방송 통신의 융합이 진전됨에 따라, 방송과 통신이 분리되어 규제되는 현재의 법과 제도는 상당한 문제점을 일으키고 있다. 통신망과 방송망 허가의 실질적인 권한이 규제 기관별로 분리되어 있기 때문에 통신망과 방송망의 융합에 따른 이중규제의 문제뿐만 아니라 새롭게 탄생하고 있는 신규 융합서비스를 어떠한 서비스로 분류할 것인가에 대한 논란도 제기되고 있다. 따라서 원활한 방송 통신의 융합을 촉진시키고 기존의 방송과 통신 산업의 지속적인 발전을 도모하기 위하여 방송과 통신에 대한 합리적인 규제 차등화 기준과 방송과 통신의 중간영역에 위치한 서비스들에 대한 새로운 규제환경이 필요하다. 그러나 아직 방송과 통신의 융합에 적절히 대응하기 위한 사회적 합의는 이루어지지 않은 것으로 보인다. 비록 2004년 3월에 새로운 방송법이 통과되었지만, 통과된 방송법을 살펴보면 방송과 통신의 개념에 대한 논리적인 기준을 적용하기보다는 두 기관의 이익을 어느 정도 충족시킨 미봉책에 불과하다고 결론지을 수밖에 없다. 이는 새로운 유형의 서비스가 도입되었을 때, 정보통신부와 방송위원회가 또다시 소모적인 논쟁을 되풀이할 수밖에 없음을 의미하고, 이는 통신방송 융합서비스에 대한 논쟁이 여전히 일종의 '규제의 아노미 상태'에서 벗어나지 못하고 있음을 암시한다. 따라서 본 연구는 방송과 통신의 융합 환경 속에서 전통적인 방송과 통신의 개념에 바탕을 둔 서비스의 분류가 어려워지고 있음을 지적하고, 환경변화에 부합하는 새로운 융합서비스의 개념을 방송과 통신 공공재적 특성과 양방향적 특성에 기반하여 이해해 보고자 한다. 특히 본 논문은 방송과 통신의 융합현상에 대한 '논의의 정체'를 극복하기 위한 대안으로, 기존의 논의 틀을 발전적으로 해체하고, 이를 서비스의 본질적 속성이라는 '근원적 태생'을 기준으로 재구성함으로써, 관련 규제 체제의 정비에 지침을 마련할 필요성을 의식하는 데서 시작하였다. 즉, 임기응변적인 자의적 구분을 탈피하여, 기술적 특성과 그로 인해 비롯되는 서비스의 본질적 자이를 복합적으로 고려한 융합서비스의 적정 규제 기준을 제시해보고자 하는 것이다.

독일 공영방송은 80년대 중반 이원방송 제도 도입 시 연방헌법재판소에 의해 국민 각계각층의 의견을 반영하여 다양성을 보존해야 하는 방송의 '기본적 공급과제'(Grundver-sorgungsaufgabe)를 부여받았고 이 과제수행을 위해 수신료에 의한 재정 지원과 발전이 보장되어 있다. 90년대 독일 공영방송은 디지털 전문채널의 확대와 적극적 온라인 서비스 활동으로 융합 환경에 대응해왔고 이는 지속적 수신료 인상의 주요 동인으로 비판의 대상이 된 것이다. 법적 근거가 있는 공영방송의 디지털 전문채널에 비해 매스커뮤니케이션인 방송을 대상으로 하는 기본적 공급과제의 연계기능으로서 온라인 서비스는 법적 한계가 있는 것이다. 대외적으로는 유럽연합의 공영방송 수신료에 대한 국가보조 금지 통제와 타협, 국내적으로는 공영방송 수신료 인상폭의 축소 결정과 이 과정에 대한 국가의 개입으로 2007년 위헌으로 판결된 제9차 수신료 판결을 거치며 결국 공영방송 온라인 서비스는 TV와 라디오에 이어 기본적 공급과제에 속하는 제3의 미디어로서 위상이 확립되었다. 2009년 6월 1일자로 공포된 제12차 개정 방송국가협약에서 수신료 판결, 공익성 검증 도입, 유럽연합 시청각미디어서비스 지침의 독일국내법 전환 등 3차원의 법제화가 단행되었다. 유럽연합의 영향으로 독일 방송계의 지각변동기 일어난 이 과정은 융합시대에도 변할 수 없는 독일 고유의 공익적 방송환경 유지 의지를 현재의 상황에서 법적으로 관철한 것이며 이는 신자유주의 확신추세 속에서 융합 환경에 상응하는 우리나라의 공익적 규제체계 마련에 이론적, 법적 논거가 될 수 있다.

This letter proposes a conditional access system (CAS) suitable for use in terrestrial digital multimedia broadcasting (T-DMB), based on an effective multiplexing method to provide encrypted T-DMB services. Specifically, the proposed multiplexing method for a CAS is designed to reduce the additional bit rate while assuring easy access to the designated encrypted services. Finally, the performance of the implemented CAS is confirmed through implementation and a broadcasting experiment under various service environments.

