Development of an FTA origin information management system prototype utilizing private block chain (프라이빗 블록체인 활용 FTA원산지 정보관리 시스템 프로토타입 개발)

  • As FTA is spreading, it is becoming more and more necessary to improve the accuracy and reliability of the country of origin information at the domestic trading stage in preparation for the actual surveys expected to surge in the near future. However, there are many problems in collecting and managing information related to origin. It is pointed out that the shortage of export-oriented profits and the incentive for issuance of FTA-related profits, as well as the lack of information on the distribution and management of origin information of domestic manufacturing companies are also pointed out as important causes. In this paper, we propose a method to improve the efficiency of management and circulation of smooth FTA origin (comprehensive) certificate of Korean companies and to improve reliability through manipulation prevention by building prototype of origin information management system based on private block chain Hyperledger. The block chain, called Distributed Ledger or Trusted Internet, provides a technical infrastructure that enables various related companies to distribute origin information with high reliability and immediate distribution in the supply chain, but research on its application is still in the beginning stage.

Determining the Priorities of Korean Suicide Prevention Policies using Analytic Hierarchy Process(AHP) (AHP기법을 이용한 우리나라 자살예방정책의 우선순위 설정)

  • Since 2004 suicide in Korea was the number 1 cause of mortality among OECD countries, the suicides and suicide mortality rate is constantly increasing. Using AHP(Analytic Hierarchy Process), we examined the main approaches and detailed policies of suicide prevention to confirm an effective suicide policy. A workshop and survey were conducted on August 23rd and 26th, 2013, with 30 people. There were 20 academics (4 social workers, 7 mental health workers, 5 psychiatrists, 4 clinical psychologists), and 5 policymakers and 5 administrative staff. In additional 5 people from social welfare and 5 from clinical psychology fields were survey from september 9 to 12 by e-mail. The research found 4 priorities. They include, suicide attempt management, building up public infrastructure for suicide prevention, support to bereaved families, and crisis management of high risk groups in society.

  • Accounts receivable insurance is a system in which small and medium-sized enterprises insure the accounts receivables acquired by the purchasing company, and the insurance company pays when the purchaser fails to pay the debts. Accounts receivable insurance is a very effective means of eliminating the risk of loss due to the counterparty default, and it is economically effective to protect the domestic industry by preventing the bankruptcy of one company leading to a chain bankruptcy of other companies. In this study, we constructed a business model of the accounts receivable insurance, by building an infrastructure based on a private blockchain in activating the accounts receivable insurance accounts. The accounts receivable insurance platform using these blockchain technologies not only addressed the problem of document and reliability verification for insurance, but also sought ways to facilitate accounts receivable insurance by small businesses through rapid transaction rates, easy network expansion and access management based on private blockchain.

Status and development policy of cruise industry in North-East Asia (동북아 크루즈산업의 현황과 발전방안)

  • Cruise industry in the world has been one of the most prosperous industries for the past 30 years and thus its effect is classified by both economic side incurred from its own tourism industry directly and indirectly, and another economic one from development of related-industries such as shipbuilding, heavy industries, and so on. Under these circumstances, it is evaluated that Korea will have good circumstances of activating the highly value-added cruise industries. In order to do it, this country will have to meet as follows: the significant investment in cruise infrastructure, the organization of North-East Asia cruise council, the building-up of cooperation between government and private, the improvement of cruise-related law and institution, the simplification of entry procedure for cruise tourists, the active development and public relation of cruise tourism industry, and so on.

The Evaluation of GHG Emissions in Railroad Construction Sector (철도건설의 온실가스 배출량 산정평가)

  • According to governmental policies for green growth, the increase in the traffic volume of railroad is a representative method to reduce total greenhouse gas (GHG) emitted from transport. Comprehensive assessment for the GHG emission of railroad has been studied to compare the difference of transport modes just in the operating step excluded the construction step. The purpose of this study was to evaluate GHG emissions in railroad construction sector. The targets were some construction works for civil, track, building, and electric system in A line. The GHG emission source of constructing railroad infrastructure was mainly the energy consumption of heavy equipments. As a result, the civil construction sector showed more than 96% of total GHG emissions and its specific GHG emission was 2.191 ton $CO_2e/m$. Also, the specific GHG emissions of civil construction works were of the order: earthworks > tunnels > bridges > station. In future, it will be required to calculate the overall GHG emission of railroad through life cycle approaches including operation, maintenance and disposal step.

EDUCATION AND TRAINING IN RADIATION PROTECTION IN KOREA: CURRENT STATUS AND IMPROVEMENTS

  • Radiation and its various industrial applications have been growing at approximately 10 percent per year for the past decade in Korea. As a result, the importance of the Education and Training (E&T) in radiation protection is of upmost importance. This paper is intended to investigate the present status of the E&T on radiation protection and safety in Korea and to draw up the improvements of the E&T courses required for building the national radiation safety infrastructure. For these purposes, the E&T data from the six major domestic organizations providing radiation protection training courses were investigated and analyzed. Each of the organizations is offering several kinds of E&T courses based on their own specific functions. These organizations have administrative facilities equipped with the latest technology for E&T in radiation protection. The E&T courses mainly cover the training courses for radiation workers, radiological emergency staff, license applicants, license holders, and regulatory staff. In 2010, a total of 58 E&T courses were carried out across six organizations. The conclusions make a number of observations highlighting challenges such as: establishing a formal feedback mechanism, introducing more practical training sessions, developing training courses tailored to the job categories and target audiences, and designing education and training courses in radiation protection that comply with current obligations as well as future requirements.

