입찰프로그램은 민/관으로부터 고지되는 입찰 정보의 수집과 누적된 입찰결과의 통계적 분석방법을 사용하고 있지만 복수예가 추첨을 통한 낙찰방식으로 정확한 낙찰가를 예측하는 것은 쉽지 않다. 따라서 본 논문은 MLP, RNN 등의 방법을 이용하여 전자입찰 사이트인 전기넷에서 취득한 2015년 1월부터 2019년 8월까지 전기공사 낙찰현황 데이터의 정확도 등을 분석하고, 이를 통해 낙찰 하한가에 가장 근접하고 1순위 금액 사이의 금액을 예측하여 낙찰에 필요한 입찰금액을 예측하기 위한 기법을 제안한다.

This study wishes to analyze that affect in purchasing decision in Telecommunication operation company's international competitive bidding. When submit a tender laying stress on international competitive bidding of the Telecommunication operation companies among specially various international competitive bidding, I wish to investigate game theory enemy by bid method through access method about bid form affecting in buyer's purchasing decision.

Generation companies(Genco) submit the supply functions as a bidding function to a bid market in a competitive electricity market. The profits of Gencos vary in accordance with the bid functions, so the selection of a bidding function plays a key role in increasing their profits. In order to get a profitable bidding function which is usually linear, it is required to modify adequately the intersection and the slope of a linear supply function. This paper presents an analysis of the selection of the supply function from the viewpoint of Nash equilibrium(NE). Four types of bidding function parameters are used for analizing the electricity market. The competition of selecting bidding parameters is modeled as two level games in this research. One is a subgame where a certain type of parameters is given and the players compete to select values of the underlying parameters. The other is an overall game where the players compete to select a profitable type among the four types of parameters. The NEs in both games are computed by an using analytic method and a payoff matrix method. It is verified in case studies for the NE of overall game to satisfy the equilibrium condition.

This paper presents a schematic process based on the method of eliminating dominated strategies to obtain the optimal bidding strategy Pursuing the Nash equilibrium Point. The Proposed approach is demonstrated for a bidding game in a generation competitive market with 2-dimensional bidding strategy vectors constituting a price-quantity strategy curve.

This paper shows the optimal bidding strategy determination method using Nash equilibrium concept by defining bidding strategy vector. This vector is 2-dimension vector whose components are generation amount and generation cost. Thereby we are able to make all possible strategies and their's payoff table. And then we erase dominated strategies one by one so that we obtain Nash equilibrium, the optimal bidding strategy of generation bidding game.

본 연구는 공동주택의 조경업과 관련한 공사·용역에 대한 입찰실태 분석을 통해 문제점을 파악하고, 개선 방안을 제시하여 투명하고 공정한 입찰시스템 운영을 위한 기초자료로 제공되고자 하였다. 이를 위해 공동 주택 유지관리 이력, 입찰 정보, 전자입찰제 등을 제공하는 '공동주택관리정보시스템(K-apt)'의 자료를 활용하여 조경 분야 공사·용역에 대한 낙찰현황, 낙찰금액, 연중 낙찰 규모와 동향, 공종별 사업자 선정결과 등을 살펴보았다. 그 결과, 한 해 낙찰된 총 건수(36,831건) 중 조경업에 해당하는 건은 4.4%(1,631건)를 차지하고 있으며, 평균 낙찰금액은 약 2,400만 원으로 조사되었다. 건별 낙찰금액 현황으로 조경업 관련 건 중 73%가 3백만 원에서 3천만 원 사이에서 낙찰되었으며, 공종별로는 병충해방제와 유지관리에 해당하는 건이 58.6%를 차지하였다. 월별 낙찰현황으로는 2~4월에 전체 건수의 36%가 집중되었으며, 입찰방법에서는 '일반경쟁입찰'이 59.8%를 차지하였다. 낙찰자 선정방법과 투찰방법에서는 55%가 '최저낙찰제'와 '전자입찰방식'을, 45%가 '적격심사제'와 '직접입찰방식'을 채택한 것으로 나타났다. 입찰 현황에서 도출된 문제점에 대한 개선사항으로 첫째, 현행 '전자입찰방식' 적용 규정에 관한 예외 조항을 최소화하여 전자입찰방식 전면 적용하여 공정한 입찰제도가 운용되도록 한다. 둘째, 공동주택의 녹지환경 품질에 대한 조경 관리 기준을 마련한다. 셋째, 입찰 공고 전 내역서 및 도면 등의 설계 도서를 작성하고, 기초금액을 산출하도록 하는 근거 규정을 마련하여, 사업의 내용을 구체적이고 객관적으로 특정함으로써 공정한 입찰이 가능하도록 한다. 넷째, '사업자 선정지침'의 각종 입찰조건에 대해 선택이 아닌 조건별 세부지침을 마련하여 공정성과 일관성을 확보한다. 이와 같은 연구결과는 공동주택의 조경업 사업자 선정과 조경시설 및 녹지환경 유지관리에 있어 객관적이고 합리적인 기준 마련에 활용될 수 있을 것으로 판단된다.

과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게 딴은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러 가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 설문조사 및 만족도 평가, IDEF 방법론을 통하여 현행 입찰업무의 현황을 파악하고, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 현행 입찰제도 하에서는 업무처리 절차가 불편하다는 지적이 가장 많았고, 현재 운영되고 있는 전자입찰 시스템은 대체적으로 만족하고 있었으며, 향후 진자조달 시스템 구현시 고려해야 할 사항은, 입찰$\cdot$계약 전자처리 표준화, 시스템의 보안, 법, 제도 정비 등이 중요하게 나타났다. 이러한 분석된 요구사항을 반영하여 입찰관리 개선모델을 제안하였고 개선효과를 분석하였다.

Purpose - The purpose of this study is to find out any potential factors for explanatory variables when calculating the virtual successful bid rate in case of no collusion. Design/methodology/approach - An empirical analysis was conducted in this study with a regression analysis that included 725 bid samples under the public construction technical type bidding. Findings - The result of the basic analysis showed that there are several factors affecting the successful bid rate. First, collusion variable; second, government variable; third, successful bidder design score variable and the number of bidder variable among bidding features; fourth, turnkey variable based on the alternative method; fifth, civil works variable and plant works variable based on building work; sixth, asset variable and the fourth-quarter performance difference variable. However, the technical proposal method variable among bidding features was found to be statistically insignificant in column(4). Research implications or Originality - The significance of this research is that new variable such as the government variable and the fourth-quarter performance difference variable were added in the regression model, which showed statistically significant research results.

Bidding and contract systems are used for public construction projects to select contractors following fair competition principles and to execute national budgets effectively. Many challenges have arisen due to a lack of transparency and fairness and because bidding practices have been luck-based. Few comprehensive or comparative analyses have been conducted on the performance and limitations of bidding and contract systems, and empirical analyses designed to improve policies on and the practice of such systems are lacking. This study empirically analyzed current bidding and contract systems to seek ways of improving them. The study proposes several alternatives to resolve the problems with and irrationalities of the current system: 1) improving bidding and selection systems by changing them from a luck-based price competition into a technical merit- and value-based competition; 2) improving the assessment criteria to meet the current market level of bid and winning prices; 3) adjusting contractual responsibilities and sharing structures to meet the current trend; and 4) strengthening the competitiveness and expanding the social responsibility-based procurement systems of construction companies.
