A Critical Examination of Public Sphere Communication in the Decision-making Process in Relation to Seoul City Hall Plaza (서울시청 앞 광장조성 관련 공론장에서의 의사소통에 대한 비판적 검토)

  • A few years ago, many people proposed that a plaza be added to Seoul City Hall. The proposal, however, did not materialize because of traffic confusion. The June 2002 World Cup cheering in front of Seoul City Hall has prodded the public to reconsider the plaza. Even though the exercise failed to gain support, many democratic procedures, opening a Web page and design competitions, and so on were attempted while the design and management of Seoul City Hall Plaza was being deliberated. In the future, the need for proper communication and democratic procedures in the process of making decisions regarding public spaces is expected to increase because of the strengthening of the requirement of participatory and deliberative democracy. An examination of the nature and extent of the communication that has been carried out in relation to the plan to add a plaza to Seoul City Hall will be very helpful in gathering feedback to guide decision-making in regards to the use of other public spaces. Thus, this study has a three-fold purpose. : (1) to examine the theories that may justify the need for public input in relation to decisions made regarding the use of public spaces, and to propose the criteria to be used for the methods of communication (2) to examine the contents and conflicts of communication in relation to the decision made regarding the design and management of Seoul City Hall Plaza and (3) to examine the potential distortion of that communication by analyzing the communication according to the criteria previously proposed. The study method that is used herein is the analysis of articles about the subject matter, which have been posted on the Seoul City Hall Plaza Website and which have been published in newspapers such as the Chosun ilbo, Donga ilbo, the Jungang ilbo, and the Hankyoreh. Diverse article contents are also discussed. As result, there are many differences in the contents and viewpoints of the newspapers that are included in this study. In addition, the related Internet bulletin board has not been used actively, but has contributed to forming public opinion on this issue. Finally, the public demanded to be given acceptable reasons for the results of the design competition, and for the decision to make the grass plaza, which ignores the chosen design in the newspapers or on the Web page. However, their demand was rejected. The communication therefore became distorted and consequently did not become successful in bringing about its intended result.

Relative Importance and Priority of Evaluation Elements in University Department Homepage Selection Process -with Special Reference to College Prep Students in Busan- (대학 학과홈페이지의 평가요소에 대한 상대적 중요도 분석 -부산지역 수험생들의 인식을 중심으로-)

  • Form the observation that the successful management and operation of university websites brings about university branding effects, this paper attempts to identify the problems in relation to evaluation elements of university homepages and establish a new evaluation model that allows us to grasp the importance and priority of phased evaluation elements. In particular, we tried to secure the objectivity of the importance of department homepage evaluation elements by using AHP(Analytic Hierarchy Process). Our analysis shows that among 29 evaluation elements of department homepage, mobile service, curriculum, description of department's characteristics, guide to homepage usage/accessibility to site map and differentiated educational method were considered to be relatively important whereas the relative importance of department's slogan, differentiated image and identity, linkage to SNS, Q&A bulletin board, operation of department community, and FAQ was low. Based on the findings from our analysis, we present the basic foundation for successful management and operation of university department homepages along with a few suggestions for vitalizing those hompages.

Full-Scale Measurement of Pure Car Carrier (자동차 운반선에 대한 실선 계측)

  • This paper presents the results of full-scale structural measurements of 4,800 unit pure car carriers "HYUNDAI NO.103" and "HYUNDAI NO.105" on one voyage respectively for each ship, especially in order to investigate the local strength of partial bulkhead above free-board deck. With the measured data, the short-term frequency analyses have been performed. The results show that the wave-induced stresses follow, on the whole, well the Rayleigh distribution. In addition, it has been found from the measured data that transverse local stresses at bulkhead section have a very close relation with the acceleration in athwartship direction. Finally, the long-term analysis has been attempted by using the following two statistical distributions mainly in order to estimate the maximum stress amplitude at the corners of partial bulkhead. 1) Exponential distribution of cycles of stress amplitude 2) Double exponential distribution of extreme values of stress amplitude for each short-term analysis The results of these two cases show a good agreement with each other. For example, the estimated maximum stress amplitude for 10 years at port-side corner of Fr. 132 partial bulkhead is $2125kg/cm^2$ for the first case and $2170kg/cm^2$ for the second case just based on the measured data.

