  • Until now, there were many BCMS case studies in financial sector based on best practices in BCP(Business Continuity Planning). However, the research on the standardized continuity management system framework that practically applicable to the private and public sectors-based national infrastructure and facilities management are relatively scarce. Therefore, in this study, we research to seek the continuity management system framework suitable for the private or public sector-based facility management through the comparison reviews of domestic and international continuity management system frameworks and the reviews of continuity management components considering the characteristic of the private or public sector-based facility management.

  • The purpose of the establishment of corporation's Business Continuity Plan(BCP) is to maintain corporations' own business and establish the response plan in order to resume operation in a short time period when crisis situations occur due to natural disaster and human error. This study has presented all types of procedures and criteria which are needed to establish the airport crisis response system in order to maintain the business continuity by utilizing BCP technique. Basically the risk response procedures must be established in the process of (1) preparation stage, (2) plan development stage, (3) documentation stage, (4) test & maintenance stage. The guideline has been suggested that each stage must be carried out in the sequence of Policy & Planning Responsibility, Business Impact Analysis, Recovery Strategy & Plans, Emergency Plan & SOP, Training Awareness and Maintenance & Review

  • Since most of companies these days are utilizing the Information system actively, Information System is the most important factor which should be recovered in terms of Business Continuity. However, a lot of enterprises have been outsourcing their Disaster Recovery Center. Therefore, it is highly possible that the information system can not work well and result in the discontinuity of business when any trouble arises because of seperated plan of Business Continuity and Disaster Recovery. The study draws critical success factors for successful disaster recovery through researches of 42 documents. Then, factors are reviewed through interviews with consultants, experts of Business Continuity Plan and the information system officers of domestic banks. Domestic companies can make use of the study when they develop or renew Disaster Recovery Plan or Information System in terms of Business continuity.

  • The process for establishment of Operational Continuity Management Plan is organized repeatedly of Business Risk Assessment, Crisis Analysis, Business Impact Analysis, Establishing Business Recovery Strategies, Detailed Planning, Plan Execution, Test and Maintenance(Including Monitoring). Therefore, in this paper in response to global environmental change and the construction and operation of social security systems to maximize operational continuity management, crisis management and crisis management systems, building integrated systems for building technology in general and operational continuity management within an organization to understand developed to provide a framework for implementing operational continuity management in terms of crisis management has proposed to build an integrated system.

  • 최근 세계적으로 발생하고 있는 사이버 공격, 안전 불감증 등의 인재 및 지진, 태풍 등 자연재해로 인한 피해가 증가하고 있는 상황이나 이에 대한 예방, 대비, 대응 및 복구에 대한 일련의 체계적인 활동은 미흡한 실정이다. 본 논문에서는 업무 연속성 계획(BCP : Business Continuity Planning)의 정의 및 필요성에 대해 소개하고, 효율적인 BCP에 대해 알아보기 위해 국내외 BCP 현황에 대해 조사 연구하였다. 미국, 영국, 호주, 일본은 각각 정부기관 차원의 체계적인 관리를 통한 시스템을 마련하고 있는 바 그 효과에 대해 검토하여 우리나라 BCP 현황과 비교 분석한 후 우리나라 기업에 효율적으로 적용할 수 있는 방안을 모색해 보고자 한다.

Introduction of the M(i,j,k)BCP and Risk Assessment of Underground Limestone Mine (재난관리체계(M(i,j,k)BCP) 제안과 석회석광산의 리스크 평가)

  • This study introduces $M_{(i,j,k)}BCP$ (Mining Business Continuity Planning) which is the smart management system of mine disasters to achieve the safe and eco-friendly mining. Where, 'i' is mine kinds, 'j' is mining processes, and 'k' is risks at process respectively. By specifically setting 'i=1=limestone mine', this study also suggests that $M_{(i,j,k)}BCP$ is the smart management system of limestone mine. Mining risks used in this study were obtained from professional survey and literature review. This study classified these risks by five different mining processes and reduced risk numbers approximately 60 to 26. And they were all allocated into $M_{(i,j,k)}BCP$ and assessed. To do assess risks, this study used four risk indexes which are probability, casualty, facility loss, and discontinuity respectively. By the results of the assessment of risks, results could be four specific groups based on their causes and impacts. In addition, one of the results showed that the most possible risks at limestone mine was the roof-fall and rock-fall in digging process. This result means that $M_{(1,2,1)}BCP$ should be established as a first priority at limestone mine.

