Big Deal, Open Access, Google Scholar and the Subscription of Electronic Scholarly Contents at University Libraries (빅딜, 오픈액세스, 구글학술검색과 대학도서관의 전자학술정보구독)

  • The dominant model of acquiring scholarly contents at academic libraries is so called big deal where libraries subscribe to a bundle of hundreds, if not thousands of journals in a multi-year contract with fixed annual rate increase. The bid deal, started in the mid-1990s, offered a number of advantages for academic libraries and their users. However, escalating prices for these packages have become a serious issue casting doubts about the sustainability of the subscription-based model. At the moment, it appears there is no viable alternative other than pay-per-view method that is being tested at some libraries. Libraries' budget situation will remain a key factor that might change the situation. Open access started in the 2000s as a vehicle to eliminate barriers to publishing and distributing peer-reviewed scholarly journal articles. Open access publishing is witnessing two-digit growth annually. Open access articles now occupy close to 20% of two major citation databases: Scopus and Web of Science. Google Scholar service, debuted in late 2004, is now a popular tool for discovering and accessing scholarly articles from a vast selection of journals around the world. There is a call for taking Google Scholar seriously as a potential replacement of library databases amid concerns regarding the quality of journals indexed, limited search capabilities vis-$\grave{a}$-vis library databases, and monopoly of public goods. Escalating budget problems, rapid growth of open access publishing and the emergence of powerful free tool, such as Google Scholar, need to be taken seriously as these forces might bring disruptive changes to the existing subscription-based model of scholarly contents at academic libraries.

  • In the first quarter of 2004, there were about 1 billion 348 million mobile phone users worldwide with a penetration rate of only 29%. Korea ranks among the highest in the use of mobile communication, having over 36 million mobile phone subscribers with a mobile phone penetration rate of 75% as of May 2004. Since the introduction of wireless Internet service in May 1999, the number of subscribers rose to 34.5 million with 95.3% of the total mobile phone subscribers using wireless Internet services in May 2004, largely due to continued investments by telecommunication service providers, improvement of mobile handsets (color and digital camera phones) and implementation of policies on mobile number portability. In the Korean wireless Internet market, there are many user complaints since the service providers are competing with each other through TV commercial sales and phone discounts rather than improving their call quality, services and billing systems. therefore there is a growing need to improve the billing systems through means such as the implementation of reasonable payment plans according to consumer use, development of a wireless Internet billing system that can predict the number of users and establishment of pricing standards for controlled data (head, tail, etc...) as well as menu information by testing the texts. multimedia, video and other types of content provided by the three major mobile communication companies. The purpose of this study is to promote wireless Internet services and protect user rights by proposing a reasonable way to improve the billing systems for wireless Internet services after conducting a comparative analysis of file size and billing data of each of the service providers through a verification test on a packet billing system for wireless Internet services.

A Study on Efficient Numbering Plan of Communication Networks (통신망의 효율적인 번호배분에 관한 연구)

  • Communication network numbers are used in classifying each kind of network, identifying the communication companies and choosing services that are supplied by the companies. In the present, a new numbering system is needed to distinguish a new additional communication network. However the present numbering system of domestic communication network has some problems such as exhaustion of network number, excessive local numbers, and so forth So, in this thesis we call the wire and the wireless telephone network, the pager network and the personal number as communication networks, and consider the present condition and problems of our country, Korea, and foreign countries. Then we propose the efficient numbering plan. Firstly, the present 10 numbering systems that are distributed, such as communication networking number $\ulcorner$01X$\lrcorner$ are diminished into 5 communication network numbers that have same quality. Secondly, subscriber numbers are united to 8 digit and 144 area codes are made into widened 5 area codes. Thirdly, the personal numbering services are cross-distributed by century. And we examine the technical convening plan and the legal converting plan and investigate expecting efficiency of proposed numbering system. If this numbering plan is executed, subscriber's number on communication networks are unified at 8 digits, 5 reserve numbers are secured in exhausted communication network number of $\ulcorner$01X$\lrcorner$, and they can distribute subscriber numbers over twice as much. In addition, number acceptability is enlarged from 237,600 thousands to 400,000 thousands. Personal number can be classified at not only century but also a decade. Accordingly, acceptable numbers are increased two folds enough to provide unification and population increase. We were able to confirm all the efficiencies.