The Far-ultraviolet Spectrum Study of Comet C/2001 Q4 (NEAT)

  • We present the results of far-ultraviolet (FUV) observations of comet C/2001 Q4 (NEAT) obtained with Far-ultraviolet Imaging Spectrograph (FIMS) on board the Korean microsatellite STSAT-1, which operated at an altitude of 700 km in a sun-synchronous orbit. FIMS is a dual channel imaging spectrograph (S-channel 900-1150 ${\AA}$, L-channel 1350-1710 ${\AA}$, and ${\lambda}/{\Delta}{\lambda}$ ~ 550 for both channels) with large image fields of view (S-channel $4.0^{\circ}{\times}4.6^{\prime}$, L-channel $7.5^{\circ}{\times}4.3^{\prime}$, and angular resolution ~ $5-10^{\prime}$) optimized for the observation of diffuse emission of astrophysical radiation. Comet C/2001 Q4 (NEAT) were made in two campaigns during its perihelion approach between May 8 and 15, 2004. Based on the scanning mode observations in the wavelength band of 1400-1700 ${\AA}$, we have constructed an image of the comet with an angular size of $5^{\circ}{\times}5^{\circ}$, which corresponds to the central coma region. Several important fluorescence emission lines were detected including S I multiplets at 1429 and 1479 ${\AA}$, C I multiplets at 1561 and 1657 ${\AA}$, and the CO $A^1{\Pi}-X^1{\Sigma}^+$ Fourth Positive system; we have estimated the production rates of the corresponding species from the fluxes of these emission lines. The estimated production rate of CO was $Q_{CO}=(2.65{\pm}0.63){\times}10^{28}s^{-1}$, which is 6.2-7.4% of the water production rate and is consistent with earlier predictions. The average carbon production rate was estimated to be $Q_C={\sim}1.59{\times}10^{28}s^{-1}$, which is ~60% of the CO production rate. However, the observed carbon profile was steeper than that predicted using the two-component Haser model in the inner coma region, while it was consistent with the model in the outer region. The average sulfur production rate was $Q_S=(4.03{\pm}1.03){\times}10^{27}s^{-1}$, which corresponds to ~1% of the water production rate.

Reflection on the International Distance Learning between Korean and Japanese University Students (한국과 일본 대학생들 사이의 원거리학습에 대한 연구)

  • This study aims to survey the effectiveness of the international distance learning between Korean and Japanese university students. This research is based on NWCCDL (Namseoul-Waseda Cross-Cultural Distance Learning) project in the spring semester, 2015. This project is the cross-cultural distance learning project between N University in Korea and W University in Japan, and the most important thing of this project is that this project is manipulated through the utilization of ICT. This research consists with two parts: the first is to introduce the NWCCDL project; the participants' information, and the contents and procedure of the on-line chatting program, and BBS(Bulletin Board System) activities. The second is to review on the students' satisfaction for the project and the utilization of ICT in English language education context. The analytic results of the questionnaire includes the students' satisfaction on this project and their reflection on the effectiveness of using ICT in English language classroom of Korea. The results prove that the most of the students are satisfied with the NWCCDL Project in the spring semester, 2015 and the most of the students agree with the fact that the utilization of ICT is very effective in English language education of Korea.

