Next, survey data were collected for companies engaged in the field of innovative growth engines and empirical analysis was conducted on the relationship between government support and R&D activities in 13 major sectors. Findings - First, as a result of analyzing all companies regardless of sector, government R&D subsidies had a positive (+) relationship with R&D activities of companies engaged in innovative growth engines, that is, a complementary relationship. Next, as a result of performing empirical analysis by dividing the 13 fields, it was found that 9 fields were complementary goods in which government support had a positive (+) effect on the R&D activities of companies. On the other hand, in the remaining four fields, the effect of government support on corporate R&D activities was not statistically significant. Research implications or Originality - In order to promote R&D activities of companies in the 9 fields where government support acts as a complementary product, it is necessary to establish policies centered on direct government support. On the other hand, it would be more desirable to seek indirect support rather than direct support in the 4 fields where government support did not have a statistically significant effect on corporate R&D activities.

  • The purpose of this study was to derive policy priorities for fostering the biopharmaceutical industry. In this study, the urgency and importance of the policy to foster the biopharmaceutical industry in Gyeonggi-do was investigated, and the priorities of the policy in the biopharmaceutical industry were analyzed through IPA analysis. As a result of the study, the top priority support tasks for the biopharmaceutical industry promotion policy were 'R&D support', 'Expert training', and 'commercialization support'. As a result of deriving policy priorities for each biopharmaceutical sector, 'R&D support' and 'Expert training' were found to be high in common, and differences in policy priorities for each industry such as cell therapy products and advanced bio-convergence products were confirmed. Also, as for the policy demand, R&D funding support, clinical trial support, and commercialization funding support were found to be high. Based on these results, the government's policy to foster the biopharmaceutical industry was supported with a focus on 'R&D support' and 'Expert training', and policy implications were drawn that customized support is needed in consideration of the characteristics of each industry field.

  • The Korean fisheries industry is a traditional business, the majority of which are small and medium-sized enterprises (SMEs). It has played an important role in the South Korean economies in the past several decades, but it currently faces the limitations of growth potential and profitability due to declining workforce, aging populations, deteriorating fishery environments, climate changes, and rapid changes in the global industrial ecosystem. Many studies have suggested solutions for the fisheries industry in macro perspective, but there are rarely any studies taking the strategic approaches for the problem. If it is possible for governments to support the companies that are likely to increase their value-added selectively, it will break through the current situation more effectively. This paper introduces a study on the selection method utilizing data envelopment analysis (DEA) to find SMEs with potentials to increase profits and growth. We suggest selecting SMEs with high management efficiency and ability to utilize intangible assets as the target companies. We also suggest policy objectives for SMEs in the domestic fisheries industry based on the results of DEA analysis and propose a data-based method for the policy decisions.
