This study is intended to demonstrate how different factors induce the Korean government's direct investment in research and development according to the type of business enterprise in Korea. We analyzed that what factors made the government directly invest in research and development by using a total of 18,272 company panel data, which are not limited to specific industries or government-led research and development (R&D) programs. The results showed that the direct investment for R&D by the government led to the increase in the number of researchers in SMEs. For major companies, the direct investment resulted in the increase of sales and company's own R&D expenses. Moreover, this study found that government's direct support for R&D even led to the decrease of SMEs' own R&D expenses; however, this result was not statistically significant. In addition, the most significant factor to increase both SMEs' and major company's own R&D expenses was the sales amount of the company, rather than government's direct investment for R&D. The factor that increases sales was the company's own R&D expenses, rather than government's direct investment for R&D. Through the analysis using Mixed Effects Model, this study suggested the policy should be changed to make SMEs invest in its own R&D expenses, rather than to secure researchers of SMEs by government's direct investment for R&D.
In the early industrial age which with high intensity of machine and labor, using financial measurement index was good enough to tie in company's mechanization and philosophy of management and been in efficiency. But being comply with "New Economic age," a new economic environment is full of knowledge and information, the enterprise competition had changed from tangible assets, plants to intangible innovation ability of knowledge. As recognizing the new tendency by enterprise, they value gradually the growth and influence from learning. Practice of organization learning not only needs firm structure and be in coordination with both hardware and software, but also needs an affect measurement model to offer enterprise to estimate learning performance. It's a good instrument of financial performance measure mold in the past years, But it's for measuring the past, couldn't formulate enterprise trend to future, hard to estimate investment for future, such as development of products, organization learning, knowledge management etc, as which intangible assets and knowledge ability just the key factors of being win around competition environment in the future. In 1992, Kaplan and Norton brought up Balance Scorecard (BSC) on Harvard Business Review, as an instrument helping enterprise to measure performance, which is being considered to be a most influence management instrument. It added non-financial index such as customer, internal process and learning growth besides traditional financial index, as offering enterprise an index to measure and manage intangible assets and intellectual property. As being aware of organization learning is hard to be ignored in the new economic age, this research is based on learning and growth of BSC, and citing one national material company try to let the most difficult measurement performance of organization learning, to be estimate through BSC, analyze of factor and individual case, to discuss the company how to make the related strategy and vision of organization learning to develop learning and growth of the structure of BSC, subject the matter of out put factors to be discussed, and measure the outcomes as a result of research. The research affect offers (1) the base implement procedure of carrying out BSC; (2) the reference of formulating measurement index while enterprise using BSC to estimate performance of organization learning; (3) the possibility bottleneck maybe forcing while carrying out BSC, to be an improvement or preventive for enterprise.
Regulatory barrier is considered most challenging out of all FinTech barriers, which many technology innovators have always experienced. Even though technological solutions promise customers accessibility to more cost-effective and secured financial services, it is quite challenging to create regulatory environment that enables innovation FinTech industry. Especially, a common challenge FinTech innovators and business face is regulatory uncertainty and confusion rather than any particular regulation. Since many FinTech models are continuously introducing new innovative ways in providing financial services, significant confusion could be raised in applying principles of existing law and regulations. In addition, it is uncertain whether or not applying complex regulatory compliance model intended for large financial institutions to small start-ups is appropriate since most existing regulations and rules are established and introduced without considering innovative tools such as mobile instruments, e-trade, and internet. Therefore, new mechanism to access to regulatory information in a more cost-effective, quick and immediate way should be created. Regulators, technological innovators, and financial customers should cooperate each other to find out appropriate solutions for those issues. Many regulators are introducing regulatory sandbox which provides service providers with opportunities to test their innovations, during the test, providing regulators with enough time to understand risks of innovations. However, regulatory sandbox is not a panacea for all challenges to FinTech innovations. Therefore, regulators should make comprehensive and multidimensional efforts including regulatory sandbox in supporting FinTech ecosystem.
This study proposed a research model that can explain the usage intentions of users and non-users by considering the performance aspects of personal mobility and external environmental factors based on the SOR (Stimulus-Organism-Response) model, A survey was conducted targeting domestic users and non-users, and research models and hypotheses were verified through Partial Least Square (PLS) and Artificial Neural Network (ANN). As a result of the analysis, it was confirmed that the users' perceived satisfaction and perceived trust had a positive effect on their intention to use, and that perceived risk and environmental value had a significant relationship with perceived satisfaction and perceived trust. For non-users, it was found that there was a positive correlation between perceived satisfaction and intention to use, and it was verified that perceived risk and environmental value, like users, were significant antecedents of perceived satisfaction and perceived trust. Among the remaining variables, the perceived mobility of users and the perceived ease of use of non-users were respectively presented as important influencing factors on perceived satisfaction.

Participants completed a background questionnaire, the Information Technology Proficiency Exam, the scale of the ability using computer, and the Technology Outcome scale. Based on path model results, the findings suggest that students' academic performance is related to past performance. Consistent with theory, the findings suggest that the studies performance is influenced by ability using information technology via the establishment of the grade goal of studies. This study empirically analyzes the effect of IT SME ventures' external information network diversity on their production period reduction and productivity improvement generated from technology development. This research constructs a mediating model based on the open innovation perspective and tests it with the 138 samples of South Korean IT SME ventures based on the ordinary least squares regression. This research is expected to make a good contribution by shedding a new light on the following three points about the critical role of IT SME ventures' external information network diversity in increasing their production period reduction and productivity improvement generated from technology development which has scarcely been illuminated in the extant studies in the field of the management of technology for SMEs. First, IT SME ventures' external information network diversity positively influences their production period reduction. Second, the external information network diversity positively influences IT SMEs' ventures' productivity improvement. Third, IT SME ventures' production period reduction partially mediates the influence of IT SME ventures' external network diversity on their productivity improvement. These three fresh points are expected to provide useful theoretical and practical implications. Related to the theoretical implication, this research provides a fresh implication that IT SME ventures' external information network diversity positively influences not only their production period reduction but also productivity improvement generated from technology development. Concerning the practical implication, this study suggests that the CEOs in IT SME ventures make strategic efforts to use more diverse external information sources in order to increase their production period reduction and productivity improvement generated from technology development.

The relationship between education and work is of the greatest concern to individuals and society because they are the key drivers of growth and development. In the context of Industry 4.0, labor and educators are facing the challenges of big changes in the workplace. How to prepare undergraduate students for the world of employment has become the most important mission of higher education providers. This paper explored the competency gap in the labor market in Vietnam from the perspective of employees who have been dissatisfied with the current status. First, a qualitative method with the Delphi technique was applied to confirm this consensus in an employees' competency model. Then, the satisfaction level for each competency criterion was explored by applying the advance quantitative method, namely, best non-fuzzy performance approach. Lifelong learning was ranked first, followed by creativity and innovation, foreign languages, expertise and digitalization, adaptability, and finally, organizing and managing ability. Critical thinking and problem-solving were perceived to have the biggest gap. The order of competency satisfaction is useful in explaining the mismatch between education quality and labor market demand. The findings provide valuable guidelines for education managers who seek to bridge the competency gap and improve education quality.