On The Development of The Stern Form with Low Resistance and High Propulsive Efficiency for Full Ships (저저항(低抵抗) 고추진(高推進) 효율(效率)의 비대선(肥大船) 선미선형(船尾船型)의 개발(開發)에 관하여)

  • It is required to develop a hull form with low resistance and high propulsive efficiency for the improvement of the ship-board operational economy. Since the hull forms with low resistance frequently have lower propulsive efficiency and on the other hand the hull forms with higher propulsive efficiency don't show good resistance characteristics, it is always very difficult to obtain economical hull forms which require less propulsive power accordingly. Efforts have been made to pursue a stern form with excellent resistance and propulsion characteristics together by shaping the run of the so-called buttock-flow type stern, which is known to have good viscous resistance performance, like that of conventional aftbody(U-type or Hogner type) featured by high propulsive efficiency. First model tests confirmed that the above concept can be one of the alternative approaches to the design of the good stern form and by the continuing efforts thereafter for the refining of the concept, propelled by the first promising results, stern form of good resistance performance together with good propulsive efficiency has been realized to some extent. In addition, it is confirmed that the new new stern can have better cavitation and vibration characteristics due to uniform wake-fields and the compact engine room arrangement can be possible due to it's larger floor area in way of engine room double bottom as compared with usual barge stern.

The relationship between media function of internet and smartphone, and youth depression (인터넷 및 스마트폰의 미디어 기능과 청소년 우울과의 관련성)

  • Purpose: As the internet use of teenagers become more common, the need for research on the relationship between the internet and youth depression has emerged. The purpose of this study is to investigate the relationship between internet use and adolescent depression. Methods: The subjects of this study were youth attending elementary($6^{th}$ grade), middle($2^{nd}$ grade), and high schools($2^{nd}$ grade) belonging to the Busan Metropolitan City Office of Education. Depression was assessed using the BDI depression scale. Internet functions were classified into 10 categories, and the degree of use by Internet functions was examined. The most frequently used Internet sites were surveyed. Univariate analysis using $X^2$ test and multivariate analysis using logistic regression analysis were conducted to find out the difference of internet and smartphone media function on depression according to elementary, middle and high school students. Results: Depression was higher of 13.2 times for students who use online transactions (goods purchase), 0.07 times for students who use 'bulletin board' activities in elementary students. Depression was higher of 1.55 times for those who use online transactions (purchasing goods), and 2.3 times for those who use adult sites for middle school students. Depression was higher of 2.1 times when using e-mail and 1.9 times when using other information retrieval for high school students. Conclusion: It is necessary to consider characteristics of internet utilizing pattern by school class in policy regulation and prevention program to reduce youth depression.

Evaluation of Access Control Function of the Standard Records Management System (표준기록관리시스템 기능 평가 접근관리 기능을 중심으로)

  • The physical access or control of records with material entities is relatively easy. However, in the case of electronic records, due to its heightened applicative aspect that allows anyone with the authority to have access over the data, it requires an appropriate standard and stability to ensure the authenticity and integrity of electronic records. This study performed functional evaluation by extracting the minimum critical items from the national functional requirements documents and standards to explore the access control function that play an important role for the standard records management system to maintain quality requirements of electronic records. Based on this checklist, it evaluates whether the standard records management system properly carries out the access control function and investigates the current condition of application to practical records management work. Records managers generally do not use access control function, which may be because they do not feel the necessity, since the application of records management system is not yet actively promoted. In order for the standard records management system to be developed to become a more active system, it requires system improvement as well as considerations for below factors: First, although the necessity of establishing access control conditions is already recognized, it requires a clear stipulation of the regulation. Second, measures must be taken to implement access control in the records management system through document security solution. Third, it requires self-reflection of records manager, who utilizes the records management system. Instead of placing all responsibility on the National Archives, which established the system, professionals must further develop the system through continuous evaluation and improvement. Finally, a general discussion is required to publicize the issue of functional improvement of records management system. Although there is a bulletin board already created for this purpose, its users are extremely limited and it only deals with current problems. A space in online as well as in offline is required to solve the fundamental problems and exchange opinions.

