  • We have made significant efforts to deeply investigate and analyze the success factors of small business owners, who play a crucial role in modern society, to gain a clear understanding of the factors that affect their business performance. We set the management capabilities of small business owners, the utilization of government support services, and policy support funds as the main variables. Our research has discovered that the management capabilities of small business owners and government support services positively influence their business performance. This means that small business owners can enhance their business performance by strengthening their capabilities and efficiently utilizing government support services. The utilization of policy support funds showed a moderating effect only on the impact of government support services on financial performance, but not on other business performances. This suggests that while the utilization of policy support funds is necessary, it is not sufficient by itself and needs to work in combination with other variables to see effectiveness. Our research proposes a new direction for the success of small business owners. Through this research, small business owners and related policy decision-makers can gain deep insights into the factors that influence the business performance of small business owners and how to effectively manage and utilize these factors. This research has made a significant contribution to academic research on business management and small business owners. Through a deep understanding of the success factors of small business owners, we have proposed new research directions and strategies that can help improve their business performance. These efforts will take us a step further in enhancing the social and economic value of small business owners.

Effects of Small Business Support Projects: Evidence from Korea

  • On average, small business support projects appear to improve beneficiary sales, and the growth effect is obvious when supporting young or growing firms. However, the effect is largely offset by sales reductions due to overcrowding. Small business support projects must be operated in two ways to alleviate the overcrowding of businesses in a few industries and to enhance the overall effectiveness of the support programs.

  • The government's various support policies have helped Korea's SMEs and startups to grow from the beginning to the end, from domestic companies to exporters. In particular, direct business support policies such as financial support, R&D projects, and export support have been effective in helping a large number of entrepreneurs and startup companies to establish themselves in the market and have achieved tangible results every year since the establishment of the Ministry of SMEs and Startups. As such, the government is making significant efforts to create and promote various types of support policies and to help companies utilize them in their business. However, this study aims to analyze the factors that affect the satisfaction of government policies and the achievement of managerial performance from the companies' perspective and to suggest the purpose of government support policies and the direction companies should take. Specifically, this study categorizes entrepreneurial self-efficacy into marketing, innovation, management, risk-taking, and financial management, using the relationship model of self-efficacy and collective efficacy to ultimately lead to practical results for SMEs and startups support policies. It uses perceived firm efficacy as a variable to reveal the influence relationship. In addition, the direct and mediating effects of entrepreneurial self-efficacy and policy satisfaction on managerial performance were analyzed to determine what SMEs and startups support policies should do. The results showed that, first, among the five components of entrepreneurial self-efficacy, innovation, and risk-taking efficacy positively affected perceived firm efficacy. Second, the specific components of entrepreneurial self-efficacy, marketing, and financial management efficacy positively influenced policy satisfaction. Third, we found that perceived firm efficacy positively influenced policy satisfaction and managerial performance, which are factors of SMEs and startups' policy performance. Specifically, perceived firm efficacy positively influenced policy satisfaction managerial performance. Fourth, we found that policy satisfaction positively influenced managerial performance.

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

A Study on the Effects of Small Business Management Result by the Korean Government: Focus on SEMAS

  • Purpose - It is necessary to identify the level of marketing activities of the businesses that are recognized and carried out by the small and midsize businesses that have been supported by the government's small-business policy Research design, data, and methodology - The method of data analysis of this study was conducted by the researcher's acquaintances and center staffs who visited small business owners in a small - scale company operating a business. Results - It is found that the financial support part of the support programs for the small business owners is not related to the center affection among the support programs for the small business owners of the government. This is a fact-finding process that can be regarded as a forming process that has a significant effect on. As a result of the analysis, both marketing activity and center attachment were found to be possible parameters which have significant influence on business performance. Conclusions - Developing a variety of contact and customer management programs with small business owners in the field has enabled the government's policies to effectively penetrate the site, and these efforts eventually resulted in more business results for small business owners.

  • Entrepreneurship is a creation of new combinations of goods and services. Today, every aspect of business operations has been changing, which we call development. The conventional business included production and manufacturing of goods and serving things the customer needed. Today, the business has changed form so that the demands of customers are shaped by the good or service which has been created by the businesses. Entrepreneurship in Mongolia is not a new concept but nowadays the number of entrepreneurs in Mongolia has grown sharply. Mongolia was a nomadic culture during its history and is probably the only nomadic culture left in the world today. Mongolian herders are the largest and the most powerful representation of successful entrepreneurs in Mongolia. Another practice of herders in the world are in Australia. Along with a comparison of the policy and government support system of Australia, this study intends to assess how 6 factors of the entrepreneurial ecosystem fit herders in Mongolia. As a result of this assessment, we propose policy to support the entrepreneurial mechanism of herders and identify cultural factors which support the existence of herding.

