A Study on Hazards to Pilotage Safety in a Pilotage Area in the Busan Gamcheon Port (부산 감천항 도선구의 도선안전위해요소에 관한 연구)

  • Gamcheon Port, which is one of three major harbors in the Port of Busan, is being operated to load, discharge and transport a wide range of cargoes, including general cargo, fisheries, steel products, cement, etc,. The harbor, designated as a compulsory pilotage area, provides pilotage services in compliance with relevant laws and regulations for arrival and departure of vessels in the Gamcheon Port area. Some academic research on the marine traffic environment in Gamcheon Port has been conducted. However, the pilotage environment and hazards to pilotage safety in the port have yet to be studied. Therefore, in this research, the pilotage environment and hazards to pilotage safety were identified, and it was confirmed that there are hazards to pilotage safety, such as vessels installed poor facilities including damaged pilot boarding arrangements, vessels blocking pilot's view by her structures and fishing nets, vessels unable to communicate in English, vessels not following VTS's order. The hazards to pilotage safety were also stratified, and the importance of the hazards was verified in accordance with a survey based on Analytic Hierachy P rocess(AHP) for Busan Harbor pilots, and safety measures to secure pilotage safety were examined to secure the safety of vessels calling Gamcheon Port.

  • Gamcheon Harbor was developed to cope with increased freight demand of Busan port and supplement function of the north port. Because container wharf is opened to 1997 as well as general wharf, present maximum 50,000DWT class containerships have been incoming and outgoing. However, In Gamcheon port, small size ships such as fishing boats, miscellaneous boats account for 50 percent of the traffic and a public marine products wholesale market that is building on the north wharf will open in 2008. Therefore, it needs to grasp future year traffic volume before establishing operation plan for port management. Also, analysis on crossing situation risk is required because the breakwater entrance in Gamcheon Harbor is narrow and the crossed passing of ship is ever-present at breakwater front. Thus the traffic volume in the future was presumed and quantitative analysis was achieved on crossing situation though simulations with the traffic volume.

Effectiveness of Leading Light by Reflecting the Characteristics of Marine Traffic at Gamcheon Port (감천항 선박교통 특성을 반영한 도등 효용성 분석)

  • This study examines the effectiveness of Gamcheon Port's leading lights in reflecting the characteristics of ship traffic entering the port. The leading light of Gamcheon Port was proposed and installed in 1996 during the basic design process of supplementing the port's route signs for the entry and exit of 4,000 TEU container ships. Since then, it has been improved to accommodate the entry of 50,000 DWT general cargo ships and to reflect the crane height of Hanjin Pier, as a result of a review study conducted by the Busan Regional Maritime Affairs and Fisheries Administration to improve the still temperature of Gamcheon Port by relocating existing outer facilities. However, an analysis of the current characteristics of maritime traffic at Gamcheon Port reveals that maritime traffic congestion is smooth and the proportion of small and medium-sized ships under 10,000 tons is higher than that of large ships, resulting in decreased efficiency of the leading lights to respond to the entry of large ships. Nevertheless, considering the increasing CAGR of the entry ratio of ships of 30,000 tons or more by 8.45%, preparations for the anticipated increase in the proportion of large ships entering the port in the future are necessary, and it is preferable to maintain the function of the leading lights rather than demolishing the entrance to Gamcheon Port. The narrow nature of the Gamcheon Port route poses a higher risk of collision when ships entering and exiting encounter each other, which can burden the navigator. Therefore, instead of maintaining the function of the leading lights, it is possible to relocate the conduction light to reduce maintenance burden and install a direction light in its place. When installing the direction light, it is worth considering using Double Sector Lights instead of the currently installed Single Sector Lights at nearby Busan Bukhang Port, as the former can improve user satisfaction by providing a clearer middle line and reducing difficulties in distinguishing between points.

  • This study was to analyze amenity of the port landscapes for North port, South port, and Gamcheon port in Busan. Amenity related variables came from Semantic Differential(SD) method and then were conducted by the factor analysis. Multiple regression was done for the relationship between the amenity and factors. The result found 3 factors, including dynamics, stability, and familarity. Much importance was placed on dynamics among them. Therefore, building port landscapes and their image attracting tourists should consider dynamics in terms of port landscape plan and tourist attraction development for amenity quality management.

