Assessment of Inundation Rainfall Using Past Inundation Records and CCTV Images (CCTV영상과 과거침수기록을 활용한 침수 강우량 평가 - 강남역을 중심으로 -)

  • For the past few years, the video surveillance market has shown a rapid growth due to the increasing demand for Closed Circuit Television(CCTV) by the public sector and the private security industry. While the overall utilization of CCTV in the public and private sectors is expanding, its usage in the field of disaster management is less than sufficient. Therefore, the authors of this study, in an effort to revisit the role of CCTV in disaster situations, have carried out a case analysis in the vicinity of the Gangnam Station which has been designated as a natural disaster-prone area. First, the CCTV images around the target location are collected and the time and depth of inundation are measured through field surveys and image analyses. Next, a rainfall analysis was conducted using the Automatic Weather Station(AWS) data and the past inundation records. Lastly, the authors provide an estimate of rainfall for the areas around the station and suggest viable warning systems and countermeasures. The results from this study are expected to make positive contributions towards a significant reduction of the damages caused by the floods around the Gangnam Station.

Skin Color Based Hand and Finger Detection for Gesture Recognition in CCTV Surveillance (CCTV 관제에서 동작 인식을 위한 색상 기반 손과 손가락 탐지)

  • In this paper, we proposed the skin color based hand and finger detection technology for the gesture recognition in CCTV surveillance. The aim of this paper is to present the methodology for hand detection and propose the finger detection method. The detected hand and finger can be used to implement the non-contact mouse. This technology can be used to control the home devices such as home-theater and television. Skin color is used to segment the hand region from background and contour is extracted from the segmented hand. Analysis of contour gives us the location of finger tip in the hand. After detecting the location of the fingertip, this system tracks the fingertip by using only R channel alone, and in recognition of hand motions to apply differential image, such as the removal of useless image shows a robust side. We explain about experiment which relates in fingertip tracking and finger gestures recognition, and experiment result shows the accuracy above 96%.

A Generalization of CCTV Setting in Smart Surveillance System (스마트 관제 시스템에서 CCTV 설정의 일반화)

  • Smart surveillance system obtains the positional information of users using GPS receivers embedded in smart devices, and provide them with services of tracking, monitoring, and protecting by controlling CCTVs nearby them. In order to apply and operate these systems to new environment, the overall setup process of the system is increased proportionally to the number of CCTVs. Therefore if there is a large number of CCTVs, the amount of time required during the setup process is very lengthy, and the operation of them becomes inoperable. In this paper, we propose a method to reduce these setting process. As the result of applying and simulation the proposed method, the setup method is simple, and as the CCTV increases, it consumes less time the previous system, and the system can be operated during setup.

  • Recently, the security monitoring and control systems based on spatial information in various field are operated and being developed according to evolve the spatial information technology. Especially, the CCTV monitoring and control system can be used in various field as a typical system. However, the security vulnerability problems have become an issue because the system connected by computer network and getting bigger than before. Therefore we studied security vulnerabilities of CCTV monitoring and control system which is being developed and operated. In addition, it is important to consider disaster and terrorism with unauthorized changes on location information. Therefore we analyzed the performance of observation when the cameras are break down as a result by hacking to CCTV monitoring and control system.

  • Recently, increasing number of urban ground subsidence occurrences has been identified. This situation is mainly due to the increased number of underground cavities. This study is intended to develop the method that prevents ground settlement caused by deteriorated or damaged sewers, which are the main cause of land subsidence. To that end, GPR exploration was conducted using CCTV monitoring of deteriorated sewer at the location with high settlement potential. Through such CCTV monitoring and GPR investigation, abnormal ground behavior was monitored at the site where sewer was damaged, joint was cracked and soil was deposited. According to site investigation in this study, evaluation method using correlation analysis of CCTV monitoring and GPR investigation results is expected to prevent ground settlement attributable to damaged sewer.

A Selection of Artificial Surveillance Zone through the Spatial Features Analysis of Crime Occurrence Place (범죄발생지점의 공간적 특성분석을 통한 인위적 감시지역의 선정)

  • In modern society, there has been an increase in needs to protect the life and property of the people, because the number of various crimes is on the increase due to the sudden and complicated changes of the urban environment. For the needs, security persons in the urban area are expanding the role and skill of police for more effective crime prevention and surveillance, although the number of policeman/woman is insufficient and their tasks are hard. Recently, a system to observe and prevent crime in effective has been introduced by using such an artificial surveillance device as CCTV to monitor focusing on one area for 24 hours. However, the system brings such problems as the insufficiency of systematic criteria to install surveillance device and the invasion of privacy. Therefore, in this study, artificial surveillance zones to monitor crimes are selected by applying spatial features between artificial surveillance devices including CCTV and crime occurrence place, and using GIS spatial analysis techniques. As a result of selecting, it's found that the number of CCTV is absolutely insufficient and spatial distribution is not fully considered in the existing location of installed CCTV.

