제주도 개발사업의 '선보전 후개발' 원칙 적용 사례분석 (A Case Study on the Application of 'Conservation First Development Later' Principle for the Development Projects in Jeju Area)

  • Jeju Special Self-Governing Province has the natural assets resulting in UNESCO World Biosphere Reserve, World Heritage Listed and World Geopark Certification, so the principle of 'Conservation First Development Later' has been set up for the vision of environmental policy to preserve these assets. This case study has been carried out to investigate the realization of the principle of 'Conservation First Development Later' for the development projects performed environmental impact assessment from 1994 to 2012 in Jeju Province, using geographic information systems(GIS). The Jeju Province has its own ordinance to consult and operate an environmental impact assessment(EIA) system. In particular, the conservation area, such as, Absolute/Relative Conservation Area and Underground Water, Ecosystem and View Conservation Zone, has been assigned and managed specially to conserve the natural environment. The 179 projects has been performed EIA for last 18 years in Jeju Province, and then the Absolute Conservation Area has been included in 22 projects and the Relative Conservation Area has been included in 34 projects. However, the 2 projects only have included the Absolute Conservation Area for 7 years after 2005. This result suggests that the application of the principle for the Absolute Conservation Area is strengthened gradually. On the other hand, the 17 projects and the 24 projects have included the Underground Water Conservation Zone assigned grade 1 and 2, respectively, and the number has been increasing after 2004. The results show that it needs to strengthen the application of the principle for this Zone. And the Ecosystem Conservation Zone assigned grade 1 and 2 have been included in 1 project and 9 projects, respectively. It is considered from this result that the principle is realized successfully for the Ecosystem Conservation Zone. In addition, it could be known that the principle is applied well for the View Conservation Zone, in this study.

자연보전권역 관련 제도개선 우선순위에 관한 연구 (Priority for the Improvement on Natural Conservation Zone system)

  • This study suggests that the system improvement priority of the Natural Conservation Zone of the Metropolitan Area Maintenance Planning Law, which was enacted for about 37 years. First of all, through the precedent research and the consultation meeting, the improvement plan was divided into the short term and the mid(or long) term. Important findings and implications are as follows. The short-term priority results were 'Improve water quality regulation', 'Strengthen individual location regulations of factories and induce multi-use plan position', and 'Improvement of waterfront area regulation', which were both critical and urgent. The mid-term(or Long-term) priority results were 'To integrate development and environmental duplication regulations', 'Abolition and unification of environmental laws', and 'Adjustment and resetting of natural conservation areas', which were both critical and urgent. On the other hand, 76.4% of the residents and 64.5% of the experts are concerned about the necessity of improvement of the Natural Conservation Zone system. Both residents and experts seem to be aware of the necessity. Opinions about Improvement and mitigation of regulations on Natural Conservation Zone that were constantly raised. In the past, there was a temporary and fragmented institutional mitigation of the government. However, with the rapid development of eco-friendly technologies since 2010, Our Country Conditions is in a transition period. This study has significant implications for the improvement and mitigation of metropolitan area regulations.

동북아 수역의 수산자원 보존관리 협력체제에 관한 연구 (A Study on International Cooperation System for Fisheries Resources Conservation & Management in the Northeast Asia)

