  • Recently due to repeatedly occurrence of flood, a lot of Chinese cities accept new design criteria for their protective project Most of them calculated by a certain type of probability distribution. In order to meet the demand of development economy the return period of design criteria is changed more longer and longer even 1000years, but the data which the calculation dependent on is only about 30-40 years.   • It is widely known that untreated Combined Sewer Overflows (CSOs) that directly discharged from receiving water have a negative impact. Recent concerns on the CSO problem have produced several large scale constructions of treatment facilities, but the facilities are normally designed under empirical design criteria. In this study, several criteria for defining CSOs (e.g. determination of effective rainfall, sampling time, minimum duration of data used for rainfall-runoff simulation and so on) were investigated. Then this study suggested a standard methodology for the CSO calculation and support formalized standard on the design criteria for CSO facilities. Criteria decided for an effective rainfall was over 0.5 mm of total rainfall depth and at least 4 hours should be exist between two different events. An Antecedent dry weather period prior to storm event to satisfy the effective rainfall criteria was over 3 days. Sampling time for the rainfall-runoff model simulation was suggested as 1 hour. A duration of long-term simulation CSO overflow and frequency calculation should be at least recent 10 year data. A Management plan for the CSOs should be established under a phase-in of the plan. That should reflect site-specific conditions of different catchments, and formalized criteria for defining CSOs should be used to examine the management plans.

Application of surf-riding and broaching mode based on IMO second-generation intact stability criteria for previous ships

  • International Maritime Organization (IMO) have recently discussed the technical problems related to the second-generation intact stability criteria of ships. The second-generation intact stability criteria refer to five modes of vulnerability when the ship sailing in the ocean. In this study, we described a method to verify the criteria of the surf-riding/broaching. In case that Lv1 (Level 1) vulnerability criteria is not satisfied based on the relatively simple calculation using the Froude number (Fn), we presented the calculation procedure for the Lv2 (Level 2) criteria considering the hydrodynamics in waves. The results were reviewed based on the data for given previous ships. In absence of ship-specific data, a similar Lv2 result was confirmed by comparing the result obtained by calculating the added mass with the case where the added mass was 10% of the ship mass. This result will contribute to basic ship design process according to the IMO draft regulation.

  • The methods of the transportation plan evaluation have appearently been improved. Yet we are frequently confronted with many problems when we are trying to apply those various methods in practice. This paper aims at reviewing the major problems in the transportation plan evaluation and considering the way to resolve such kinds of problem. The selection of the evaluation criteria and the weighting systems between such criteria are the moat important things in the multi-criteria approaches. In this respect, this paper suggests some alternative evaluation criteria in consideration of the levels and the purpose of the plan. Also the increased capacities and new demands of generated trip are the main effects of the transportation investment. Nevertheless such significant effects have been neglected in the calculation of benefits due to the transportation investment in the past. Therefore this paper suggests that the surplus capacities and new demands of generated trip according to the alternative investment plans should be included in the calculation of benefits for the plan evaluation.

  • Purpose: The purpose of this study is to provide an effective construction project cost estimation tool for preparing a business plan of healthcare facilities which can be practically used for development projects. Methods: In order to provide a tool for calculating construction project costs, this study analyzed the Building and Related Laws, the Building Technology Promotion Laws, the Ministry of Land, Infrastructure and Transport notifications and directives, the Ministry of Trade, Industry and Energy notifications, the detailed guidelines of the Ministry of Strategy and Finance, the Building Service Industry Promotion Acts, various certification standards, actual project budget calculation cases, etc. with advices from related experts. Results: 1) Construction cost is classified into construction costs, architectural design costs, supervision costs, incidental costs, and each sub-element. In particular, since there are many incidental cost items, essential items to be reviewed during planning are derived and costs are calculated according to appropriate consideration criteria. 2) Criteria for Payment calculation mainly applies the construction cost rate method or the actual cost fixed amount method in consideration of the characteristics and scope of work. Implications: There are many calculation factors that need to be applied to the construction project cost. Therefore, it is necessary to organize the calculation process more clearly.

