Recently, the acquisition environment of the Korean defense weapon system is emphasizing more the importance of cost analysis in terms of efficient execution for defense acquisition budget. While cost analysis, however, is emphasized in law and process, its infrastructures are still insufficient We have been using computerized cost models to obtain an estimate at early phase of project. But those models have been developed by foreign companies, and so they have many limitations when using in Korean defense environment. For this reason, it began to sympathize that we need the development of the Korean version cost estimation model suitable for our defense industry environment, and now many studies are proceeding. In this study, we suggest Cost Estimating Relationships(CERs) developing methodologies which is key logics of Korean version cost estimation model. Especially, we proposed a new CER's development process depending upon data characteristics such as, multicolinearity, outlier, small samples and heteroscedasticity. Also, we presented a case study for artillery weapon system using these methods we developed. We find that these CERs could be verified through theoretical methods.

In this study, the amount of waste resource that could be recovered was analyzed. The installation and operation costs of waste resource recovery for both single- and multi-regional facility were calculated, and compared with the costs of landfill to investigate the feasibility of them. RDF(Refuse Derived Fuel) process and resource recovery by incineration process were considered as waste resource recovery facility. And, the multi-regions for cost analysis were established on the basis of the proper generation rate of municipal waste with the consideration of combustible ratio. The study results showed that single region facility for both RDF and incineration process has no economic benefit, compared with the landfill method. For the multi-regional facility, RDF process could save a large cost than the landfill method, but the incineration facility couldn't. Separate from the economic benefits, the waste resource recovery should be importantly considered when considering the depletion of fossil fuel, global warming, environmental toxicity, and the enormous expenses due to social conflict and confuse. When the CDM(Clean Development Mechanism) is vitalized in the near future, the additional economic benefits by CERs(Certified Emission Reductions) could be expected. CERs for RDF facility is corresponding to about 256.5 billion won, and CERs for incineration facility is corresponding to about 54 and 77.4 billion won for single- and multi-regional facility, respectively.

The objectives of this study are to analyze the possibility of the landfill gas recycling for the middle and small scale landfills where the recycling facilities are not installed in Korea. It was found that the power generation plants by landfill gas were installed in domestic 15 landfills and the gas engine generation was adopted in 14 places. As the result of economic analysis, the landfill gas recycling is found to be available in 12 places and CERs of 153,693 $tCO_{2e}$ can be secured per year. Through the reduction of the air pollutants and VOCs, the social benefits of 730 million won accrue per year. Also, the power production of 18.8 GWh will substitute the crude oil imports of 4,048 TOE and the revenue of 2.49 billion won is expected to power trading. It is also found that the power generation plants by landfill gas will give the social benefits such as the reduction of the environmental problems and the substitution effect of crude oil imports.

Currently, cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as key decision points. Parametric cost estimating models have been used extensively to obtain appropriate cost estimates in early acquisition phase. However, they have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed in the U.S.A. environment. In order to obtain a good R&D cost estimate, developing our own CERs (Cost Estimation Relationships) using historical R&D data is essential. Nevertheless, there has been little research to develop our own CERs. In this research, we established a CER development process and found some cost drivers in the historical movement weapon system R&D data. The R&D CER is developed using the PCR(Principle Component Regression) method to remove multicollinearity among data and to overcome the restriction of the insufficient number of sample. At least, this research is meaningful as a first attempt in terms of defining the CER development process and obtaining our own R&D CER based on the historical data in Korean weapon system R&D environment.

Recently, Korea parliament legislated the Low Carbon Green Growth Act (April, 2012) and approved a bill (May, 2012) to start carbon emission trading system in 2015. It means that for the first time, government would regulate the amounts of carbon emission in private entities, and private entities should attain predefined emission reduction goals by implementing clean development mechanism (CDM) project or buy the Certified Emission Reductions (CERs) from the trading market to avoid penalty. Under these circumstances, it is not easy for them to determine when or how to implement the CDM project because the governmental energy policies about the level of governmental subsidies, periods for free emission allocation, etc. are still under discussion and the future price of the CERs is quite uncertain. Thus, this study presents a real-option based model to assess the financial viability of the CDM project which switches bunker-C oil to liquefied natural gas (LNG). The proposed model is expected to assist private entities in establishing the investment strategy for CDM project under uncertain government energy policies.
The acquisition cost of defense weapon system has been continuously increasing because of art-of-technology of it. This phenomenon requires efficiency and transparency in the weapon system acquisition process through cost estimation. Therefore cost estimation is very important to the government acquisition programs to support decisions about funding and to evaluate resource requirement as a key decision point. The Commercial parametric cost estimating models have been using extensively to obtain appropriate cost estimates in early acquisition phase. These models have many restrictions to ensure the cost estimating result in Korean defense environment because they are developed based on foreign R&D data. Also estimation results are different from Korean defense industry accounting system. So, some studies have been tried to develop a CER (Cost Estimation Relationship) based on the Korean historical data. However, there are some restrictions to improve the predictability and ensure the stability of the developed singular CERs which consider the following data characteristics individually. The the abnormal conditions of data that is multicollinearity, outlier and heteroscedasticity under rack of the number of observations. In this paper, a CER's Linear Combining Model is proposed to overcome those limitations which guarantee more accurate estimation (25.42% higher precision) than other singular CERs. At least, this study is meaningful as a first attempt to improve the predictability of CER with insufficient data. The methodology suggested in this study will be useful to develop a complex Korean version cost estimating model development in future.