Facilitating Health Promotion Programs at the Local Level: An Educational Approach (지방자치단체의 건강증진사업 활성화 방안 -교육적 접근을 중심으로-)

  • This paper will discuss about how we can foster educational support mechanisms to facilitate health promotion programs at the local level. Health promotion in Korea is in the early developmental stage; it has only been since the Health Promotion Act was legislated in 1995, the health promotion programs have been planned and implemented. In the context of the recent decentralization process, local health departments have a major responsibility for developing and implementing health promotion programs at the local level. The short history of health promotion in Korea has meant that local public health departments have limited experience and organizational capacity for health promotion planning & practice. The results of one survey for investigating the progress of health promotion at the local level are instructive. The survey demonstrated that the public health workers recognized that the lack of personnels, insufficient budget, the lack of policy & the organizational support, the lack of skill & knowledge to be effective health promotors, the lack of guidance for health promotion practice were major barriers to implementing health promotion programs at the local level. The object of this paper is to suggest some ways of overcoming barriers to implementing health promotion programs at the local level This paper emphasizes on the importance of educational supports as well as environmental supports - legislative, policy, organizational, economical - in building the organizational capacity and infrastructure of local health department for health promotion. It suggests some ways of providing educational supports to the public health workers at the local level. and supports the positions that educational opportunities for training in health promotion can be better provided to the public health workers at the provincial level rather than at the national level. It argues that the educational & training programs should be developed and based on the educational need assessment; that the application of the main educational principles & theoretical models for health promotion be used to develop educational programs for the public health workers; and that professional health organizations should make plans to provide more educational programs at their annual conferences or at other convenient times. These kinds of educational supports facilitate the ability of public health workers to improve their capacity for health promotion practice at the local level and help to alleviate some of the pressure on state resources.

Biological Resources Potential and the Recent State of International Cooperation in Indonesia

  • Indonesia is a mega-biodiversity country having at least one trillion US Dollars value of biological resources per year over the next 20 years. Indonesia is home to 11 percent of the world's flowering plant species and 12 percent of all mammals. Many of Indonesia's species and more than half of the archipelago's endemic plant species are found nowhere else on the Earth. This information is just a small portion of all higher plants and animals being found in Indonesia. Former studies described that total number of species in Indonesia is estimated more than 1,000,000 and most of them remain unknown scientifically. Most of lower plants and animals have not been studied yet, so that greatest portion of Indonesia's biological resources has never been assessed with respect to its economic value or conservation status. Many developed countries are building cooperation with Indonesia on resources, mainly in the fields of grant aid, socio-economic services, R & D, researcher exchange, technology transfer, infrastructure, education/training, finance, etc. Indonesia will obtain greater benefits and management of its biological richness via increasing its international capacity to add value and information to its biological diversity. These goals can be achieved by close international collaboration on search of important biological resources and other bioactive products that have potential economic values. Development of biological resource-based technology stands as the industry of the $21^{st}$ century and, therefore, Indonesia has a unique opportunity to lead the process in the world.

An Exploratory Study on Key Factors of SOA Success (SOA 성공의 영향요인에 대한 탐색적 연구)

  • SOA has become the focus of attention as it is perceived as a concept toward integrative service which helps companies respond quickly to the changes in market needs. This study is aimed to find out success factors for building SOA. We carried out two case studies on companies that adopted SOA successfully in Korea and conducted a survey to collect opinions from experts and experienced managers whose job is related to SOA. The critical successful factors found in this study include: 1) establishment of the SOA taskforce based on CIO's strong support, 2) formation of the corporate-wide consensus and the adoption of standards, 3) active user participation in defining services and obliterating duplication, 4) accomplishment of flexibility in services and business agility based on integrated infrastructure, and 5) securing project budget and consistent support by way of using measurement index for SOA investment effects.

  • Recently, structure safety management techniques using cutting-edge technology(Displacement senor, sensor of acceleration) has emerged as an important issue owing to the aging of infrastructure such as bridge and building. In general, the structural monitoring system for structure safety management is based on IT technology and it is expensive to install. In this paper developed an image-based structure dynamic characteristic analysis system prototype to assess the damage of structure in a more cost-effective way than traditional structure health monitoring system. The inspector can take a video of buildings or other structures with digital camera or any other devices that is passible to take video, and then using NCC calculation for image processing technique to get natural frequency. This system is analysis of damage of the structure using a compare between the frequency response ratio and functions when problems are occurs send alarm to administrator. This system is easier to install and remove than previous monitoring sensor in economical way.