  • The purpose of this study is to investigate the effect of beauty services owners 'support policy on entrepreneurship performance in the beauty service industry through the effects of entrepreneurs' personal characteristics, managerial factors, capital factors and store factors on entrepreneurial performance. As a factor affecting the start - up performance of beauty service companies, it was analyzed that human resource management which is a sub - variable of managerial management factors, capital factors at start - up and store factors influenced entrepreneurship performance. The study on the effect of funding policy, education support policy, and consulting support policy on the start-up achievement of beauty service companies is as follows. The government funding policy, educational support policy, and consulting support policy have no effect on human resources management, start - up capital, and store factors which have significant effect on start - up performance. This is because institutional support for funding is not an institutional support for proving the policy effect but an effective support plan for creating entrepreneurial achievement is needed. Educational support policy and consulting support policy are reflected in the politics reflecting the characteristics of beauty service companies and realistic Education support and consulting support are necessary. In particular, it needs to be expanded to reflect the actual management activities and performance creation processes of other beauty service companies, which are different from the policy support of existing small business owners.

  • In this paper we analyzed the management performance as the result of the korean government's support policy for the small and medium sized business (SMB). The governmental support policy was carried out for the companies classified in 3 criterion. The first is the upbringing of dynamic SMB group, which are driven by creativity and innovation. The second is the enforcement of technology-innovation and cooperation for SMB. The last is the establishment of the growth basis for SMB like funds, human resources and distribution channels. After categorization of above 3 classes, the affect of support policy on the management performance is analyzed, in terms of 3 aspects, management performance, technical performance and policy satisfaction. This study shows that the governmental support policy has the remarkable effects on the financial support sector of SMB. The 5 major sectors, 1) the upbinging of venture-innobiz innovation company, 2) rearing funds of knowledge-based service company, 3) R&D support, 4) support of management stability fund, 5) expansion of distribution channel to the public sector, are designed from 24 variables. The 3 sectors of these 5 are have the main influences from governmental support policy.

A Study on Policy Proposal for Senior Start-up and Marketing Strategies for Entrepreneurs (시니어 창업의 정책 제안과 마케팅전략 구축 방안에 관한 연구)

  • Purpose - As the members of the baby boomer generation have retired in earnest, the start-up market has received more attention than ever before. According to recent statistical data, an increasing number of entrepreneurs are in their fifties. There has been a continuous increase in promotional materials on small business issues published by start-ups. This means that senior start-ups have increased in number. A number of support systems have been established for youth start-ups, but there are few government support policies in place for the senior start-up market. Thus, this study suggests a number of constructive alternatives from the perspective of government policy and marketing strategy for entrepreneurs, in order to generate competitiveness in the start-up process, through examining the current state of the senior start-up and by diagnosing extant problems. Research design, data, methodology - This study gives a number of options regarding the government's support policies and the securing of competitiveness in order to vitalize senior business start-ups. As for the government's support policies, funding support policy, publicizing business start-up policies, and operating systematic mentoring policies before retirement have all been covered. In particular, in order for senior business start-ups to become competitive, development through mutual relations with diverse policies is urgently needed. The aging population is becoming an issue in Korea, so businesses for the aged, and the creation of jobs for these people, will become a social issue. Senior business start-ups are playing an important role in expanding enterprise productivity, in addition to enhancing national competitiveness. Expanding senior business start-ups is important, because they also serve to expand the national infrastructure. Productivity increase through continuous expansion is thus recommended. Results - In order to expand the competitiveness of business start-ups, marketing-related observations and learning in regard to customers are necessary for the baby boomer generation, and competitiveness for seniors is urgently needed. Conclusions - Studies on the business start-up policies for the domestic baby boomer generation are almost non-existent, and systematic studies on small businesses are necessary. Only the government is providing statistical studies for small businesses, and such research remains at a general level for entrepreneurs. Therefore, a support system that can actually assist entrepreneurs is essential. Continuous business start-up studies with respect to the baby boomers should be vitalized, to invigorate studies on competition. In order to supplement and strengthen foundational support, senior business start-ups must develop various competitive capabilities with a focus on the customer. The government and the various stakeholder agencies and organizations involved with start-up businesses must find ways to offer support to founders. Such support should include access to knowledge and legal and consultancy services in order to incubate the rapid increase in start-ups founded by seniors. Government support projects should be expanded to meet this end.

However, it could not solve ICT gap between each SMEs. In this qualitative study, we analyzed ICT support programs for SME and collected requirements from the perspective of the consumer. Then we designed ICT policy strategies and detailed support program for SME in Digital Economy.
