  • 교토의정서의 발효로 인해 전세계적으로 온실가스 감축 활동이 활발하게 진행되고 있으며, 국내 산업계 또한 온실가스 저감을 피할 수 없게 되었다. 특히 교토의정서 이행을 위해 도입된 교토메카니즘 가운데 개발도상국의 온실가스 감축 활동을 위해 CDM 사업이 활성화되고 있으며, 개발도상국인 우리나라도 참여할 수 있기 때문에 국내 기업 및 정부의 관심이 높아지고 있다. 그러나 CDM 사업을 수행하기 위해서는 적용 가능한 CDM 사업 방법론이 필요하며, 방법론이 없을 경우 CDM 사업 방법론을 개발하여야 한다. 방법론에는 베이스라인, 추가성, 배출 감축량 등에 대한 구체적인 방법이 제시되어야 하고 사업의 타당성 확인 및 검증을 위해 방법론을 정확히 이해해야 한다. 따라서 본 CDM 사업 방법론 연구를 통해 CDM 사업 수행 및 방법론 개발을 위해 필요한 주요 항목에 대한 이해를 돕고 국내 CDM 사업의 활성화를 도모하고자 한다.

  • Projects applying the CDM methodology AM0035 of the $SF_6$ Emission Reductions in Electrical Grids should provide direct monitoring of all the key parameters that are related to estimation of baseline and project emissions including detailed explanations of key operating conditions and procedures, and an explanation addressing uncertainty as the result of EB meeting 41. Through this study, recovery ratio during maintenance, purity of $SF_6$ before and after disposal, replacing, loss rate of $SF_6$ before and after reclamation, leakage emission from electricity consumption and fossil fuel combustion, considered conservatively the key parameter of various monitoring. Consequently, confirmed the reduction in the amount of reduction due to the baseline emission decrease, project emission increase.

  • Transport sector takes charge of about 20 percent of energy consumption and GHG(Green House Gas) emission in Korea. One of the efficient strategy of reducing GHG is introducing CDM(Clean Development Mechanism), which is one of GHG reduction systems in Kyoto Protocol. Nowadays many tries have done to regist transport policies as CDM in transport sector, however, a lot of things should be investigated to regist CDM in advance. The aim of this paper is assessment of CDM possibility in transport sector. First of all, we review steps and criteria to CDM registration, and select 4 CDM possibility assessment index in transport sector: as follows additionality, methodology, emission calculation, and monitoring. Also, we analyze registed projects and methodologies in transport sector. To assess CDM possibility in transport sector, quantitative and qualitative assessments are carried out in this study. 18 transport policies are categorized as 4 groups and possibility of 18 transport policies are examined. Several policies can reduce GHG, however, they are not fit to regist as a CDM. On the contrary many transport policies have possibility to regist. In addition, we have done questionnaire survey, 'fuel change' policies have high possibility to CDM. However transport policies related to haman activity, like as TOD, have lower possibility. As a result, we can find that enough CDM possibility assessment should be carried out before CDM registration in transport sector.

A Study on Greenhouse Gas Removals Estimation of a Small Scale Afforestation/reforestation CDM Pilot Project in Goseong, Gangwon Province (강원도 고성군 소규모 신규조림/재조림 CDM 시범사업의 온실가스 감축량 산정 연구)

  • Afforestation/reforestation (A/R) clean development mechanism (CDM) is the only forestry-based activities allowed under the Kyoto protocol. This study was conducted to develop a methodology to estimate greenhouse gas (GHG) removals of a small scale A/R CDM pilot project in Goseong, Gangwon Province, Korea. AR-AMS0001 was applied as a methodology and selected tree species were Pinus koraiensis, Larix kaempferi, and Betula platyphylla for total area of 75.0 ha. To improve the accuracy on the GHG removals estimation, selection of the baseline scenario and carbon pools and stratification of the project site were conducted. Based on the developed methodology, net anthropogenic GHG removals were estimated as actual net GHG removals, subtracted by baseline net greenhouse gas removals and leakage. As a result, anthropogenic GHG removals of the project were 12,415 ton $CO_2-e$ and 165.5 ton $CO_2-e/ha$. This project is the first A/R CDM in domestic site and could enhance the technical accuracy of the GHG removals estimation by using countryspecific data reflecting the site condition.