Recently, the effort to reduce $CO_2$ emission concerning certified emission reductions (CERs) is progressing lively with the institute in the center through lifecycle. However, the technique for reduce $CO_2$ emission is the first stage yet and the technique is insufficient to calculate with accuracy it. Therefore, this study tries to develop the method to measure by actual time $CO_2$ emission of construction equipment using Zigbee sensor. To review the method that calculate $CO_2$ emission, have classified the impact factors that affect at $CO_2$ emission by IPCC guideline. It also has review the application of Zigbee sensor that use wireless data communication. The reviewed result get that the measuring objects are the $CO_2$ emssion, RPM and fuel consumption of equipment, there are needs to search the year of equipment, waiting time, kind of vehicle and fuel that affect to $CO_2$ emission.
본 연구에서는 수송부문 온실가스 저감 대책으로 수송용 바이오에탄올을 국내 수송시장에 도입한 형태에 대해 살펴보았다. 바이오에탄올의 경우 'Carbon Neutral' 한 특성에 따라 친환경연료로써의 이점이 크나 원재료를 수입해야하고, 또 정부정책방향에 따라 경제성이 좌우된다. 분석결과, E5를 도입하여 저감잠재량을 분석했을 때 기존 휘발유 수요전망보다 연간 15억 $CO_2kg/yr$ 정도의 감축이 가능한 것으로 나타난다. 비용분석 결과 현재 휘발유에 부과하는 규모와 같은 정도의 세금이 부과한 바이오에탄올 공급가격은 1639.2원이다. 이는 휘발유 판매 가격인 1448.5에 비해 경쟁력이 없으나 바이오에탄올이 CDM 사업으로 인정받아 CERs 수익을 얻을 수 있는 경우의 공급가격은 1583.5원으로 배출권 수익을 포함하지 않았을 때보다 50원 정도의 추가 수익을 발생함을 확인하였다. 이는 바이오에탄올의 면세범위를 줄임으로써 납세자의 세금을 통한 사업자에 대한 과도한 지원을 지양할 수 있는 적정한 정부지원정책 방법으로 고려될 수 있을 것이다.
This study is intended to develop an economic feasibility methodology of A/R CDM projects based on two project cases in China and Vietnam and to evaluate the project profitability from the view point of credit type selection between temporary CER (tCER) and long term CER (lCER) as well as from the aspect of CER prices by using indicators IRR, the year in which a single year profit is achieved and the year in which the accumulated deficit is cleared. For A/R CDM projects of industrial plantations, tCER is more suitable than lCER. Profitability of A/R CDM projects depend on the price of wood and CERs. In the case that the project participants take responsibility for replacement of credits to make the price of their CERs at higher levels, thus the project may not be feasible as a CDM project. However, minimum required tCER prices without replacement are 11US$/t $CO_2$, thus the project may be feasible under the future carbon market scheme.

The human skin is an ecosystem that provides habitat to various microorganisms. These comprise the skin microbiome and provide numerous benefits in addition to maintaining a symbiotic relation with the host. Various metabolites generated by the skin microbiome exert beneficial effects such as strengthening the skin barrier, and anti-aging and anti-inflammatory functions. In this study, we isolated a novel bacterium, designated Sporichthyacae strain K-07, from the human skin. Analysis of 16S rRNA gene sequences showed that the newly found bacterium shares 93.4% homology with the genus Sporichthya, thus corroborating the discovery of a novel genus. We further analyzed the effect of the novel strain in vitro, by treating HaCaT cells with bacterial metabolite products. Treatment resulted in changes in the mRNA expression levels of filaggrin, claudin1, claudin4, SMase, CERS3, HAS3, aquaporin3, IL-6, TNF-${\alpha}$, TSLP, and TARC. Specifically, the levels of filaggrin, claudin1, claudin4, SMase, CERS3, HAS3, and aquaporin3 were higher in strain K-07 metabolite product-treated cells than in control cells. These results showed that metabolite products of the novel strain K-07 enhanced the skin barrier and exert anti-inflammatory effects. Therefore, these metabolite products could be potentially used for treatment of skin conditions.
