Highway traffic safety evaluation of area on the basis of the accident rate has a limitation, thus its result is dependent on the exposure variables. It works an obstacle to decision making for effective budget execution. In this paper, we developed a methodology of taking simultaneously macroscopic exposure indicators into account in evaluating the safety using least squares method. The weight of exposure indicators to make up of highway traffic safety evaluation index is that accident rate per population, accident rate per registration vehicle and accident rate per length of road is 0.29, 0.52 and 0.19 respectively and calculated the highway traffic safety index of total local governments in Korea. The methodology to calculate highway traffic safety evaluation index proposed in this paper can be utilized in executing the traffic safety policies to increase the efficiency of investment about traffic safety budget.

Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.

In this study, we propose a method of optimal placement technique of artificial reef considering characteristics of sea areas and provide basic data for efficient budget execution. In addition, we will contribute to increasing the economic efficiency by improving the fisheries productivity by suggesting the scientific basis for the policy data and the increase of the catch through the resource creation based on the ecological information about the biology. Especially, in order to establish the effective disposition (optimum separation distance) of artificial reef considering characteristics of biological and engineering factors, it is necessary to review the artificial reef installation management regulations and investigate the biological effects of artificial reef facilities, is needed. Through this, it is expected that the ground data of the direction of the policy promotion will be derived by suggesting the placement condition of the artificial reef complex which can maximize the resource composition effect according to the target fish species.

As the importance of logistics is increasing, Enterprises design the supply chain(SC) network to minimize the total costs considering inventory holding cost, transportation cost and apply the efficient strategies of supply chain based on SC network Calculating the logistics costs without reflecting the logistics components like the packaging cost, transportation related cost, storage cost, loading & unloading cost, and distribution costs, the companies should have many limitation to calculate the logistics cost of real enterprise and install the SC network reducing them. Therefore, this research is aimed at establishing SC strategies which can be an efficient alternative for a decision making on supply chain, based on existing reference and current logistics networks of 'L' company in Korea and analyzing interaction effects between strategies and influence on logistics cost by these strategies. As the method of analysis, we analyze the interaction effects between strategies as well as install the optimal SC network reflecting concrete logistics components from the viewpoint of total logistics costs. we expect that analysis method of this paper would be applied various industries and used the efficient tools for the decision mating by planing and execution of the logistics budget from enterprises.

The cadastral rehabilitation project, which has been implemented since 2012, is a project to re-examine the national land that is not in conformity with the cadastral map, There is a lot of trouble in securing financial resources for business execution. This study examines the utility of UAS(Unmanned Aerial System) image - based cadastral demarcation as an alternative to budget reduction in the current state of cadastral rehabilitation, reasonable boundary adjustment, UAV(Unmanned Aerial Vehicles) is used to create 3D models and orthoimages of business districts, and to check accuracy by superimposing and comparing with digital maps of NGII(National Geographic Information Institute). As a result of the study, the accuracy of the 3D model and the orthoimage through the SfM(Structure-from-Motion) - based image interpretation of the digital map of the NGII were derived. In particular, we confirmed the similarity of UAS-based orthoimage with the cadastral boundaries affirmation, It is anticipated that the cost saving effect of current survey and boundary survey can be expected. In addition, it is easy to prepare a report to reduce civil complaints, which is a problematic element of the adjustment.

As the equipment of the military has recently become more sophisticated and expensive, the cost of purchasing spare parts is also steadily increasing. Therefore, demand forecast accuracy is also becoming an issue for the effective execution of the spare parts budget. This study predicts the demand by using the data of spare parts consumption of the KF-16C fighter which is being operated in the Republic of Korea Air Force. In this paper, SARIMA(Seasonal Autoregressive Integrated Moving Average) is applied to seasonal data after dividing the spare parts consumptions into seasonal data and non-seasonal data. Proposing new methods, Majority Voting and Hybrid Method, to the non-seasonal data which consists of spare parts of low consumption with unclear pattern, We want to prove that the demand forecast accuracy of spare parts improves.

Locals' initiating the community making projects is considered as a good approach in terms of the effectiveness, sustainability and government's budget. But there are not the local institutions' support, while local people alone may face difficulties in starting and managing the projects. This study is to explore the roles of the institutions for starting and managing the family-friendly communities. For this purpose, 18 secondary source cases from the livable community making projects were analyzed. And the major findings of this study were as follows: The (local) institutions need to gain credibility from the locals before starting the family-friendly community project. In the motivation steps, the institution performs the role of a proposer, a survey researcher, an opinion gatherer and mediator. In the systematization steps, the institution needs to perform as a mentor, a developer of human and non-human resources, a conflict mediator, an education practitioner, an instructor, a networker, and an administrative staff. In the execution steps, the institution needs to perform as a cultural program planner, a public relations personnel, and an assessor. In conclusion, the institution needs to train community coordinator and develop programs to educate local residents for the effective family-friendly community projects.

Several housing improvement programs for low-income have done by Ministry of Health & Welfare, Ministry of Trade, Industry & Energy, Ministry of Security and Public Administration, Ministry of Environment, and Ministry of Land, infrastructure and Transport up to now. Each program practiced separately based on each agency's function and territory, but there are also negative opinion on beneficiary duplication, beneficiary omission, and the inefficient execution of the government budget. This study analyzes the housing improvement programs of each agency on the aspects of coordination, and suggests the integration system with coordination and delivery system. We selected 3 indexes such as similarity, integration effect and availability for integration system and analyzed the effects of integrated programs into one based on cost, repair effect and management. We proposed that the similar housing improvement programs of each agency should be coordinated for integration. But it is not easy to integrate similar programs into one program, therefore similar programs which support the house owner are needed to integrate into housing benefit except same beneficiary who owned own house.

The purpose of this study is to examine needed abilities of Korean apparel merchandisers and to propose a basic design of textbook for an education of Korean apparel merchandisers. For this purpose. the role and needed abilities of Korean apparel merchandisers'. and the contents of other textbooks under same topic were examined. Data of Korean apparel merchandisers'abilities to execute their role were collected by interviewing 7 apparel merchandisers who work for major Korean apparel manufacturers. Korean apparel merchandisers are expected to have following abilities : comprehensive and analytic Judgement. knowledge of clothing and textiles. deep understanding of the apparel market, budget planning and accounting. cooperation in the execution of tasks, ability of summarizing data, healthcare, and computing skills. The textbook is divided into five parts. The titles and brief description of them are as follows : Part I - Introduction Basic concept and composition factors of apparel merchandising and the role of apparel merchandisers in Korean apparel industry will be discussed. Part II - Apparel Merchandising Environment The structure of apparel manufacturers and apparel industries In Korea. other environmental factors, and apparel consumer behavior will be investigated. Part III - Apparel Market Analysis Market segmentation. brand evaluation, product positioning. target market strategies, and market research will be investigated. Part IV- Apparel Merchandising Apparel merchandising processes will be introduced and explained in detail. Part V - Global Apparel Merchandising Global apparel merchandising environment and strategies. and global sourcing and marketing will be discussed.
