The disaster prevention information system is to comprehensively support information collection, processing, search and supply in disaster counter measuring activities, as well as to manage information mainly related to natural disasters unilaterally. Building an optimal system in adequate consideration of features and demands in terms of disaster prevention is requested. Suitable infrastructure that can support information technology (IT) in various aspects should be established in order to utilize IT effectively in disaster prevention information. In addition. accuracy, reliability and efficiency as a disaster prevention information system should be equipped with. In this study, a basic framework for the establishment of disaster prevention information system is presented.

2008년부터 소방방재청이 추진하고 있는 방재마을 만들기 시범사업을 조기에 정착하고 전국적으로 확대하기 위해서 법률적인 측면에서는 자연재해대책법에 방재도시(마을)의 지정에 관한 조항 신설과 지방자치조례로 "(가칭) 방재마을 만들기 조례"를 제정하는 등 법적기반을 마련하여야 하고, 행정계획적 측면에서는 주민주도형 방재마을 사업계획서의 수립과 더불어 사업내용이 구조적인 컨텐츠 뿐만 아니라 비구조적인 컨텐츠에도 일정규모의 사업비를 배분하여야 하며, 마지막으로 조직적 측면에서는 지역 방재리더 육성사업을 적극 추진하고, 지역사회의 공식적 비공식적 조직간에 지역방재 거버넌스 체제도 구축하여야 하며, 방재전문가에 의한 사전 컨설팅제도 및 사업추진과정에 대한 평가시스템이 도입되어야 한다.

In the background of rapid urbanization and frequent earthquakes, earthquake disaster prevention planning has become an important topic of current research. Universities are irreplaceable disaster shelter, as they are public institutions with a lot of open space. This article puts forward the concept of "disaster prevention campus". With the refuge behavioral and psychological characteristics of people in the campus when the earthquake happens, it integrated uses GIS spatial analysis technique, takes Shandong Agricultural University as an example, and studies the spatial pattern of earthquake disaster prevention planning in campus from five aspects. The aspects include building distribution, population distribution, analysis of service radius, infrastructure configuration and choice of the optimal refuge path. On the basis of researches above, reform proposals and specific strategies are put forward to build the safe and harmonious disaster prevention campus.

In this study, we considered the fire risk assessment of the temple using fire loads and the classification of combustibles. The building construction materials were classified as walls, beam-columns, floorings, ceiling panels and the loading combustibles were classified into fixed materials and movable materials. As a result, we confirmed that the total fire load of the Palsangjeon was $368\;kg/m^2$. The building construction materials accounted for approximately 93.8 percent of the total fire load and the loading combustibles accounted for approximately 6.2 percent.

This study aims to contribute to urban policy for more effective disaster prevention, as abnormal natural disasters are becoming more frequent. Up to now, the urban plan for disaster prevention in Korea merely includes basic principles and necessities of measures as an early stage. Furthermore, there are difficulties to make specific programs because the legal system, technical instruments, and financial supports are not sufficient. Therefore, this study figures out problems in the current plan related to urban prevention after analyzing the legal system and practices. Resulting from case studies in developed countries, the study draws significant implications, as follows: enhancing legally binding force; improving the procedures for the programs; establising technical infrastructure. It first suggests a way for the urban policy for disaster prevention by considering our local features comprehensively. It then defines the roles of central, local governemnts and research institutions, and the procedure for urban disaster prevention planning building on the individual roles. This study concludes that an emphasis should be placed on institutional tools necessary to publish technical guideline and establish the system so that urban planners more easily access to disaster risk information.

최근 세계 곳곳에서 사회 이면에 도사린 위험요소가 재해로 연결되면서 수많은 재산/인명 피해를 끼치는데 그치지 않고 심각한 사회문제로 대두 되고 있다. 특히 우리나라는 비약적인 경제발전의 결과로 도시화가 빠르게 이루어지고, 경제의 규모도 커지면서, 여러 인적/사회적 재난을 반복적으로 경험하는 악순환에 빠져있다. 이런 심각성 때문에 오랜 시간동안 재난을 관리하기 위한 다양한 분야의 연구가 지속되었으며 학문의 영역 또한 빠르게 복합화 되면서 확장 되고 있다. 본 연구는 재난과 방재측면에서 그간의 연구방향 이었던 방재학적, 방재공학적, 사회학적 관점에서 벗어나 서비스디자인 관점으로 접근함으로서 대안적 연구를 시도 하였다. 그 과정에서 재난과, 서비스디자인에 대한 개괄을 알아보고 방재 프로젝트에 적용함으로서 효과적이고 실질적인 방재서비스디자인을 정의하고 논의 하고자 하였다. 이는 구체적인 사례를 통해 연구 방법론을 적용 검증함으로서 교과서적인 논의에서 벗어나 실 적용측면에서의 논의를 진행 하고자 하는 목적으로 진행되었다. 연구 결과로 도출된 방재서비스 디자인 프로세스와 플랫폼을 통해 방재서비스디자인을 정의 하고 이해할 수 있을 것으로 기대된다. 또한 방재서비스디자인을 통해 재난의 전후 전 단계에서 재난과 관련된 유/무형의 여러 요소를 디자인적으로 가시화시킬 수 있게 되는 기초자료가 될 수 있을 것으로 기대 된다.

최근 산불과 같은 불티로 인한 2차화재의 발생 비율이 높아지고 있는 추세이다. 그러나 이를 불티로 인한 화재 성상을 CFD로 해석하기 위해서는 불티에 가해지는 유체력을 평가하여야 연소모델을 적용할 수 있다. 따라서 본 연구에서는 기존 풍속에 의한 불티 확산실험의 결과를 토대로 FDS에 적용 할 수 있는 연소모델을 구축하고 위하여 수리 모델 및 수치 해법에 대해 정리하고 이를 FDS 연소모델에 적용을 실시하였다.

연안도시는 내륙도시보다 태풍이나 해일 등에 의한 풍수해가 크며 도시마다 풍수해 특성이 서로 다르다. 그래서 연안도시는 풍수해 특성을 고려하여 풍수해 유형별 그리고 지역별 특성에 적합한 풍수해 관리체계가 필요하다. 따라서 본 연구에서는 도시관리, 연안관리, 재해관리 측면에서 우리나라 풍수해 관리체계 현황을 분석하여 문제점을 도출하고 미국과 일본 풍수해 관리체계를 검토한 후 연안도시 특성에 적합한 풍수해 관리체계 개선방안을 제안한다. 연구결과로서 도시관리 측면에서 방재지구 대상지 선정 의무화, 연안도시통합관리계획 수립, 자연재해위험개선지구를 방재지구로 지정, 방재지구를 풍해방재지구 수해방재지구 침식방재지구로 세분화, 방재지구 내 건축제한을 조례로 지정 등을 제안한다. 연안관리 측면에서 연안침식관리구역 지정권을 지자체장에게 위임, 연안침식관리구역은 연안침식심각구역 연안침식진행구역 연안침식발생우려지역으로 세분화, 연안침식관리구역의 건축제한을 조례로 결정, 연안도시 침식예상도 작성 등을 제안한다. 재해관리 측면에서 "자연재해대책법"과 "재난및안전관리기본법"의 통합, 지자체 주도 방재체계로 전환, 지역단위 재해관리네트워크 구축, 맞춤형 지역방재계획 수립 등을 제안한다.