  • This study is designed to propose the ways of the multilateral cooperation system for effective management of fisheries resources in the various overlapping zones established by bilateral fisheries agreements between Korea, China and Japan in North East Asia as semi-enclosed sea. It is necessary to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia because conservation & management of transboundary fish stocks could not be guaranted effectively by the management of fisheries resources in the area where piled up the current-fishing-pattern zone, as white zone and the various grey zone as middle zone, and the interim measures zone of bilateral fisheries agreements between Korea, China and Japan are piled up. Fisheries management in Korea, China and Japan by the bilateral fisheries agreements in North East Asia is faced with difficulties manage fisheries resources. International relationship on fisheries is maintained by bilateral fisheries agreements based on UNCLOS. However fisheries resources are over-exploited and the recovery of the fisheries resources is very slow because proper conservation and management of transboundary fish stocks which article 63(1) of UNCLOS defines have not prepared yet. Thus close cooperation among the coastal States for a proper conservation and management of transboundary fish stocks is necessary. Since the transboundary fish migrate within the EEZs of two or more coastal States, there is a need to manage the fish stocks in the region between Korea, China and Japan through a multi-lateral mechanism at ccircumference area of the current-fishing-pattern zone as white zone. Coastal States must guarantee sustainable maintenance of transboundary fish stocks through the regional cooperation for a proper conservation & management because one coastal State alone could not guarantee conservation and management of fish stocks. Thus there is a need to build multilateral fisheries cooperation between Korea, China and Japan in North East Asia. There are many successful instances including the Barents' sea for a proper conservation & management of transboundary fish stocks. The Barents' sea is one of the best research object to study the regional cooperation for a conservation & management of transboundary fish stocks in North East Asia. In conclusion, it is necessary to build a multilateral fisheries cooperation system between Korea, China and Japan in North East Asia to conserve and manage transboundary fish stocks effectively. It seems desirable that the range of the area to conserve and manage fish stocks should may be any partial area in the current-fishing-pattern zone and interim measures zone between Korea and China, Jeju middle zone between Korea and Japan, interim measures zone of bilateral fisheries agreements between China and Japan.

Marxan with Zones 적용을 통한 북한산국립공원 공원자연보존지구 재설정 방안 연구 (Re-establishment of Park Nature Conservation Area in Bukhansan (Mt.) National Park Using Marxan with Zones)

  • This study aimed to develop strategies to re-establish the Park Nature Conservation Area in Bukhansan National Park, reflecting landscape ecological value by using the zonation program Marxan with Zones. Planning unit was set by watershed, and the basic data were mapped, considering topographical and ecological values. Mapped indicators were analyzed with the application framework of Marxan with Zones by indexing some indicators. The zones divided into Park Nature Conservation Area (Zone A), Park Nature Environment Area I(Zone B) which is reflected on the concept of Potential Park Nature Conservation Area and Park Nature Environment Area II(Zone C). The best solution for each of the scenarios was fixed through the sensitiveness analysis. From these, the final solution was selected considering five criteria including area ratio of conservation area and grouping. Lastly, the final solution was verified in the overlapped analysis with recent zonation. According to the results, the number of watersheds was 77, with an average area of $1,007,481m^2$. In terms of basic mapping and indexation, the slope index and number of landscape resources for topographical property were average 0.22 and 38 places, respectively. Biotope index was average 0.69 and legally protected species was 14 species, reflecting ecological values. As the social and economic indicators, trail index was average 0.04, and the number of tour and management facilities was 43 places. Through the framework of Marxan with Zones, the best solution for scenario 1 which was set by the highest conservation criteria was selected as the final solution, and the area ratio of Park Nature Conservation Area and grouping was excellent. As the result of overlapped analysis, suggested zonation of the Park Nature Conservation was better than the recent zonation in the area raito (28.3%), biotope grade I(15.4%) and the distribution points (10 places) of legally protected species with verification of proper distribution of conservation features according to the zone.

DMZ의 축소된 공간 범위에 대한 연구 (A Study on the Reduced Spatial Extent of DMZ)

  • 정전협정으로 설치된 한반도 비무장지대(DMZ: Demilitarized Zone) 일대는 정치적 군사적 위상과 더불어 역사적 생태적 문화적으로 매우 중요한 지역으로 오늘날 국 내외 관심이 집중되고 있다. 이에 따라 DMZ를 대상으로 한 다양한 연구들이 활발히 진행되고 있는 현실이나, 정작 연구의 대상이 되는 DMZ 공간의 실제 범위에 대한 고민과 논의는 매우 미비한 실정이다. 따라서 본 연구는 서쪽의 임진강 하구에서 동쪽의 고성군 명호리에 이르는 DMZ의 정확한 범위를 제시하고자 수행되었으며, 연구를 진행한 결과 DMZ의 면적은 약 $570km^2$로 기존에 알려진 $992km^2$에서 현재 43% 감소한 것을 확인할 수 있었다. 한편, 155마일로 대변되는 군사분계선(MDL: Military Demarcation Line) 길이의 경우 현 상황에서의 정확한 실측은 불가능한 것으로 판단되었다.