  • 교토의정서(Kyoto Protocol)의 발효로 전 세계적으로 에너지절약형 산업구조로의 전환 및 신재생에너지 개발 등의 온실가스 감축을 위한 노력이 활발하게 진행되고 있으며, 우리나라 또한 온실가스 저감을 피할 수 없게 되었다. 특히 선진국(Annex I)의 구속력 있는 감축목표를 규정하고 있는 교토의정서의 의무이행에 유연성을 부가하기 위해 교토메카니즘이 채택되었다. 교토 메카니즘은 CDM(Clean Development Mechanism), JI(Joint Implementation), ET(Emission Trading)로 이루어져 있으며, 이 가운데 CDM 사업은 선진국(Annex I)과 개발도상국 non-Annex I)간 공동 협력 사업으로 non-Annex I 국가인 우리나라가 참여할 수 있기 때문에 국내 기업 및 정부의 관심이 높아지고 있다. 이러한 CDM 사업을 수행하기 위해서는 적용 가능한 CDM 사업 방법론이 필요하며, 방법론이 없을 경우 CDM 사업 방법론을 개발하여야 한다. CDM사업 방법론에는 레이스라인, 추가성, 배출 감축량, 모니터링 등에 대한 구체적인 방법이 제시되어야 하고 사업 수행자는 사업의 타당성 확인 및 검증을 위해 방법론을 정확히 이해해야 한다. 따라서 본 CDM사업 방법론 연구를 통해 CDM사업 수행 및 방법론 개발을 위한 주요 항목의 이해를 돕고 국내 CDM 사업의 활성화를 도모하고자 한다.

Which CDM methodology is the best option? A case study of CDM business on S-Water treatment plant

  • Clean development mechanism (CDM) validity study was conducted to suggest better and more adaptable CDM scenario on water treatment plant (WTP). Potential four scenarios for CDM project; improvement of intake pumping efficiency, hydro power plant construction, solar panel construction and system optimization of mechanical mixing process were evaluated on S-WTP in Korea. Net present value (NPV) of each scenario was estimated based on sensitivity analysis with the variable factors to investigate the CDM validity percentile. Hydro power plant construction was the best option for CDM business with 97.76% validity and $1,127,069 mean profit by 9,813 $tonsCO_2e$/yr reduction. CDM validity on improvement of intake pumping efficiency was 90.2% with $124,305 mean profit by huge amount of $CO_2$ mitigation (10,347 $tonsCO_2e$/yr). System optimization of mechanical mixing process reduced 15% of energy consumption (3,184 $tonsCO_2e$/yr) and its CDM validity and mean profit was 77.25% and $23,942, respectively. Solar panel construction could make the effect of 14,094 $tonsCO_2$ mitigation annually and its CDM validity and mean profit was 64.68% and $228,487, respectively.

  • The purpose of this study is to analyze the green-house gas emission reduction of the pump scheduling system applied to the water-supply facilities in all objectivity with AMS-II.C/Version 13 in CDM methodology. To calculate the baseline and project emission in Paldang Pumping Station (III) the data about water flow, water level, electricity consumption, etc. before and after the implementation of project was used. This study considers internal facility (mostly for lighting) electricity consumption and grid loss in order to get more accurate emission reductions. The methodology used in this study will be able to apply to different energy improvement techniques to calculate emission reductions in water supply facilities.

