Why the Mediterranean Sea Is Becoming Saltier

  • Anthropogenic changes have been made to the water budget for the Mediterranean Sea as a result of river diversion projects. The decrease in freshwater inflow to the Mediterranean represents an effective increase in the overall net evaporation over the basin. Hydraulic control models for the exchange between the Mediterranean and Atlantic through the Strait of Gibraltar predict that the salinity of the Mediterranean should increase if the net evaporation over the Mediterranean increases. Increases in the salinity of the deep waters in both the western and eastern Mediterranean basins have been observed. The causes of such higher deep water salinity are attributed to increases in intermediate water salinity which are ultimately mixed down into the deep sea during wintertime buoyancy loss events. The pattern of the Mediterranean salinity increase is instructive for understanding how the water mass properties in a basin change over time as a result of anthropogenic changes.

The Use of Optimal Control Techniques to Design Regional Policies: With Special Reference to the Evaluation of Regional Economic Polices (최적제어기법의 지역정책에의 적용에 관한 연구 : 지역경제정책의 평가를 중심으로)

  • It is widely known that optimal control techniques are useful to measure the performance of macroeconomic policy. This paper examines how the method could be applies them to the evaluation of the public investment expenditures conducted by the local government of Choongbook Province in Korea. The numerical example illustrates the usefulness of the methods for the evaluation of the regional economic policies suggesting the main findings as follows: (1) If the local government of Choongbook Province had increased the public investment expenditures allowing the budget deficits for the first three to four years during the period between 1985 and 1990, its GRDP would have early risen to the ratio of more than three percent of Korea's total GDP. (2) The additonal welfare losses incurred by not following the optimal policy were 0.191 in 1986, 0.607 in 1987, 1.585 in 1988, and 0.132 in 1989, indicating that the public investment policy proves to be the best in 1989 and the worst in 1988.

Model Classification and Evaluation of Measurement Uncertainty (측정 불확도 모형 분류 및 평가)

  • This paper is to propose model classification and evaluation of measurement uncertainty. In order to obtain type A and B uncertainty, variety of measurement mathematical models are illustrated by example. The four steps to evaluate expanded uncertainty are indicated as following; First, to get type A standard uncertainty, measurement mathematical models of single, double, multiple, design of experiment and serial autocorrelation are shown. Second, to solve type B standard uncertainty measurement mathematical models of empirical probability distributions and multivariate are presented. Third, type A and B combined uncertainty, considering sensitivity coefficient, linearity and correlation are discussed. Lastly, expanded uncertainty, considering degree of freedom for type A, B uncertainty and coverage factor are presented with uncertainty budget. SPC control chart to control expanded uncertainty is shown.

Performance Analysis of MLAT System Receiver for Aircraft Flight Control System

  • In this paper, performance on receivers of multilateration (MLAT) system that uses ADS-B signal, which is recently becoming popular, was analyzed to overcome shortcomings of existing aircraft flight control systems or reinforce the capabilities. A link budget was analyzed using a channel model in the airport environment with regard to Local Area Multilateration (LAM) for ground-controlled landing around the airport. In order to detect signals that arrived at the receiver successfully, sensitivity of receiver was analyzed using a signal-to-noise ratio (SNR) worksheet, and a method that improves accuracy of the distance measurement was proposed by adopting a peak estimation using sampling signals. Through simulations, optimum specifications of receivers were analyzed to have high precision positioning of LAM, and accuracy of LAM distance measurements was presented.

  • As flexible manufacturing technology has become available across a broad range of applications, an increasingly large number of firms have confronted decisions about when to adopt the FMS technology and the size of FMS at that time. For small to medium size firms that should invest under budget limitation and high investment risk, proper size of FMS adoption at proper time is very important. In this paper the discrete optimal control theory has been used to make decisions about the size and timing of FMS capacity expansion over a planning period. Sensitivity analysis is presented for analysing the behavior of the model to variations of model parameters.

A Study on Characteristics of Core Projects Described in 3rd Community Health Plans (제3기 지역보건의료계획서에 기술된 핵심사업의 특성에 관한 연구)