생물다양성 보전을 위한 기후적응지역 설정 연구 -삵의 서식지를 중심으로- (Spatial Planning of Climate Adaptation Zone to Promote Climate Change Adaptation for Endangered Species)

  • This study attempts to facilitate climate change adaptation in conservation area by spatial planning of climate adaptation zone for endangered species. Spatial area is South Korea and select leopard cat (Prionailurus bengalensis) as a target species of this study. In order to specify the climate adaptation zone, firstly, Maximum entropy method (Maxent) was used to identify suitable habitat, and then core habitat was selected for leopard cat. Secondly, land use resistance index was evaluated and least cost distance was analyzed for target species. In this step we choose dispersal capacity of leopard cat to reflect species ecological characteristic. Finally, climate adaptation zone is described and adaptation measures are suggested. The presented approach could be generalized for application into conservation planning and restoration process. Furthermore, spatial planning of climate adaptation zone could increase heterogeneity of habitat and improve adaptive capacity of species and habitat itself.

일본 오이타현 우스키 마애불상군의 재질특성 및 손상도 평가 (Deterioration Evaluation and Material Characteristics of the Usuki Stone Buddha Statues in Oita, Japan)

  • 일본 오이타현에 위치한 우스키 마애불상군은 12~14세기에 걸쳐 조성된 것으로 알려져 있으며 총 60여개의 석불군으로 이루어진 일본의 대표적인 석조문화재이다. 이 불상군을 이루는 기반암은 아소-4 화산쇄설암 층군에 포함되는 암회색 응회암이다. 이 석불군의 호키 I군과 후루조노를 대상으로 훼손지도를 작성한 결과, 호키 I군에서는 균열 약 121개, 염풍화로 인한 박락 19%, 흑색변색 5%, 생물학적 훼손 51%로 나타났고, 후루조노는 균열 약 48개, 염풍화로 인한 박락 24%, 생물학적 훼손 41%로 산출되었다. 암반에 균열이 집중적으로 분포하는 호키 I군에서는 사면안정성 평가를 통해 전체적으로 평면, 전도 및 쐐기파괴의 가능성이 확인되었다. 또한 초음파속도 측정을 수행한 결과, 애염명왕(기반암)은 1,520~2,794(평균 2,298)m/s를 보였으며, 동종암석으로 교체된 아미타여래좌상의 대좌(신부재)는 3,242~4,141(평균 3,813)m/s로 측정되어, 이들은 약 1,600m/s의 물성차이를 보였다. 따라서 적용 가능한 범위 내에서 균열, 공동, 탈락, 마모 및 박리박락 부분에 대한 보존처리 및 보강이 우선적으로 시행되어야 할 것이다.

박물관 보존과학계 영역의 공간계획 지표에 관한 연구 (A Study on the Design Guidelines for the Spatial Planing of Conservation Area in Museums)

  • In general, collections in museum are kept in storage according to a preservation and administration program in long or short term, after conservators' conservation treatment. Museum activities related to conservation science are common to do before and after exhibitions. That is, the museum collections include a flow mechanism, which circulate a space in where conservation science related activity is carried on centering around its storage. The purpose of this study is to suggest the design guidelines of a conservation area in a museum. The results of this study as follows. First, to program space planning, conservation area of museum is divided into 4 kinds of zone. Second, space for relics unloading in basically includes 'unloading room', 'control room', 'worker room', 'unpacking room', and 'unloading tools storage' and considers to install 'outdoor arrangement space', etc. In case of space for making relics collections, 'arrangement room' and 'temporary storage' are separately planned in order to arrange and temporarily store relics taken in. Conservation analysis space should be divided into 2 kinds of zone, 'conservation analysis lab' for analysis of collection characters and 'restoration lab' for conservation treatment in the bigger museum. In case of large-scale museum, conservation treatment space is basically classified with characters of museum collections. And it considers installing 'waterlogged wood lab', 'painting clothes treatment lab', 'storage of treated relics' etc. Third, for 'the spaces for analysis treatment', must consider activity contents and sizes of the department for scientific conservation every museum, can classify in detail required space, and must review the space for relics settlement in construction.

