This paper discusses transformation of the US population census since 1990 and its future prospects by mentioning the 2000 census experience and the 2010 census plans. First, it examines the recommendations written for the 2000 census by the Committee on National Statistics, National Research Council, such as introduction of statistical estimation, response rate improvement, long form improvement, adjustment in differential undercount by race/ethnicity, alternative census methods, collection of small-area statistics in non-census years, and census frame enhancement, and describes how the US Supreme Court decision of 1998 led the Census Bureau to fail in conducting the US version of One Number Census which uses statistical estimation by matching actual enumerations from the Census main survey and post-enumeration survey. Second, it examines one key element of the 2010 U. S. census, say, the separation of long form from short form and describes the main features of American Community Survey, a rolling census which replaces long-form component of the traditional US "Decennial Census" Another element is MAF/TIGER Enhancement Program which aims to improve enumeration accuracy in the traditional short-form census and help the Census Bureau introduce a mobile computer system as part of high-tech census operation. In this paper, it is pointed out that the separation of long form from short form is not an accidental one which results from the US Supreme Court decision, but the Census Bureau at this time in 2008 worries about the accuracy of enumeration because it has failed to develop a mobile computer system and will have to canvass 115 million households by paper and pencil by hiring 600 thousand temporary census workers.

Census transform is one of the stereo vision methods which is robust to radiometric distortion and illuminance change. This paper proposes a hybrid census transform using the mini census transform and the generalized census transform concurrently. This method uses simplicity of mini census transform and noise feature of generalized census transform together. This paper performed stereo matching containing post processing to evaluate each methods. The result shows that hybrid census transform has similar performance to generalized census transform and mean value of calculation complexity between mini census transform and generalized census transform.

The purpose of this research is to define the problems of the Fisheries Census of Korea and to make better policies for improvement. In order to complete the purpose, the research team has firstly conducted a survey in the six regions to reinvestigate the yes or no for accuracy of the primary data related to the Fisheries Census. Moreover, the team has defined the problems of the Fisheries Census through conducting a survey for the experts and users of the fisheries statistics. Also, the team has derived the short/long term improvement of Fisheries Census through out this survey. This study has proposed that the name of census should be changed from the Fisheries Census to the Fishing Industry Census, the owners of distribution & processing companies, and their employees should be included in order to figure out the total size of the fishing industry and to plan right policies. In addition, the right information can evaluate the long-term planning for the fishing industry. The proposals from this study require a lot of changes on the Fisheries Census; so, it is impossible to adopt the proposals right from the Fisheries Census of 2015. Therefore, the changes should be adopted from the next Fisheries Census.

The paper aims to evaluate the quality of fisheries census statistic and to provide some desirable directions and improvements for the future fisheries census, conducted by the Government. For the quality diagnosis of fisheries census statistic, specific processes of fisheries census and statistical qualities of each dimension are surveyed and evaluated by a Government's practician, two external examiners and a research group. Results show that census design, data analysis and quality control are evaluated relatively low in specific processes, and accessibility and comparability are evaluated relatively lower than relevance, accuracy, timeliness and consistency in statistical qualities. For minimizing the sampling errors, the probability proportion method should be employed in sampling methods from currently simple sampling method. In addition, fisheries census statistic is desirable to include and compare with those of different countries for consumer oriented data system.

This work examines the delimitation of metropolitan areas in Canada, focusing on the Census Metropolitan Areas/Census Agglomerations(CMAs/CAs) that the Statistics Canada defines every Census year. The CMA/CA is built upon the functional-area method which is among the three approaches (i.e., density-based, land use-based, functional-area approaches) to the definition of an urban area. Importantly, the delimitation of a CMA/CA employs the Urban Area(UA) which the Statistics Canada defines via density-based and land use-based methods. In particular, the UA which has 10,000 or more residents is the urban core of a CMA/CA. Our examination of the CMA/CA in Canada also presents some points to be considered with regard to the delimitation of metropolitan areas in Korea which has yet to be implemented.
Even the importance and necessity of a basic national statistical survey, the population and housing census is facing with some practical difficulties such as higher survey cost, decrease of survey information and much longer survey period. As an alternative to the traditional census for tackling such difficulties, a rolling census has been introduced. The rolling census has some advantages such as improved timeliness with much more frequent data and evenly distributed survey cost over several years. On the contrary, the rolling census has also some disadvantages such as the lost of snapshot feature of the population and increasing risk of outside influence on field work. In this paper we reviewed the French rolling census and the American community survey as roiling surveys, and then investigated some factors like balanced sample selection, population update, synthetic estimation, and the operation of rolling survey, which are to be checked carefully in case of introducing a rolling census as an alternative to the current census.

