공공투자사업의 입·낙찰 분석 (Analysis on Procurement Auction System in Public Procurement Service)

  • 공공투자사업에서는 최저가낙찰제, 턴키 제도, 대안입찰제 등 다양한 방식이 사용되고 있다. 최근 가격경쟁을 통한 효율성 제고를 주목적으로 하는 최저가낙찰제가 확대되어 시행되고 있다. 본 논문은 우리나라 입 낙찰 제도의 현황과 특징을 파악하고, 대형 공공투자사업에 주로 적용되는 최저가 낙찰제, 턴키 대안 입찰제도하에서의 가격 경쟁효과가 직접적으로 드러나는 낙찰률을 비교 분석하는 것에 의미가 있다. 각 입찰제도의 성과는 경쟁의 행태에 달려 있음을 고려하여 경쟁률과 낙찰률을 중심으로 여러 입찰제도의 입 낙찰 현황을 분석하였다. 1,000억원 이상 사업의 경우 최저가낙찰제하에서 평균 입찰참여자 수는 33.75명, 평균 낙찰률은 61.18%로 나타나, 턴키 대안 입찰제의 평균 입찰참여자 수 2.94명, 평균 낙찰률 90.20%와 큰 차이를 보였다. 최저가낙찰제의 경우 규모의 차이를 고려한다 하더라도 낙찰률이 현저히 낮으며, 경쟁의 정도가 심한 것을 확인할 수 있다. 이러한 낙찰률의 차이는 근본적으로 제도의 차이로 해석할 수 있으며, 경쟁의 차이로도 일부 해석할 수 있다. 민간투자사업의 경우, 평균 입찰참여자 수는 1.88명이며, 평균 낙찰률은 90%에 이르고 있어 경쟁 활성화를 통해 효율성을 제고할 여지가 있음을 제시하였다.

  • This paper proposes a new resource allocation system where overall performance can be improved using production smoothing method. In economic point of view, market price is determined by the market mechanism that is subject to the law of demand and supply. Similarly, agents determine whether to allocate tasks to machines by profit and loss or not. In existing resource allocation system, tasks are exclusively allocated to agents with better manufacturing conditions, because they are evaluated by the only currency. But in the proposed resource allocation system, agents are evaluated by not only a currency but also machine specifications. Hereby, the production smoothing is achieved and we expect to improve system performance In this study, we propose a resource allocation system with consideration of Production Smoothing.

  • We present an autonomous distributed manufacturing system to plan the manufacturing process and the schedule based on a customer order, which considers the system efficiency as well as to the flexibly. In our system, an intermediate conceptual agent called process agent is introduced, of which the role is to create a plausible alternative for the working group to fulfill the given order. The process related decision such as process sequence, allocated facilities, schedule and cost is also made simultaneously. Given an order, several these process agents are created, and the optimum on is selected through a bidding mechanism. As a criterion of such a decision-making, we consider a concept of value which is determined by several factors such as cost, delivery, working ratio and so forth. Every agent consisting of the system makes decisions and actions so as to maximize its possessing value, and the overall behavior of the system is controlled by the value distribution.

  • Presented in this paper is a control model for developing virtual factory simulator, which is being operated under the distributed environment. The control model consists of production activity plan and information flows. To incorporate elements of the characteristics of the distributed control system, we suggested a collaboration model. This model is working under the client/server architecture, and also designed for cooperative-distributed shop control(CDSC) system in order to exploit several advantages of client/server architecture. Collaboration among each agent(or client) is done through negotiation and task sharing. Based on a contract net model, the CDSC system has three kinds of agents-order agent, resource agent, and communication forwarding agent. Each agent performs shop scheduling and control through negotiation on contract net. No node in CDSC system can have authority over other node. A bidding scheme is employed far negotiation between order agent and resource agents. The CDSC system can support re-negotiation among resource agents and an algorithm for re-negotiation is also developed. Experimental results are shown to advocate the effectiveness of the CDSC system for CIM environments.

  • In this paper, we propose a multi-layered architecture of workflow management systems based on CORBA (Common Object Request Broker Architecture). The system aims to support product development processes in distributed environment. Many companies have started to adopt workflow management systems to manage and support their business processes. However, there are many problems in direct application of those systems to product development environments. These mainly resulted from the dynamic features of product development processes. It is strongly required to support dynamic processes as well as static and procedural ones in an integrated and consistent manner. To meet these requirements, a basic workflow management system has been developed as the core component of the integrated architecture. This performs the basic functions of workflow management system. Second, a dynamic workflow management system based on a bidding mechanism has been developed to manage processes that cannot be easily defined or are likely to be modified, Finally, an SGML workflow management system, which is the third layer in the architecture, has been developed to manage documents processing workflows by integration SGML documents contents and process information into the structured SGML document.

