Bayesian Theorem-based Prediction of Success in Building Commissioning

  • In recent years, building commissioning has often been part of a standard delivery practice in construction, particularly in the high-performance green building market, to ensure the building is designed and constructed per owner's requirements. Commissioning, therefore, intends to provide quality assurance that buildings perform as intended by the design and often helps achieve energy savings. Commissioning, however, is not as widely adopted as its potential benefits are perceived. Owners are still skeptical of the cost-effectiveness claims by energy management and commissioning professionals. One of the issues in the current commissioning practice is that not every project is guaranteed to benefit from the commissioning services. This, coupled with its added cost, the commissioning service is not acquired with great acceptance and confidence by building owners. To overcome this issue, this paper presents a unique methodology to enhance owner's predicting capability of the degree of success of commissioning service using the Bayesian theorem. The paper analyzes a situation where a future building owner wants to use a pre-commissioning in an attempt to refine the success rate of the future commissioned building performance. The author proposes the Bayesian theorem based framework to improve the current commissioning practice where building owners are not given accurate information how much successful their projects are going to be in terms of energy savings from the commissioning service. What should be provided to the building owners who consider their buildings to be commissioned is that they need some indicators how likely their projects benefit from the commissioning process. Based on this, the owners can make better informed decisions whether or not they acquire a commissioning service.

녹색건축물인증(LEED) 사례연구를 통한 커미셔닝 관리 프레임워크 도출 (Building Commissioning Management Framework from the Case Study of Green Building)

  • A necessity of increasing the energy efficiency of the buildings is rising due to global warming and high energy demands prices. Commissioning is an effective way to increase the energy efficiency of the building and reduce maintenance costs. In this study, a case study was conducted to derive the commissioning process of green building and propose management factors that can be used in domestic commissioning projects. The case was a university renovation project that received a LEED Glod certification and conducted the enhanced commissioning. The commissioning is divided into planning, design, construction, and post-construction phases. In the planning stage, commissioning company selection, commissioning goal setting, tasks and responsibilities for each subject are set. In the design phase, preparations are made for inspection and construction steps to prevent design errors. In the construction phase, problems are solved through periodic on-site inspections. In the post-construction phase, a final report with all the details of the commissioning will be created and future maintenance strategies will be proposed. Based on the findings of this study, it will be a basis for the management factors that can be used in the implementation of domestic commissioning projects.

국내외 녹색건축인증에서의 커미셔닝 평가기준에 대한 비교 연구 (A Comparative Study on Domestic and International Evaluation Criteria of Commissioning for Sustainable Building Certification)

  • 국토교통부는 녹색건축물 조성을 촉진하기 위해 '17년 공동주택은 냉,난방 에너지 90%('90년 대비) 절감 목표를 수립하였으며, 2015년 UN 기후변화회의(2015 United Nations Climate Change Conference)에서 당국은 2030년 배출전망 (BAU)인 8억 5060만 ton $CO^2$ 대비 37%를 감축하겠다고 발표하였다. 이를 만족하기 위해서는 가장 많은 탄소 발생을 야기하는 건축물에서 탄소배출 최소화를 위한 조치가 시급하며, 이에 건물 사용 시 발생하는 탄소배출 감축을 위해 필요한 건물 성능 강화를 유도하는 커미셔닝에 대한 관심이 높아지고 있다. 그러나 현재 건설업계에서 커미셔닝은 법제화되어 있지 않고 건설 참여자의 수행의지 및 효과 홍보 부족으로 인해 활성화 되어있지 않다. 또한, 녹색건축으로의 인증을 획득하는 과정에서 조차 커미셔닝은 필수 수행 항목으로 지정되어 있지 않아 국내 커미셔닝은 그 효과 대비 저평가 받고 있는 실정이다. 이에, 본 연구에서는 커미셔닝의 효과에 대해 기술하고, 해외 녹색건축인증 LEED, BREEAM을 기준으로 커미셔닝이 녹색건축에 있어서 어떻게 평가받고 있는지 국내 G-SEED와 비교, 분석하여 국내 녹색건축인증에서의 커미셔닝 필수화를 제안하고 나아가 커미셔닝이 국내에서 활성화 될 수 있도록 건설 주체자의 인식 변화를 유도하고자 한다.

모니터링 기반 건물 에너지 커미셔닝 기술 (Monitoring-Based Building Energy Commissioning Technology)

  • 건물 에너지 커미셔닝은 건축물의 계획, 설계, 시공, 시공 후 설비의 시운전 및 유지 관리를 포함한 전 공정을 효율적으로 검증하고 문서화하여 에너지의 낭비 및 운영상의 문제점을 최소화하는 공정 기술이다. 일반적인 커미셔닝은 설계 기준에 적합한 성능을 발휘할 수 있도록 설비의 교체를 추진한다. 이는 비용이 많이 들며 투자비 회수기간이 오래 걸리는 단점을 지니고 있다. 본 논문에서는 ICT(Information Communication Technology)를 기반으로 에너지 사용 데이터 분석을 통해 설비 교체를 최소화하며 최적 운용을 통해 에너지 효율을 높이는 모니터링 기반 커미셔닝에 대해 연구하였다. 건물 에너지 사용에 대한 모델링을 수행하고 이를 기반으로 에너지 사용 데이터와 비교, 효율 저하 감지 기술을 활용하여 운용 최적화를 통한 에너지 사용 절감을 이룬다.