A Study on Artificial Intelligence Ethics Perceptions of University Students by Text Mining (텍스트 마이닝으로 살펴본 대학생들의 인공지능 윤리 인식 연구)

  • In this study, we examine the AI ethics perception of university students to explore the direction of AI ethics education. For this, 83 students wrote their thoughts about 5 discussion topics on online bulletin board. We analyzed it using language networks, one of the text mining techniques. As a result, 62.5% of students spoke the future of the AI society positively. Second, if there is a self-driving car accident, 39.2% of students thought it is the vehicle owner's responsibility at the current level of autonomous driving. Third, invasion of privacy, abuse of technology, and unbalanced information acquisition were cited as dysfunctions of the development of AI. It was mentioned that ethical education for both AI users and developers is required as a way to minimize malfunctions, and institutional preparations should be carried out in parallel. Fourth, only 19.2% of students showed a positive opinion about a society where face recognition technology is universal. Finally, there was a common opinion that when collecting data including personal information, only the part with the consent should be used. Regarding the use of AI without moral standards, they emphasized the ethical literacy of both users and developers. This study is meaningful in that it provides information necessary to design the contents of artificial intelligence ethics education in liberal arts education.

An Exploratory Study on the Components of Visual Merchandising of Internet Shopping Mall (인터넷쇼핑몰의 VMD 구성요인에 대한 탐색적 연구)