  • Since the advance of WWW, internet related fields have been growing very rapidly. Especially, the development of electronic commerce ares have changed even or life style. This paper is about the design and implementation of an internet auction system, which is considered as on of the most attractive internet services. An internet auction system has more complex processes compared with other electronic commerce systems. In auction systems, bids and a successful bid are required in trading all goods. In this paper, I designed and implemented all processes of an internet auction system, in which a bid tracing systems is included for the first time. The bid tracing system is implemented using only HTTP in maintain compatibility in WWW environment. I also used th JAVA blocking concept to simulate two-way communication. The proposed system is implemented on Windows NT environment using JAVA, ASP, and the Oracle database.

An Analysis on Power Demand Reduction Effects of Demand Response Systems in the Smart Grid Environment in Korea

  • This study performed an analysis on power demand reduction effects exhibited by demand response programs, which are advanced from traditional demand-side management programs, in the smart grid environment. The target demand response systems for the analysis included incentive-based load control systems (2 month-ahead demand control system, 1~5 days ahead demand control system, and demand bidding system), which are currently implemented in Korea, and price-based demand response systems (mainly critical peak pricing system or real-time pricing system, currently not implemented, but representative demand response systems). Firstly, the status of the above systems at home and abroad was briefly examined. Next, energy saving effects and peak demand reduction effects of implementing the critical peak or real-time pricing systems, which are price-based demand response systems, and the existing incentive-based load control systems were estimated.

  • This study is designed to examine the current status of the performance warranty systems for asphalt pavements implemented in Europe, USA, and Japan, and to review the feasibility and possibility of introducing this system into the Korean environment. For such objectives, the concept and necessity of performance warranty and the status of Korean contracting systems and overseas performance warranty systems were evaluated. In particular, the bidding systems, performance guarantee systems, and maintenance work inclusion status in the projects and warranty specifications of Europe, USA and Japan were comparatively evaluated. And methods of introducing the performance warranty system by utilizing defects liability system and design-build contracts of Korea were suggested.

  • 정부는 기존의 품셈에 의한 예정가격 산정 방식을 폐지하고, 실적계약 단가를 근거로 하는 실적공사비 적산제도를 도입하여 시행중에 있다. 그러나 현재 BTL 교육시설물 예정가격 산정방법의 경우 표준화된 작업분류체계(WBS : Work Breakdown Structure) 및 내역서 작성지침의 부족으로 인하여 단가 산정에 정확한 근거 마련이 힘든 실정이다. 따라서 본 연구에서는 BTL로 발주된 교육시설물의 내역서를 바탕으로 BTL 교육시설물의 실적공사비 적용을 위한 작업분류체계(WBS : Work Breakdown Structure) 구축을 목적으로 한다. 이를 통해 일반 시설물과는 다른 특징을 가지는 교육시설물 분류체계를 구축하고 이를 이용한 공사비 항목 및 유지보수비 항목의 체계화가 가능할 것으로 예상된다.

  • 본 논문은 해양플랜트 입찰단계에서 시스템엔지니어링(Systems Engineering)기법을 이용하여 해양플랜트를 구성하고 있는 장비 배치를 검증(Verification)할 수 있는 검증수행모델에 대한 연구이다. 해양플랜트 상부구조물(Topside) 유지보수 장비들을 엔지니어링하기 위하여는 Topside 장비 Layout검증이 선행되어야 한다. 하지만 입찰단계에서 완성도가 높지않는 FEED(Front End Engineering Design)결과물로 인한 많은 오류가 존재함에도 불구하고 검토시간의 부족 등의 이유로 검증을 수행하지 못하는 경우가 존재한다. 따라서 본 논문에서는 다학제간 접근방식인 시스템엔지니어링 프로세스를 간략화하여 적용함으로써 제한된 시간내 효과적으로 장비배치를 검증할 수 있는 검증수행모델을 제안하였다. 모델의 구성은 기능전개모델(Functional Deployment Model)을 통하여 구축하였으며 사례연구를 통하여 본 Topside 장비 배치에 대한 검증 수행모델을 검증하였다.