Development of a Computation Code for the Verification of the Vulnerability Criteria for Surf-riding and Broaching Mode of IMO Second-Generation Intact Stability Criteria (IMO 2세대 선박 복원성 기준에 따른 서프라이딩/ 브로칭 취약성 기준 검증을 위한 계산 코드 개발)

  • Recently, the Sub-Committee on SDC (Ship Design and Construction) of IMO have discussed actively the technical issues associated with the second-generation intact stability criteria of ships. Generally, second generation intact stability criteria refer to vulnerability five modes ship stability which occurs when the ship navigating in rough seas. As waves passes the ship, dynamic roll motion phenomenon will affect ship stability that may lead to capsizing. Multi-tiered approach for second generation of intact stability criteria of IMO instruments covers apply for all ships. Each ship is checked for vulnerability to pure loss of stability, parametric roll, and broaching/surf-riding phenomena using L1(level 1) vulnerability criteria. If a possible vulnerability is detected, then the L2(level 2) criteria is used, followed by direct stability assessment, if necessary. In this study, we propose a new method to verify the criteria of the surf-riding/broaching mode of small ships. In case, L1 vulnerability criteria is not satisfied based on the relatively simple calculation using the Froude number, we presented the calculation code for the L2 criteria considering the hydrodynamics in waves to perform the more complicated calculation. Then the vulnerability criteria were reviewed based on the data for a given ship. The value of C, which is the probability of the vulnerability criteria for surf-riding/broaching, was calculated. The criteria value C is considered in new approach method using the Froude-Krylov force and the diffraction force. The result shows lower values when considering both the Froude-rylov force and the diffraction force than with only the Froude-Krylov force was considered. This difference means that when dynamic roll motion of ship, more exact wave force needs considered for second generation intact stability criteria This result will contribute to basic ship design process according to the IMO Second-Generation Intact Stability Criteria.

  • This study applied the value of floor-area-ratio standard calculation method to case areas and analyzed them to overcome the limits of previous studies in calculation methods for area standards and land price (value) standard development rights. The results are presented as follows: First, criteria to select sending areas and receiving areas are needed. Second, calculation methods based on the value of floor-area-ratio standard can be widely used as standardized criteria in various areas. Third, for the connection of sending areas with receiving areas, the connections of 1:1, n:1, 1:n, and n:n are available and the location of possible dealing areas should be considered. Also, the choice of connecting unions that meet the purpose of TDR presented by local governments is available. Fourth, for Gwangju, as receiving areas downtown provide higher profits than previous renewal projects, the application of TDR is available. Application methods to overcome problems are presented as follows: First, criteria to select sending and receiving areas should be prepared and implemented in an order of priority. Second, in calculating development rights, methods based on the value of floor-area-ratio standard should be used. Third, the standards and principles of sending and receiving areas should be designated and possible dealing areas should not be limited.

  • The G-SEED encourages the installation of new and renewable energy facilities through assessments of the new and renewable energy installation rates. The government also regulates the installation rate of new and renewable energy facilities in the 'Project on new and renewable energy obligation in public installations'. The current criteria concerning the new and renewable energy facilities in the G-SEED are the result of an amendment made in July 2010. As over five years have passed since this amendment, the assessment criteria needs to be reenforced. To improve the current criteria, the calculation results of the installation rate of new and renewable energy facilities in the G-SEED were analyzed and compared to the corresponding calculation results of the 'Project on new and renewable energy obligation in public installations'. And an improved draft for the assessment criteria of the new and renewable energy facilities in the G-SEED was proposed.

  • Goods, services and construction works needed by central government entities, local government entities, and other public institutions are procured with national budget. For efficient budget execution, Article 9 Paragraph 1 of the Enforcement Decree of the Act on Contracts to Which the State is a Party (hereinafter "State Contract Act") provides for the criteria for determining estimated price. Sub-paragraph 2 of the paragraph provides for the "determination of estimated price by cost calculation". On this legal basis, pricing criteria for the determination of estimated price, based on the project purpose, are announced by responsible authorities. This study analyzes the pricing criteria for technology services and proposes a price calculation methodology that can ensure transparency, as a practical improvement for more rational and efficient budget execution in the public sector.

  • An effective method for calculating delay bounds of flows through flow aggregations and deaggregations is given. Based on this calculation, it is suggested a simple criteria for flow aggregation whether the aggregation will induce an increased delay bound. The criteria is evaluated in a few realistic scenarios.
