This study designed a research model to improve the service quality of a Construction Technology Digital Library System (CODIL), which is operated to enhance the technical competitiveness of construction and engineering companies. SERVQUAL, LibQUAL+, and DigiQUALTM are models for measuring the library service quality. This study examined the factors used in SERVQUAL, LibQUAL+, and DigiQUALTM to objectively select the measurement factors used in the research model. This study selected the factors that reflect the characteristics of CODIL among the factors investigated. Next, this study was conducted with a sample of CODIL members. The correlations between the independent variables and a dependent variable were analyzed, and the factors and influence of CODIL on the user satisfaction were examined. These results can be used as useful data to improve the service of digital libraries in other specialized fields.

Recently, with the implementation of the "e-Government Performance Management Guidelines," there is a growing demand for setting performance indicators for information systems. For systems that provide information services to the public, such as CODIL, it is not easy to set performance indicators. This study presented a research model that applies Monte Carlo simulation to set expected performance targets that can be achieved through CODIL based on objective evidence. Among the survey contents conducted from 2015 to 2023, the statistical characteristics of user satisfaction regarding the frequency of use of construction technology information provided by CODIL were designated as input variables. Future expected targets and confidence intervals from 2024 to 2026 were designated as outcome variables. The expected target value was measured by generating 5 simulation alternatives and 1,000 random numbers for each alternative. Next, the measured expected goals were interpreted and compared with the results of time series regression analysis measured in previous studies. Although, as in previous studies, the expected target value could not be predicted based on time series regression analysis that considers the correlation between years. However, compared to previous studies, this study can be considered a more accurate analysis result because it predicted the expected target value based on 5,000 input variables.

We have provided a variety of domestic construction technology related full-text services through the Construction Technology Digital Library system since 2001. CODIL is a system that services the database related to construction technology data. On the other hand, there is growing demand for DB every year, but the required budget is shrinking. Therefore, this study investigated the satisfaction to effectively service the construction technique-related full-text with a limited budget. The monetary value of full-text to express satisfaction with the quantified value was estimated using the Tobit model. The Tobit model is used as a contingent valuation method to estimate the value of non-market goods. This model is the limited dependent variable regression model to observations by censoring the limit of the left side or right side so that a biased outlier is not reflected in the willingness to pay. A survey was conducted by sampling 312 respondents. The mean, median, truncating the willingness of payment were calculated for the six types of the full-text services using the Tobit model. The statistically significant variables affecting the willingness to pay for the full-text services were identified. The mean value of per the full-text service was estimated to be 46,530 won. The significance of this study was to use the Tobit model to estimate the value of the construction technology-related full-text services for the first time in Korea.

건설기술정보시스템(CODIL)에서는 2016년부터 중소 중견 건설 및 엔지니어링 업체의 기술경쟁력 강화에 도움을 줄 수 있도록 건설기술정보 서비스 사이트에 대한 안내서비스를 제공하고 있다. 본 연구는 건설기술자에게 보다 유용한 정보서비스를 제공하기 위한 일환으로써, 선행연구사례의 조사, 분석을 통해 건설기술정보 서비스 사이트 안내서비스를 성공적으로 이끌어 내기 위한 평가영역과 평가항목을 분석하였다.

건설사업의 원가절감은 사용자 요구에 부합되는 기능과 품질을 확보하면서 가장 경제적인 방법으로 시설물을 구축하는 것으로 건설환경 변화에 따른 경쟁력 향상을 위해서는 체계적인 원가관리를 통한 원가절감이 필요하다. 국토교통부 소속 산하기관에서는 공공건설사업의 수행에 따라 설계의 경제성 등 검토, 공정관리 및 사업관리 등을 통해 공사비 절감에 대한 많은 노력을 기울이고 있다. 현재 설계단계에서 설계VE 결과정보는 공공발주기관 간에 상호 공유하고 있으나, 시공단계에서의 원가절감사례 정보에 대한 공유는 아직까지 부족한 실정이다. 공공건설사업의 수행시 유사 건설사업에 대한 원가절감사례 정보를 참조 활용할 수 있도록 단계별 정보시스템 구축 및 원가절감 사례 정보서비스 방안을 제시하였다. 향후 공공건설사업의 기획, 설계, 시공, 유지관리 등 생애주기별 원가절감사례 정보의 분석 및 서비스를 통해 보다 합리적인 의사결정과 공공건설사업의 투자 효율성을 제고할 수 있으리라 기대된다.