Our platform introduced in this paper is based on DAVIC specifications which define high quality multimedia services with some extensions to provide user friendly and uniform interface to its users. We designed and implemented an integrated service platform for high quality interactive multimedia services, swithed digital broadcasting, and Internet services. The integration in terms of a service provider system, a delivery system, and a service user system is taken into account. Our research results in the development of integrated high quality interactive and digital broadcasting multimedia services with web-based common user interface and its experience will be feedback to the field trial service which will be launched from next year.

The Digital Multimedia Broadcasting(DMB) system is developed to offer high quality audio-visual multimedia contents to the uses by the various portable terminals in the mobile environment. Integrated complex reception platform is required to receive multimedia broadcasting services transmitted from various transmission media. In this paper, we present the design and implementation technic for providing the both of terrestrial and satellite DMB services simultaneously using the same hardware platform. The implemented complex receiving terminal to accommodate these DMB services simultaneously need composed of it RF module. it baseband module, it complex control module and the complex de-multiplexer module. The complex control module is designed using uClinux operating system. The complex de-multiplexer, which perform the functions of the address decoder and each DMB stream de-multiplexer, is implemented. with FPGA device. The implemented platform is tested in a real environment and its performance is satisfied with required performance criteria.

본 연구는 IPTV-VOD 서비스의 선택에 영향을 주는 요인들을 밝히고, 기존 다채널 유료TV와 IPTV-VOD 서비스 간에 대체 혹은 보완 관계가 있는지의 여부를 분석하였다. 연구결과, VOD 형식으로 제공되는 IPTV-VOD 서비스는 기존의 유료방송서비스와 콘텐츠에 있어서 큰 차별성을 보이고 있지 않으나, IPTV-VOD 서비스의 이용자들은 IPTV-VOD 서비스가 가지고 있는 양방향 서비스 특성들 - 능동적으로 선택할 수 있고, 시청시 중단, 되돌리기, 다시보기 등 - 을 이용하여 이용시간을 스스로 선택하여 기존 유료방송과는 다른 양방향적 특성들을 즐기면서 시청하고 있는 것으로 나타났다. 또한 이미 케이블/위성 서비스에 가입한 이용자와 가입하지 않은 이용자 간에 IPTV를 선택할 확률이 실시간 지상파방송 등 다른 요인들이 통제된 상태에서 차이가 나타났기 때문에 두 서비스가 어느 정도의 대체성을 가지고 있음을 예측할 수 있다.

지상파 DMB (Digital Multimedia Broadcasting) 본 방송이 시작됨에 따라 고품질의 오디오, 비디오뿐만 아니라 부가 가치를 창출하기 위한 다양한 서비스 모델이 요구되고 있다. 본 논문은 이러한 서비스들 중 하나인 비디오 부가데이터 서비스를 위한 지상파 DMB 저작, 송출 시스템에 관한 것이다. 제안한 시스템은 국내 지상파 DMB 부가데이터 서비스 표준인 MPEG-4 BIFS(Binary Format for Scene) Core2D 장면서술 프로파일과 그래픽스 프로파일을 따른다. 본 시스템은 실시간 저작 수동 송출, 비실 시간 저작 자동 송출이라는 두 중요한 방송 요소를 제공하도록 설계되었으며, 양질의 콘텐츠를 효율적으로 제작하고 제작한 콘텐츠를 비디오 인코더와 연동하여 안정적으로 송출하는 데 중점을 두어 개발되었다. 제안한 시스템은 다양한 수신기와의 정합 실험을 통하여 그 성능을 입증하였으며, 추후 본 방송에 효율적으로 사용될 수 있을 것이다.

Innovation on digital compression technology, high speed networking technology, digital broadcasting technology and distributed processing technology provides new interactive multimedia service that integrates telecommunication, broadcasting, and computer application. To meet the new trends, we focus our research direction to integrate the telecommunication services and the broadcasting services. For this purpose, we designed and implemented an interactive multimedia service platform based on the DAVIC specification. Our research results in the development of integrated interactive services and its experience will be feedback to the field trial service that will be launched from next year. In this paper, we will describe the overall architecture and system implementation results of the interactive multimedia service platform.

Adaptive bitrate streaming is a crucial element in the implementation of high-quality streaming of media content over the Internet. Dynamic adaptive streaming over HTTP (MPEG-DASH) has lately emerged as the de facto solution for over-the-top (OTT) video streaming services. In this paper, we perform macro-level analysis on a real-world MPEG-DASH-based Internet live broadcasting service to gain insight into its behavior throughout the end-to-end service-provision chain, from broadcasters to viewers. Based on this analysis, we propose methods to improve the quality-of-experience (QoE) of MPEG-DASH-based services, particularly with regard to reducing broadcasting delays between recording and viewing of videos, as well as synchronizing client terminals.

Multimedia broadcast multicast services (MBMS) have evolved to accommodate broadcasting services in 3GPP standards. One long-standing approach is to comprise the multimedia broadcast multicast service single-frequency network based on the cellular networks of mobile operators, and another approach adds a broadcasting network to 3GPP standards. In this paper, we overview the MBMS architecture and key entities in MBMS services. In addition, the trends of MBMS are discussed in terms of technology and 3GPP standards, where MBMS functionality is described according to 3GPP releases. Finally, we discuss its capability through a comparison with ATSC 3.0, which is the latest terrestrial broadcasting standard, and then we present the current status and future perspectives of MBMS in 3GPP.
