Introduction of the Block Grant in Agriculture, Forestry, and Fishery Sectors (지방농정 자율성 확대를 위한 농림수산 포괄보조금제 운용 방안)

  • This study proposed the introduction of the block grant in agriculture, forestry, and fishery sectors so that the local governments get greater autonomy in agricultural policy. First of all, theoretical background on block grant was reviewed and present situation in Korea regarding block grant was examined. Four criteria were set to evaluate the eligibility for the block grant. Four criteria imply that block grant is more appropriate with small-scaled similar projects, high locality projects, easily evaluated projects, and easily formula-applied projects. Applying these criteria to the projects subsidized by the national government, appropriate projects as the block grant were selected. Finally, specific operation scheme of the block grant was proposed.

  • Block system has been used to protect trains from occupying the same section of track at the same time so that only one train is permitted in each block at a time. Domestic driving regulations on the block system is divided into two classifications, such as regular block and substitute block. If it is impossible to use this regulation, the block applied method can be applied. However, domestic urban railway administrator has established his own operation rule within the regulation. Therefore, in order to assure continuous safety of train in operation, it is necessary to strengthen the regulation as can cope with the various block systems. In this study, domestic urban railway administration's own rules are examined and the appropriate driving regulation on the block system is proposed.

  • The sphenopalatine ganglion (SPG) is a parasympathetic ganglion, located in the pterygopalatine fossa. The SPG block has been used for a long time for treating headaches of varying etiologies. For anesthesiologists, treating postdural puncture headaches (PDPH) has always been challenging. The epidural block patch (EBP) was the only option until researchers explored the role of the SPG block as a relatively simple and effective way to treat PDPH. Also, since the existing evidence proving the efficacy of the SPG block in PDPH is scarce, the block cannot be offered to all patients. EBP can be still considered if an SPG block is not able to alleviate pain due to PDPH.

  • A new implementation of Block Adaptive filter in frequency domain is presented in this paper. Block digital filtering involves the calculation of a block or finite set of filter out put from a block of input values. A fast convergence algorithm of block adaptive filter is developed using Gordar theory and compared with the performance results of Satio algorithm and BLMS algorithm. Form the result we can be shown that the convergence state of given algorithm is not only faster than BLMS algorithm but also the resulting convergence error is less than the convergence error of Satio algorithm.

  • A numerical method on multi-block technique by Bi-CGSTAB(Bi-Conjugate Gradient STABilized) solver has been proposed. The present multi-block technique can reduce the numerical manipulation greatly because the common regions at the interface of each block are not necessary. In order to test the computational performance of present multi-block technique, the flow characteristics in a T type duct system and a N type duct system have been investigated by three kinds of methods such as the single-block method, the previous multi-block technique and the multi-block technique with Bi-CGSTAB solver. The results indicated that the required CPU time by present multi block technique was shorter than that of other two numerical methods and the convergency history was shown very stable at the present multi-block technique.

  • Background : There are several treatment of trigeminal neuralgia including Gasserian Ganglion Block. This paper retrospectively analyze the efficacy of Gasserian Ganglion Block as main treatment of trigeminal neuralgia. Methods : We studied 55 patients for followings; sex, age, duration from onset to visit, consulted mediator, causes, characteristics of pain, affected area, types of block, kinds and volume of used neurolytic agents, duration from first block to repeat block, types of repeat block, complications, if surgery was necessary after block. Results : Characteristic items of trigeminal neuralgia are similar with other studies. Mean duration of pain relief was 23 months. The duration was shortened in the repeat block. There were no significant complication. Conclusion : Considering Gasserian Ganglion Block as main treatment of trigeminal neuralgia is an effective and safe method. Therefore we would like to recommend the need to increase public awareness of trigeminal neuralgia and its possible treatment in pain clinics through mass commanication.

Image Coding by Block Based Fractal Approximation (블록단위의 프래탈 근사화를 이용한 영상코딩)

  • In this paper, a block based image approximation technique using the Self Affine System(SAS) from the fractal theory is suggested. Each block of an image is divided into 4 tiles and 4 affine mapping coefficients are found for each tile. To find the affine mapping cefficients that minimize the error between the affine transformed image block and the reconstructed image block, the matrix euation is solved by setting each partial differential coefficients to aero. And to ensure the convergence of coding block. 4 uniformly partitioned affine transformation is applied. Variable block size technique is employed in order to applynatural image reconstruction property of fractal image coding. Large blocks are used for encoding smooth backgrounds to yield high compression efficiency and texture and edge blocks are divided into smaller blocks to preserve the block detail. Affine mapping coefficinets are found for each block having 16$\times$16, 8$\times$8 or 4$\times$4 size. Each block is classified as shade, texture or edge. Average gray level is transmitted for shade bolcks, and coefficients are found for texture and edge blocks. Coefficients are quantized and only 16 bytes per block are transmitted. Using the proposed algorithm, the computational load increases linearly in proportion to image size. PSNR of 31.58dB is obtained as the result using 512$\times$512, 8 bits per pixel Lena image.

Improved Sub-block Matching Algorithm (개선된 서브블록 정합 알고리즘)

  • This paper proposes a block matching algorithm to improve the sub-block matching algorithm that uses partial sub-blocks being a great contribution to the block matching. Unlike the conventional algorithm using the one sub-block group the proposed algorithm uses two sub-block groups. The matching using the small group selects a candidate block to be a good possibility of a similar block with a small computation cost and the additional matching using the large group in the selected block decreases a wrong matching. Simulation results show that the proposed algorithm always has good image quality at the same computation cost as compared to the conventional algorithm and it has an outstanding performance at the matching using a few sub-blocks.

Facial Nerve Block for the Treatment of Facial Spasm -A retrospective analysis of 27 patients- (안면경련 환자에서의 안면 신경차단 -27예의 환자분석-)

  • Twenty seven patients with hemifacial spasm were treated by facial nerve block at the foramen stylomastoideum and O'Brien block from January 1992 to March 1994. There were 16 female and ll male patients, a 1.5:1 ratio respectively. Most patients were 40~60 years old. Among the 27 patients treated by nerve blocks, 26 responded well to the facial nerve block, including two cases of O'Brien block. One patient failed to respond to the facial nerve block. Induced facial palsy disappeared within one or two months within the majority of patients. Among the 26 patients who received nerve block, 6 patients required a second block within 3 to 9 months. After successful nerve block, all patients were free of spasm for 1 to 16 months. Although the follow-up period was short in duration, these results suggest that facial nerve block is a satisfactory and reliable method in the treatment of facial spasm.

  • Most shipbuilding scheduling research so far has focused on the load level on the dock plan. This is because the dock is the least extendable resource in shipyards, and its overloading is difficult to resolve. However, once dock scheduling is completed, making a plan that makes the best use of the rest of the resources in the shipyard to minimize any additional cost is also important. Block assignment planning is one of the midterm planning tasks; it assigns a block to the facility (factory/shop or surface plate) that will actually manufacture the block according to the block characteristics and current situation of the facility. It is one of the most heavily loaded midterm planning tasks and is carried out manually by experienced workers. In this study, a method of representing the block assignment rules using a diagram was suggested through analysis of the existing manual process. A block allocation program was developed which automated the block assignment process according to the rules represented by the diagram. The planning scenario was validated through a case study that compared the manual assignment and two automated block assignment results.