초고층 건물 커미셔닝에 따른 에너지 절감 효과 예측 (Prediction of Energy Saving Effects by Commissioning of High-Rise Building)

  • In this study, the energy commissioning was conducted for high-rise buildings(manual control). First of all, we conducted monitoring the energy use of buildings (electricity, heating, etc.), a commissioning improvement (automatic control) was proposed for each system. In addition, energy simulation was conducted to predict the effectiveness of the reform measures. As a result, terminal units control the greatest energy saving effect, If we applied all the improvements, we could save about 20% less than traditional energy usage, and it turned out that $CO_2$ emissions were reduced by about 19% when converted to $CO_2$.

Continuous Commissioning의 절차와 적용 (Continuous Commissioning Process and Application)

  • This paper presents the continuous commissioning process, information on the case study facility, improved system operation, and building energy consumption measures before and after continuous commissioning implementation. Continuous commissioning is an ongoing process to resolve operating problems, improve comfort, optimize energy use and identify retrofits for existing commercial and institutional buildings and central plant facilities. Continuous commissioning process consists of two phases. The first phase is the project development phase and the second phase implements and verifies project performance. Results of a case study show that continuous commissioning implementation can reduce energy costs. The energy reports show the electricity savings of 22% and gas savings of 47% on an average.

  • Geothermal heat pump(GHP)system has been extensively disseminated due to the recent increasing demand over new and renewable energy. However, the economics and system reliability has been key issues and barriers to insure a better system performance as designed originally. The building integrated designs of geothermal heat pump system are test and optimize GHP system by evaluating its performance in virtual reality. System design is an iterative process that will help optimize the cost efficiency of the system. One of the primary goals is to minimize the energy imbalance between the amount of energy extracted from the ground and the energy reject to it. This will reduce the land area required to install the GHX, reduce the cost of installing it and ensure the long-term efficiency of the system. Commissioning is the process of ensuring that are designed, installed, functionally tested, and capable of being operated and maintained to performance in conformity with design intent. In this paper, Study on introduction of Initial commissioning method of Geothermal Heat Pump(GHP) system using ISO performance data has been introduced. Also KIER GHP Simulator is used to simulate actual heat pimp operating condition and test commissioning method. Result should that the experiment data base could verify the applicability of the commissioning method, and also were able to suggest a better ways to GHP commissioning.

국내 친환경건축물인증제도2010과 LEED2009에서의 에너지평가방법에 대한 비교 연구 (A Comparative Study on Evaluation Methods of Energy of Green Building Certification Criteria 2010 and LEED 2009)

  • Recently, the green building and energy connection system are establishing. But, National certification system for environment-Friendly Buildings is indicated hangup about energy efficiency of building. Commissioning, energy conservation, renewable energy, carbon dioxide emissions, it is determined that the energy associated with LEED and GBCC four items of the comparative analysis showed the following results. First, on the practical performance of the system after the completion of commissioning of the energy associated with the system completed until after the final performance for secure operation from the planning stage to verify and document systematically how to perform, but the domestic review and verification is incomplete. Second, the use of energy-saving and renewable energy is directly related to the energy consumption of the building, but GBCC the strengthening of standards on how to evaluate it is deemed necessary. Finally, the evaluation of the reduction of carbon dioxide emissions, LEED Unlike GBCC the life-cycle of the system without considering the global warming index only because a substantial step in the operating efficiency can not be assessed. Based on this study GBCC energy savings through efficiency to actively carry out research through a systematic analysis of the basic guidelines to proceed.

Who Should Control the Integrated Management System for Sewerage Facilities in the Upper Reaches of Multi-Purpose Dams in Korea?

  • Integrated management systems (IMS) that control entire sewerage facilities in the upper reaches of multi-purpose dams are being constructed for their efficient operation and management. However, because the IMS installed in a watershed belong to several local government bodies, significant conflict would be expected between stakeholders in the process of deciding who should control the IMS after completion of the construction that was initially implemented under the support of central government. The objective of this study was to suggest a decision making to determine who should control the IMS for sewerage facilities in the upper reaches of multipurpose dams in Korea, using the analytic hierarchy process (AHP). Three alternatives were selected to determine who should control the IMS for sewerage facilities: commissioning to public corporations, commissioning to private corporations, and a role-sharing partnership. In using the AHP technique, the emphasis was on comparing public interests, economics, efficiency, sustainability, specialty, grievance mediation and receptiveness. As a result, building a role-sharing partnership received the highest score. Commissioning to a special institute was also suggested as an alternative as this showed a score similar to that of building a role-sharing partnership.