Proposing Directions for Urban Design to Improve the Inclusiveness of the Port Hinterland

  • The port space can be considered to be the space in which the characteristics of the port city are best expressed. Also, since it acts as a representative gateway along with the airport, it can have a direct impact on the image of the region and country. However, the harbor hinterland has been a refuge during the war in the past, and it has been concentrating on development related to the port industry; hence, it has a poorer residential environment. Therefore, in this study, in order to ensure equal development in space and equal access to basic urban services, urban design directions were suggested for the harbor hinterland based on the concept of an inclusive city'. To this end, through factor analysis, urban planning elements that can be applied to urban design were derived, and through PLS(Partial Least Square)regression analysis, based on the opinions of residents and experts, urban design directions for the port hinterland were presented. The study site was Gamcheon Port, one of the Busan Ports in Korea, the hinterland of Gamcheon Port was a high slope, and the residential environment was relatively poor due to the dense concentration of older residential areas.

A Comparative Analysis of Container Terminal Operation in Busan and Kwangyang Port (부산항과 광양항 컨테이너 터미널 운영의 효율성 비교 분석에 관한 연구)

  • The purpose of this paper is to conduct a comparative analysis of container terminal operation in Busan and Kwangyang port. The research method used for this study is DEA(Data Envelopment Analysis} and among DEA methods CCR and BCC model has been used. According to the results of CCR model Gamman in 2004 and Gamcheon in 2004 are found to be the most efficient terminals in the sample and the inefficient terminals include Gwangyang Phase 2 terminal. Based on BCC model Gamcheon and Uam are identified as the most efficient terminals in three consecutive years including Gamman terminal in 2004. The inefficient terminals include New Gamman in 2002 and Hutchison in 2002. The research findings show that inefficient terminals need to fully utilise their terminal facilities and increase container throughput through effective marketing activities.

A Study on the Lateral Force Acting on a Ship in the adjacent Waterway of Busan and Gamcheon Breakwater (부산항과 감천항 방파제 인접 항로에서 선체에 작용하는 횡압류 현상에 관한 연구)

  • In order to secure the traffic safety especially in the entrance waterway of harbour, it is important that the breakwater and the port facilities should be designed properly considering ship-handling difficulty and traffic flow. In this study, the lateral force acting on ship hull under the external force(wind, current, wave) is investigated quantitatively for the container ship approaching to the Busan and Gamcheon breakwater. The relation of ship-handling difficulty to the breakwater and the arrangement of ship's routine are examined based on the lateral force under the external force. Some of reviews to secure traffic safety on the design of breakwater are discussed.

Effectiveness of Wave Resonator for Secondary Undulation under Real Sea Conditions (실해역에서 공진장치를 이용한 부진동의 제어)

  • In this study, the performance evaluation of a conventional wave resonator at the entrance of a port or a pier against secondary undulation has been performed using 2D hydrodynamic modeling within port. A wave resonator has been designed for the attenuation of the secondary undulation induced by the long-periodic waves. The controlled performance of the wave resonator has been numerically investigated for CGWAVE MODULE of finite-element model of SMS (Surface water Modeling System) based on the elliptic mild-slope wave equation. SMS was verified though the comparisons with analytical solution performed by Ippen and Goda (1963). Also, It was confirmed that a wave resonator of a rectangular model harbor is effective enough to control the secondary undulation when it compares variation of water level with the case of no resonance system. From the above results, amplification phenomenon induced by long-period waves transferred from 1900 sec to 2100 sec when it applied a wave resonator in Busan Gamcheon Port which is a deep-sea. And it was confirmed that a wave resonator of Pohang New Port attenuates largely long-period waves which are within the range of 300 sec induced by long-period motion of the moored ship.

A Study on the Traffic Patterns of Dangerous Goods Carriers in Busan North and Gamcheon Port (부산 북항·감천항의 위험화물운반선 통항패턴에 관한 연구)

  • As a preliminary study of enter or leaving traffic patterns of the Korea main port, port Management Information System (Port-MIS) data was used to check the volume of vessels entering and leaving the port of Busan, and three consecutive days from each seasons were selected for study. Selected 12-day General Information Center on Maritime Safety & Security (GICOMS) data was also used to analyze the traffic pattern in the main traffic lane of Busan port for dangerous goods carrier. Also, the distance between dangerous goods carriers and Oryukdo breakwater of east breakwater in the main traffic lane was analyzed. Collision probability was estimated using the cumulative probability distribution function of the normal distribution for the maritime traffic safety audit scheme based on the assumption that a ship's trajectory has a normal distribution for a section of the route. However, in case of entry or leaving thorough the Oryukdo breakwater and entry thorough the east breakwater, ship's sailing trajectories were revealed not to follow a normal distribution via regularity testing using a KS-test and SW-test. Especially in the north port, the tendency of the right side of the ship to pass was remarkable. It is desirable to develop a traffic model suitable for the characteristics of the port rather than to apply general traffic theories, and to apply this model to a maritime traffic safety diagnosis, so further research is needed.