Accurate household projections are essential for sectors such as housing supply and tax policy planning, given the rapid social changes like declining birthrates, an aging population, and a rise in single-person households that impact household size and type. Korea introduced its first register-based census in 2015, transitioning from five-year general survey-based approach to an annual administrative data-based census. This change in census allows for more frequent and effective capturing the rapid demographic shifts and trends. However, this change in census has caused challenges in future projection by the existing household projection model due to the rapid dynamics. This paper proposes a new household projection method, the N-point Modified Exponential Model (MEM), that accurately reflects register-based census data and mitigates the impact of rapid demographic changes, in three types: the Weighted N-point MEM, the Regression-based N-point MEM, and the Rolling Weighted N+point MEM. Using register-based census data from 2016 to 2020 to forecast household headship rates by age, household size, and household type to 2051, the N-point modified exponential model outperformed the existing model in both long- and short-term forecast accuracy, suggesting its suitability as a future household projection model for Korea.

Through the restoration, we can find that the register of houses, inhabitants and their ancestry, which is in the Sunsung Kim family registers, was fundamentally the census register of Kim Roe including more ancestry transformed into the lists of house, inhabitants and their ancestry of Kim Roe, Kim Bang-Seek, Kim Sung-Sae and Kim Hee-Bo. And we can find also the original forms were considerably damaged. That is, in the course of transformation, considerable parts of the contents of ancestry were not needed, so they were removed, the recordings of brotherandsisters, sons and their servants were also removed. By comparing of the restored census register of Kim Roe and the Sunsung Kim family registers, we can know the fact that when they published the family registers, the contents of the founder to the ninth descendants were totally depended on the census register of Kim Roe. The Census Register of King Taejo of Choson Dynasty(National Treasure No. 131) which has been recorded almost same periods as the census register of Kim Roe was remained as an original state. Therefore, it was greatly helpful for restoring the census register of Kim Roe. There were few materials which we can know the way of ordinary life in Koryo period. But through the census register of Kim Roe and the census Register of King Taejo of Choson Dynasty, we have a glimpse of their life history. Nevertheless we can find some demerits in the census register of Kim Roe as followers : First, it is not an original but a transformed one, while the Census Register of King Taejo of Choson Dynasty is first materials. Second, it was recorded the only one family. Finally, it was omitted the parts of his brotherandsisters, children and servants who lived with their master. According to these demerits its worth of materials for history will be descended more or less. Therefore, when we use this material, we should treat it more considerably.
The main purpose of this paper is to analyze sex and age composition of the 1994 North Korean census data. First this paper describes the background information concerning the first population census ever taken in North Korea since the separation of the North and South. It utilizes the available data to explain the trend and current population status of North Korea. The focus of this research is to point out and analyze the problems in the sex and age composition of the North Korean census data. One of the most striking characteristics of the census data is that an enormous portion of the young male population was excluded from the census counts. Such omissions are strongly suggested by a incredible drop in sex ratios for the age groups of 16 to 25. In addition, the total sum of the population by age groups turns out to be substantially smaller than the total sum of the population by geographical regions. The total discrepancy amounts to 691 thousand. Along with sex ratios and age ratios, Myers indices, UN age-sex accuracy indices, indices of relative difference, and indices of dissimilarity are calculated to analyze the characteristics and accuracy of sex and age composition in the North Korean census data. Finally, this paper readjusts the sex and age composition of the 1994 census data, and attempts to produce a more accurate population of North Korea.

The purpose of this study is to find out the ways to supplement the Census, the digital maps, and their integration in comparison with the U.S. Census and the TIGER file and in light of their usefulness for urban and environmental analysis in Korea. Recommendations in this study are: (1) to include questions on household income and housing price in the Census, (2) to implement a 1~5% sampling survey similar to PUMS in the U.S. Census, (3) to make the Census Tract as a minimum size unit of analysis through subdivision of current Eup, Myon, and Dong into 5~10 smaller units, and (4) to utilize the 1:5,000 scale digital maps completed by the Korea National Geographic Institute for the fast and efficient activation of digital maps instead of producing 1:1,000 or 1:1,200 scale digital maps through each city's effort.