  • This study is to empirically examine the primary dimensions of visual merchandising (VMD) of internet shopping mall, namely store design, merchandise, and merchandising cues, to be a attractive virtual store to the shoppers. The authors reviewed the literature related to the major components of VMD from the perspective of the AIDA model, which has been mainly applied to the offline store settings. The major purposes of the study are as follows; first, tries to derive the variables related with the components of visual merchandising through reviewing the existing literatures, establish the hypotheses, and test it empirically. Second, examines the relationships between the components of VMD and the attitude toward the VMD, however, putting more emphasis on finding out the component structure of the VMD. VMD needs to be examined with the perspective that an online shopping mall is a virtual self-service or clerkless store, which could reduce the number of employees, help the shoppers search, evaluate and purchase for themselves, and to be explored in terms of the in-store persuasion processes of customers. This study reviewed the literatures related to store design, merchandise, and merchandising cues which might be relevant to the store, product, and promotion respectively. VMD is a total communication tool, and AIDA model could explain the in-store consumer behavior of online shopping. Store design has to do with triggering a consumer attention to the online mall, merchandise with a product related interest, and merchandising cues with promotions such as recommendation and links that induce the desire to pruchase. These three steps might be seen as the processes for purchase actions. The theoretical rationale for the relationship between VMD and AIDA could be found in Tyagi(2005) that the three steps of consumer-oriented merchandising are a store, a product assortment, and placement, in Omar(1999) that three types of interior display are a architectural design display, commodity display, and point-of-sales(POS) display, and in Davies and Ward(2005) that the retail store interior image is related to an atmosphere, merchandise, and in-store promotion. Lee et al(2000) suggested as the web merchandising components a merchandising cues, a shopping metaphor which is an assistant tool for search, a store design, a layout(web design), and a product assortment. The store design which includes differentiation, simplicity and navigation is supposed to be related to the attention to the virtual store. Second, the merchandise dimensions comprising product assortments, visual information and product reputation have to do with the interest in the product offerings. Finally, the merchandising cues that refer to merchandiser(MD)'s recommendation of products and providing the hyperlinks to relevant goods for the shopper is concerned with attempt to induce the desire to purchase. The questionnaire survey was carried out to collect the data about the consumers who would shop at internet shopping malls frequently. To select the subject malls, the mall ranking data announced by a mall rating agency was used to differentiate the most popular and least popular five mall each. The subjects was instructed to answer the questions after navigating the designated mall for five minutes. The 300 questionnaire was distributed to the consumers, 166 samples were used in the final analysis. The empirical testing focused on identifying and confirming the dimensionality of VMD and its subdimensions using a structural equation modeling method. The confirmatory factor analysis for the endogeneous and exogeneous variables was carried out in four parts. The second-order factor analysis was done for a store design, a merchandise, and a merchandising cues, and first-order confirmatory factor analysis for the attitude toward the VMD. The model test results shows that the chi-square value of structural equation is 144.39(d.f 49), significant at 0.01 level which means the proposed model was rejected. But, judging from the ratio of chi-square value vs. degree of freedom, the ratio was 2.94 which smaller than an acceptable level of 3.0, RMR is 0.087 which is higher than a generally acceptable level of 0.08. GFI and AGFI is turned out to be 0.90 and 0.84 respectively. Both NFI and NNFI is 0.94, and CFI 0.95. The major test results are as follows; first, the second-order factor analysis and structural equational modeling reveals that the differentiation, simplicity and ease of identifying current status of the transaction are confirmed to be subdimensions of store design and to be a significant predictors of the dependent variable. This result implies that when designing an online shopping mall, it is necessary to differentiate visually from other malls to improve the effectiveness of the communications of store design. That is, the differentiated store design raise the contrast stimulus to sensory organs to promote the memory of the store and to have a favorable attitude toward the VMD of a store. The results that navigation which means the easiness of identifying current status of shopping affects the attitude to VMD could be interpreted that the navigating processes via the hyperlinks which is characteristics of an internet shopping is a complex and cognitive process and shoppers are likely to lack the sense of overall structure of the store. Consequently, shoppers are likely to be alost amid shopping not knowing where to go. The orientation tool enhance the accessibility of information to raise the perceptive power about the store environment.(Titus & Everett 1995) Second, the primary dimension of merchandise and its subdimensions was confirmed to be unidimensional respectively, have a construct validity, and nomological validity which the VMD dimensions supposed to have a positive correlation with the dependent variable. The subdimensions of product assortment, brand fame and information provision proved to have a positive effect on the attitude toward the VMD. It could be interpreted that the more plentiful the product and brand assortment of the mall is, the more likely the shoppers to favor it. Brand fame and information provision as well affect the VMD attitude, which means that the more famous the brand, the more likely the shoppers would trust and feel familiar with the mall, and the plentifully and visually presented information could have the shopper have a favorable attitude toward the store VMD. Third, it turned out to be that merchandising cue of product recommendation and hyperlinks affect the VMD attitude. This could be interpreted that recommended products could reduce the uncertainty related with the purchase decision, and the hyperlinks to relevant products would help the shopper save the cognitive effort exerted into the information search and gathering, which could lead to a favorable attitude to the VMD. This study tried to sheds some new light on the VMD of online store by reviewing the variables mentioned to be relevant with offline VMD in the existing literatures, and tried to link the VMD components from the perspective of AIDA model. The effect size of the VMD dimensions on the attitude was in the order of the merchandise, the store design and the merchandising cues.It is said that an internet has an unlimited place for display, however, the virtual store is not unlimited since the consumer has a limited amount of cognitive ability to process the external information and internal memory. Particularly, the shoppers are likely to face some difficulties in decision making on account of too many alternative and information overloads. Therefore, the internet shopping mall manager should take into consideration the cost of information search on the part of the consumer, to establish the optimal product placements and search routes. An efficient store composition would be possible by reducing the psychological burdens and cognitive efforts exerted to information search and alternatives evaluation. The store image is in most part determined by the product category and its brand it deals in. The results of this study support this proposition that the merchandise is most important to the VMD attitude than other components, the manager is required to take a strategic approach to VMD. The internet users are getting more accustomed and more knowledgeable about the internet media and more likely to accept the internet as a shopping channel as the period of time during which they use the internet to shop become longer. The web merchandiser should be aware that the product introduction using a moving pictures and a bulletin board become more important in order to present the interactive product information visually and communicate with customers more actively, therefore leading to making the quantity and quality of product information more rich.