  • In the modern society, traffic problems are occurring as vehicle ownership increases. In particular, the incidence of highway traffic accidents is low, but the fatality rate is high. Therefore, a technology for detecting an abnormality in a vehicle is being studied. Among them, there is a vehicle anomaly detection technology using deep learning. This detects vehicle abnormalities such as a stopped vehicle due to an accident or engine failure. However, if an abnormality occurs on the road, it is possible to quickly respond to the driver's location. In this study, we propose a deep learning-based vehicle anomaly detection using road CCTV data. The proposed method preprocesses the road CCTV data. The pre-processing uses the background extraction algorithm MOG2 to separate the background and the foreground. The foreground refers to a vehicle with displacement, and a vehicle with an abnormality on the road is judged as a background because there is no displacement. The image that the background is extracted detects an object using YOLOv4. It is determined that the vehicle is abnormal.

  • Closed-circuit television(CCTV) is a facility that forms the backbone of the ubiquitous services provided by the Integrated Management Center of the Ministry of Land, Infrastructure and Transport and the Integrated Control Center of the Ministry of the Interior. However, it is installed and managed according to different laws, as it is operated and managed by each department. Moreover, because there are no regulatory grounds for unified management of CCTV, each municipality responsible for the actual management manages it based on the individual standards of each department. Thus, the purpose of this study is to develop a standardized management form to establish an integrated management plan. The author inspected the existing situation by examining the legal system and public data and through hands-on worker interviews, and discovered the managed element by reviewing the specifications of the bidding system. The management form for integrated management comprises the above requirements along with the management histories and linkage of intelligent facilities. A uniform management form for integrated management containing specifications of the CCTVs installed by various departments is created, and is easily searched for facilities to check requirements for joint use. The result of this study can contribute to building the database of facility management system for integrated management of facilities at the integrated management center as well as for a detailed simulation of the selection of location of CCTV depending on the CCTV's specifications.

  • Numerious agencies are trying to install many surveilance systems in their jurisdiction. A mashup,is a page, or application, that uses content from more than one source to create a single new service displayed in a single graphical interface. The main characteristics of a mashup are combination, visualization, and aggregation. It is important to make existing data more useful, for personal and professional use. To be able to permanently access the data of other services, mashups are generally client applications or hosted online. This study is utilizing mash-up technology to provide suitable location scheme for monitoring and surveilance system in order to utilize existing infrastructure and to provide better service to the public.

Creation of Actual CCTV Surveillance Map Using Point Cloud Acquired by Mobile Mapping System (MMS 점군 데이터를 이용한 CCTV의 실질적 감시영역 추출)

  • Among smart city services, the crime and disaster prevention sector accounted for the highest 24% in 2018. The most important platform for providing real-time situation information is CCTV (Closed-Circuit Television). Therefore, it is essential to create the actual CCTV surveillance coverage to maximize the usability of CCTV. However, the amount of CCTV installed in Korea exceeds one million units, including those operated by the local government, and manual identification of CCTV coverage is a time-consuming and inefficient process. This study proposed a method to efficiently construct CCTV's actual surveillance coverage and reduce the time required for the decision-maker to manage the situation. For this purpose, first, the exterior orientation parameters and focal lengths of the pre-installed CCTV cameras, which are difficult to access, were calculated using the point cloud data of the MMS (Mobile Mapping System), and the FOV (Field of View) was calculated accordingly. Second, using the FOV result calculated in the first step, CCTV's actual surveillance coverage area was constructed with 1 m, 2 m, 3 m, 5 m, and 10 m grid interval considering the occluded regions caused by the buildings. As a result of applying our approach to 5 CCTV images located in Uljin-gun, Gyeongsnagbuk-do the average re-projection error was about 9.31 pixels. The coordinate difference between calculated CCTV and location obtained from MMS was about 1.688 m on average. When the grid length was 3 m, the surveillance coverage calculated through our research matched the actual surveillance obtained from visual inspection with a minimum of 70.21% to a maximum of 93.82%.
