Identification of Core Competencies of Construction Managers (CM단장 핵심역량 발굴에 관한 연구)

  • As the construction management(CM) market has grown, so has the CM competition in the market place. Consequently, competent construction managers become a core part of CM firms' competitiveness. The objective of the study is to identify and discuss core competencies of construction mangers based on literature survey, Delphi Method and AHP. Among various competencies required for construction managers, skills for problem solving, trust and negotiation skills were identified as the crux of construction managers' competencies. A better understanding of construction managers' core competencies is very critical in terms of CM firms' training of construction managers and continuos self-improvement for construction managers.

  • Since the Construction Management(CM) was introduced into the Korea construction industry, the efforts for acceleration of CM adaption have been continued. The fact that an owner organization has the essential key to successful application of CM delivery method is true, but there has been no study on owner's organization. An owner should decide their organization type and measure their current needs for several different construction business functions for successful application of CM. After the needs of CM business functions are measured, the owner should reinforce their required business functions through strengthening their in-house capability or outsourcing. Thus, this paper defines four kinds of owner organization type and suggest the form for evaluation of owner's CM ability and analyze about needs of each type's CM capability through a survey.

A Study on the Factors for Strengthening Competitiveness of CM Projects based on Balanced Score Card (BSC기반 건설사업관리프로젝트 수주역량요인 연구)

  • In domestic construction industry, CM companies perform overall project management tasks such as planning, designing, construction management, evaluation, maintenance for construction projects. However, even with these tasks, as competition becomes more fierce and probability dependence is high, lots of CM companies are experiencing difficulties of securing and preparing indicators for order competence reinforcement. This study examines domestic business condition and task analysis. Also Competence factors are derived through institutional and legal investigation, and review of existing literature. The derived competence factors are focused on practical factors by interviewing with experts. competence factors for each type were classified into BSC's four perspectives(Finance / Customers / Internal processes / Learning and Growth) and surveyed. Based on the results of the survey, the priorities of competence factors that companies should focus on were derived. The purpose of this study is to contribute on making an indicator that can be utilized on business activities through priority analysis of competence factors for order competitiveness reinforcement of CM companies.

Establishing the Education Strategy in strengthening Construction Management's ability in Large-scaled Construction Company (대형시공사의 사업관리 역량 강화를 위한 교육 전략 수립에 관한 연구)

  • It is related to launch the CM market and to increase the profit and entire ability in company that is enforcing the ability of construction management in large-scaled construction company. According to the CM market in U.S, CM market is increased with competing to the companies, that is E&C, general contractor, design firm, specialized CM firm. Also domestic market is similar to US market. In this situation, large-scaled construction companies are filled with construction management ability for competing with foreign companies and domestic CM firms. This paper suggests how to enforce the construction management ability through education, and shows the detailed education strategy considered the fields, divisions and positions.

How to Improve the Competency of Agency CM Companies to Conduct the CM at Risk Projects? (용역형 CM사가 책임형 CM 프로젝트를 수행하기 위해 필요한 역량)

  • As the CM at Risk market grows recently, designers and CM companies that have been performing agency CM services have been showing their interests to participate in the CM at Risk projects. With the assumption that agency CM companies with a lot of experiences and know-how in the field of construction project management have created the circumstances to enter the CM at Risk market, this study investigates the competencies necessary for the agency CM companies to carry out the CM at Risk projects. The compentencies to run the CM at Risk projects were identified based on the literature review. A survey was conducted to identify the competencies that need to be supplemented first. The survey results revealed that competency related to partner companies, finance and guarantee, risk and claim, and project cost were identified to have a higher level of complementation compared to other competencies. In addition, considering that the level of competency that need to be secured is high, as the level of holding of all competency is on average 76% of the required level, in the beginning, small-scale CM at Risk projects with relatively low risk are mainly carry out, strengthening competency and then increasing the scale is considered more appropriate strategy.

Developing a Project and Program Management Capability Assessment System for the Korean Construction Management Firms (국내 CM 기업의 프로젝트 및 프로그램 관리역량 평가를 위한 자가 역량 평가 시스템 개발)

  • Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.

An Analysis of Capability of CM at Risk in Major Construction Company (국내 대형건설회사의 책임형 건설사업관리 역량분석)

  • For the purpose of analysing the capability (knowledge, experience, and ability) of CM at Risk in the major construction company in korea, this study performed questionnaire survey with experts in the companies. Based on the analysis of the survey, the study was found as follows. 1) It is needed to increase the capability of preconstruction services, such as project management plan/manual, contract documents, value engineering, alternative analysis, time management, and claim. 2) Despite of gap of the capability between the present and the future CM services, the study concluded that the capability is sufficient to perform CM at Risk project in the major construction company.

Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

Theoretical Exploration of a Process-centered Assessment Model for STEAM Competency Based on Learning Progressions (학습발달과정에 근거한 과정중심 STEAM 역량 평가 모델에 대한 이론적 탐색)

  • The goal of this research is to suggest a theoretical process-centered assessment model based on Learning Progressions of key competencies in the context of STEAM instructions. The "Process-Products Combined Module-type (P2CM) STEAM Assessment Model (P2CM STEAM Assessment Model, hereafter) can be used both as an instructional model and as an assesment model, applicable for various STEAM topics and instructional types. consists of 3 axes. The first X axis stands for 4C competencies that should be emphasized through STEAM instruction. The second Y axis stands for the types and the hierarchy of STEAM instructions. The third Z axis stands for the assessment standards based on LP. We also exemplified an assessment module combined creativity competency with creativity-based instruction based on . Based on the research results, we suggested elaboration of assessment models based on Korean LP research outcomes, development and supply of formative assessment models through field-based in-depth research, modification of formative assessment models with the participation of teacher communities and in-service teachers, and the necessity of further research on assessment models for tracking LP.

An Analysis of Perceptions by Road Construction Engineers on ICEC Framework at the Time of System Transition, from Responsibility Supervision to Construction Management(I) - Main Focus on ICEC Framework - (책임감리가 건설사업관리(CM)로 전환시 도입된 역량지수(ICEC)에 대한 도로건설기술자들의 인식 분석(I) - 역량지수 등급 체계를 중심으로 -)

  • The result of responsibility supervision system which has been enforced for the last twenty (20) years since January, 1994 is evaluated, and keeps an eye out the process of unification and absorption of the system into the construction management (CM). As a baseline data for this study, the grade framework of construction engineer's ICEC introduced with CM is summarized. In this manuscript, the questionaire survey for CM and ICEC was conducted toward the target group of road field construction engineers and analyzed the outcome of the respondents' answers. 50% of the respondents have answered positively for the question about converting responsibility supervision to CM. 48% of the respondents from construction works field have answered positively for converting responsibility supervision system to CM while 38% of the respondents from engineers of supervision field have answered positively, less positive than the answers from works field engineers. 46% of overall respondents have answered, however, to maintain the present system of 40%, 40% and 20% on the survey to the question asking the opinion on the ways of calculating ICEC to use the rates : 40% of career, 40% of qualification and 20% of academic achievements. However, it appeared that engineers who have comparative advantages with academic achievements and career, and engineers with lower grade qualification demanded higher rate for career.