  • Objectives : The 3rd community health plan let health centers select and promote core projects considering budget and manpower. This study analyzed the content and selection processes of core projects, using the nationwide 3rd community health plans, to give relevant information on health center policies. Methods : Classification criteria for content analysis of core projects were established and verified through a literature review and by specialist discussions. Fifty plans were selected by stratified proportional random sampling for regional characteristics. And coding criteria standardized through coding repetition and discussion, by 2 persons (k>0.7). Using stratified proportional random sampling for 16 cities and provinces, regional characteristics, 117 plans were selected, and the contents of the core project selection processes and program contents analyzed. Results : The survey was used by 59.8 % of samples as a core project decision-making method. The partici- pants included 98.6, 81.4, 40 and 38.6% of the health staffs, residents, medical institutions, and administrators, respectively. Discussion was used by 15.4% of samples. The participants were health staffs by 100% as a great. The ranking of the frequencies of the selected core projects were, in order; chronic disease control, health promotion, elderly health, maternal-child health, and oral health at 16.4, 14.8, 14.3, 12.7 and 11.9%, respectively. Analyses on the chronic disease control and elderly health contents showed the diversity of object disease, high rates of visitors on patient detection programs, high rates of unclear target populations, and the provision of medical exams and treatments as the main services, with high variations in business per-formance. The national health budgets for health centers in 2003 were about 910 and 240 million won for chronic disease control and elderly health, respectively, which were less than for the other five priority core projects. Conclusions : The chronic disease control and elderly health at the health centers were not standardized for object disease, patient detection program, target population, service provision, and national support budget was insufficient. Thus it is necessary to develop standard guidelines, and increase financial support, for chronic disease control and elderly health

Adaptive Basic Unit Level Rate Control for H.264 (적응적 베이직 유닛 레벨 H.264 비트율 제어)

  • This paper proposes a new basic unit level rate control algorithm which generates the output bits corresponding to the target bits. The H.264 standard uses various coding modes and optimization methods to improve the compression performance, which makes it difficult to control the generated traffic accurately. In the proposed scheme, the allocated bits to a frame are distributed to all basic units properly to encode each basic unit according to the bit budget. After encoding the frame, the encoding parameters are adjusted according to the difference between the target and the resulting values. It is shown by experimental results that the new algorithm can generate output bit rates accurately corresponding to the target bit rates with the PSNR performance better than that of the existing rate control algorithm.

Does Competency, Commitment, and Internal Control Influence Accountability?

  • This study aims to analyze the influence of apparatus resources, organizational commitment, internal control on the accountability of village fund allocations with the level of education as a moderating. Accountability analysis of village fund allocation is carried out at every stage of planning, implementation stage, administration stage, reporting stage, and accountability stage. The study was conducted in 18 villages in Undaan District, Kudus Regency - Indonesia, with a total sample of 115 village officials. Structural Equation Model analysis techniques with Warp Partial Least Square were used to test the research hypotheses. The results showed that apparatus resources, organizational commitment, and internal control had a positive effect on the accountability of village fund allocations. The level of education strengthens the influence of apparatus resources on the accountability of village fund allocations. The findings of the study further prove that commitment has positive implications for achieving accountability. It means that the higher the commitment made by the government apparatus, the better and higher the effect on accountability in managing public funds. With an ethical commitment of the government apparatus in managing the budget, the use of funds can be in accordance with the planning and designation so that goals can be achieved.

Analysis of the Status of Infection Controls after Application of the Healthcare Accreditation System (의료기관 인증제 도입에 따른 감염관리 실태 분석)

  • Objectives : This study was conducted to measure the effects of healthcare accreditation (HA) on the changes in infection control (IC). Methods : Questionnaires were e-mailed to 60 hospitals from 23 October to 23 December, 2011. Data were analyzed by SPSS 12.0. Results : Finally 50 hospitals (83.0%) were enrolled in the study: Seoul area (40.0%), tertiary (76.0%), and >500 beds (98.0%). Nine hospitals (18.0%) had a full time infection control nurse[ICN] with 300 beds. Among various factors, ICN (36.0%), hospital facilities (66.0%), instruments (32.0%) and supplies (88.0%) all improved. Hand hygiene increased (53.1% vs 83.2%, p<.001), but it was continued only in 34.1% of hospitals. Healthcare-associated infection (68.4%), multi drug resistant organisms (42.1%) and outbreaks (26.3%) decreased. Reasons for difficulties in satisfying the HA standards were inadequate support which included hospital facilities, instruments, budget, and a shortage of ICNs and healthcare workers (HCWs). Conclusions : HA had effects on the IC, but they were transient. Staffing in ICN and HCW staffing, hospital facilities, instruments, and supplies all need to be improved.

다목적실용위성 1호 태양지향모드에서의 연료 절감을 위한 퍼지제어기 설계

  • The mission life of a satellite determines the amount of fuel required on-board, while the total mass requirement limits the fuel to be loaded. Hence, for the design of thruster control loop, not only the satellite pointing accuracy but the saving of fuel is to be considered. In this paper, a two-step fuzzy controller is proposed for the thruster control loop to save fuel consumption. This approach combines requirements for pointing control accuracy with minimum fuel consumption into a fuzzy controller design. To demonstrate this approach, we have designed a fuzzy controller for the Sun Pointing Mode of KOMPSAT-1. The performance of this fuzzy controller design is compared with that of PD controller used for KOMPSAT-1.