The Case and Implications of Terminology Mapping for Development of Dankook University Hospital EHR-Based MOA CDM (단국대학교병원 EHR 기반 MOA CDM 구축을 위한 용어 매핑 사례와 시사점)

  • Purposes: The Common Data Model(CDM) is very important for multi-institutional research. There are various domestic and international CDM construction cases to actively utilize it. In order to construct a CDM, different terms from each institution must be mapped to standard terms. Therefore, we intend to derive the importance and major issues of terminology mapping and propose a solution in CDM construction. Methodology/Approach: This study conducted terminology mapping between Electronic Health Record(EHR) and MOA CDM for constructing Medical Record Observation & Assessment for Drug Safety(MOA) CDM at Dankook University Hospital in 2022. In the process of terminology mapping, a CDM standard terminology process and method were developed and terminology mapping was performed by applying this. The constructions of CDM mapping terms proceeded in the order of diagnosis, drug, measurement, and treatment_procedure. Findings: We developed mapping guideline for CDM construction and used this for mapping. A total of 670,993 EHR data from Dankook University Hospital(January 1, 2013 to December 31, 2021) were mapped. In the case of diagnosis terminology, 19,413 were completely mapped. Drug terminology mapped 92.1% of 2,795. Measurement terminology mapped 94.5% of 7,254 cases. Treatment and procedure were mapped to 2,181 cases, which are the number of mapping targets. Practical Implications: This study found the importance of constructing MOA CDM for drug side effect monitoring and developed terminology mapping guideline. Our results would be useful for all future researchers who are conducting terminology mapping when constructing CDM.

Predicting the success of CDM Registration for Hydropower Projects using Logistic Regression and CART (로그 회귀분석 및 CART를 활용한 수력사업의 CDM 승인여부 예측 모델에 관한 연구)

  • The Clean Development Mechanism (CDM) is the multi-lateral 'cap and trade' system endorsed by the Kyoto Protocol. CDM allows developed (Annex I) countries to buy CER credits from New and Renewable (NE) projects of non-Annex countries, to meet their carbon reduction requirements. This in effect subsidizes and promotes NE projects in developing countries, ultimately reducing global greenhouse gases (GHG). To be registered as a CDM project, the project must prove 'additionality,' which depends on numerous factors including the adopted technology, baseline methodology, emission reductions, and the project's internal rate of return. This makes it difficult to determine ex ante a project's acceptance as a CDM approved project, and entails sunk costs and even project cancellation to its project stakeholders. Focusing on hydro power projects and employing UNFCCC public data, this research developed a prediction model using logistic regression and CART to determine the likelihood of approval as a CDM project. The AUC for the logistic regression and CART model was 0.7674 and 0.7231 respectively, which proves the model's prediction accuracy. More importantly, results indicate that the emission reduction amount, MW per hour, investment/Emission as crucial variables, whereas the baseline methodology and technology types were insignificant. This demonstrates that at least for hydro power projects, the specific technology is not as important as the amount of emission reductions and relatively small scale projects and investment to carbon reduction ratios.

Application of Approved Baseline Methodologies for CDM Projects in Korea (Case Study : Landfill Gas-to-Electricity Projects) (청정개발체제(CDM) 베이스라인 방법론 적용에 관한 고찰 (사례연구 : 국내 매립지가스 발전사업))

  • This paper considers major three steps to arrive at accurate baseline emissions against which actual emission reductions attributable to CDM projects are accounted for. The first step is to select most likely baseline scenario among plausible alternatives. Then, the additionality of the project in question would be assessed by demonstrating that the project is not included in the baseline scenario selected. Finally, baseline emissions are calculated under the baseline scenario. In this paper, these three steps are integrated into a single flow chart in order to help understand the procedures for application of a baseline methodology better. Following the flow chart, a landfill gas-to-electricity project in Korea is analyzed as a case study. In consequence, this paper concludes that landfill gas-to-electricity projects in Korea have great potential for CDM projects, and it could also be concluded that data availability and reliability are a prerequisite for successful application of baseline methodologies for landfill gas projects to Korean specific situations.
