70년대 이후 급속히 건설된 공동주택은 시간이 경과함에 따라 구조체와 시설이 노후화 되면서 유지관리 비용이 상승하였고 또한 경제성장에 따른 생활수준의 향상으로 인해 주거공간으로의 기능을 상실하게 되었다. 이러한 이유로 인해 공동주택 재건축 수요가 창출되었고 90년대를 기점으로 활성화되었다. 그러나, 사업시행주체인 조합임원의 대부분이 비전문인이기 때문에 사업시행에 않은 문제점들이 발생하게 되었다. 본 연구에서는 이러한 문제점들을 해결하기 위한 방안으로 재건축조합의 전반적인 업무를 대행하고, 공정하고 투명한 절차에. 의해 사업을 추진할 수 있도록 공동주택 재건축사업에 대한 CM의 적용방안을 모색하고자 하며, 특히 재건축사업 추진단계별 CM업무를 제시하고자 한다. 또한 향후 재건축사업의 CM적용시 현실적으로 활용 가능한 업무를 중심으로 제안하여 조합과 CM회사에서 이를 활용할 수 있도록 하였다.

The Korean government makes an effort to raise the competitive power of nation through CM activation in the construction industry. Since the first CM service was applied to the atomic power plant project in 1986, the number of CM contracts are continuously being increased and will be up to 20% by 2002 in public sector. However, the public projects had been executed without any procedure manual or standard guideline of CM services. Meanwhile the Ministry of Construction and Transportation issued $\ulcorner$CM Service Guide$\lrcorner$, but the guide shows an indefinite description in the responsibility, authority and scope of activity for the project participants. Therefore, it is required the procedures be improved and scope of activities be established for the project participants. This study was generated from the comparative analysis of $\ulcorner$Standard CM Services and Practice$\lrcorner$ Published by CMAA and domestic $\ulcorner$CM Service Guide$\lrcorner$ and the case of Incheon International Airport construction. The purpose of this study is to provide the fundamental data for an improvement in the procedures of project execution and the construction manager's activities/rolls shown on $\ulcorner$CM Service Guide$\lrcorner$

국내 건설투자가 점차 감소되는 환경 변화 속에서 해외 CM시장으로의 진출에 대한 중요성이 대두되고 있으며, 성공적인 CM시장의 진출 확대를 위해서는 건설사업 생애주기 관점에서의 CM 업무기능의 역량 강화가 요구된다. 본 연구에서는 CM산업 제도변화를 고찰하고, 생애주기별 CM업무 비중을 분석하였다. 분석 결과, 국내공공 CM사업은 시공단계에 업무 투입 노력이 78%이상 집중되어 시공전단계의 기술경쟁력 축적을 제도적으로 저해하고 있는 현실이다. 즉, 우리나라 CM기업이 해외시장 진출을 위한 생애주기관점에서의 기술 경쟁력 확보를 위해서는 CM기업 자체적인 역량 향상 노력도 중요하지만, 이에 못지않게 '인력배치 기준' 등에 대하여 유연성을 보장하는 제도적인 뒷받침이 필요하다. 이러한 배경에서, 본 연구에서는 '경직된 인력배치기준의 개선', '비합리적 CM대가기준의 개선', 'CM선정방식의 개선', '불합리한 업무범위 결정의 개선', '발주자 사업관리 역량 평가'와 같이 5가지 측면에서 우리나라 CM산업의 발전 및 해외시장 진출 확대 기반 마련을 위한 정책 및 제도 개선방안을 제시하였다.

For the sustainable development of the domestic construction project management field, each CM company should try to diversify in terms of service contract types and scope of work while having internationally competitive technical and service capabilities as follows. First, from the initiation of the service to the completion, the CMr should be able to establish and execute a plan to create specific outcomes. Second, CMr must have the capability to produce weekly or monthly cost, schedule, risk, and scope management reports. In addition, it should be possible to apply the cost plus sliding fee method or to systematically and continuously accumulate and process data generated during the construction process.

The execution of a construction project involves the engagement of many participants. Generally, the Authority uses CM to certify that the Work is built according to the contract documents. The CM work scope is expressed in the Construction Technology Management Act and its Regulation. The mandated and delegated CM services are limited to the construction period. If Contractor is required to repair a construction defect, the Contractor should bear the burden of the inspection service for the defect repair, because it is associated with him. Nevertheless, CM should submit a bond to provide the inspection and supervision service for the defect repair. These may result in conflict with each liability. Therefore, CM service in the law and regulation was investigated and analyzed in this study to classify the characteristics of CM contracts, and it was suggested that the CM liability for the inspection and supervision service for the defect repair should be reconsidered.

시범사업의 목적은 사업관리 수행계획에 따른 업무평가를 통하여 CM의 역할, 효과, 문제점 및 개선점을 도출함으로써 CM 활성화를 위한 제도개선과 모범적 CM사업의 후속발주를 유도하여 국내 건설산업의 선진화를 기하고자 시행되었다. 본 시범사업 사례발표에서는 건설교통부의 국내 CM활성화를 위한 일환으로 실시한 천안백석 2BL 건설공사 시범사업사례를 대상으로 수행계획서에 따른 업무분류 및 수행조직과 자 분야별 관리형태 및 수행성과를 기술하고 그 결과를 토대로 건설사업관리의 제도적, 기술적, 현실적 제반여건 등 문제점을 정리하여 건설사업관리의 기술적 발전방향 및 제도개선사항을 제시하고자 한다.