비무장지대(DMZ) 자연유산 남북 공동협력의 의의와 과제 (South and North Korean Collaboration for Natural Heritage Conservation across Demilitarized Zone : Its Significance and Challenges)

  • 비무장지대(Demilitarized Zone : DMZ)는 군사분계선(Military Demarcation Line : MDL)을 경계로 남북으로 각각 2km씩을 비무장지대로 설정하기로 협정으로 정했지만 지난 65년 동안 무장이 가득한 지대로 유지되어왔다. 남쪽의 경우 민간인 통제선(Civilian Control Zone : CCZ) 이북 지역과 그 배후의 접경지역은 사람들의 출입이 오랫동안 제한되어 오히려 비무장지대보다 자연이 상대적으로 더 잘 보전되어왔다. 자연유산(natural heritage)은 자연생태계의 보호할 가치가 있는 생물과 그 서식지, 그리고 무생물 자원으로 정의된다. 비무장지대에서는 다양한 생물들과 습지를 비롯한 서식지와 지형들이 있음이 여러 조사를 통해 확인되고 있다. 비무장지대는 완벽하고 보전이 잘 되어 있는 서식 공간은 아니었다. 하지만 한반도에서 그만한 다양성과 규모를 가진 공간이 없고, 향후 관리 방향에 따라 복원이 가능한 최적의 장소로서 의의가 있다. 그러므로 비무장지대와 잘 보호된 일부 민통선 이북 지역을 포함한 그 일원의 서식지 유형(habitat type)을 파악하고 지도를 만들어 관리한다면 한반도에서 멸종 위기에 있는 종들이나 멸종한 종들을 서식하게 하는 최적 장소가 될 것이다. 이때 한강 하구와 동해의 석호(lagoon) 등을 포함하는 것이 필요하다. 비무장지대 일원의 조사와 보호 노력을 남북 공동으로 진행해야 하므로, 특히 비무장지대 내부를 남북 과학자와 국제 전문가를 포함하여 국제 과학조사를 추진하고 장기 계획을 세워 보전과 지속 가능한 이용 방안을 모색하는 것이 필요하다.

하천구역구분의 기준에 관한 연구 (Study on the Criterion of River Zones Classification)

  • 현재의 하천구역구분은 평가자의 주관에 의해 경험적으로 보전, 복원 및 친수지구로 구분되고 있다. 보전지구를 구분할 때에는 하천의 자연성을 대상으로 하기 때문에 대부분 기술자들의 결과가 일치하지만, 복원지역과 친수구역을 구분할 때에는 도시하천과 전원하천이 혼재하는 경우 그 구분의 기준을 정하기기 어려운 실정이다. 따라서 본 연구에서는 하천구역을 구분하기 위해 우선 보전지구 정비지구로 구분하고 정비지구를 다시 복원지구와 친수지구로 구분하고자 한 기존 연구(송주일과 윤세의, 2008)의 적용성을 확인하기 위하여 경기도지역을 중심으로 20개 도시하천의 46개 구간, 29개 전원하천의 47개 구간, 19개 산지하천의 48개 구간 등 총 141개 구간에 대하여 평가를 수행하였다. 본 연구의 결과는 하천구역구분에서 보전지구, 복원지구 또는 친수지구를 구분하는데 합리적임을 알 수 있었다. 정량화된 기준에 따라 하천을 보전, 복원 및 친수지구로 지정할 수 있는 가능성을 제시하였다.