  • 재해 및 재난에 의한 위험은 비록 그 발생빈도는 낮지만 직접적인 충격 및 그 파급효과가 매우 크다. 특히 금융기관은 정보시스템에 대한 의존도가 높고 국내 및 세계경제에 매우 중요한 역할을 하고 있어 업무연속성(Business Continuity)에 대한 관심이 크게 증대되고 있다. 본 논문에서는 평상시 위기상황 발생시에 대한 정확한 문제의식 파악과 더불어 유사시 발생할 수 있는 업무 중단에 대비하여 지속적인 서비스를 제공할 수 있는 업무연속성계획(Business Continuity Planning) 및 재해복구시스템(Disaster Recovery System)에 대하여 살펴보고, 국내 금융기관의 재해복구 현황과 구축사례를 비교 분석하여 시사점을 도출해서 업무연속성계획을 기반으로 한 효과적인 재해복구시스템 구축을 위한 개선 방안 제시하고자 한다.

Disaster Recovery Priority Decision for Credit Bureau Business Information System: Fuzzy-TOPSIS Approach (신용조회업무 정보시스템의 재난복구 우선순위결정: 퍼지 TOPSIS 접근방법)

  • The aim of this paper is to extend the TOPSIS(Technique for Order Preference by Similarity to Ideal Solution) to the fuzzy environment for solving the disaster recovery priority decision problem in credit bureau business information system. In this paper, the rating of each information systems and the weight of each criterion are described by linguistic terms which can be expressed in trapezoidal fuzzy numbers. Then, a vertex method is proposed to calculate the distance between two trapezoidal fuzzy numbers. According to the concept of the TOPSIS, a closeness coefficient is defined to determine the ranking order of all information systems. The combination between the fuzzy set and TOPSIS brings several benefits when compared with other approaches, such that the fuzzy TOPSIS require few fuzzy judgements to parameterization, which contributes to the agility of the decision process, it does not limit the number of alternatives simultaneously evaluated, and it does not cause the ranking reversal problem when a new alternative is included in the evaluation process. This paper is demonstrated with a real case study of a credit rating agency involving 9 evaluation criteria and 9 credit bureau business information systems assessed by 6 evaluators, and provide the systematic disaster recovery framework for BCP(Business Continuity Planning) to practitioner. Finally, this paper show that the procedure of the proposed fuzzy TOPSIS method is well suited as a decision-making tool for the disaster recovery priority decision problem in credit bureau business information system.

Structural Design of Nakanoshima Festival Tower West that Achieved High-Grade Seismic Performance

  • This paper summarizes the structural concept and design of the "Nakanoshima Festival Tower West" in Osaka, Japan, which is 200m high and has a super-high damping system. Its superstructure is mainly composed of a central core and outer tube frames. It has a bottom truss structure at the boundary between the low-rise and mid-rise sections of the building, where the column arrangement is changed. Besides, the high-rise section of the building has a neck truss structure. These truss structures smoothly transfer the axial forces of the columns and reduce the flexural deformations induced by horizontal loads. Oil dampers with extremely high damping capacity are installed in the rigid walls named the "Big Wall Frames" of the low-rise section. Moreover, many braces and damping devices are well arranged in the center core of each story. The damping effects of these devices ensure that all structural members are remain within the elastic range and that story drifts are within 1/150 in large earthquakes. This super-high damping structure in the low-rise section is named the "Damping Layer". The whole structural system is named the "Super Damping Structure". The whole structural systems enhance the building's safety, comfort and Business Continuity Planning (BCP) under large earthquakes.

  • The national defense requires uninterrupted decision-making, even under direct or indirect impacts on non-traditional threats such as infectious diseases. Since all work utilizes the information system, it is very important to ensure the availability of the information system. In particular, in terms of security management, defense work is being performed by dividing the network into a national defense network and a commercial Internet network. This study suggests a work execution plan that takes into account the efficiency of work performed on the Internet and the effectiveness of security through effective defense information system operation. It is necessary to minimize the network contact point between the national defense network and the commercial Internet, and to select a high-priority one among various tasks and operate it efficiently. For this purpose, actual cases were investigated for "A" institution and characteristics were presented. Through the targeted tasks and operation plans to improve the effectiveness of defense tasks and ensure security, presented in this paper, it will be possible to increase the availability of task performance even in non-traditional threats such as infectious diseases.