This study aims to construct a management system of road position information as part of the build-up to a maintenance and management system of highways. First, information on the positions of the roads were obtained by a real-time kinematic satellite surveying, and then the degree of accuracy was analyzed in comparison with the data of the existing design drawings. The linear coordinates of road center line obtained by using RTK GPS showed about 7.6-13.2cm errors in X and Y directions in the case of the national road No.2 section, and about 8.4-9.2cm errors in the case of local road No.1045 section. These errors were within the tolerance scope regulated by the TS survey, and could be practically used. In the case of vertical alignment, there were about 6.2cm errors in the Z direction in local road No.1045 section. Aerial photographs are normally used in producing numerical maps, and it can be practically used because the tolerance scope of the elevation control point is l0cm when the scale of aerial photographs is 1/1000. The management system of road position information, utilizing Object-Oriented Programming(OOP), was built having the data acquired in this way as the attribute data. The system developed in this way can enable us to spot the positions of road facilities, the target of management with ease, to easily update the data in case of changes in the positions of roads and road facilities, and to manage the positions of roads and road facilities more effectively.

This study is aimed to get clear model for CM fee level in public construction project. For the practical use and main target, CM for fee contract only is assessed and analysed. Cost estimate by percentage of total contract sum and method based on the historical construction data have significant deficiency. An regression model and probabilistic model are suggested with 9 independent variables. In the case of limited work scope, an element based floor area model is suggested and concluded with fish-bone scheme.

목 적: 양성자 치료는 DIPS (Digital Imaging Positioning System)를 이용하여 기준이 되는 DRR (Digital Reconstruction Radiography) 영상과 당일 치료 과정에서 얻은 X-ray 영상의 해부학적 구조를 비교하여 교정 값을 얻어 PPS (Patient Positioning System)를 교정 후 치료한다. PPS는 환자 셋업의 정확성을 위해 6방향(X축 Lateral, Y축 Longitudinal, Z축 Vertical, Rotation, Pitch, Roll)의 이동을 기반으로 움직인다. 따라서 DIPS의 교정 값과 PPS 움직임 구현성의 정확성 평가가 필요하다. 이에 자체 제작한 PPS QA 팬텀을 이용하여 PPS의 정확성을 평가하고자 한다. 대상 및 방법: 환자의 해부학적 구조를 대신 할 납 볼이 부착된 PPS QA 팬텀을 기준점에 셋업 한다. 임의의 수치 값으로 PPS 6 방향의 움직임을 만들어 PPS QA 팬텀을 이동시킨다. DIPS로 얻은 교정 값을 적용 후 기준점과 기준점으로 돌아온 PPS QA 팬텀과의 교정 값이 허용 범위 내에 들어오는지 평가한다. 결 과: 기준점에 위치한 PPS QA 팬텀의 X축, Y축, Z축의 3개의 좌표를 함께 1 cm에서 5 cm까지 1 cm씩 이동한 후 기준점과의 평균 교정 값은 PPS 6축에서 각각 0.04 cm, 0.026 cm, 0.022 cm, $0.22^{\circ}$, $0.24^{\circ}$, $0^{\circ}$이다. PPS QA 팬텀의 6방향의 이동 좌표계를 모두 1과 2만큼 이동 시켰을 때 평균 교정 값은 1 이동 시 0.06 cm, 0.01 cm, 0.02 cm, $0.1^{\circ}$, $0.3^{\circ}$, $0^{\circ}$이었고, 2만큼 이동 시에 0.02 cm, 0.04 cm, 0.01 cm, $0.3^{\circ}$, $0.5^{\circ}$, $0^{\circ}$이었다. 결 론: 교정 값을 평가한 결과 Lateral, Longitudinal, Vertical의 경우 허용 범위인 0.5 cm Rotation, Pitch, Roll의 경우 허용 범위 $1^{\circ}$ 안에 모두 들어오는 것을 알 수 있었다. 하지만 더욱 정확한 양성자 치료를 위해 DIPS의 이미지 질 개선과 DIPS 매칭 시스템의 발전 노력, 정기적인 장비 관리를 함으로써 현재 발생하는 기계적인 오차를 더욱 줄여나가야 하겠다.

일반적으로 건설사업관리는 발주자를 위한 방식과 시공자를 위한 방식으로 구분되고 있으나 현재 국내에서는 사업관리 기능을 포함한 감리를 중심으로 대부분의 프로젝트가 진행되고 있는 실정이다. 이로 인하여 사업참여자간의 업무관리가 복잡하고 감리자 및 건설사업관리자가 효율적인 사업관리업무를 수행하는데 어려움이 있다. 따라서 전문화되고 체계적인 사업관리절차를 포함한 통합사업관리시스템의 활용이 어느 때보다 절실히 요구된다. 본 연구에서는 전주월드컵경기장의 CM사례를 통해 현행 CM업무의 현장적용상의 문제점을 분석한 후 통합사업관리시스템과 CM의 발전방향을 구체적으로 제시하는 동시에 현장 CM에 대한 개념구축, CM업무 수행 지침서 작성 등의 현장 건설사업관리업무의 향후 발전방향을 제시하고자 한다.