  • We develop Open Innovation Analysis Method in the Patent analysis field and applies it to analyze Deagu-Gyung-buk Cases. After Chesbrough researches the open innovation situation about U. S. company Cases, many researchers began to study about Open Innovation of Companies. And Hippel participated in User Innovation research about Medical equipments and extreme sporting equipments. He pointed out that user innovation occurred new products. I call it User based Open Innovation. But the methods for Open Innovation are limited such as Case study, Survey analysis, and Quality study. So, we need to develop objective analysis method for open innovation of any firm. In this study, we want to develop new objective analysis method for open innovation and apply it to analyze rocal cases and global comparative studies. We will develop the Chesbrough's patent analysis method about open innovation.We apply this new open innovation analysis method to analyze medical equipment and fuel cell industries in Daegu and Gyung-buk Province. faembedded structure of the cooperative research network of innovation We also will apply this method to analyze Samsung and Nokia Mobile industry, and Hyundae and Toyota automobile industry.

The Big Data Analytics Regarding the Cadastral Resurvey News Articles

  • With the popularization of big data environment, big data have been highlighted as a key information strategy to establish national spatial data infrastructure for a scientific land policy and the extension of the creative economy. Especially interesting from our point of view is the cadastral information is a core national information source that forms the basis of spatial information that leads to people's daily life including the production and consumption of information related to real estate. The purpose of our paper is to suggest the scheme of big data analytics with respect to the articles of cadastral resurvey project in order to approach cadastral information in terms of spatial data integration. As specific research method, the TM (Text Mining) package from R was used to read various formats of news reports as texts, and nouns were extracted by using the KoNLP package. That is, we searched the main keywords regarding cadastral resurvey, performing extraction of compound noun and data mining analysis. And visualization of the results was presented. In addition, new reports related to cadastral resurvey between 2012 and 2014 were searched in newspapers, and nouns were extracted from the searched data for the data mining analysis of cadastral information. Furthermore, the approval rating, reliability, and improvement of rules were presented through correlation analyses among the extracted compound nouns. As a result of the correlation analysis among the most frequently used ones of the extracted nouns, five groups of data consisting of 133 keywords were generated. The most frequently appeared words were "cadastral resurvey," "civil complaint," "dispute," "cadastral survey," "lawsuit," "settlement," "mediation," "discrepant land," and "parcel." In Conclusions, the cadastral resurvey performed in some local governments has been proceeding smoothly as positive results. On the other hands, disputes from owner of land have been provoking a stream of complaints from parcel surveying for the cadastral resurvey. Through such keyword analysis, various public opinion and the types of civil complaints related to the cadastral resurvey project can be identified to prevent them through pre-emptive responses for direct call centre on the cadastral surveying, Electronic civil service and customer counseling, and high quality services about cadastral information can be provided. This study, therefore, provides a stepping stones for developing an account of big data analytics which is able to comprehensively examine and visualize a variety of news report and opinions in cadastral resurvey project promotion. Henceforth, this will contribute to establish the foundation for a framework of the information utilization, enabling scientific decision making with speediness and correctness.

Performance Evaluation of Scheduling Algorithm for VoIP under Data Traffic in LTE Networks (데이터 트래픽 중심의 LTE망에서 VoIP를 위한 스케줄링 알고리즘 성능 분석)

  • Recently, LTE is preparing to make a new leap forward LTE-A all over the world. As LTE privides high speed service, the role of mobile phones seems to change from voice to data service. According to Cisco, global mobile data traffic will increase nearly 11-fold between 2013 and 2018. Mobile video traffic will reach 75% by 2018 from 66% in 2013 in Korea. However, voice service is still the most important role of mobile phones. Thus, controllability of throughput and low BLER is indispensable for high-quality VoIP service among various type of traffic. Although the maximum AMR-WB, 23.85 Kbps is sufficient to a VoIP call, it is difficult for the LTE which can provide tens to hundreds of MB/s may not keep the certain level VoIP QoS especially in the cell-edge area. This paper proposes a new scheduling algorithm in order to improve VoIP performance after analyzing various scheduling algorithms. The proposal is the technology which applies more priority processing for VoIP than other applications in cell-edge area based on two-tier scheduling algorithm. The simulation result shows the improvement of VoIP performance in the view point of throughput and BLER.

