중 선박 적재화물의 동적 안정성 평가에 관한 연구)

  • One of the most important missons that are imposed on merchant ship at sea is to accomplish the safe transportation of cargo loaded. Recently, a study on the seakeeping performance has been carried out on the development of evaluation system related to the synthetic safety of a ship at sea. The seakeeping performance is the ship's ability sailing at, and executing its misson against adverse environmental factors successfully and safely. Until now, however, there has not been any method of quantitative evaluation on the dynamic safety of the ship's cargo loaded. In this regards, this paper has introduced the evaluation method of dynamic safety of the ship's cargo. In order to evaluate the dynamic safety of cargo, the vertical and lateral acceleration which causes the collapse, racking and local structure failure of cargo was adopted as the evaluation factors in the ship's motions. The response amplitude of ship's motions in regular waves is manipulated by NSM (New Strip Method) on a given 2,700 TEU full container vessel under the wind forces of 7, 8 and 9 Beaufort scale. Each response of ship's motions induced by NSM was applied to short-crested irregular waves for stochastic process on evaluation factors and then vertical and lateral acceleration of each cargo was compared with significant amplitude of each acceleration. A representative dangerous factor was determined by comparing permissible values of stacking and racking forces occurred typically to the vertical and transverse directions with the container strength required on ISO 1496 at the positions of forecastle, poop and ship's midship respectively. Through the occurrence probability of the determined factor by Rayleigh's probability density function, the dangerousness which limits loads on container's side wall as an evaluation was applied in judging of the danger of the ship's cargo loaded.

  • Over 80% of Korea's cargo transport relies on public roads. Such over-reliance has created a range of social problems including environmental damage. Korea thus faces an urgent need to establish an alternative mode of cargo transportation. In view of the changing international logistics environment, railway is clearly a superior mode of transport. The prerequisite task today for Korea is to enhance the competitiveness of inland railway by switching to railway and spurring new demand for cargo. This study examines inland railway cargo transport from the demand perspective. Specifically, through the use of a survey, the study identifies key factors influencing the decisions of container shippers regarding the use of railway for cargo transport. The survey responses were statistically tested using Smart PLS structural equation modeling. The results indicate that attitude toward railway use had the strongest influence on choice, while the key variable affecting attitude formation was cost.