  • There are two kind of system in hotel for evaluating management. the first is infra system, for example Front management system - reservation system, C/I, C/O system, POS system , web system, call center management -, Back office system, interface system, and so on which manage direct control for hotel, and next is strategic system, for example BSC , CS . which is supporting hotel management. The purpose of this study was to find using the Balanced Scorecard to evaluate hotel management perfomance. Management performance is based on productivity, quality, time, effect, and responsiveness. Hotel economic value is not equal visual asset which is measured financial value. It is include hotel brand, image, customers who have good loyalty, employees who give customers special service, and systems which was affected by internal process. In conclusion, innovation, growth, internal system process, empioyee and customer have effect hotel performance. Therefore hotel has to know non-financial performance which has positively relate to financial performance.

  • For agriculture is very highly dependent on climate and weather condistions, global warming seems to have a great impact on it, including its productivity, cultivation condition, product quality, and optimum cultivation location. In this study, we adopted geographical information system (GIS) in order to investigate the changes of Korea's cultivation area which are caused by global warming, especially with the examples of such tropical and sub-tropical fruits as lemon, fig, kiwi, orange, pomegranate, and mandarin. In terms of GIS techniques, we utilized the interpolate function for temperature changes, surface analysis function for slope, and raster calculator. Currently, these fruits's cultivation areas are in Jeju island and southern part of Korea. But these areas will be expanded according as our GIS model assumes $3^{\circ}C$ and $4.5^{\circ}$ increases of average and lowest temperature by the global warming in Korea. Optimum cultivation areas of these six fruits have two patterns; one is expansion and the other is belt shape shift. From the results of the study, we call for an urgent need of Korea government's policy and farmers' reasonable responses about global warming, which will be able to give more opportunities and better foods to Korea society in general.

  • Competitiveness of container ports has been traditionally evaluated by capability of individual ports to provide services to customers or their service quality. However, since container ports are connected by container shipping networks to varying degrees, the status of the ports in liner shipping service networks also determines competitiveness of the ports. Sometimes same ports may play different roles in different forms of shipping networks. Shipping network connections that formulate in container ports therefore have more significant impact on their performance than service capabilities they have. This study aims to explore how the shipping and port network has been structured and changed in the past and to examine the network characteristics of ports using Social Network Analysis(SNA). In this SNA study, nodes in the network are the ports-of-call of the liner shipping services and links in the network are connections realized by vessel movements, such that the liner shipping networks determine the port networks. This study, therefore, investigates the liner shipping networks and through its results demonstrates the network characteristics of the ports that are represented by the four centrality indices. This provides port authorities and terminal operating companies with managerial implications to enhance competitiveness from customers' perspectives.

Current Management Status of 'Day and Night Care Facilities' for Long-Term Care Insurance Benefit (노인장기요양보험 급여 주야간보호사업소의 운영현황)

  • This study was conducted to understand current management status of 'day and night care' facilities and to explore the related factors with rates of operation of them. The nationwide mailing survey was conducted with structured questionnaires from July, 14, 2010 to July, 28, 2010. The subjects were 277 facilities (response rate 24.5%). Regarding the types of operating, 79.1% of faculties was run by cooperation, and 17.8% and 3.6% for individuals and national/public institutes respectively. The average of operation rate was 70.15%. National/public institutes showed higher in the rate of operation(79.08%) than 72.49% of cooperations and 57.78% of individuals. The number of manpower was not nearly different by the types of operating bodies, but the number of nurse was significantly different among them. The national/public institutions had 1.07 nurses while individual institutions have only 0.08. We found that facilities run by national/public institutes and founded before 2008 years showed higher rate of operation. In case of providing regular monitoring and evaluation services, and music program for patients showed higher rate of operation. In addition, the number of managers, social workers, and nurses increase the rate of operation. We suggest that quality management and monitoring program for the facilities which run by individuals or established after 2008 years would be developed. We also call for development of programs for facilitating utilization of 'day and night care' facilities such as expanding the family support.
